Observe, talk/ask and then make a house: One possibility for designing a Romani house in Belgrade

AB  - Information about informal Romani settlements housing are not found in books or archives. They are found “live”, in settlements. The intent of this paper is to point out that they represent a world of signals that can be detected through the methodological tools of observation and discussion with residents; also and therefore, to create guidelines for operational tools useful for an aware and contemporary design of Romani house. The paper starts from the fact that including cultural components in projects that are meant for Romani housing should also include special spatial requests that refer to the enabling of the development of user’s cultural characteristic. In parallel, the context is completed by the choice that cultural plurality only represents a path to a reciprocal education through the exchange of cultural components whose diversity is accepted as if they were values and that the construction of an adequate physical space dedicated to Romani housing alludes that besides accepting differences (seen as values, not as a value that represents the essence of separation) they also need to be understood. It is in fact this type of treatment of culture that is making a key stride, which is a principal change of the approach to the term culture itself from a humanistic determination to an anthropological determination of the term. In the anthropological definition of the term, culture is not selective, it includes all human activities and elements of heritage; it is not elitist i.e. it is not a characteristic of a small group but of society as a whole and is neutral in value since even culture in the sense of the lifestyle as a whole of a people or a group is equally good. In this key the main hypothesis is that a Romani settlement represents a key source of information on Romani housing, and that it is therefore possible to obtain such information by observing the lifestyle within the settlement and in communicating with the residents of the settlements. The paper will showcase a case study of a Romani settlement using a methodological apparatus that was inspired by the following aims: observe and talk/ask its concept and steps of research, as well as possible designing results that have been achieved in using such a procedure. The purpose of the paper is seen in collecting and archiving findings on housing in Romani settlements, thus achieving a double effect: building bases that will allow good quality planning for the future of the Romani house and the settlement on one hand, and on the other hand their significance for the city and strengthening consciousness about them is intensified.

Drvengrad and Andricgrad in developing the idea and the concept of heterotopic spaces: Theme parks and "theme towns"

AB  - Heterotopic spaces represent a more present phenomenon in contemporary architecture since the utopic thought, concept, narrative and revolutionary programme in architectural discourse as well as generally in socio-political setting has arguably come to an end. The aim of this paper is to explain the heterotopic concept broadly as well as to offer the possibility of viewing and clarifying it through conceptualization of theme parks and "theme towns". While theme parks "improve" corporative scenery, theme towns came into being as a product of an artistic initiative, which alongside their conceptualization in the sense of façade formation have the tendency to promote both commercial and artistic content. The very thesis of the paper is based on the possibility of detecting phenomena which point at the presence of "otherness" in architecture beyond what belongs to the category of everydayness and commonness. It is assumed that the realizations present in the development of an idea and the conception of the theme parks and "theme towns" as forms of artistic aspirations, especially regarding domestic examples of Drvengrad and Andricgrad, are the reflection of the current tendencies within heterotopic discourse.
AB  - Prostori heterotopija predstavljaju sve zastupljeniji fenomen u savremenoj arhitekturi, budući da je primetan, uslovno rečeno, kraj utopijske misli, koncepcije, narativa, revolucionarnog programa, kako u arhitektonskom diskursu, tako i uopšte u društveno-političkom ambijentu. Cilj ovog rada je pojašnjenje heterotopnog koncepta, kao i mogućnost njegovog sagledavanja i pojašnjenja kroz prikaz primera tematskih parkova i "tematskih gradova". Dok tematski parkovi "upotpunjuju" korporativni pejzaž, "tematski gradovi", koji su nastali kao produkt umentničke inicijative i koji pored koncipipiranja u vidu kulisnih formacija, poseduju tendenciju za promovisanjem, kako komercijalnih, tako i umetničkih sadržaja. Sama teza rada se zasniva na mogućnosti detektovanja fenomena, koji ukazuju na prisustvo "drugosti" u arhitekturi, izvan onoga što se svrstava u kategoriju sdvakodnevice i uobičajenosti. Pretpostavlja se da su relacije, koje postoje u razvoju ideje i koncipiranja "tematskih gradova", kao vida umetničkih aspiracija, posebno kada je reč o domaćim primerima, Drvengradu i Andrićgradu, odraz aktuelnih tendencija unutar heterotopnog diskursa.

Redefinition of the process of design and realization in emerging architecture on the principle of "digital chain"

AB  - The setting of design and architectural realization today cannot be considered separately from the emerging architecture, which is based on digital technology. Digital technology has primarily affected the architectural presentation, and eventually began to represent a design tool directly connected with the realization, which was across various digital techniques establishing continuity of a "digital gap" as a global problem of discontinuity of design and realization in architecture and fulfilling complex design requirements of the architecture today. With the characteristics of continuous connection, this relation design - realization is increasingly manifested as a CAAD/CAM technology and the most commonly researched as a "digital chain" principle. Primarily, the term "digital chain" is defined and investigated (theoretically, experimentally and practically) at the CAAD department at ETH Zurich (germ. ETH Zuerich) within the research projects of this institute. Today the tool has become an indispensable, inevitable and active, and the architect seemingly passive and in an unclear position in the whole process and the offered solutions of space and architecture. Accordingly, the paper explains the principle of "digital chain", and overlapping with elements of a conventional (standard) architectural approach, based on the settings of the positioning architects in new conditions, redefines the process of design and realization in the emerging architecture in architectonic sense.
AB  - Postavka projektovanja i realizacije arhitekture danas se ne može posmatrati odvojeno od novonastajuće arhitekture (engl. emerging architecture), koja je bazirana na digitalnoj tehnologiji. Digitalna tehnologija je prvenstveno uticala na prezentaciju arhitekture, dok je vremenom počela da predstavlja i alat za projektovanje sa direktnom vezom sa realizacijom, koja je preko različitih digitalnih tehnika uspostavljala kontinuitet "digitalnog jaza" kao globalnog problema diskonuiteta izmedju projektovanja i realizacije arhitekture i ispunjavala kompleksne zahteve projektovanja danas. Sa karateristikama kontinualne veze, odnos projektovanje - realizacija se sve više manifestuje kao CAD/CAM tehnologija i često istražuje i kao princip "digitalnog lanca". Prvenstveno, termin "digitalni lanac" je definisan i istraživan (teoretski, eksperimentalno i praktično) na CAAD katedri na ETH Cirih (nem. ETH Zuerich) u okviru naučnih projekata ovog instituta. Danas je kao alat postao neophodan, neminovan i aktivan, a arhitekta naizgled pasivan i u nejasnoj poziciji u celom procesu i ponuđenom rešenju prostora i arhitekture. U skladu sa tim, rad objašnjava princip "digitalnog lanca", a preklapanjem sa elementima konvencionalnog arhitektonskog pristupa, bazirajući se na postavkama pozicioniranja arhitekte u novim uslovima, redefiniše proces projektovanja i realizacije novonastajuće arhitekture u smislu arhitektoničnosti.

Destruction and affirmative negation in architecture

AB  - The starting point of this paper is Alan Badiou's thesis that all creations, hence all novelties, are in some sense the affirmative part of a negation and, as such, stand against the destruction that lies in the negative part of the negation. The affirmative negation is considered to be within conditions of something that is happening as New, yet something that cannot be reduced to the objectivity of the situation in which it happens and that affirmation of the New means confirmation through an identity. On the other hand, the negativity of a negation is considered as a negative part of the negation, i.e. the destruction, with the aim not to create something New, but rather to destroy something that exists, with lack of affirmation and confirmation by an identity. In that context, we are discussing the issue of nihilism as an active part of the destruction and the issue of anarchy as a passive part of the destruction. Our research commences from three axioms: First - The World of architecture is one; Second - Architecture is an art; Third Architectural creation is Situation. The hypothesis of this study is that if the architectural creation meets the requirement of an affirmative negation, then and only then, it represents the real creation, cleansed of any destructive supplement and content. Accordingly, this paper examines a philosophical and the theoretical issue, raised by Lebbeus Woods, on a relationship between destruction and creation, the issue of necessity of destruction as pre-condition for creation. Destruction is perceived as a destruction of architecture and destruction in architecture through four processes: destruction as consequence of an act of God (natural disasters) and destruction as a consequence of human violence, something like war (extreme human destruction) - which would be referred to as external implications on architecture; destruction as consequence of inaction (passive human destruction) and consequence of action (active human destruction) which goes by internal implications on architecture. Case study includes recent history of Serbia: consequences of the war between Serbia and NATO in 1999, consequences of massive floods in 2014 and consequences of mega-project "Belgrade Waterfront" development. The result of this research is reflected in the conclusion that creation and especially architectural creation in current global context of democratic materialism, that is, subjective paradigms of enjoyment and sacrifice, is in crises. This crisis is caused by power of multiple destructions of the Empire (political, economic and media power structures) that leans on particularism, trade of power, relativisation, in a word, on the perversion of Truth.

AB  - In front of the post-industrial society is a challenge that can be seen through the question: Is it possible to overcome the current concept of the crisis decision which takes the form of an external challenge to the individual, and a necessary internal response? This paper examines the crisis of architectural creativity from the position of ethics. The concepts of virtue ethics or deontology in the context of redefined position and role of architectural creativity in postmodernity are explored accordingly. A particular focus of the paper is on understanding of Alain Badiou's ethical theory and an understanding of ethics focusing on the Good. Consequently, the concepts such as Truth, Event, Subject and Fidelity are studied, for the purpose of detecting and understanding the current crisis of architectural creativity. Of special importance for this study was a review of the concept of fidelity of Event in architecture, in order to make a distinction between Good and Non-Good, as something that is not true to Event and, as such, denies the Truth. Hence, the paper discusses the ethical issues related to the cities of the XXI Century, based on the trends of global changes in society, politics, democracy, economy and their relations to the natural environment. The result of this research is reflected in the conclusion that the crisis of the architectural creativity is autonomous and does not come as a consequence of the crisis of something that is 'outside' (political, economic, etc.), but its causes are within the subjective paradigm of enjoyment, ergo experiments with death within life.

AB  - Contemporary architectural practice is expanding its horizon of work and research on city and landscape with all their complexities, from social to ecological. Active presence of theory in the process of design, necessarily led to development of design methodology known as architectural design research. Contemporary architects, searching for the truth as the pre-condition for architectural creation, are experimenting with presented architectural and non-architectural attributes. Their goal is to create something new, something unrecognized as architectural form so far, but now is. The paper discusses two methodological design platform - design by research and study by design. The research aims to review the possible directions for addressing the problems of design, through something that is determined by something that already exists, and the study involves an empirical verification of design results, which subject is determined by current context with addition of something new, and this new is variable because it needs to be designed. The paper considers the results of design research related to environmental sustainability and energy efficiency, applied through the bidding practice of the group Architectural Alchemy (AA). The result of this consideration is reflected in the conclusion that Study by Design, is mostly exploring new opportunities with a generic variable, and new knowledge and understanding of the design, which is of undoubted importance to meet the complex requirements such as adaptation to climate change.

AB  - Climate change and its effects are very complex and acute problems that we are facing today. Series of extreme weather conditions in the cities of Europe and the world shed a light on the vulnerability of cities to the effects of climate change. Serbia is one of the most vulnerable areas in Europe that will be affected by climate change. On the other hand, cities are the main causes of these changes, but, at the same time, the main field of action to minimize their impact. Accordingly, growing cities are strategic places to mitigate the harmful impacts of climate change on the environment. The phenomenon of global climate change inevitably affects the structure and functioning of the landscape, altering the topography of the landscape and its complex processes. The subject of this research is a multidisciplinary understanding of the effects of climate change on urban planning and architectural design and on creating a new academic curriculum in order to preserve the environment. Consequently, the focus of research is on urban morphology, urban and landscape fabric, housing, urban and landscape infrastructure, urban environment and nature resources. The paper discusses the phenomenon of growing cities in Serbia and current strategies and models for urban development based on modern principles and best practices in cities' adoption to climate change. The result of this study presents an overview of the latest theoretical and practical activities and research in Serbia aimed at adapting cities to climate change.

AB  - In this paper the issues related to post-industrial cities and the environment are considered. The answers to these questions submerge deep into the architectural philosophy, theory and practice as such, changing and questioning all the current paradigms and strategies. Consequently, the objective of this work is defined by issues like: What sort of a city is necessary and possible? Is it necessary to redefine the concepts of local and global in terms of their reduction to the same thing? Or whether the contemporary city has its limits or has already become a global habitat? What is the role of today's architectural practice in the context of global change and what do we do? Ultimately, whether is the architecture as we know it, or better as we desire it, in a position to provide the answers to these questions? Furthermore, this paper comprehends concepts such as postmodernity, the global economic crisis and the global climate change, all in the context of contemporary architecture and new paradigms and strategies within what is defined as a sustainable and self-sufficient design. The paper relies on the thesis that social processes, free markets economy and the natural processes are functioning as nonlinear dynamical system, and that their causation does not offer predictability and control. In other words, this paper comes from Alain Badiou's hypothesis that the current discrepancy between theory and practice is merely an emancipatory stage that promises a new state of affairs. In that sense this paper continues Badiou's new subjective paradigm, regarding something that is outside the power of death-which is neither enjoyment (that is pleasure beyond pleasure and limits of the body) nor satisfaction in the sacrifice (that is enjoyment in another world, of pleasure beyond suffering), but rather something new, something like an Event, that might be seen as a process of creation, artistic creation. The theoretical level considers the problems related to the functioning of society, economy and nature, and their reflection in relation to the current phenomena and problems of contemporary cities and the environment as such. The world, the landscape and the city are understood in this study as a diagram, as something more based on time rather than space and, as such needs no presentation in the traditional sense. Accordingly, the world needs to be considered as an ocean of information, i.e. direct connection and sharing limited by particular perfection of existence, but certainly featured in the reflection of one in another, regardless of the scale or the time of existence. The habitat of the twenty-first century city is no longer limited to local; it can and needs to be understood as a global habitat. Consequently, this paper argues that cities of the future shall be understood as a living landscape, as an energy system, as a bio-infrastructure, as well as a parametric model and a place of communion of living beings, that is, as a planetary continuum.

AB  - The intention of this paper is to contemplate the root problem
that was prevalent in the architecture in Serbia and in Belgrade
in the last decade, and to try to provide some insight into few
issues and discuss the future solutions: what are the core values
and what is specific in the recent architecture of Belgrade/
Serbia, what was lacking in the theoretical and practical areas
of architecture and what is the significance of the realized
architecture at the local, regional or the European level. The
challenge of keeping the traditional architecture, yet incorporate
proven global concepts that are both aesthetically pleasing,
yet serve a practical purpose, was in conclusion presented as
the emulation of the new ideas on old notions, integration of
global concepts, local knowledge and experience to deliver

The paper gives an account of the procedure and the principles that the contest team of the first-awarded work by Zoran Lazović, eng. of arch., with Jelena Krstović, stud, of arch., Danka Rogić, stud, of arch., Predrag Pavlović, stud, of arch., Sanja Ćirić, eng. of arch, and Rastko Miljenović, stud, of arch., used so as to respond on the individual demands, with the most important ones being the establishing and estimation of the connections between the upper and the lower area of Tašmajdan, forming the open-space areas by avoiding over construction and creating a unique space. The main aim of the contestant work was to reach the balance between the users' needs, demands and restrictions of the location, as well as the adequate architectural forming so as to achieve the highest level of the unity between the nature, architecture and citizens. .
AB  - Radom se sumiraju opšti ciljevi konkursa za idejno urbanističko-arhitektonsko rešenje sportsko-poslovnog kompleksa Tašmajdan u Beogradu, kao i pojedinačni prostorni i oblikovni zahtevi, koje je, za prvi i drugi stepen konkursa, postavio žiri u raspisu konkursa, na važnoj prostornoj gradskoj celini veoma složenih aspekata - prostorno-morfološkog, istorijskog, kulturnog, itd. Rad daje obrazloženje postupaka i principa kojima je konkursni tim prvo-nagrađenog rada autora Zorana Lazovića, dipi. inž. arh., sa Jelenom Krstović, stud, arh., Dankom Rogić, stud, arh., Predragom Pavlovićem, stud, arh., Sanjom Ćirić, dipi. inž. arh. i Rastkom Miljenovićem, aps. arh., odgovorio na pojedinačne uslove, od kojih su najvažniji uspostavljanje i poštovanje veze između gornjeg i donjeg prostora Tašmajdana, ovazdušenje prostora izbegavanjem preizgrađenosti i formiranje jedinstvene prostorne celine. Osnovni cilj konkursnog rada bio je u postizanju ravnoteže potreba korisnika, zahteva i ograničenja lokacije, kao i adekvatnog arhitektonskog oblikovanja, kojim bi se postigao najveći stepen sadejstva pri­rode, arhitekture i građana. .
