AB  - The planning practice so far, already has experiences regarding many forms of damage andthreat to natural and cultural heritage as a result of industrial and urban development, aswell as problems of their protection, development and use. A new potential threat in theform of climate change represents further uncertainty for the maintenance of these areasand a new challenge for spatial and urban planning. The knowledge of possibleconsequences to climate changes demands reconsideration of the fundamental conceptualsetting, on the protection and use of natural and cultural heritage, in accordance withgenerally accepted aims and in accordance with the universally accepted standards,initially, considers preservation of identity, uniqueness and distinctiveness. Some of theissues that are discussed in this paper consider of climate-resistance planning and actionsfor space of natural and cultural heritage, in order to develop new approaches which willprimarily, enable a high level of assessments about the climate risks to be undertaken, andsecondly, to offer planning solutions for adaptation to climate changes in the future plans,without neglecting the efforts for their mitigation.

AB  - High-speed access to the Internet and mobile broadband create a new web-based support of spatial planning in Serbia. Perhaps most importantly, this support provides unprecedented opportunities to empower individuals across all social and economic strata. The authors present this view within the framework of two fundamental focal points: (i) relational approach to spatial planning that recognizes the multiple dimensions of diverse people who interact with place and space in complex and unpredictable ways; and (ii) democratic achievement in spatial planning model and governance framework to share information and collaborate across a municipalities' hyperconnected ecosystem.

AB  - This paper is a follow-up to a research in the domain of theorizing planning practice and practising spatial planning theoretical approaches in the context of information-isation, globalisation and EU-isation. The theoretical framework contemplates the meaning of the spatial concept that is grounded in the duality of the information phenomenon and contemporary expression of the space notion, as a way of reinventing spatial planning. The operational framework discuses the spatial planning practice in Serbia through a brief explanation of applied methodology for identifying a suitable indicator set proposed for the implementation monitoring of the Spatial Plan of the Republic of Serbia 2010-2020. The national indicators set represents a theoretical model of knowledge for evaluating relational outcomes of spatial development complexity, and its spatial-temporal character represents a way of practising theoretical approaches as monitoring tools for spatial planning within the limits of the present regulatory system in Serbia.

Prilagođavanje klimatskim promenama - nova uloga prostornog planiranja (primer Podunavlja u Srbiji)

AB  - Radom se istražuje koncept prilagođavanja klimatskim promenama iz aspekta prostornog planiranja i njegove nove uloge u suočavanju sa promenama koje su već nastupile, a koje izvesno opredeljuju pravce budućeg razvoja. Uspostavljena je razlika od dosadašnjeg razmatranja održivog razvoja i zaštite životne sredine u smislu prevencije i ublažavanja budućih klimatskih promena. Teritorijalni okvir elaboracije predstavlja Podunavlje u Srbiji kao deo dunavske regije Evrope, čime se tema razmatra u kontekstu aktuelnih promena uslovljenih globalizacijom, evropeizacijom i informatizacijom Srbije. Uspostavljanjem relacija između Prostornog Plana Republike Srbije 2010-2020 (2009) i Strategije EU za Dunavski region zajedno sa Akcionim planom (2010) trasirani su prioriteti integralnog/holističkog pristupa prostornom planiranju, kako putem povezivanja sektorskog razmatranja, tako i putem razmatranja mekih i permeabilnih granica i multi-level upravljanja, a u domenu prilagođavanja klimatskim promenama. Povećani rizici od nestašice vode, toplotnih talasa i prirodnih katastrofa ugrožavaju naselja, infrastrukturu, životnu sredinu i ljudske živote. Najveći potencijal integralnog pristupa prostornom planiranju je u sagledavanju konflikata između prevencije novih rizika i različitih interesa u korišćenju zemljišta, u njihovom rešavanju i daljem sprovođenju. Time se ostvaruje povećanje mogućnosti prilagođavanja prostora postojećim, kao i smanjenja povredljivosti prostora budućim, klimatskim promenama. Preispitivanje pristupa prostornog planiranja i njegovo prilagođavanje novim tematskim i problemskim zahtevima predstavlja osnov za formiranje platforme za dalje istraživanje u cilju formiranje preporuka za konkretne akcije prilagođavanja klimatskim promenama putem inoviranog procesa prostornog planiranja u Srbiji.

AB  - Богата традиција бањских места као
културних средишта и лечилишта са
јединственим потенцијалом у
лековитим изворима могу бити солидна,
али не и довољна, основа за њихов
развој у складу са изазовима
савременог друштвеног контекста. Као
одговор на процес глобализације
обновљен је интерес у територијалним
аспектима туризма, при чему просторно
окружење постаје фактор који има све
већи утицај на туристичку тражњу.
Испреплетеност токова, односа,
интеракција као суштина концепта
територијалности, није нешто ново и
непознато у регионалном планирању,
али захтева нов аналитички приступ за
испитивање повезаности са глобалним
мрежама. У раду се анализира концепт
територијалне умрежености у систему
физичких, функционалних и
организационих мрежа, као један од
кључних аспеката у реализацији складне
туристичке регије. Циљ приказа је
преиспитивање и проналажење
релевантних индикатора који могу указати на достигнути
ниво конкурентности бањских туристичких регија у
глобалној туристичкој понуди.
AB  - The famous tradition of spa places like cultural
centers and health resorts with unique potential
in natural curing springs could be a solid, but not
an adequate, ground for their development according to the challenges of contemporary society.
The renewed interest in the territorial aspects of
tourism as a response to globalisation enhanced
the influence of spatial factor (tourismscape) on
current on tourism demand. The network of flows,
relationships and interactions, as the core of the
territoriality concept, is not something new and
unknown in regional planning but requires a new
analytical tool for researching the global network
connectivity. This paper analyzes the concept of
territorial networking in the system of physical,
functional and organizational networks as one of
the crucial aspects in the development of wellbalanced tourism region. The consideration aim is
to examine and define the relevant indicators that
may specify the level of competitiveness of spa region in the global tourism market.

AB  - Стратегијом туризма Републике
Србије, усвојеном 2006. године
обухваћен је План конкурентности, с
циљем да се трасира пут развоја
туризма као стратешког економског
сектора. Један од разматраних
елемената конкурентности веома
високог значаја и степена
приоритета је развој Туристичког
информационог система. Интернет
се помиње као важан извор
информација за туристе на коме,
туристичке организације,
представљају своје понуде.
Од 2004. године, с повећаним
интензитетом од 2006. године,
остварују се нове могућности за
пласман туристичке понуде путем
софтверских пакета отворених за
активно учешће корисника у
њиховом креирању као и у
обликовању приказа на глобалном
нивоу. Концепт Web 2.0 представља
револуционарну иновацију
информацијско-комуникацијске
технологије. Његова употреба
заживљава формирањем бројних професионалних мрежа и
друштвених online заједница, које интегришу глобално
дружење, размену информација, знања, искустава и утисака
на нивоу појединца без посредовања институција, фирми,
агенција и удружења.
Тежиште овог Рада представља истраживање потенцијала
Web 2.0 концепта интернет подршке у домену развоја
туризма Србије, а због његове благовремене
имплементације у регуларне токове глобалне
компетитивности туристичких дестинација.
AB  - The second report of Serbian Tourism Development
Strategy, adopted in 2006, contents Competitiveness
Plan which purpose was to create a road-map four
tourism development as a strategic economic sector.
The development of tourism information system was
considered as one of the road-map elements with great
priority and significance. The Internet was mentioned
as very important tourist information source where
consumers could find actual tourism agency offer.
New tourism supply possibilities started since 2004 and
increased more intensively since 2006 by development
of open source software applications that are open for
consumers upgrading and global level presentations
creating. Web 2.0 concept represents revolutionary
invention of information-communication technology.
It became possible, through Web 2.0 growing usability,
to create a great number of professional networks and
social online communities that integrate global
friendship, the exchange of information, knowledge,
experience and impressions, without mediating of
institutions, agencies, business and associations.
The focal point of this paper is the research of the Web
2.0 concept potential for Internet support in domain of
Serbian tourism development. The main paper purpose
is to recognize new concept for its implementation in
the regular flows of global tourism competitiveness, in
time.

Од 2004. године, с повећаним
интензитетом од 2006. године,
остварују се нове могућности за
пласман туристичке понуде путем
софтверских пакета отворених за
активно учешће корисника у
њиховом креирању као и у
обликовању приказа на глобалном
нивоу. Концепт Web 2.0 представља
револуционарну иновацију
информацијско-комуникацијске
технологије. Његова употреба
заживљава формирањем бројних професионалних мрежа и
друштвених online заједница, које интегришу глобално
дружење, размену информација, знања, искустава и утисака
на нивоу појединца без посредовања институција, фирми,
агенција и удружења.
Тежиште овог Рада представља истраживање потенцијала
Web 2.0 концепта интернет подршке у домену развоја
туризма Србије, а због његове благовремене
имплементације у регуларне токове глобалне
компетитивности туристичких дестинација., The second report of Serbian Tourism Development
Strategy, adopted in 2006, contents Competitiveness
Plan which purpose was to create a road-map four
tourism development as a strategic economic sector.
The development of tourism information system was
considered as one of the road-map elements with great
priority and significance. The Internet was mentioned
as very important tourist information source where
consumers could find actual tourism agency offer.
New tourism supply possibilities started since 2004 and
increased more intensively since 2006 by development
of open source software applications that are open for
consumers upgrading and global level presentations
creating. Web 2.0 concept represents revolutionary
invention of information-communication technology.
It became possible, through Web 2.0 growing usability,
to create a great number of professional networks and
social online communities that integrate global
friendship, the exchange of information, knowledge,
experience and impressions, without mediating of
institutions, agencies, business and associations.
The focal point of this paper is the research of the Web
2.0 concept potential for Internet support in domain of
Serbian tourism development. The main paper purpose
is to recognize new concept for its implementation in
the regular flows of global tourism competitiveness, in
time.",

The process of urban regeneration in context of information society

AB  - This paper deals with the concept of innovation of the urban regeneration process in context of transformations which are generated by information-communication technologies. From one aspect, Serbia has an exceptional human potential presented in number of 13,000 graduates each year, or in share of 42% of population who speaks English, which is the largest among all Eastern and Central European countries. This forms a basis for formulation of strategies of information society development in Serbia as well as for economic adjustments based upon knowledge, and for tracing the way to future knowledge society, i.e. eEurope 2020. On the other hand, we are witnessing an intensive development of huge complexes of mega and hypermarkets as a present dominant way for our city spaces' regeneration. At the same time, experiences from some other locations point to the deterioration of cities' urban identity as a consequence of the global capital infiltration and of development within an urban tissue of a huge complex of multi-national companies. Aiming to overcome the mistakes portrayed by international experience, as well as potential oversights that may occur because of routine and mismatch between certain phases of the sustainable development process, this paper makes an emphasis on the importance of an integral evaluation of the information society development trends and the spatial aspects of urban regeneration. It is essential to adjust devastated urban spaces as artifacts of one technological era to the actual information era with indication of future digital knowledge era, i.e. to plan, design and develop *according to new technological requirements and possibilities for new working places and new quality of living.
