Low carbon urban development in Serbia: Challenges and opportunities on the local level

AB  - Development of low carbon urban environment stands among the highest priorities countries, cities and regions are faced with. Despite all the efforts, initiatives and concrete actions taken on the international, regional and national level, many countries experience very low or almost insignificant change on a local level. The situation in Serbia resembles these widely recognized dynamics. While on one hand, the responsible ministries and governmental bodies in Serbia have made a visible progress in meeting the challenge of developing low carbon environment over the past decade, it is a fact that actions on a local level aimed at redirecting the current trends and introducing a more responsible development into their cities and towns are very rare and rather sporadically taken. This paper focuses on a local level, and is concerned with the specific challenges and opportunities recognized there. The medium and small towns in Serbia are of primary interest, since their potential for change is least developed and recognized. The paper explores the challenges they deal with, namely, the perceptive, institutional, and legal constraints and goes on to investigate how these constraints could be overcome, or reduced. On the other hand, there are some opportunities that local communities have on hand. The paper takes to the light their strengths, and presents how they could be integrated into the development processes, and employed in order to further empower local communities in making their towns and places more carbon sensitive.
AB  - Razvoj karbon odgovornih gradova je jedan od prioriteta u zemljama, gradovima i regionima sveta. Uprkos mnogim naporima, inicijativama i konkretnim akcijama, koji se preduzimaju na međunarodnom, regionalnim ili nacionalnim nivoima, u mnogim sredinama promene su male ili izostaju u potpunosti. Situacija u Srbiji je slična. Dok sa jedne strane, odgovarajuća ministarstva i nacionalna tela čine napore u pravcu približavanja međunarodno zacrtanom cilju, na lokalnom nivou inicijative su retke i sporadične. Ovaj prilog afirmiše značaj lokalnog nivoa i obrađuje specifična pitanja-izazove i mogućnosti koji se u lokalnim zajednicama sreću. Gradovi srednje veličine i mali gradovi su od primarnog interesa ovde jer je njihov potencijal za promene najmanje razvijen i često nije na zadovoljavajući način prepoznat. U tekstu se raspravlja o izazovima sa kojima se ta urbana naselja suočavaju-perceptivnim, institucionalnim i zakonodavnim preprekama, i iznose mogućnosti za njihovo prevazilaženje. Takođe, ovde se ukazuje na potencijal koji postoji u ovim zajednicama i predlažu mere za njegovo aktiviranje kako bi lokalne zajednice svoj razvoj usmerile ka karbon odgovornom urbanom okruženju.

Planning in the Information Age: Opportunities and Challenges of E-Planning

AB  - During the last twenty years the planning profession has undergone a tremendous transformation. Not only have the planning
philosophy and ideas changed, but the overall framework for the planning discipline has changed as well. The changing reality
affects the way planners work, but it also encroaches on the very meaning of the profession itself, and the role it plays. The planning
world of today is a different world, and a new culture of planning is on the horizon.
There are many important processes that participate in creating what is referred to as a new framework for the planning practice.
While some argue that globalisation is a fundamental phenomenon of our time, others are of the view that the phenomenon of the
information and communication explosion marks the era. Often placed on the top of development agenda world-wide, the two rank
amongst the key determinants of the future of urban development. Taken alone however they do not determine the urban future nor
do they guide and shape the cities independently of other forces - political, social, economic, environmental and cultural- their
influence on urban development, and planning and management mechanisms, are undeniable and ever increasing. If globalisation
reflects and demands fundamental changes in our ideas about society and the organization of space, it is also the case that the
information and communication involve fundamental transformations in our concepts of the relationship between humanity and
space, and indeed of the very concepts of humanity and space.
For some, it is planning in the era of globalisation that is the issue today, for the others it is the information age that provides the
background. However, the two are interrelated and connected and often, they work together. Both are complex and multi-faceted
phenomena, therefore most time neither one could be analysed and discussed independently from the other. For the purpose of
focusing on particular relationship between the age of information and the planning practice, which is the focus of this conference
and a general topic of this presentation, the reduction is necessary, and in this paper is being undertaken intentionally.
The key issue today is the mobility of information, which is the crucial factor in the world of international competition. A new
generation of information and communication technologies creates a new opportunity for this process. The global electronic network
supports mobility in space and time, and as such is relevant for any planning or development action, be it at a local, national or
international level. Yesterday of a limited use, tomorrow will become an intrinsic part of the professional routine. E-space is not only
a place where people meet meet but it is also an economic place, a powerful economic resource that fully participates in shaping
development of many regions and cities world-wide. As such, it is vital to the planning profession. Transparency, efficiency and
economy, the key words of the e-option, support a call for information networking on the Internet to channel organisational and
operational resources for planning purposes.
This paper casts some light on the e-based planning option. Starting from the belief that it is the context that creates new
opportunities and also make them successful, this is a general view on the reality within which planning is taking place today that
will open the discussion, following which, discussion will focus upon the emerging e-based planning paradigm, and the questions
associated with it. The potentials of the e-based alternative will be outlined and analysed against the principles of good planning
practice. The challenges of the alternative will be highlighted/identified in the last section, and debated vis-à-vis the observed
benefits. Implications for the concrete planning practice will be at the heart of the overall discussion.

Civic networks in contemporary urbanism, the Italian and Yugoslav experiences

AB  - The increasing development of information technologies redefines the urban culture. The appearance of civic networks represents one of the most interesting phenomena. They become one of the standard urban services. After discussing the most significant changes in urban life of 'information society', the definition of civic network is given, as well as the short overview of its development and analyze of its different functions. Some significant Italian civic networks are presented and compared with Yugoslav experiences in the same field. There are also comments on the conference (Ancona)and the round table (Belgrade)organized last summer with aim to explain the phenomena of civic networks. Finally, the CEUT - Centre for Urban Telematics is presented. The aim of this institution, based on Yugoslav-Italian project experiences, is research in the field of telematic application in urban development.
AB  - Gradske informacione mreže pojavljuju se poslednjih godina kao rezultat uticaja intenzivnog razvoja informacionih tehnologija na urbanu kulturu i postaju jedan od standardnih gradskih servisa. Nakon razmatranja uticaja ovih promena na život u gradu, data je definicija gradskih informacionih mreža, pregled razvoja ovih servisa u svetu i analiza njihove funkcije. U nastavku su prikazani najznačajniji italijanski rezultati u ovoj oblasti analizirana su jugoslovenska iskustva kao i zaključci dva naučna skupa (Ankona, Beograd)posvećena gradskim informacionim mrežama 1. Na kraju je predstavljen i CEUT - Centar za urbanu telematiku, institucija osnovana na bazi iskustava Jugoslovensko-italijanskog projekta, sa ciljem podrške istraživanjima u oblasti urbanog razvoja naše zemlje.
