Toward a sustainable urban regeneration? Urban heritage between neoliberal forces and community preferences

AB  - The paper discusses a relationship between the neoliberal forces shaping
contemporary urban transformations and the social sustainability of recent regeneration
projects focused on urban heritage. Analysing two post-transitional cases, based on two
different approaches, the paper will provide an insight into the dominant processes influencing
both practices, as well as their anticipated/announced social sustainability and its achieved
level.The first case is from Serbia - the Power Plant "Power and Light‖ - which was the first
one generating alternating current in Belgrade. Located in the Dorcol area, this ex-industrial
setting is situated close to the city center. Since 2005, the entire area has undergone a
significant transformation into a luxurious residential and commercial complex, initiated by
private investors and directed by city authorities in order to change the previous urban
image.The second case, the Contemporary Art Center in Plovdiv, Bulgaria, represents different
approach. Created in 1997, the center is a non-governmental organisation of public interest. In
1995 the Municipality of Plovdiv obtained the right to locate the center within the remains of
the ancient baths of Rome, which were rebuilt under the Turkish Empire. As the 16th century
monument, the building belonged to the municipality and in 2004, the three-year period of
support started, provided by the association Art Today (the Swiss cultural program), as well as
the National Heritage Fund in Bulgaria.The analysis will be based on the selected principles of
social sustainability, simultaneously highlighting the problems of heritage (re)use and
regeneration in a challenging global environment of uncertain financial flows and shifting local
governmental priorities, which could put on hold or totally ignore the aspect of social
sustainability.

AB  - Throughout history, cities have faced risks but have also demonstrated their resilience to
different kinds of disturbances and changes. Today, the scale and the unpredictability of urban risks
are increasing due to the complexity of city systems and the uncertainty associated with many
hazards, including climate change. The need to make cities more resilient affects how we plan,
design, and build our cities. Urban design is a discipline that links architecture, landscape, and
urban planning to provide meaningful, safe, functional, and pleasant places for people. As such, it is recognized as an essential tool for adapting cities to climate change and responding to other risks and disturbances.
This paper explores how urban design can be used to improve the recreational quality of
abandoned urban spaces while, at the same time, helping to make cities more resilient. The case of
a planned but only partially built and abandoned recreational complex in New Belgrade is chosen as
a context and a starting point of the study, being an example of the absence of resilience thinking in
urban development. The study uses research by design method (in the context of an urban design
studio) to identify new urban design models through which links between cultural landscape, urban
recreation, and climate change adaptation can be established and analyzed. The results indicate
that, although all identified urban design models enable the introduction of measures to adapt to
climate change, the level of their contribution varies concerning spatial scales as well as different
dimensions of urban resilience.

AB  - The power plant “Power and Light” (1932, Belgrade) was the first one to generate alternating current in Serbia. Situated along the Danube river, it represented a part of an industrial area positioned in the Dorćol neighborhood, close to the urban core. Since 2005, the whole area has been exposed to a significant transformation into a luxurious residential and commercial complex, triggered by the intentions of private investors and directed by the ideas of changing city authorities. Considering the unpredictable local context created by the dominant post-socialist transitional economy, the article focuses on the sensitive relationship between the social sustainability of the ongoing urban regeneration plans and the emerging neoliberal forces targeting the areas of industrial heritage. Consequently, the case of the Dorćol ex-power plant and the anticipated changes in its urban surrounding are analyzed according to the selected principles of social sustainability. Revealing numerous controversies, both on the level of preferred urban policies and their questionable application, this case addresses the problems of heritage (re)use and regeneration in an environment of fast-shifting governmental priorities and financial flows, with reduced receptivity to sustainable solutions.

AB  - Jedna od osnovnih ideja i vizija globalno prihvaćenog i priznatog koncepta održivog razvoja jeste redukovanje negativnih uticaja na životnu sredinu i uspostavljanje ravnoteže između prostornih konflikta, posmatranih iz ugla ekološkog, socijalnog, kulturnog i ekonomskog aspekta. Kroz istraživački postupak na predmetu „Elementi prostornog planiranja“ na Arhitektonskom fakultetu Univerziteta u Beogradu identifikovani su pomenuti konflikti, uz analizu održivosti odabranih planskih rešenja, odnosno analizu mera zaštite životne sredine. Predmet ima za cilj, prvenstveno, upoznavanje studenata sa oblašću prostornog planiranja i održivog razvoja, pa zatim i razvoj kritičkog razmišljanja, diskusija i zaključivanja. 

Za potrebe ovog rada analiza je sprovedena kroz više etapa, na primerima Prostornog plana opštine Majdanpek (PPO Majdanpek, 2012) i Prostornog plana grada Pančeva (PPG Pančevo, 2012). Prva faza istraživanja se odnosi na postavku teme istraživanja i prepoznavanje postojećih konflikata u prostoru. Druga faza obuhvata kritičku analizu planske dokumentacije, dok se konflikti u prostoru analiziraju kroz predefinisane tematske jedinice i elemente prostornih planova. Kroz treću fazu analizirana je povezanost ciljeva održivog razvoja (SDGs, 2015.) sa odabranim segmentima planskih rešenja. Rezultati ovog istraživanja ukazuju na (ne)mogućnosti da se na nivou prostornog planiranja u Srbiji adekvatno ukaže na prostorne konflikte, koji direktno i posredno utiču i na zaštitu životne sredine.

AB  - Дисертација се бави испитивањем утицаја тржних центара на квалитет урбаног окружења.Уочено је да потрошња у савременим условима утиче на формирање и обликовање града,услед чега је улога трговинског простора значајна за квалитет непосредног урбаног окружења.У раду се као репрезент савремених трговинских простора разматра тржни центар, који постајеједан од покретача промене и развоја урбаног окружења. Компресовање и интензивирањефункција јавног простора и смештање свих потребних садржаја под један кров доводи дотрансформације постојеће изграђене структуре подручја у који се тржни центар лоцира.Претпоставка је да позиционирање и обликовање тржног центра утиче на развој, квалитет иинтензитет коришћења простора, унапређење, а у неким случајевима и деградацију урбаногокружења. Утицај тржних центара на урбано окружење je одређен не само у зависности одпојединачних елемената компоновања, њиховог положаја, физичко-функционалнихкарактеристика, већ и степена интеграције у урбано подручје. Истраживање је утврдилонеоспоран утицај карактеристика ових објеката на квалитет урбаног окружења, те је сврхаистраживања повећање знања и разумевања утицаја тржног центра у развоју и квалитетуурбаног окружења.У овом истраживању је спроведена свеобухватна анализа о тржним центрима ради формирањаелемената за вредновање утицаја тржних центара на функционално-физичку структуруурбаног подручја на примеру Београда, са освртом на друштвене и симболичке вредности тихпростора. Циљ формирања модела за евалуацију је детерминисање какав тржни центар усмислу физичке и функционалне структуре остварује позитиван утицај у одређеном подручју.Преко модела за евалуацију су формиране препоруке за просторно-физичко обликовање ифизичко-функционално уклапање у урбано окружење.

It hasbeen observed that consumption in contemporary conditions influences the urban design of the city.That makes the role of trading space important for the quality of the immediate urban environment.This thesis analyses the shopping centre as a representative of modern trading spaces, which becomesone of the drivers of urban change and development. Compression and intensification of the functionsof the public space with all necessary amenities under one roof leads to the transformation of theexisting built structure of the urban area where the shopping centre is located.The assumption is that the location and design of the shopping centre affects the urban development,quality and intensity of space usage and leads to improvement or in some cases even degradation ofthe urban space. The impact of shopping centre on the urban environment is specified not only on theindividual elements of their location and physical and functional characteristics, but also on the degreeof integration into the urban area. The research has identified the undeniable impact of these facilitieson the quality of the urban environment. The purpose of this research is to increase the comprehensionof the impact of the shopping centre in the urban development and quality of the urban environment.A comprehensive analysis of shopping malls was conducted in this research to form elements forevaluating the impact of shopping malls on the physical and functional structure of an urban area inBelgrade, with reference to the social and symbolic values of those spaces. The goal of forming anevaluation model is to determine what kind of shopping mall, in terms of functional and physicalstructure, has a positive impact on a certain location. Recommendations for spatio-physical designand physical and functional integration into the urban environment have been formed through theevaluation model.

AB  - The challenge for urban design today is to help development of the healthy, vital, sustainable
and resilient cities in which humans and nature flourish together. Consequently, urban design
education needs to help future architects and urbanists to develop knowledge, skills and awareness
to create more ecologically sensible urban settings. Assuming that effective design helps inform us
of our place within the nature, Sim Van der Ryn and Stuart Cowan ask designers to “Make nature
visible” in order to bring the designed environments back to life and to activate our potential for
learning.
Based on the analysis of the students’ works (design projects, artefacts and portfolios) from

AB  - The constant decline in the number of public space and the attendant emergence of pseudopublic
spaces with limited access occur simultaneously with the aggression of commercial
culture and the emergence of cultural spectacle. Shopping centres provide physical spaces for
social activities, and increasingly they have been replacing all aspects of urban life. Nowadays
it is becoming an alternative centre in the city with its own “public space”. With the creation
of places for public, cultural and recreational events, and above all, places for leisure and
socialization, shopping centres have become more than a “commercial city”.
According to various authors, the quality of POP(o)S has been called into question, and even
though it usually suggests a negative phenomenon, this paper focuses on its advantages and
possibilities. Paper also investigates the ways to use privately owned public spaces, with special
focus on open spaces, plazas, and atrios owned by shopping centres. Paper presents three
case studies: Ušće shopping centre in Belgrade, Rajićeva shopping centre in Belgrade and
Manufaktura shopping centre in Lodz. With the comparison of the above mentioned, the aim
is to recognize different patterns of use of POP(o)S in correlation to the model of the built
structure.
New urban design strategy should provide integration of different civic functions, in order
to create a new type of public realm, which would improve the connectivity and usability of
surrounding public spaces and urban environment. The aim of the paper is to present that
carefully located and well-integrated shopping centers can contribute to the circulation of
activities and people, thus to the preservation of city values and promotion of public life.
However, question how could one consider private space as public space remains.

AB  - Shopping centres are increasingly becoming places for leisure. In order to attract more consumers and to lengthen shopper stay, various leisure components are being added to retail and shopping places. At the same time, under the influence of consumer culture, recreational shopping became one of the widespread leisure activities among different social categories.Contemporary research shows that nowadays youth leisure is also widely associated with shopping centres. Recreational shopping, attendance at various leisure venues and events, but also browsing around shopping centres is becoming more and more popular among young people. Although this phenomenon is well elaborated in the context of developed countries, the research on youth leisure in shopping centres in post-socialist context is at its infancy, especially considering its spatial aspects.Therefore, the purpose of this paper is to explore perception and recreational use of shopping centres by young people and to present a preliminary study exploring this phenomenon in six big inner-city shopping centers of Belgrade. By using the on-line questionnaire, it seeks to discover preferences of young people towards certain shopping centers, recreational opportunities, and recreational spaces, in order to identify factors that shape their choice and use of shopping centers for leisure.

AB  - In this paper we will present compact city planning and design concept, which compared to other concepts of the sustainable urban form, most fully incorporates all relevant topics and urban policies, such as increasing the density of development, ensuring a mix of uses, containing urban 'sprawl' and achieving social and economic diversity and vitality. We will examine integrated shopping centre as a component of the compact city, and establish its realtionship with the concept of the compact city and its characteristics. The shopping centre concept in historical city core areas is not originally a sustainable concept. Instead, the concept of adaptive reuse of old industrial buildings located in the vicinity of city centre into retail functions is considered more sustainable and can be considered as a component of the compact city planning. The aim of this study is to examine the importance of integrated pedestrian environment for urban realm within the framework of the compact city concept. In order to determine the level of compatibility between the principles of sustainable urban form and the integrated shopping centre (ISC) principles of design, we will examine several case of shopping malls in the Czech Republic and Poland which are designed with the ISC principles in mind.

AB  - In this paper shopping malls are considered as a representative of modern consumer spaces and observed as places of interaction between the surrounding environment and the stakeholders, as well as places of their mutual indoor interaction. The idea of a shopping centre is the idea of compressing and intensifying a public space by placing all the necessary facilities under one roof. In this way, by providing access to all the necessary facilities, the need of the shopper to return to everyday life is lessened, shopping becomes a recreational activity and the shopping mall becomes a shelter. The aim of this paper is to compare the preferences consumers have towards shopping malls and public spaces, by determining consumers' opinion on the (dis) advantages of the shopping malls over features of a city centre. The basic goal of the research is to improve the knowledge and experiences in an architectural research through exploring of the mutual relations between the user, architecture and the space. The paper aims to analyse the relationship between architectural creativity and broader socio­cultural changes caused by the commercialization of a modern city.
AB  - U radu se kao reprezent savremenih potrošačkih prostora razmatra tržni centar. Potrošački prostor posmatran je kao mesto interakcija između okruženja i aktera, te aktera međusobno. Ideja tržnog centra je kompresovanje i intenziviranje javnog prostora smeštanjem svih potrebnih sadržaja pod jedan krov. Na taj način, umanjuje se potreba kupca da se vrati svakodnevnom životu, kupovina postaje njegova rekreativna aktivnost, a tržni centar sigurno pribežište. Predmet rada je istraživanje stavova korisnika prema otvorenim javnim gradskim prostorima i tržnim centrima, kao i poređenje njihovih kvaliteta i nedostataka. Osnovni cilj je unapređenje znanja i iskustva u istraživačkom i projektanskom pogledu kroz istraživanje odnosa između korisnika, arhitekture i prostora. Zadatak je da se analiziraju relacije između arhitektonskog stvaralaštva i širih sociološko­kulturoloških promena izazvanih komercijalizacijom savremenog grada - konkretno, projektantski koncept formiranja komercijalnih (prevashodno trgovačkih) prostora i uticaja koje oni imaju prema širem gradskom (fizičkom i socijalnom) kontekstu i korišćenju.

AB  - In the post industrial society of today we are witness to certain rather odd phenomenon: only a
handful of industries have survived: high fashion, being one of them, which is interacted with
mostly through technological gadgets; over-abundance of information freely offered through the
net has disabled our ability to realistically evaluate facts, which often leads to spoiled tourists
that have to be catered to through the repackaging of heritage sites found in cities with apps that
are hand-held and are used as guides, as they move and search for new experiences that the
cities of today have to offer, by competing with each other.
In order to save the Cities in this cruel world full of competition, to regain their youthful, fresh and
interesting appearances - architects and planners are seeking out the right answers and
suggestions on several issues. What should we focus on while re-thinking the City? How can we
bring in tourists and investors, can we improve the social frame? How can we regain the pride of
the citizen? Perhaps by keeping or restoring their jobs? How can we maintain a creative and
enthusiastic attitude under really bad social conditions? This necessary mix with new
technologies – does it really improve a city or does it simply disables a city’s ability to move
forward? The hypothesis that a mixture of creative industries and new technologies can upgrade
weak social structures by providing small jobs and generally revitalising the city – is discussed in
this paper. Using Belgrade as a case study, my Master class students attempted to build an
integrative platform entitled Bel_app_grade, which will provide necessary big data, all in one place.
This work is also about a presentation of their idea. Creative play –the new city of the 21st
century is moving at a fast forward pace.

and interactions are defined by the primary purpose of this space - consumption. Potential
interactions are reduced to temporary, superficial formal communication. Simulation of city
streets with shops and small squares, where cafés are covered by the roof of the shopping mall,
takes over the role which downtown had, until recently. This paper is presenting in which ways
shopping malls may simulate the city center to legitimize itself as a public space. How do
shopping “cities” transform relationship of internal and external, public and private space? The
paper aims to explore the ways in which the inner space of these centers dictates behavior of
visitors and shape the way they spend their free time. What is the new image of the city that these
centers create? It examines the issue of sustainability of architectural objects in addition to its
primary function; at the same time can have a strong position in the communication, representing
the tools of communication and carries the meaning in the service of consumption, marketing,
promotion and spectacle. The role of cultural space of the mall, as a quasi-space is explored with
the case study method of two dominant shopping malls in Belgrade. The study refers to dominant
phenomena in architecture, which is the result of the influence of classic consumption power. The
goal of the paper is to access important issue of different representation of an architectural
experience in reality in relation to the experience of architecture through the mass media.

AB  - Today cities are becoming ever more complex systems with vast amounts of data flowing through various
channels of our societies. By adding layers and layers of complexity, we as individuals become more
disoriented in the vast amount of available information, possibilities and choices. It is only when we are able
to structure this information and data into meaningful patterns, can we find ways to understand and cope
with the issues at hand. Whether it be seeking employment, better education, cultural events or trying to
solve complex issues at a larger scale, similar principles apply. Cultivating a community and bringing people
together represents one of the most important aspects of how we choose to use these tools/technologies to
make an impact on cities and the globe. The process of building a web application/digital platform should be
based on MVP – Minimum viable product, which means that the product should be put into function as soon
as possible and tested with minimum investments in time and money. The reason for this is also a better way
to find a path to potential users and to make corrections early on, to get rid of needless categories, or to add
and develop new applications for the platform. The first phase of the project includes making a map with
hyperlinks, pinpoints and other tools which ensures the efficient mapping of start-ups, collaborative spaces,
cultural events, etc, so that users can easily search and get information.
Authors of new platform - students of Master class named “City and Design” at the Faculty of Architecture
University of Belgrade, under the menthoring of Prof. Dr Eva Vaništa Lazarevi����� represent newgrowing
young specialists; those who will be responsible for the development of cities in the 21st century, new soft
leaders which should be soon incorporated in planning of smart government of Belgrade.
