AB  - Climate change threatens urban health, whether that refers to the human or environmental aspects of urban life.
At the same time, initiatives of city regeneration envision alternative forms of the urban environment, where
derelict spaces have the potential to be brought back to life in ways that would not compromise urban health.
Regeneration processes should utilise mitigation and adaptation strategies that consider the future needs and
anticipated role of cities within the context of the discourse about climate change, accounting for expected and
unforeseen impacts and regarding the city as an agent of action rather than a static territory, too complex to
change. Nevertheless, literature implicating these three parameters synchronously, namely, climate change,
cities, and health, has been scarce. This study aims to fill this gap through a systematic literature review,
exploring climate change adaptation and mitigation strategies that can be employed in urban regeneration efforts
seeking to mitigate climate-exacerbated phenomena and their impacts on urban health as well as identifying the
main trends and opportunities overlooked. Findings show that even though the emphasis is given to the physical
actions and impacts of climate change and urban health, an emerging theme is a need to engage civic society in
co-designing urban spaces. Synergistic relationships, collaborations and avoidance of lock-in situations appear to
be the most significant subtopics emerging from this literature review. One main recommendation is the promotion
of a community-driven, inclusive, participatory approach in regeneration projects. That will ensure that
different vulnerabilities can be adequately addressed and that diverse population groups will have equitable
health benefits.

Enabling sustainable transformations through place-based urban design education

AB  - Global climate change influences on human settlements, create a new context and change the purpose of urban design education. It requires not only new urban design knowledge and skills, but most of all, it implies a different way of understanding the future of cities and, crucially, capabilities to shape it through immediate practical action. Education is recognized as the main leverage of this necessary professional and mindset capabilities shift. Therefore, academic architectural education started to evolve, searching for more effective educational methods and techniques. Future urban designers capable of enabling sustainable urban transformations should be prepared to cope with many uncertainties in a co-creative and integrating manner, in which resilience, adaptation and innovation, are becoming the keywords. In this paper, we present and discuss the outcomes of the education model developed under the integral theoretical framework of place-based education, applied at the bachelor's and master academic level at the University of Belgrade Faculty of Architecture over the last seven years. We argue that urban design education aimed to produce effective local responses to climate challenges needs to be learned through realistic problem-solving and in contact with stakeholders. The results indicate that this education model provides not only new professional competencies profile but also creates a niche of innovation that indirectly influences the building up of local social capital necessary to enable sustainable urban transformations.

AB  - Основни циљ истраживања је био да се установи знање о природи и карактеристикама места окупљања локалне заједнице (у даљем тексту молз) у отвореним јавним просторима (у даљем тексту ојп) модернистичких блокова (у даљем тексту мб), те о факторима који утичу на њихово формирање и активности. Формирање молз као израза друштвених потреба становника остварује се у ојп новобеоградских мб кроз планиране локације и активности, али и кроз различите форме спонтано насталих молз генерисаних око активности које нису првобитно планиране. Оно се заснива на интеракцији људи и простора кроз три нивоа просторних карактеристика ојп – мреже кретања, поља шанси за сусрет и постојећих молз.
У истраживању су коришћене методе систематичног прегледа литературе, експертске опсервације, анализе и систематизације података, типолошке класификације и студије случаја. Полигон на коме се тема истражује је Трећи рејон Новог Београда.
Научни допринос са теоријског аспекта представља систематизација просторних карактеристика ојп новобеоградских мб и објашњење њиховог утицаја на формирање молз, као и систематизација детектованих типова молз. Методолошки допринос представља иницијално успостављање методе интегралне анализе просторног потенцијала за формирање молз у оквиру ојп различитих типова мб, иако дисертација разматра само тип новобеоградског мб.
Тема је значајна за праксу урбанистичког пројектовања и урбанистичког планирања јер је стављена у функцију подршке локалним иницијативама за формирање молз која нису дефинисана плановима. Она објашњава зашто су за једно стамбено насеље модернистичког урбаног ткива важна молз у оквиру ојп и због чега их је потребно заштитити од изградње. Такође, предвиђањем потенцијала ојп мб за стварање молз може да се ефективније размишља о развоју нових и унапређењу постојећих.
AB  - The main goal of the research was to establish knowledge about the nature and characteristics of
the local community gathering places (hereinafter lcgp) in open public spaces (hereinafter ops) of modernist
blocks (hereinafter mb), as well as the factors influencing their formation and activity. The formation of
lcgp as an expression of inhabitants’ social needs is realized in the ops of New Belgrade’s mb through
planned locations and activities, but also through various forms of spontaneously generated lcgp generated
around activities that were not originally planned. It is based on the interaction of people and space
through three levels of spatial characteristics of the ops - movement network, fields of chance to meet
and existing lcgp.
For this research following methods were used: systematic review of the literature, observation,
data analysis and systematization, typological classification and case studies. The topic was researched on
the polygon of the Third Region of New Belgrade.
The scientific contribution from the theoretical aspect is the systematization of the spatial
characteristics of the ops of New Belgrade’s mb and the explanation of their influence on the lcgp
formation, as well as the systematization of the detected lcgp types. The methodological contribution is
the initial establishment of the method of integral analysis of the spatial potential for the formation of
lcgp within the ops of the different mb types, although the dissertation considers only the New Belgrade’s
mb type.
The dissertation topic is important for the urban design and urban planning practice because it is
established for supporting local initiatives for the formation of lcgp that are not defined by plans. It
explains why lcgp are important for a modernist urban residential area and why they need to be protected
from future construction. Also, by anticipating the potential of the ops of the mb for the creation of lcgp
one can think more effectively about the development of new and the improvement of the existing ops.

AB  - Istraživanje razmatra uticaj konstruktivnog sklopa na arhitekturu brutalističkih objekata u Beogradu. Brutalizam je razmatran kao pokret u arhitekturi koji se vezuje, pre svega, za svojevrsan odnos prema sveokupnom fizičkom, društvenom i kulturnom okruženju koji arhitekta uspostavlja pri projektovanju objekata, pre nego za stilsku upotrebu elemenata u njegovoj materijalizaciji. Na osnovu istraživanja pojma brutalizma u arhitekturi ustanovljene su opšte karakteristike ovog pravca, koje su zatim korišćene za sagledavanje njihove zastupljenosti u primerima arhitekture Beograda, koja se u literaturi smatra brutalističkom. Zgrada urbanističkog zavoda Beograda i Geneks kula istraživani su kao reprezentativni primeri brutalističke arhitekture u različitim kontekstima Beograda - u tradicionalnoj strukturi Starog grada i u sasvim novom kontekstu modernističkog grada koji se razvija na Novom Beogradu. Iako su u okviru ovog istraživanja posmatrana samo navedena dva primera, na isti način se u narednim istraživanjima mogu da se posmatraju i drugi primeri radi sagladevanja celokupne brutalističke arhitekture Beograda, Srbije i regiona.

AB  - The growing perception of heritage as a public commodity encourages rural communities
to recognize their natural and cultural heritage as a potential for tourism development. This creates
the need for an appropriate presentation of heritage sites that ensures that their cultural and natural
assets are appreciated and protected. “Negotinske pivnice” are cultural heritage sites in Serbia,
nominated for the UNESCO World Heritage List. They are architectural complexes of wine cellars in
rural region with a long tradition in wine production and industry and are unique in terms of their
settlement structure. This emphasizes the spatial dimension of their interpretation and presentation,
and highlights the importance of urban design for their sustainable use for tourism. Based on
understanding urban design both as a process and a product, and cultural heritage site as a place, we
argue that participatory urban design contributes to appropriate heritage presentation by widening
design knowledge base to include local communities’ lay knowledge. Following the case study
methodology, we explored the relationships between participatory process, the knowledge gained,
and urban design solutions for presentation of cultural heritage sites as living places in “Wine Cellars
of Negotin Participatory Urban Design” project. The research reveals that the wider knowledge base
affects urban design at both strategic and project levels and sets the grounds for diverse presentation
forms through which harmonization of heritage protection and touristic presentation is possible.

AB  - The development of New Belgrade, initiated in the post-war period, was based on the Modernist concept of urban structure.
The planned central zone was never built, but the local community places, as urban hubs for meeting and gathering, have been
developed within the initially conceived open public spaces. Considering their importance for establishing and strengthening local communities, the article focuses on the development tendencies detected in emerging urban hubs of the residential
Blocks 37 and 38. Unlike many other blocks of New Belgrade, which have been exposed to drastic changes of their original
Modernist structure, their authentic setting have remained mostly intact since their construction in the 1970s. Therefore, they
are selected as the examples of a new process of community planning which has followed the activities of place making.
Triggered both by the changed patterns of use and the specifcities of original spatial features, these changes also infuence
the local neighborhood while shifting the perception of the previously neglected open public spaces. The emerging hubs are
analyzed on the level of networks, confguration and places, providing an insight into ongoing transformation of both the
space and the local community.

AB  - Focusing on the social aspect of sustainability, this article provides insight into the process of spatial and functional reconsideration of open public spaces in two selected super-blocks in Belgrade, Serbia. Although their spatial typology is similar, one of them was created during the 1960s in New Belgrade, a new administrative center of the city based on the principles of functionalism, while the other one was built during the 1970s, as a part of urban reconstruction conducted in the central areas of Belgrade (Vračar municipality). The beginning of the 21st century has brought new challenges to open public spaces, reflecting the post-transitional changes of the Serbian socio-economic context, as well as the contemporary urban needs of inhabitants. Consequently, both blocks have developed new gathering places for their local communities, although applying two different approaches, spontaneous/informal (New Belgrade) and formal (Vračar). Considering the specificities of both initiatives and the relationship between local communities and the open public spaces of super-blocks, the comparative analysis is conducted in order to identify the occurring social, spatial, and functional modifications, and the achieved level of social sustainability.

AB  - New Belgrade was among the biggest building sites in Europe after World War II, and especially
during the 1960s and the 1970s. Being located within the capital of former Yugoslavia, this
entirely new part of the city also represented a statement in establishing a modern socialistic
state. New Belgrade was planned and built in correspondence with the postulates of modernist
urbanism and according to the new contemporary set of urban indicators, with an orthogonal
matrix consisting of units called super-blocks, which became independent local communities
to a certain extent. The continuity of the open spaces that are formed by the built structures
within the super-blocks is one of the most interesting aspects of these blocks and this paper
aims to highlight them as one of New Belgrade’s grates qualities.
The main goal of this paper is to explore the structure of open space of these super-blocks. This
will be done through the set of urban indicators such as: percentage of open space (green areas,
sport and recreation areas, traffic areas, pedestrian paths, etc.), floor space index, lot coverage,
etc. The paper will also examine the current threat of occupation by privatization of the open
space of New Belgrade and the division of the super-block structure into smaller pieces.

AB  - The comparative study presented in this paper analyses the network of local community centers generated in the open spaces of the super-blocks of Rome and Belgrade. The focus is on the barriers that affect their functioning in the terms of connectivity. Considering the future development of local neighborhoods, the questions of accessibility and integration are raised, targeting the identified community centers and their emerging networks. This topic is important on the level of place attachment, addressing the issues of the everyday life quality within a neighbourhood, and the potential strength of the inner-community relationships. The main goal is to analyze the effects created by the existing physical barriers, using five principles of urban design defined by Jan Gehl’s Cities for people. Two selected case studies represent the functional city concept, transformed into two different models. Certain barriers within them are the products of socio-political contexts, influencing the structure and inner-connectivity of the local community. The conclusion of the paper highlights the main reasons instigating the differences between selected neighbourhoods (in terms of the networking of local community centers), simultaneously suggesting possibilities and themes for further research.

AB  - During the postwar period, from the 1960s to the 1980s, very large area of today's New Belgrade was built using the
concept of the Funtional city, which a lot of professionals consider as a successful example of modern urbanism.
Still, with a change of socio-political situation in the Republic of Serbia during the 1990s and 2000s, a number of
New Belgrade’s super-bloks started to be replanned. Having that in mind, this paper argues that there has been a
substantial difference between planning intentions and real needs of the inhabitants, considering the treatment of open
spaces inside the modernistic blocks. The main aim of this research is to show this potential conflict on the case
studies of super-blocks number 45 and 70. After review of the plan making process, there will be shown some real

abstract = "During the postwar period, from the 1960s to the 1980s, very large area of today's New Belgrade was built using the
concept of the Funtional city, which a lot of professionals consider as a successful example of modern urbanism.
Still, with a change of socio-political situation in the Republic of Serbia during the 1990s and 2000s, a number of
New Belgrade’s super-bloks started to be replanned. Having that in mind, this paper argues that there has been a
substantial difference between planning intentions and real needs of the inhabitants, considering the treatment of open
spaces inside the modernistic blocks. The main aim of this research is to show this potential conflict on the case
studies of super-blocks number 45 and 70. After review of the plan making process, there will be shown some real
needs of the local community that manifest themselves through open spaces, and comparative analyzes will be made.
