AB  - The contemporary way of life influences the forms and time framework of outdoor activities in open public spaces, shifting their focus to nighttime usage. The aim of this study is to demonstrate the limits of existing outdoor lighting design standards and recommendations in terms of livability. As an exploratory case study, the Sava waterfront in New Belgrade, Serbia was chosen. The methodology consisted of theoretical research and specific analysis, which included: (1) mapping the spatial distribution of users during several periods of the day; (2) criteria and indicator network analysis of outdoor lighting quality, and (3) a survey with a questionnaire conducted among the users of the waterfront area. The results showed that lighting design can influence overall open public space usage during nighttime through its parameters. It can affect the spatial distribution of users and their sense of safety and comfort, as well as the duration, frequency, and manner of usage. This study could improve planning and design practices regarding outdoor lighting, enabling more active and inclusive usage of open public spaces, thus increasing the overall livability of spaces and their social sustainability.

The Effects of Open Space on Reducing Workplace Stress: Case Study of Business Park in the Post-Socialist Urban Setting

AB  - Working people spend around 54% of their waking hours at a workplace, according to recent statistics. Work-related stress is unavoidable, and it can damage the health of employees and affect business performance. In this paper, we argue that open space inside the workplace environment can have a positive influence on reducing overall stress levels in all the categories of users. To our knowledge, there is a significant lack of research considering specific business districts and the gated complexes called business parks, especially in post-socialist Eastern European cities, where there they are still a novelty. Empirical research in this study is on the single case study of Business Park “Airport city” in Belgrade, Serbia. Its main focus is on the survey conducted with 235 participants based on a questionnaire, which examines the relation between workplace stress and workplace environments. The findings from the questionnaire show that the frequency, duration, and activity of open space usage influence the stress levels of employees in this specific workplace, while it is not visible relating to their age and gender. Additionally, final implications suggest that improved open space, such as well-expected greenery, but also the urban design non-associative to workspace and the socialization and exercise amenities customized for frequent and short work breaks, can facilitate the overall well-being of employees. They are innovative elements in relatively underdeveloped research on stress measures with open space usage characteristics in the specific (gated) workplace setting.

Fluid spaces in a contemporary urban context: Questioning the boundary between architecture and infrastructure

AB  - The aim of this paper is to research the relations between the contemporary networked context and transformations in the understanding of architectural and infrastructural spaces, and to research the main models of fluidity within this relation. The contemporary urban context is characterized by globalization, transculturalism and increased technological development, which simultaneously change the everydayness, usage and perception of urban spaces and architecture. New networking phenomena occurring on informational, communicational and spatial levels transform the city and its architecture into constant processes of flows. Fluidity is positioned as the main problem of this research, simultaneously causing, and manifesting in, transformations of contemporary spatial conditions where the notion of flow becomes the new spatial quality. This research is focused on one of the main spatial manifestations of the fluidity phenomenon in contemporary cities – the dispersion of the boundary between architectural and infrastructural space. The aim of the paper is to present the idea that fluid spaces are characterized by: 1) increased loss of disciplinary boundaries; 2) loss of physical boundaries – inner-outer space overlapping; 3) dispersion of perceptual boundaries in space. The research is significant because it defines new meanings of spaces of flows and movement in a contemporary urban context.

Investment locations maping: Kikinda city case study

AB  - Investing is a prerequisite for construction and development in transitional country, such as
Serbia. Foreign direct investment (FDI), which besides capital brings modern management and
technology, is particularly important. Various regions and many cities are competing to attract
investment, predominantly FDI, in Serbia these days. The City of Kikinda, located in the North
Banat district, in Vojvodina - autonomous province of Serbia, participates in this match.
Landlocked Serbia, satisfactory linked with neighbouring countries, has free trade agreements
and low operation costs. In addition, the Kikinda City, close to the borders with Romania and
Hungary, has attractive greenfield and brownfield locations for investment. The City of Kikinda
has assigned the Public Company “Kikinda” (PCK) to make a map of locations suitable for
investment.
This paper presents: the Map of Locations for Investment in the City of Kikinda, named shortly:
Kikinda Investment Map (KIM).
The PCK has gathered information from a large number of stakeholders, both public and private,
and has analysed these data to make estimates and valuations regarding investment locations.
The mapping is concentrated on both greenfield and brownfield locations.
The KIM displays 7 categories of locations, which are: infrastructure, industry, agriculture,
administration, housing, culture, and tourism. Geographic data, urban parameters and planning
documents are given for mapped investment locations in Kikinda.
The Republic Geodetic Authority of Serbia has, as a pilot project, incorporated the KIM into
its system the National Geospatial Data Infrastructure (NGDI) and published it on the website
(www.geosrbija.rs). Locations suitable for investment in the City of Kikinda are, with the help of
the NIGP, pioneering published in the map of Serbia

Urban garden as lived space: Informal gardening practices and dwelling culture in socialist and post-socialist Belgrade

AB  - This paper considers urban gardens as lived spaces which have an important role in reconnecting with nature in an urban environment, but also as an archive of concepts related to culture and everyday life. In this context, the paper studies the character of three of Belgrade's urban gardens and their contribution to the quality of everyday life in the large-scale socialist residential settlements built during the 1970s. Focus is placed on establishing relations between the dwelling culture, social and cultural needs and changes, and the dominant architectural and planning paradigms of modernism and post-modernism. Belgrade's urban gardens were created and developed spontaneously (most often non-legally) as self-organized citizens' acts. Research presented in our case studies confirms the paper's initial assumption that the urban gardens in Belgrade are still considered marginal and certainly not representative urban practices, overshadowed by the planned urban conceptions and sociopolitical actions. In this sense, we may notice the lack of a systematic approach to managing these gardens, and complete absence of legislation either provided by authorities, private or public bodies or even associations. Although the urban gardens emerged in socialism outside of any rules and regulations, they promoted the values of an active relationship between the user, dwelling culture and immediate residential surroundings, and contributed to improving the dwelling culture of the "new working class" in the socialist dwelling units. Also, the gardens were not only a place for producing food in financially difficult times, especially during the post-socialist transition of the 1990s, but above all a place associated with socialization and a "sense of home". Recognizing the benefits of urban gardens and accordingly raising awareness about this concept in the city, together with the adoption of appropriate regulations, would certainly be of immense relevance to urban gardening and generally landscape quality in Serbia.

AB  - Without the development of the underground planning and construction it is not possible to reach the urban compactness and avoid the horizontal spreading of the cities. Maybe the biggest obstacle in achieving the sustainability of the urban areanowdays, is the shallow placing of the singular infrastructural installations, which are, on top of everything, inadequately planned. The analysis of the existing infrastructural networks and the legislative regarding the placing of the underground installations show the inefficient use of the unrenewable underground medium in Belgarde (Republic of Serbia). By using the differently defined types of the utility tunnels in urban planning, we can find new possibilities for integrating the installations and contribute to their sustainability and to the rational use of the underground space. The purpose of this paper is to, in two adopted Detailed Urban Plans, which depict the characteristic polarity in approach to the planning in Belgrade over a significant time period, implement a new model and scope of planning of the infrastructural installations, based on the systematic use of the different UUTs. The systematic planning of the undergorund infrastructural installations, with the new recommended model, will result in reduction of the occupation of the undeground medium percentwise. Consequently, the new legal frame in the domain of the underground infrastructural planning in Serbia will have to be established, by using the integrated UUTs. Also, because of the universal quality of the new model, it is applicable in other urban areas that have similar or identical concept of the urban planning.

AB  - Problem of non profitability realization of planned regulations occurs at residentialbusiness zones in Belgrade where approved urban plans are not in accordance with realestate market demands. Economic valuation of urban plan implementation is an assessment of investment in real estate. This dissertation investigates key aspects of property investment: structure, timeframe, critical path, costs and incomes. Urban parameters determine cash flow through the investment project phases. Profitability of cash flow is checked by static and dynamic methods. Results of checking confirm that urban parameters variation changes significantly the profitability of urban plan. The proposed model of profitability evaluation is defined on the basis of investment process. The model performance is examined on measuring subjects. The performed appraisals confirm that the model is applicable, as well at all levels, as for each particular case. Profitability evaluation model of urban parameters of residential-business zones in Belgrade is a system solution for checking planning decisions feasibility. The model can therefore be used as a tool for decision making in the planning process.
AB  - Проблем недостатка исплативости реализације предлога планских интервенција се у стамбено-пословним зонама Београда јавља на локацијама где усвојени планови нису усклађени са потребама тржишта. Оцена исплативости инвестиције реализације предлога планских интервенција јесте оцена исплативости инвестиције у непокретност. У овој дисертацији истражују се кључни аспекти инвестиције у непокретност: структура, време реализације, критичан пут, трошкови и приходи. Урбанистички параметри одређују новчани ток кроз фазе инвестиционог пројекта. Исплативост новчаног тока проверава се статичким и динамичким методама. Резултати провере потврђују да промена урбанистичких параметара значајно мења степен исплативости предлога планских интервенција. Предложени модел оцене исплативости дефинисан је на основу тока инвестиционог процеса. Функционисање модела je проверено на мерним субјектима. Извршене провере потврђују да је модел применљив, како на свим нивоима, тако и за сваки појединачни случај. Модел оцене исплативости урбанистичких параметара стамбено-пословних зона Београда је системско решење за провере остварљивости планских одлука. Зато се модел може користити као алатка при одлучивању у процесу планирања.

AB  - The objective of this paper is to show that one of the possible approaches to get smart town is communal
companies merging, because such venture improves municipal budget. This paper presents a case study of a
new public communal company of Kikinda Town in Serbia. Following Kikinda Municipality description,
previous five communal companies and the new one are briefly presented. Five public communal companies
duties are merged into the duty of one compound public company named Public Company "Kikinda" (PC
Kikinda).
PC Kikinda services are more efficient, less costly and provide better quality. Also, the entire business and
public funds spending are more transparent. Kikinda Municipality public expenses in recent years are
displayed by tables and diagrams. The expenses analysis approves that communal restructuring has improved
the Municipality budget.
The restructuring of public utilities services carried out has improved Kikinda Municipality economic
capacity and has allowed different allocation of budgetary resources. This is an essential prerequisite for the
Municipality of Kikinda future economic and social development towards a smart town.

AB  - Interior design of a small restaurant "BG Burger Bar" located in Belgrade centre,
Kolarčeva Street No. 5 is presented in this paper. Following a brief discourse on fast
food restaurant, "BG Burger Bar" (BBB) design is considered. BBB, fast food
restaurant having usable area of 78 m2 and constructed in 2014, consists of a basement,
ground floor and gallery. Adopted industrial style interior of BBB is realized using
rough walls and metal elements. Construction of BBB is performed with quality, within
budget, and on time. The presented interior architecture case of BBB shows that simple
design can attract many visitors in a prestigious location of city centre.

AB  - The general objective of this study is to present the existing institutional framework of brownfield
regeneration in Serbia. However, as the research proceeds on the assumption that successful brownfield
regeneration requires the active cooperation of different sectors and disciplines, there are several specific
research objectives. Firstly, it is important to elucidate the nature of cooperation between the sectors at the
same level, but also between different levels of spatial development. Furthermore, it is interesting to examine
if there are specific institutions solely responsible for brownfield regeneration. Thus, the focus of the analysis
will be directed to the institutional representatives (at different levels of spatial development) − their roles,
responsibilities and limitations regarding the problem of brownfield regeneration. Also, documents relating
to brownfield regeneration − laws, strategies, plans, concepts and spatial development programmes will be
clarified. Proposed analytical strategy will shed light on the degree of integration between different sectors,
disciplines and institutions within the same organisational level, tending to determine the extent of the socalled
horizontal collaboration. In addition, the analysis elucidates the vertical collaboration between
relevant institutions at national, regional and local level. Furthermore, it provides insight into the position of
expert agencies within a certain institutional context. Finally, the analysis clarifies the character (formal or
informal) of institutional collaboration. Such an extensive analysis of existing institutional framework of
brownfield regeneration in Serbia provides guidelines for its improvement in the context of smarth urban
growth.

disciplines and institutions within the same organisational level, tending to determine the extent of the socalled
horizontal collaboration. In addition, the analysis elucidates the vertical collaboration between
relevant institutions at national, regional and local level. Furthermore, it provides insight into the position of
expert agencies within a certain institutional context. Finally, the analysis clarifies the character (formal or
informal) of institutional collaboration. Such an extensive analysis of existing institutional framework of
brownfield regeneration in Serbia provides guidelines for its improvement in the context of smarth urban
growth.",

AB  - For the first time in human history, more than half of the world's population is living in cities, with every third citizen living in heavily populated urban informal settlements. In the next 50 years, more than 3 billion people, or approximately two-thirds of future urban population, could be living in slums. What will transport in urban environments look like in the future? Decades ago, people imagined modern metropolises as cities in science fiction movies, with flying cars and buildings above the ground. In reality, futuristic urban transport pod car systems are likely to be succeeded by rickshaws and bicycles. While we aspire to start living in ultramodern cities of the new millennium, alternative transportation systems that are appearing in overcrowded metropolises around the world are bringing us a taste of reality. Urban transport planners have started to resolve this topic, considering alternative transportation systems in urban environments. Slums are not only a social and urban phenomenon, but also a product of the lack of mass public transport. This paper will try to demystify urban transport phenomenon and present the seven W’s (Who, What, When, Where, Why, for Whom, and hoW) on the topic. Specific urban environments conditions, that have generated alternative forms of public transport, can be recognized as a base for classifying different implemented key-study examples of alternative transportation systems in urban environments. In this way this paper can be used as a basic survey paper on the topic.

AB  - Climate change in general and recent floods in particular in Serbia urges for creative, efficient and effective adaptation and mitigation measures to be implemented in urban and rural areas, especially in the field of transport and urban and rural tourism development. The experience show that ‘hard’ measures in the field of transport are costly and take time to implement, and that they have to be followed with ‘soft’ measures which cover the issues of management and organization in transportation sector and raising travel awareness towards more sustainable modes of transport among citizens and decision makers. This shift calls for complex conception of new adaptive planning, governance and management approaches and instruments to sustainable urban and rural development and mobility in an integrated way that is context sensitive. This paper will present contemporary theoretical and practical European approaches in the field of sustainable urban and rural development and mobility management and their applicability in Serbia aiming to identify possible directions for improvement and use specific management instruments that might work in this context. Our methodology is based on the case study framed in the elaboration of strategic project ‘Integral Plan for the Sustainable Development of Rural Tourism in Eastern Serbia’ in Golubac, Kladovo, Majdanpek and Negotin done within the umbrella of larger GIZ project ‘Municipal economic development in the Danube Region’. We argue that it is possible to work within the community, with ordinary people, households, vine producers, and with local government representatives, incrementally, trough site visits talking with people, participative interactive workshops and formal presentations in order to build trust, raise awareness and recommend sustainable measures and projects in the field of mobility and travel awareness for urban and rural tourism development aiming at identifying possible improvement directions in Serbian context.

Collaboration in the Brownfield Regeneration Process – Legally Binding or Informal Approach?

AB  - The research subject is the analysis of the possible ways to achieve stakeholder compliance in the brownfield
regeneration process. The aim of the paper is to show urban planning mechanisms that are used for the
establishment of cooperation between different stakeholders involved in brownfield regeneration. It is
important to explain the possible ways of collaboration between different institutions, but also between
different sectors (public, private and civil society). In the very beginning of the paper, the current trends in
the brownfield regeneration are shown, both in developed and post-socialist countries. However, the rest of
the text relates to the topic of brownfield regeneration in Central European states. Precisely, the overview of
the institutional aspect of brownfield regeneration within the planning system in the Czech Republic and
Hungary is indicated. The determination of the responsible institutions for the brownfield regeneration
process is of particular importance. Also, it is significant to examine if the collaboration is prescribed by the
main laws in the field of spatial planning or not. However, the focus of research concerns the collaborative
procedures to achieve the successful regeneration of brownfields. Those results stem from the analysis of the
brownfield sites examples. Namely, the first example relates to the regeneration of military complex in the
Czech town of Uherske Hradiste, while the second case indicates the regeneration of unhygienic settlement
in Budapest. The final section of the paper systemizes the experiences from the developing countries in terms
of collaborative procedures in brownfield

AB  - This paper presents concisely the project of ecological town Dongtan in China. That ambitious project, created by the company Arup, unfortunately is not realized. The paper describes project objectives and construction termination reasons. The unrealized project of Dongtan eco-town is instructive for architects, because it shows ideas and problems of sustainable urbanism and architecture.

AB  - An idea on sustainable development is presented in this paper. Following the review of important international documents, 'Brundtland Report' and sustainable development definition are described. Then sustainable development characteristics and its human dimension are considered. Sustainable building is profitable over a long-term.
AB  - U radu je prikazana ideja o održivom razvoju. Posle pregleda važnih međunarodnih dokumenata, dat je osvrt na 'Bruntlandov izveštaj' i definiciju održivog razvoja. Zatim su sažeto razmotrena svojstva održivog razvoja i njegova humana dimenzija. Održiv objekat je isplativ na dug rok.

AB  - The impacts of globalization on the urban ecology are considered in this paper. Globalization and urbanization affect all of the earth's ecosystems. The environmental challenges are magnified manifold in urban areas. Cities are the epicenters of environmental impacts that spread all over the world. Developed countries are already highly urbanized and the remainder of the world's population also rapidly migrate to larger urban areas. Natural resources are continuously harvested and transported into urban areas to satisfy the consumers greater demands. The study of urban ecology and contextual urban design are critical to achieving greater sustainability, both for the humanity and the natural world. .
AB  - U radu se razmatraju uticaji globalizacije na urbanu ekologiju. Globalizacija i urbanizacija utiču na sve ekosisteme na Zemlji. Poremećaji prirodnog okruženja višestruko su uvećani u naseljenim područjima. Gradovi su epicentri ekoloških poremećaja koji se šire po celom svetu. Razvijene zemlje već su veoma urbanizovane, a ostatak svetskog stanovništava takođe se ubrzano seli u veća naseljena područja. Prirodni resursi neprekidno se troše i prenose u urbana područja, da bi se zadovoljile uvećane potrebe potrošača. Proučavanje urbane ekologije i urbani dizajn saglasan kontekstu su ključni za postizanje veće održivosti čovečanstva i sveta prirode. .
