gradskom prostoru.
morfologiju i kvalitet urbanog života.
urbanog kontinuiteta gradova.
AB - A tangible discrepancy exists between the creation of architectural and urban planning guidelines for embassy building typology and its implementation, most noted within the public space. Numerous studies have noted the systematic lack and inefficiency of architectural and urban planning strategies, linked to extraterritorial privileges of the examined typologies. This investigation aims to determine the outcomes of created architectural typologies, as well as the success of their spatial integration. Specifically, it investigates the spatial effect it produces in exploratory case studies for Tokyo, Japan.
This paper argues that, due to the threats of terrorism and urban violence, as well as specific spatial/security requirements, embassy buildings have become generators of disruptive discontinuity in the city’s urban matrices. These typologies, in particular, are exempt from almost all forms of local architectural and urban planning control of host countries, owing to their extraterritorial privileges. As such, security concerns tend to extend onto the surrounding public spaces and neighbourhoods, creating detrimental effects on the urban tissue, its continuity, and morphology and, consequently, the quality of urban life.
As one of the safest cities in the world with a particular urban developmental strategy, Tokyo has been chosen as a prime example for examining diplomatic architectural typologies. Presented case studies (USA, Brazil, UK) examine extremes of open and introverted architectural programs, elaborating their influence onto the neighbouring public spaces. Both integration and spatial sequestration are noted, arguing place-making decisions as one of the main catalysts in shaping and/or disrupting urban continuity.

AB - Past urban planning practices for embassy buildings have largely been
indifferent to environments and the context of cities, oftentimes causing negative effects on
the urban matrix. Implementing a more open, transparent building process for its
diplomatic outposts overseas, Japan has managed to contribute to overall city development,
quality of its public spaces and the image it holds in host countries. These processes will be
examined and findings elaborated for the new Japanese embassy in Belgrade, Serbia, how
utilizing such methodology presents an improvement, in engineering and urban planning
terms, as well as a new method of cultural sustainability.

AB - States’ cultural policies for international relations take various
forms, both intangible and tangible. This paper will focus
on the latter, namely, exported architectural manifestation
utilized as cultural negotiation tools. In this research, exported
architecture is considered to be any built (realized) spatial
manifestations, non-native to the county in which it is placed.
Subsequently, architecture is viewed and examined as a cultural
resource, having the power to influence bilateral relations
presenting a new term, ‘soft power architecture’ as conceived,
exported, and state-controlled spatial manifestation, with a
clear set of goals inscribed within cultural relations policies.
The notion of architecture-as-a-negotiating-instrument
between various actors is introduced, borrowing from Joseph
S. Nye’s definition of the term “soft power” postulated as, in
the most basic terms, as the ability to attract, with attraction
often leading to acquiescence. These typologies have a
profound impact and yet the policy makers remain unaware
of the importance of architectural manifestations as cultural
resources. Requirements of the re-conceptualization of the
state’s policies regarding the planning, implementation and
management processes for diplomatic-consular outpost will be
discussed. Lastly, the case study of the new Japanese embassy
in Belgrade, Serbia, will be examined, noting particularities
of its processes, arguing an unintentional paradigmatic shift,
providing a theoretical and methodological framework for
future research.

AB - The aim of this paper is research of the potential and redefining of space of the contemporary urban context, by recognizing movement and senses as principles of accessibility and affirmation of the neglected values of the city in regard to design aspects. A global context of networking transforms a modern city into processes of busy lifestyle, which neglect diversity and senses. Flows and networking, as the carriers of this context, despite their goal to create a connection between the global and the local and establish equality of all users, generate local separation and segregation, eliminating specific local traits and individual needs, thus neglecting individual units of space, social groups and subjects. The consequences of the city developing in this way are spatial fragments not connected to a network and not defined, and on the other hand neglected in a way that leads to specific environmental and sensory values, which under contemporary conditions propagate subjectivity, different impressions and effects. This spatial potential becomes recognized, distinguished and accessible through design methods and principles of inclusive design. The paper uses the methodology of the subject Access to All, a part of the Master studies programme at the Faculty of Architecture, as well as students' research on the topic of inclusion and equal accessibility of the city's potential through projects and design.
Ovi prostorni potencijali postaju prepoznati, naglašeni i dostupni putem projektantskih metoda i principa inkluzivnog dizajna.

AB - Unique urban image cannot be experienced without moving within its structure. This paper deals with phenomenology considering changes of images of the city and influential factors closely related to it. Infrastructure gives basic structural scheme of every city, so its planning requires a high level proficiency. Some changes in these images can be observed during longer period of time. Sometimes it includes rapid changes of temporal layers, generated by building new urban elements on the exact same place where the old ones existed; while lighter change during the time passing is a regular occurrence. Creating completely new urban frames, caused by expanding the city, represents its dynamical variant. Topography is a significant factor, giving distinctive feature to the urbanity. This paper considers factors identified as generators of the change of the urban image, based on research so far. The structural elements are considered with the utmost attention. The importance of the city landmark, monumental complexes not possessing these features but having the importance in image of the city stability (as well as the inhabitants' memory) are crucial elements of identifying its picture. Another significant factor is related to individual personal experience. However, there are also certain factors of significance features, but not considered within this paper. One such factor is change in coloring, being the special topic itself. The purpose of this work is to indicate that urban planning requires special attention in order to keep continuous nature of the urban image for the city to preserve its visual identity.

AB - This paper focuses on the architectural competitions for Orthodox Christian churches in Serbia since 1990, both on the analysis of the designs submitted and the competition requirements. The first competition for an Orthodox church in Serbia after World War II was announced for Priština in 1991. After that, competitions for the temple in Čukarica, Novi Beograd, Niš, Aleksinac and Kruševac were conducted. Thanks to the fact that architectural competitions allow a greater degree of creative freedom to the architects than regular practice, various solutions were offered, from replicas of models from architectural history and tradition to fully non-traditional proposals. Depending on the relationship to tradition, architectural design approaches can be classified into three main groups: radically modernizing, conservatively traditionalist, and compromising. Of the six competitions conducted, four churches were built, which are among the most architecturally successful newer churches in Serbia. This points to the importance of the implementation of the architectural competition in this field of architecture. The diversity of the award-winning projects shows that there is awareness of the possibility for the further development of church architecture, favouring a moderate approach.

AB - The paper has analyzed the contemporary standards that all democracies have embraced. A special emphasis has been placed on international conventions and rules, as well as the laws to protect the rights of all members of a modern social community. It is its duty to look after all its members and eliminate any form of discrimination, and even a threat of it. The European Concept for Accessibility promotes a new social model, designed to change entirely the attitude to the handicapped. The Concept offers a completely new approach, viewing the community as a whole. This integrated approach stretches to the needs of the community and the needs of each and every member of it, making no difference between individual groups within the population. Instead, it creates the environment to satisfy the needs of each individual member and, by extension, the community at large. The role of architecture is to recognize the needs of a community and take the lead in reshaping the standards to create a new environment accessible to all its members. This will give architecture a fundamental dimension, and make it the integrative factor to blend the community together.
Time arhitektura dobija svoju suštinsku dimenziju i postaje integrativni faktor zajednice kao celine. Pojam: arhitektura, društvena zajednica, pristupačnost, dostupnost za sve, inkluzija, inkluzivni dizajn, univerzalni dizajn. Vrednosti/smernice, principi/načela, standardi/norme/tehnički propisi, zakonska regulative. Teorijski okvir: istorijski pregled (međunarodni - nacionalna usklađenost).

AB - This paper is based on the analysis of several international conventions and rules, as
well as national regulations dealing with protection of rights of all members of
community, especially preventing all potential forms of discrimination and with
special focus on people with disabilities. Application of the European accessibility
concept [i] would achieve the promotion of a new social model that would completely
transform the relation towards the persons with disabilities. The concept suggests
essentially different approach – treating the community as a whole, and thus all its
needs and needs of each community member as one, making no difference among
individual groups within the overall population, but provides the solutions that meet
the conditions to fulfil the need of each individual member and the community as a
whole. Terms: accessibility, access to all, inclusion, inclusive design, universal
design, values/directions, principles, standards/norms/technical regulations,
legislation. Theoretical frame: historical overview (international – national
compatibility)

Monochromatic in the architectural compostition: with special reference to the application of white colour

AB - The application of colour in the architectural composition represents an effective
instrument that can achieve a number of effects. Knowledge of its impact is a
powerful tool in the hands of every architect. Warm and cool tones, by their nature,
can cause various effects of depth, emphasis and suppression of certain elements to
some extent. Colours can create the illusion of area increase and decrease and cause
a number of other effects. The aim of this paper is focused on solid colour
(monochromatic) architecture, with special reference to the usage of white colour.
The colour is the most effective tool of distinguishing and perception. All of the visual
appearance owes its existence to light and colour. The world of colour is not one
source of countless tones, but is clearly designed on the basis of three primary
colours and their combinations. Special mental attitude is required for a person to
organize his world of colour in accordance with perceptual characteristics. Colour
names are to some extent vague, because the very notion of colour is questionable
and problematic. The most interesting difference in conceptualization of colours
refers to the cultural development. The basic colour names are common in all the
languages and cultures, but they also include various extents of tones. Not all the
languages contain all of these names as well. Architectural works using one colour
on its envelope, besides the value achieved by the composition itself, carries certain
associative meanings related to the colour that it exhibits in a particular environment.
However, most of the colours have identical or approximate meanings in most
mental representations through all regions.

on its envelope, besides the value achieved by the composition itself, carries certain
associative meanings related to the colour that it exhibits in a particular environment.
However, most of the colours have identical or approximate meanings in most
mental representations through all regions.",

AB - This paper examines the potential resources in the educational process and research methodology in the field of architectural and urban design, by positioning of the Blog as a formal framework of content and representation of contemporary architecture and as a tool that can contribute to the growing complexity of the knowledge base in the field of architecture.
In this context, this paper examines two theses. The first one suggests that, used properly, a Blog can become a useful tool in the form and content of the research. This is based on the assumption that reflection of the architectural design process may have a significant influence on the development of architectural education, particularly in the area of information exchange and raising of the critical awareness about the problems of the specific topics in spatial, contextual and formal sense. The second theses encourages the development of blogs as a tool that may extend the interpretive potential of the representation in the field of architectural and urban design, by displacing it from the real to the virtual space and by giving it a value of the driver and initiator of possible changes.
The paper also examines the ways in which the blog can establish, enhance, deepen or direct the already known and reliable methodological and conceptual basis of architectural education on the one side and representation of architectural and urban design, on the other side.

AB - This article reports methods and results of Master students' Diploma Thesis and Design research on representing identity through architecture. A group of 12 students have had the task to examine potentials and limitations of positioning and conceptualizing foreign Embassy in the context of Belgrade. Students were expected to rethink architectural representation and to find new possibilities for networking global aspects of identity and local aspects of context, thus creating architecture that emphasizes and promotes culture through its spatial and programmatic framework. Article concludes that architecture can become a resource for understanding cultural identity. It does not stop only at the physical, but affects the process of urban living, negotiating between global and local dimension of urban living, making a new culturally responsive urban landscape.

AB - The phenomenon of colour is examined through the evolution of colour and development of culture of colour, principles of nature-climate characteristics which significantly affects the colouristic priorities of people and the colour of the city itself. The terms functional colour and climate of colour are also considered, as some of the most important characteristics of architectural and urban design practice. The role of the urban public space in functioning of the city is defined through the essential characteristics of urban public space, which are cultural identity, nature, climate characteristics physical structure and its function. The complexity of colouristic attributes of the urban public space is conditioned by the basic characteristics: colouristic priorities, harmony of coloured spatial structures and materials in designing the polychrome ambient in the city. The factors that shape the colouristic ambient of the city are: characteristics of nature and climate, interrelations of colour and shape, as well as the experience of the form of the urban public space while preserving its identity. Upon the newly formed principles, the transformed model of the urban public space as a polychrome ambient is built.
Uloga javnog gradskog prostora u funkcionisanju grada definisana je osnovnim karakteristikama javnog gradskog prostora: kulturnim identitetom, prirodno-klimatskim karakteristikama i fizičkom strukturom i njenom funkcijom. Kompleksnost kolorističkih odlika javnog gradskog prostora uslovljena je osnovnim karakteristikama: kolorističkim prioritetima, harmonijom bojenih prostornih struktura i materijala u projektovanju polihromnih ambijenata u gradu.

Colour in space: Colouristic culture

AB - The complexity of colouristic space is conditioned by its basic characteristics: colouristic priorities, harmony of painted space structures and material used in design of polychrome ambiences of a town. The limits of colouristic culture define the epoch and the geographical frame it exists in. The impact of regional centres can be singled out, where the colouristic canons develop and disappear, and the colouristic traditions mature tending to expand beyond geographical boundaries. Agents, having impact on formation and expansion of colouristic culture belong to the realm of natural-climatic, psychological and historical-cultural features. Elements of colouristic culture include colour manifestations on the material world objects, which reflect colouristic symbolism and philosophical understanding of the colour. Modern man's vision has changed. Our time and its tempo of life, speed of perception, technical innovations, film, most often require a synthetic vision of things and colours. Achievements of the colouristic culture - creative experience and results of scientific research - are used in various countries in order to create in a colouristic manner the surrounding object-space environment. Professional tasks within the frame of this approach often neglect the psychological and cultural aspects of architecture. It is obvious that when colour is used in an architectural space the need for improvement of architectural qualities of the space, its esthetic expression and creation of a pleasing psychological environment should be taken into consideration in relation to the kind of activities likely to take place. This justifies the ambience approach in projecting the colouristic features of a town, which is a combination of space and social requirements. The basic issue of colouristic harmonization of town ambience is to connect colouristic harmonization of architectural spatial structure with perceptions in move which actually prevents the functioning of harmonization methods of colouristic surface compositions. The colouristic harmonization of town ambience is a task requiring far more complex level in relation to harmonization of colours on a surface and necessity to experience colours in space. It is determined by the level of development of colouristic culture, social status and can be successfully solved in the process of architectural urban design through the use of new generation colouristic systems as instruments of harmonization. Composition of colours in an architectural setting requires the attention to be focused on conditions defined by actual spatial-plan situation. That is, changes of colours should emphasize the compositional implications of spatial framework in objects, rhythmical patterns of their mutual relation in space and comparison of dimensions. The colour is experienced as a secondary architectural means emphasizing the compositional concept which developed without colours. The significance of architectural polychrome is sublimated in the information contained in the architectural form, nature, society, ways of the social life and culture. Knowledge of the architectural polychrome language is an indispensable element of colouristic compositional skills enabling the polychrome to be used in providing meaningful, emotional, and ideological sense of architecture. Relation to colour has a solid, cultural-historical base encompassing the symbolism of colours and reliable correlation between people when colour semantics is concerned. Expressiveness of the polychrome, its ability to pass information on the importance of architecture and to provoke emotional reactions and esthetic experience, offer possibility for discussion on colours within the frame of a given historical-cultural human community. The language of colours expands the artisticmeaningful potential of architecture. The language of colours actively influences thoughts and feelings of people by provoking emotional reactions and experiences.

AB - The procession from the response, that comes in the form of concept, to the entitled exposition theme, via the materialization of that concept in the given or chosen exposition area (technical representation), up to the exhibition realization leads over the numerous accompanying activities that include informative propaganda, the activities concerning the preview and publishing catalogue as an advertising, scientific and educative instrument of the exhibition. The intention of this work is to point at some segments of that general trajectory at the example of Serbian pavilion in Venice biennale of architecture 2008.

AB - The phenomenon of colour is examined through the evolution of colour and development of culture of colour, which significantly affects the colouristic priorities of people and the colour of the city itself. The terms functional colour and climate of colour are also considered, as some of the most important characteristics of architectural and urban design practice. The quality of the urban public space is directly predicated by cultural identity, and indirectly by appearance of polychromy in urban public space. The need to improve the quality of life in the city represents one of the key motives for operating in urban space, i.e. commencing the process of architectural and urban designing. Historical architectural policrhomy represents the basis for appearance of colour in public space. The acquired experiences point to the possibility of redefining the concepts of urban public space in planning and designing practice. The synthesized knowledge is sublimed through examination of the elasticity of its boundaries in accordance to the preservation of the identity of place and the future transformations of the city as well as of its users. The new principles are formed upon which the transformed model of the urban public space as a polychrome ambient is built.
Kompleksnost kolorističkih odlika javnog gradskog prostora uslovljena je osnovnim karakteristikama: kolorističkim prioritetima, harmonijom bojenih prostornih struktura i materijala u projektovanju polihromnih ambijenata u gradu.
