Thermal comfort of pedestrian spaces and the influence of pavement materials on warming up during summer

AB  - Public space is very valuable for a variety of community activities. Open public space comfort is one of the main indicators that provide its enjoyability, attractiveness and liveability. Having in mind that the climate conditions and the implemented urban design are influential in providing pedestrian thermal comfort, this study will focus on physical attributes of used pavement materials and their impact when they are exposed to high summer temperatures as well as on thermal comfort of the users of open public spaces. The methods that were used in the analysis include the method of direct surveying of inhabitants, the method of observation and the method of measuring the characteristics of different materials used for pavement in the pedestrian zone. The measuring of the current surface temperature of different paving materials used for pedestrian zone was performed during the summer season (July, August, and September) of 2015 in the central city zone of the city of Nis, with the goal of determining the maximum heating up of horizontal surfaces, i.e. pavements. The survey was done in July 2015 in the main square in. Nis. The measuring determined that in the same conditions, various materials yield various maximum temperatures. It was also concluded that the type of material, colour, roughness and shading of an area affect the heating up of pedestrian surfaces. The purpose of this paper is to highlight the complexity of the relationship between microclimate thermal comfort in public open spaces and the measured temperature of the pavement surface, and to emphasize the importance of this relationship in the context of contemporary urban design. The paper presents the case study of pedestrian spaces in the central area of the City of Nis in Serbia.

AB  - Otvoreni javni gradski prostori su veoma značajni jer se na njima obavljaju svakodnevne aktivnosti i ostvaruju socijalni kontakti stanovnika. Intenzitet korišćenja javnih prostora zavisi od kvaliteta, prvenstveno od komfora. Klimatski uslovi i inkluzivni urbani dizajn utiču na mikroklimatske uslove otvorenih prostora - termalni komfor, a samim tim i na intenzitet korišćenja prostora. U radu se vrši analiza uticaja fizičkih osobina trga na termalni komfor i korišćenje prostora. Za potrebe rada analizirana su dva trga, jedan u Nišu i jedan u Leskovcu, izgrađena u drugoj polovini 20. veka. Metode korišćene u radu uključuju: analizu fizičkih karakteristika prostora, opservaciju i anketiranje korisnika prostora i simulaciju termalnog komfora korišćenjem softvera RayMan. posmatranje aktivnosti u prostoru i anketiranje korisnika prostora vršeno je u toku letnjih meseci 2016. godine. Rezultati istraživanja pokazuju da termalni komfor otvorenih prostora u velikoj meri zavisi od fizičkih karakteristika prostora kao što su: oblik, dimenzije, materijalizacija, prisustvo zelenila, vrste zelenila, visina objekata po obodu i dr.
AB  - Urban public open spaces are very important because
everyday activities and social contacts of the inhabitants take
place there. The intensity of use of public spaces depends on
their quality, primarily on thermal comfort. Climatic
conditions and inclusive urban design affect the microclimate
conditions of open space - thermal comfort, and therefore the
intensity of space use. The research analyzes the influence of
physical properties of city square on thermal comfort and the
use of space. For the purpose of the paper two city squares in
Niš and Leskovac built in the second half of the 20th century,
were analyzed. The research methods include: analysis of
physical properties of the space, observation and direct survey
of space users, and simulation of thermal comfort using
RayMan software. Observation of the activities in the area and
users survey was carried out during the summer months of
2016. The results of the research show that thermal comfort of
open spaces depends to a large extent on the physical
properties of the space, such as: shape, dimensions,
materialization, presence and types of greenery, height of
surrounding objects, etc.

Conceptual framework for the locally sensitive sustainable development of public services: Case study of the municipality of Kuršumlija

AB  - Locally sensitive urban and spatial planning, especially in the domain of the public sector, has been gaining importance lately, and there is almost no document related to the sustainable development which does not emphasize its importance. The reasons for that are numerous - from the need to better adapt the general concepts to the local needs and potentials, to the higher chances for implementation and inclusion of a wider circle of stakeholders. At the same time, the role of public services as an integrating part of urban functions and domains is increasing, as they have a significant role in achieving social integration in the context of urban and territorial development. In the local strategic plans in Serbia - spatial plans of municipalities - sustainable social development and planning of spatial development of public services represents a significant aspect of planning instruments related to the quality of life, prevention of depopulation, support to the development of the local economy and other. However, the concepts, developmental measures and solutions defined by the spatial and urban plans and strategic documents are often now sufficiently adapted to the appropriate spatial level. In order to contribute to the methodology of planning of social development and public services, this paper presents the approach to the sustainable planning of the spatial development of public services in the framework of the Spatial plan of the local municipality of Kuršumlija, as well as the review of potentials and limitations of implementation of development concept of public services.
AB  - Lokalno osetljivo urbano i prostorno planiranje, posebno u domenu javnog sektora poslednjih godina dobija na značaju i gotovo da nema dokumenta vezanog za održivi razvoj koji ne naglašava njegov značaj. Razlozi su brojni - od potrebe da se generalni koncepti bolje prilagode lokalnim potrebama i mogućnostima, do veće šanse za implementaciju i za uključivanje šireg kruga aktera. Istovremeno raste i uloga javnih službi kao integrišućeg dela urbanih funkcija i domena koji ima značajnu ulogu u dostizanju socijalne integracije u kontekstu urbanog i teritorijalnog razvoja. U lokalnim strateškim planovima u Srbiji - prostornim planovima opština održivi socijalni razvoj i planiranje prostornog razvoja javnih službi predstavlja značajan aspekt planskih mera vezanih za kvalitet života, sprečavanje depopulacije, podršku razvoju lokalne ekonomije i drugo. Međutim, koncepti, razvojne mere i rešenja definisani prostornim i urbanističkim planovima i strateškim dokumentima često nisu dovoljno prilagođeni odgovarajućem prostornom nivou. Sa ciljem doprinosa u domenu metodologije planiranja socijalnog razvoja i javnih službi, u radu je prikazan pristup održivom planiranju prostornog razvoja javnih službi u okviru Prostornog plana jedinice lokalne samouprave Kuršumlija, kao i pregled mogućnosti i ograničenja implementacije koncepta razvoja javnih službi.
