Cultural and natural heritage as a driver for sustainable landscape development

AB  - The Roman Limes - a former natural border of the Roman Empire has been recognized as a cultural landscape with exceptional universal values of international importance by UNESCO. In the Republic of Serbia, the Roman Limes encompasses the Danube river valley. Within this part of the Roman Limes, the Djerdap segment, which includes sites of different historical periods, stands out. However, most of the sites are underwater due to the construction of the Hydroelectric Power Plant. Physical inaccessibility to cultural heritage has led to insufficient presentation and promotion, but also a lack of information about its existence. Therefore, the main goals of this paper are to spread knowledge about the existence of the cultural and natural heritage of the Djerdap segment, as well as to identify the potential for their integration into contemporaneity. The results are presented through an urban-architectural project that is the sublimation of formed critical attitudes about the cultural heritage treatments. The expected results of the research include raising awareness of the importance of the cultural and natural heritage of the Djerdap segment through the promotion of cultural routes, as well as forming a potential model for their use in the process of establishing sustainable landscape development.

AB  - A museum quarter is praised as a suitable model for the regeneration of global cities. However, it has rarely been implemented in smaller, shrinking cities with a rich heritage, which has become a ‘new normality’ across Europe. These cities usually face institutional, organisational, and economic limitations in their development. Forming a museum quarter at a micro-scale in such city can be a rational model to address these constraints. This paper presents an emerging micro-museum quarter in the historic city of Sombor in Serbia, where the bottom-up level initiated it to deal with the fast shrinkage of the city. /// Le quartier-musée est présenté comme un modèle efficace pour la régénération des grandes métropoles. Néanmoins, il n’a jamais été appliqué aux plus petites villes ou aux villes en décroissance dont les sites patrimoniaux sont pourtant d’une grande richesse. Ces villes deviennent une « nouvelle normalité » dans le paysage européen et font face à des restrictions institutionnelles, organisationnelles et économiques. Construire des quartiers-musées à une micro-échelle dans de telles villes pourrait être une solution pour surmonter ces restrictions. Cet article présente un micro quartier-musée émergeant dans la ville historique de Sombor en Serbie où l’initiative a pris racine au niveau local afin de lutter contre la rapide décroissance de la ville.

AB  - После застоја током бурних 1990-их година десио се нагли процват нове стамбене ви-шепородичне изградње у градовима средње величине у Србији. Овај нови развој почетком трећег миленијума није сличан ономе у време социјализма, пошто су улагачи сада приватници, а кључно мерило за улагање је профит. Сходно томе, начела пажљивог односа ка окружењу, поштована крајем социјалистичког раздобља, уступила су место тежњи да се изгради што више стамбеног простора у односу на капацитете парцеле. У оваквој ситуацији и локалне власти и урбанистичка струка су се нашли пред великим изазовом како сачувати елементе традиционалног градског предела кроз прави однос између његовог развоја и заштите. Садашње стање сведочи да се могу уочити и повољне и неповољне тенденције у овом процесу. Циљ овог рада је да их осветли на примеру вишепородичне станоградње од почетка постсоцијалистичке транзиције у случају шест градова средње величине у Војводини: Зрењанина, Кикинде, Панчева, Сомбора, Сремске Митровице и Суботице. Проучавање ће бити сужено на мапирање зграда у градском ткиву, а нарочито да ли се ова станоградња десила у старим језгрима изабраних градова и близу заштићених амбијенталних целина. Крајњи исход рада је давање препорука како да се процес постојеће стамбене изградње што боље усмерава уз поштовање затеченог историјског ткива.

Decentralised Mass Housing Policy in Socialist Yugoslavia

AB  - The unique experiment of socialist state in the second Yugoslavia (1945-1991) had a profound impact in housing policy. Differently than in other socialist countries, decentralisation played a significant role. Housing followed this policy - it was heavily decentralised to regional and local tier. Therefore, these tiers developed and used their own housing norms and standards and thereby had different spatial reflections on urban fabric across Yugoslavia. However, Yugoslavia was still based on socialist ideology. Accordingly, multi-family neighbourhoods were often built for proletariat in Yugoslavia as the most advanced housing type. But, the aforementioned policy also caused decentralisation-led patterns in housing at urban level – these neighbourhoods were more numerous, but also smaller in size and scattered throughout urban area. The aim of this paper is to explain this process and spatial outcomes in multi-family housing through relevant theory and multi-case study. The study is carried on 6 medium-size cities in the northern Serbian province of Vojvodina. They share similar historic and spatial development. Thus, they are an adequate “polygon” to research separate approaches in situ, caused by decentralised housing policy. It is expected that the research will embrace how these approaches were reflected in concrete cases and which spatial characteristics can be usable for current trends in Serbian cities.

AB  - Shrinking cities are becoming a new ’reality’ in contemporary urban development thanks to numerous scientific contributions about this globally widespread phenomenon. However, it is not widely known that the term “Shrinking cities” was initially promoted through the same-name international project that culturally dealt with shrinking cities. This project, led by Eastern-German cultural experts, revealed internationally the essence and frequency of urban shrinkage. Interestingly, the approach used in this project has been important to clarify that urban shrinkage is not a negative process per se. Even more, the project contributed to define the multi-dimensional and productive character of this phenomenon.
The further research and projects on shrinking cities were less devoted to its cultural and aesthetical side. They were mostly oriented towards the main causes and consequences of urban shrinkage, discussed within the discourses of economy, geography, demography, political science, and ecology. Nevertheless, the inspirational, artistic and creational aspect of urban shrinkage has not been lost. With the recent formation of the concept of shrinking cities, a new attention has been given to potential ways to overcome urban shrinkage. New conceptual proposals and attempts have also used culture, art, and creativity again, but in different format. They have tried to connect the previously acquired scientific knowledge with creative industries and applied arts, where they are seen not just as a creative moment, idea or artistic inspiration, but as a comprehensive, and usable “healing” approach to reinvigorate shrinking cities.
The aim of this paper is to present ongoing efforts towards the link between urban shrinkage, inspiration, and creativity. It is done by comparing them with the position of this link from the beginnings of the concept of shrinking cities in the early 2000s. Therefore, it is a contribution to the development of the historic perspective of the aesthetical and artistic side of this concept, which certainly needs a more prominent role in the future urban development.

AB  - Comparing with Western Europe, shrinking cities in Eastern/ post-socialist Europe are a relatively new phenomenon, documented from the early 1990s. This gap is not only related with timing.
Turbulent transition from a planned and centralised economy to a market and decentralised one has had a profound impact on the state of East-European cities since the collapse of socialism, leaving them with decimated industry production, weak local budget and impoverished and aged population.
The uniqueness of urban shrinkage in this region has mirrored into housing patterns, which also show distinct patterns. The aim of this research is to emphasise the
differences in urban shrinkage relating housing between the West and the East of Europe.
The focus in the recognition of these patterns in the case of four main urban zones regarding housing in shrinking cities - in historic core, in mass-housing estates, suburbia, and in reurbanisation zones.
The explanation of the distinct patterns in housing in Eastern-European shrinking cities is a backbone to underline different approaches how to deal with housing in shrinking cities in this part of Europe.

Since then, this global challenge has redirected general focus at all tiers from "faith" in unstoppable progress to more desirable stabilisation and preparedness. Being the major places of globalism, cities across the World have suffered from the crisis. Therefore, they have profoundly embraced the postulates of resilience, transforming them with "urban" footprint urban resilience. The creation of this significant concept has been in the agenda of many international organisations. However, the concept of urban resilience is still a novelty, with accompanying implementation problems. This is a very important issue in the field of urban design, a part of urbanism very much connected to concrete functioning in situ. This "implementability" of the concept of resilience in urban design is an important issue for Serbia. As a post-socialist country, it has witnessed various problems and general inconsistency. With a strong motive to cope with them, local authorities and institutions often try to directly implement foreign arisen concepts and knowledge, without any local adaptation. The results of these forceful acts are usually questionable. Therefore, the aim of this paper is to understand how the principles of resilient urban design are tailored and how they are important for Serbian cities. Hence, general urban plans as the main development documents in Serbian cities are researched through the lenses of these principles, with expectations to check if they are ready to make urban design in relevant cities more resistant. The final contribution of the paper is foreseen in the form of guidelines to enforce urban resilience at local level.

AB  - Since the beginning of the 21st century we have been faced with new, totally different and
complex questions regarding safety in cities. Today, we are not focused anymore on regular
fighting against criminal problems; cities are overwhelmed by all threats, from natural
disasters, poverty and misery to the processes of migration. The goal of this paper is to
study the cause and stimuli and to do some analysis for further research. The goal will be to
make resilient cities where we consider safety the most important factor. Phenomena which
we find in the cities, even if they could not be presumed or planned, will be further investigated. Poverty in cities is something we already fight against, but it is an indicator of future
instability and crime. Development of disaster resilient communities is an element which
has already been worked on globally. By identifying factors of urban renovation, experts should be open to explore the concepts which bring new ideas about urban resistance enforcements. While concept of instable or “zero tolerance” is defined as sensitive to stressors, anti-fragilities are connected with generation of positive answers to damage. Constant
estimation needs to be focused on advantages and weaknesses of unexpected events. When
it comes to migrations, guidelines should follow the American model – almost two centuries of co-existence. It should be pointed out that there is an active political and professional will to create a healthy, strong, and mixed settlement. By multicultural enforcement in public places during urban regeneration and transformation, we should take into
account both local interest, public, private and the new ones.

AB  - The unique experiment of socialist state in the second Yugoslavia (1945-1991) had a profound impact in housing policy. Differently than in other socialist countries, decentralisation played a significant role. Housing followed this policy - it was heavily decentralised to regional and local tier. Therefore, these tiers developed and used their own housing norms and standards and thereby had different spatial reflections on urban fabric across Yugoslavia. However, Yugoslavia was still based on socialist ideology. Accordingly, multi-family neighbourhoods were often built for proletariat in Yugoslavia as the most advanced housing type. But, the aforementioned policy also caused decentralisation-led patterns in housing at urban level – these neighbourhoods were more numerous, but also smaller in size and scattered throughout urban area. The aim of this paper is to explain this process and spatial outcomes in multi-family housing through relevant theory and multi-case study. The study is carried on 6 medium-size cities in the northern Serbian province of Vojvodina. They share similar historic and spatial development. Thus, they are an adequate “polygon” to research separate approaches in situ, caused by decentralised housing policy. It is expected that the research will embrace how these approaches were reflected in concrete cases and which spatial characteristics can be usable for current trends in Serbian cities.

AB  - The fields of urban and spatial planning have been significantly changed in Serbia during last 25 years of post-socialist era. These fields have witnessed great changes in legislative framework, socio-economic structure, and implementation connected with everyday practice. The main intention of these changes has been the customization of the entire system of territorial planning to new post-socialist reality. However, municipalities as well as the other levels of the territorial organisation of Serbia have stayed almost intact by their number and size for decades, despite the shift of demographic and economic conditions. But, Serbian municipalities have been particularly important for territorial planning, because they have been the only active level of self-government below national one. This position has given them more active role in territorial planning. Understanding that both urban and spatial planning is strongly connected with territorial organisation, it is questionable how these two sectors have functioned during the last 25 years within the unchangeable shape of municipalities. The purpose of this paper is to explore this issue. The first step, organized as an argumentative essay, will be dedicated to the advantages and disadvantages of the current and prospective organisation of municipalities in Serbia. Then, presented discussion will be an overview from the stance of adequate levels of territorial planning. It is expected to find is current territorial organization of Serbian municipalities suitable for contemporary urban and spatial planning and, if not, which are the ways of its improvement.

AB  - "Not enough clarified redevelopment and regeneration initiatives could compromise culture and cultural heritage. Avoiding the sustainability due to possible loss of cultural assets could be irreplaceable. Award winning developers and architects from urban and tribal communities discuss today how to successfully strike a balance between economic redevelopment and the sustainable management of cultural assets; based upon culture." (Jonathan, The emergence of culture-led regeneration: a policy concept and its discontents, Working Paper, University of Warwick, Centre for Cultural Policy Studies, Coventry, 2007). We all recognise how important it is to respect local culture, heritage and tradition; with regeneration, we attempt to focus on quality, balanced with economic opportunity for the population, optimising the visitor's experience by applying a creative mix of cultural, environmental and historic resources linked with social and economical aspects. The new term 'placemaking' does not only measure a physical structure by its aesthetic design; it also defines the integrity of the experience had by the individual, which contributes to the economic viability of public spaces, the resources used and the health and wellbeing of the community. Culture design-led regeneration may be used as a tool to create cultural districts, cultural hubs, etc. and to utilise these zones in order to begin the gentrification process, with all its positive effects. Even unplanned cultural zones, such as Belgrade's Savamala quarter, show that the process can be unstoppable if initiated under the right circumstances.

AB  - The paper is an overview of the planning framework for the location of the Sava Amphitheater, a view of individual designs dealing with this location and the study of design competition winners from 1985 and 1991, as well as an overview of visions for the development of the location, which were proposed by the students of the Faculty of Architecture, University of Belgrade. The aim of the research was to indicate the potential of the formed solutions which, following each other, in the form of taking over the best ideas, formed a solid base on which future solutions and proposals for this location could be based.
AB  - Rad predstavlja pregled planskog okvira koji obuhvata lokaciju Savskog amfiteatra, osvrt na pojedinačne projekte koji obrađuju ovu lokaciju, prikaz studije nagrađenih konkursnih rešenja iz 1985. i 1991. godine i pregled vizija razvoja ove lokacije, a koje su predložili studenti Arhitektonskog fakulteta Univerzuteta u Beogradu. Istraživanje je imalo za cilj da ukaže na potencijal formiranih rešenja, koja su sledeći jedna drugo, u vidu preuzimanja najkvalitetnijih ideja formirala čvrstu bazu na kojoj se mogu temeljiti buduća rešenja i predlozi za ovu lokaciju.

The aim of the research was to indicate the potential of the formed solutions which, following each other, in the form of taking over the best ideas, formed a solid base on which future solutions and proposals for this location could be based., Rad predstavlja pregled planskog okvira koji obuhvata lokaciju Savskog amfiteatra, osvrt na pojedinačne projekte koji obrađuju ovu lokaciju, prikaz studije nagrađenih konkursnih rešenja iz 1985. i 1991. godine i pregled vizija razvoja ove lokacije, a koje su predložili studenti Arhitektonskog fakulteta Univerzuteta u Beogradu. Istraživanje je imalo za cilj da ukaže na potencijal formiranih rešenja, koja su sledeći jedna drugo, u vidu preuzimanja najkvalitetnijih ideja formirala čvrstu bazu na kojoj se mogu temeljiti buduća rešenja i predlozi za ovu lokaciju.",

AB  - This text refers to all aspects of urban regeneration in between the context of sustainable development. Through the urban regeneration there is a possibility to reach the millennium goals and the guidelines of the LOCAL AGENDA 21. The urban renewal is launched by the highest political leaders to assure good financial and time frame. The Whole team of different professionals is needed to provide the urban renewal complexity. We consider the practical guidelines, possible approach and finest urban design to reach the main goals of urban regeneration.
AB  - Ovaj tekst razmatra aspekte urbane regeneracije unutar konteksta održivog razvoja. Milenijumski ciljevi i smernice Lokalne agende 21 imaju mogućnost da se rešavaju i putem urbane obnove. Obnovu lansiraju najviše političke ličnosti jer to osigurava siguran finansijski okvir i dugotrajnost akcije. Metodologija je kompleksna i potreban je čitav tim raznorodnih struka da bi je uspešno sprovelo. Iz problematike se, empirijski, došlo do mogućih preporuka i pristupa, koji uz prioritetnu ulogu kvalitetnog urbanog dizajna mogu da dovedu do cilja.

AB  - In general, this work treats problems of reconstruction and preservation of city centers. The defining of the most appropriate ways of town remodeling depends on the city pattern and the position on the cultural and historical scale. Despite the fact we have the exact parameters, this delicate task is not only a multidisciplinary one but also involves ones sensibility. Methodologically, the choice of reconstructive methods starts from level of the existing situation in site. This is the compulsory starting point in the choice of reconstructing methods. We have analyzed and compared some typical examples of European city centers. Due to the huge variety of methods, some errors are often possible. These errors, in the field of architecture, have very, serious results that can hardly be repaired. Therefore, this matter needs serious multilevel consideration and control.
