Guideline Principles to Accomplish Social Inclusiveness in Placemaking

AB  - Placemaking is a collaborative process to design urban spaces through creatively sharing interests, needs, activities and ideas. The literature on urban planning, design, HCI, geography, sociology, and anthropology is rich in methods examples that can be used in placemaking. However, from the beginning, the rationality that defines the methodological approach is essential to acquire a common view for places, ensuring an inclusive and open process. Before or in parallel defining why, how and what to do in placemaking, it is relevant to consider four pillars of the methodological approach. First, providing an interdisciplinary and transdisciplinary knowledge on the context (e.g.: on the social, cultural, morphological attributes and urban context evolution). In this sense, and also to include and improving the people and different stakeholders early engagement, has interest identifying peculiarities, resources, needs and risks in accordance with the community, and relating a common priorities for the transformation of space into a living place. Second, responding to the common view, needs and priorities to the space transformation, regeneration and urban management, the guidelines of the methodological approach are outlined. This presupposes the identification of methods, techniques and tools, more friendly to non-technicians, and for different stakeholders, that are more suitable to the placemaking. Third, experimenting the inclusion capacity of the methodological approach outlined, considered as a basic criterion for evaluating the effectiveness of the solutions adopted. This contributes to improve the communities capacity to do effective placemaking at the present time. But also contribute do improve ways to do become more effective in the future time. So, it is important the realization of an ongoing evaluation of placemaking process, it be jointly with the different social actors. In this sense, the fourth pillar is improving the methodology efficiency, and effectiveness, adhesion of the social actors and stakeholders, detecting difficulties, correcting and improving placemaking process from an inclusive perspective. Based on these four pillars, from the literature and the authors' experience, some methodological procedures will be analysed. First an overview on the subject is provided. Second, some methodological approaches will be presented, considering: (1) from the co-creation of knowledge to tacit context recognition – to identify the critical skills needed to deliver on project goals and outcomes; (2) to outlining the methodological guidelines; (3) to experiment the methodological outlined in a dynamic perspective, and (4) to evaluate the inclusion capacity as a tool. The aim is to gain a better understanding of the dynamics of the methodologies, procedures and processes. Considering that the issue of placemaking is dynamic and collaborative process, this chapter explores how the role of the methodological approach impacts on inclusiveness.

Tweeting in Open Public Space: Case Study Belgrade

AB  - Public spaces represent essential elements of vibrant, inclusive, and smart
cities. Being attractive, safe, comfortable, active and sociable, open public spaces play the
main role in revitalizing communities, supporting their sense of identity and culture and
triggering their economic development. Considering the current trends and demands in
design and use of open public spaces, the role of ICT becomes more important. This paper
will present and analyse the connections which are established and intensified between
users and open spaces via online social networks. The emphasis will be on Twitter which
currently has around 300 million active users.
The case study is a network of several open public spaces placed in the historical urban
core of Belgrade. The analysed network presents one of the most attractive and important
urban route for pedestrians with the squares as nodes. The method that was used in analysis
is the method of mapping users on the social maps (via social networks) and through the
other ICT tools. It was based on a new software application – Twitter search engine –
developed at the University of Nis, Faculty of Electronic engineering, during the PhD course
“Advanced topics in data and knowledge engineering”.
The aim was measuring the concentrations of users in open public spaces. The obtained
results have enabled the determination of the image of the open public spaces perceived
by the users, as well as the intensity of users and tweets through the social networks, with
the aim to measure the quality of open public spaces and concentration of users. This
research has indicated the potential of the analysed area for the formation of transverse
and longitudinal pedestrian flows. On the one hand they could enable active use of a
selected segment of the network as one of the most important urban pedestrian route of
the city, as well as to improve the image of it.

AB  - We are witnessing the transition from managerial toward entrepreneurial
activities in cities, with the goal of finding new forms of competitive
capitalism (Harvey 1989). As a consequence of economies of a globalized
world, competitiveness of cities has a huge importance for realizing a better
position of cities in the region and in the global network of cities. One
possible and successful development scenario under mentioned
circumstances is the implementation of a city development strategy based
on knowledge and creativity. In accordance with the nature of the
profession, the process of architectural and urban design is always under
the influence of current economic, political, social and cultural events.
Creative city could be defined as a place of diverse and inclusive arts and
culture, as well as the place of economic innovation, creative talents and
creative industries. Although such a concept could produce an exclusive
place for living, it involves the application of inclusive design of a city,
based on economic, social, environmental and cultural sensitive policies
that allow everyone to improve economically.
In the spirit of thus listed process characteristics, the development concept
of the creative city becomes a very useful instrument. This paper presents
a review of research done at the Faculty of Architecture, University in
Belgrade (in the period from 2008 to 2015). The research task pertained to
establishing spatial and functional potentials of various sites within the
territory of Belgrade.

AB  - This paper explores the built environment of a shopping mall considering perception by its
users. The aim of this paper is to compare the preferences consumers have towards shopping malls and public spaces, by determining consumers’ opinion on the (dis)advantages of the shopping malls over features of the city centre. The research question is about the competitiveness of shopping mall with open public space with the focus on the main qualities of it. Furthermore, the paper aims to explore the ways in which the inner space of these malls dictates behaviour of their visitors and shape the way how they spend their free time. The methodological frameworks are observations, questionnaires and surveys. Identity of shopping malls versus public places in Belgrade is observed through technical analyses and qualitative surveys using questionnaires. This research suggests that understanding experiences of contemporary urban change in public space requires a broader performative understanding of users’ needs and its qualities.

AB  - Social and economical changes that happened in period of post-socialist transformation left
their marks in urban environment. Results of these changes are visible in inarticulate city block
transformations. This work examines from morphological aspect, transformation of a typical city
block from the period of transition, based on previously determined criteria and timeline. A city
block in Banja Luka is chosen for a case study. Research goal is to define guidelines for further
research of this issue, as well as establishing conceptual model type of city block whose parameters could be included in future city planning.

Improving the District Heating System in Belgrade - Towards Smart Energy consumption

AB  - An efficient system of district heating is the element of a sustainable building that determines comfort interior microclimate. District heating supply exists in 55 towns in Serbia. In Belgrade 50% of apartments and houses are covered with it.
At the moment, Public Utility Company “Beogradske elektrane” uses lump billing method for collection for heating per square meter of residential space. Such billing method does not reflect the actual consumption of heat energy of each residential building. Furthermore, tenants who live in buildings with high consumption until now had no incentive to improve the energy efficiency of their building. By payment according to the lump sum principle no one is stimulated to rationally use expensive energy, neither plants nor consumers. 
According to the Law on energy in Serbia, Law on efficient use of energy and the Decision on the heat supply in the city of Belgrade, PUC "Beogradske elektrane" is obliged to install measuring device for payment per kWh of heat energy supplied, regarding fairer distribution of payment costs and rational energy management as well as increase energy efficiency of the buildings. Generation plants are required to switch to reading of the central heat meters (located in the substations) and to calculate consumption of heat energy of each building individually. 
The paper considers measures to improving the District Heating System in Belgrade in order to perceive the reduction of heating energy consumption and environmental pollution. Two case studies are presented as comparative analysis of future costs of central heating for apartments - one in a building from 70-s without insulation and proper windows and another one built recently at the same area in Belgrade.

abstract = "An efficient system of district heating is the element of a sustainable building that determines comfort interior microclimate. District heating supply exists in 55 towns in Serbia. In Belgrade 50% of apartments and houses are covered with it.
At the moment, Public Utility Company “Beogradske elektrane” uses lump billing method for collection for heating per square meter of residential space. Such billing method does not reflect the actual consumption of heat energy of each residential building. Furthermore, tenants who live in buildings with high consumption until now had no incentive to improve the energy efficiency of their building. By payment according to the lump sum principle no one is stimulated to rationally use expensive energy, neither plants nor consumers. 
According to the Law on energy in Serbia, Law on efficient use of energy and the Decision on the heat supply in the city of Belgrade, PUC "Beogradske elektrane" is obliged to install measuring device for payment per kWh of heat energy supplied, regarding fairer distribution of payment costs and rational energy management as well as increase energy efficiency of the buildings. Generation plants are required to switch to reading of the central heat meters (located in the substations) and to calculate consumption of heat energy of each building individually. 
The paper considers measures to improving the District Heating System in Belgrade in order to perceive the reduction of heating energy consumption and environmental pollution. Two case studies are presented as comparative analysis of future costs of central heating for apartments - one in a building from 70-s without insulation and proper windows and another one built recently at the same area in Belgrade.",

AB  - Most of the towns in Vojvodina Province nowadays lack of “flourish” places or those where the public life is intensive. Even the places with cultural values or situated in central zones, are often obsolete and isolated. On the other hand, the place “intensity” that already exists in urban space can be spread around and new places of urban activity can be generated. This paper aims to enhance the public life of Vojvodina town and to increase the “intensity” of their urban space. At the same time, for the objective has the revealing of a towns identity, discovering the true meaning of place and location’s unique character. In order to achieve this, the circumstances and characteristics that make one place “intensive” and keep it “flourish” must be identified and
analysed. The relevance of their analysis is that they can serve as a base on which guidelines for the enhancement of public life and place identity can be established. Open public space is a main carrier of urban life in Vojvodina towns. However, it could be considered as the locus of urbanity and town’s identity in a broader sense. From here derives the focus of the research presented in this paper, which is defining the characteristics of open public space which create the "intensive place". The theoretical background is developed on the “intensity” of place. The “intensity” as it is understood in this paper relays on the next basic conceptions: (1) intensity is not the same as density, although it is closely related with the presence of the people in open public space; (2) it is created through the everyday experience, but it is also determined by urban space construction during the time and cultural influences that this construction follow; (3) intensity means continuity and vitality of place achieved simultaneously, and in this regard, it is very important for urban identity and public life. In this context, the methodological framework that conducts this research is created, and it is composed of two parts. The first part investigates the historical and cultural transformation of place of Vojvodina towns and the characteristics of open public space as they are perceived today.
The form and function of the open public space is analysed, as well as its influence and meaning. In the second part, the
intensity of use, vitality and attractiveness of open public space are explored. The method of space syntax is used for the measuring of flows and concentrations of users. From the first part of investigation the elements of identity of open public spaces and their cultural value are identified. From the second part of investigation, the main pedestrian routes and point of users concentrations are registrated. By comparing and overlapping of all the data collected, the characteristics that make the open public space intensive, “lively” but also rooted in the “local” are identified. Their potential as tools for the “reinvention” of places and encouraging of intensity of open public space of Vojvodina towns is discussed, and the way of its possible application is suggested.

E-learning and AMRES in Teaching Architecture

AB  - ICT is not only the additional instrument of the Information Society, but also an important catalyst and tool for inducing educational reforms that change our students into productive knowledge workers. There are notions that students should be trained to learn more autonomously and to get access to and digest information more independently which could provide a good basis for life long learning. The research will discuss pros and cons of using AMRES as an e-learning academic platform in academic education in theoretical and practical courses at engineering and architectural studies. The hypothesis is that e-learning concept provides attitude change among students in knowledge development regarding the course subject.
The hypothesis will be tested inside main approaches and attitudes of using ICT in knowledge development, using case study using AMRES at the courses Design of Open Public Spaces and Studio Project 3, both at Bachelor studies at the Faculty of Architecture, University of Belgrade.
