Planned and Autonomous Actions: Belgrade Waterfront Adaptation to Climate Change

AB  - There is broad consensus that adaptation to climate change is necessary and urgent. Numerous documents and guidelines are available that provide advice on how to incorporate climate hazards and risks into spatial policies on the global, European and national scale. The experiences of less developed countries have shown that, rather than simply cascading uniform procedures,
methods and techniques of adaptation down from higher to lower levels of governance, a realistic approach calls for innovative procedures, tailored to specific circumstances.
The authors argue that the climate change adaptation (CCA) process in developing countries, especially post-socialist transition countries with underdeveloped institutions and procedures, differs from that seen in developed nations, which calls for taking these diverse (multiple) experiences into account when adaptation responses to particular local impacts are formulated. In that sense, adaptation is not necessarily guided by effective strategies that take into consideration overall economic, social and environmental goals, but is, rather, primarily intertwined with local spatial planning in an effort to reduce vulnerability to climate change and variability. This is mainly a reactive endeavour, as it lacks an anticipatory approach, but there are nonetheless some
innovative qualities in each case that deserve to be closely inspected. This argument is illustrated by an example from Belgrade, Serbia. The Heron Island Project on the Danube River, developed
between 2006 and 2009, aimed to reduce vulnerability to flooding. In the absence of climate change adaptation policies and strategies in Serbia, the project sought to balance nature preservation with construction and CCA action. This demonstrative project can be analysed as an illustration of how climate change can be integrated into the planning system, as well as what
different opportunities are available to incorporate adaptation into new and existing developments.

AB  - Prilagoñavanje klimatskim promenama podrazumeva konkretne mere
koje redukuju ranjivost na uticaje klimatskih promena što u slučaju
oblasti urbanističkog planiranja podrazumeva utvrñivanje okvira za novu i
postojeću izgradnju koji će razviti otpornost naselja na ekstremne uticaje.
Za sistem planiranja u Srbiji je karakteristično da se neposredni okvir za
izgradnju definiše na nivou plana detaljne regulacije.
U opštem smislu, utvrñivanju mera za redukovanje ranjivosti nekog
područja prethodi razvoj smernica aktivnosti prilagoñavanja,
karakterističnih za dugoročno planiranje, koje zavise od sposobnosti
predviñanja opasnosti i sagledavanja mogućih posledica. Metodološki
posmatrano, planiranje mora krenuti od identifikacije problema i na
osnovu njih utvrñivanju prioriteta. Za razliku od dugoročnih, kratkoročni
planovi zahtevaju pristup zasnovan na razumevanju i redukovanju
ranjivosti što podrazumeva detaljnu analizu i razumevanje neposrednog
konteksta. Suština je u dijagnostifikovanju osetljivih mesta koja
predstavljaju rizik ugrožavanja neke značajne aktivnosti, načina života ili resursa, na osnovu kojih se donose konkretne mere i utvrñuje okvir za
izgradnju.
U ovom radu će se istraživati na koji način postojeći urbanistički planovi
kreiraju obrasce urbane strukture otporne na klimatske promene. Težište
je na analizi načina na koji su mere prilagoñenosti uključene u planove, a
ne na analizi načina formiranja obrazaca urbane strukture. Cilj je
ukazivanje na mogućnost uključivanja teme klimatskih promena u
urbanističke planove kao i unapreñenje postojećeg načina urbanističkog
planiranja radi stvaranja obrazaca urbane strukture otpornijih na
klimatske promene.
Istraživanje će biti sprovedeno na primeru Nacrta plana detaljne
regulacije "Ada Ciganlija".

need to be reviewed for their capability to incorporate new procedures and implementation tools with a view to upgrading
general efficacy of public response to climate change.
The Spatial Plan of the Republic of Serbia (SPRS) adopted in October 2010 devotes special attention to issues of climate
change, mitigation and particularly adaptation. This paper argues that regional level of governance is key to considering
climate change vulnerability and setting a framework for specific actions on the local level. In the absence of the regional
level, great responsibility is on the national planning level to lay out detailed guidelines and regulations as a guidance for
spatial planning practice.
What problems may be expected in the SPRS implementation with respect to climate change adaptation? How the adaptation
policies adopted in the plan will be integrated into subordinate plans, regional and local? What limitations will the overall
system face in policy harmonization? Although this brief paper cannot answer all of these questions, it will try to explain them
and indicate the necessary transformations to the planning system to be discussed in the coming period.

Rational or Collaborative Model of Urban Planning in Serbia: Institutional Limitations

AB  - This paper outlines the basic characteristics of the rational
and collaborative model of urban planning. The situation in
which urban planning in Serbia has found itself in has been
analyzed. In the circumstances of the undeveloped fundamental
institutions of the democratic and market-oriented society, the
lack of the necessary rationality and simulation of the basic
models of planning is perceived in the planning practice in
Serbia. The request to explore aspects of a wider reform agenda
of planning practice has been highlighted. The transformation
of planning comprises a fundamental reorganization of the
institutions, development of the analytical framework, change
in the planning approach, i.e. the change of the planning culture.
The basic position in the paper is that those changes can be
realized only by building and pinpointing the system in which
planning is performed, namely by defining the institutions of the
socio-economic framework: the market, the private ownership
and its protection, as well as the rule of law.
