Contemporary architectural and urban design practice in Belgrade and Serbia through the perspective of urban morphology approach

AB  - By analysing the contemporary architectural and urban design practice in Belgrade and Serbia the challenges in urban development can be identified and explained through the perspective of an urban morphology approach. The majority of these challenges are as a result of an inadequate relationship between different scales of professional interventions in built environment, as well as, an ineffective relationship between theory and practice. It should be noted that due to these challenges in urban development, the role of architects and professionals involved in urban designing and planning has been questioned. The findings indicate an emerging belief for the need for improved dialogue between professionals in relation to urban development in Serbia, as well as, interaction with wider professional networks. The general issues have already been expanded upon through the discourse of urban morphology and can result in the drafting of guidelines for further improvement of designing and planning practice in Belgrade and Serbia. The principal issues the urban morphology network in Serbia would be faced with are: consolidating up-to-date research and contributions; translating the key references and Glossary present within the Urban Morphology discourse; integrating theoretical and applied knowledge - developing a common morphological language – as a conceptual framework applicable to various typologies and urban tissues; providing a better understanding of the complex phenomenon of urban form; and introducing the morphological dimension to plans, that is, the concept of form into planning.

Contemporary Serbian Orthodox church architecture: Architectural competitions since 1990

AB  - This paper focuses on the architectural competitions for Orthodox Christian churches in Serbia since 1990, both on the analysis of the designs submitted and the competition requirements. The first competition for an Orthodox church in Serbia after World War II was announced for Priština in 1991. After that, competitions for the temple in Čukarica, Novi Beograd, Niš, Aleksinac and Kruševac were conducted. Thanks to the fact that architectural competitions allow a greater degree of creative freedom to the architects than regular practice, various solutions were offered, from replicas of models from architectural history and tradition to fully non-traditional proposals. Depending on the relationship to tradition, architectural design approaches can be classified into three main groups: radically modernizing, conservatively traditionalist, and compromising. Of the six competitions conducted, four churches were built, which are among the most architecturally successful newer churches in Serbia. This points to the importance of the implementation of the architectural competition in this field of architecture. The diversity of the award-winning projects shows that there is awareness of the possibility for the further development of church architecture, favouring a moderate approach.

Contemporary architectural practice: Institutional framework and building rules

AB  - Building rules represent important element of the system of planning in Serbia. It connects different kinds and scales of professional activities related to built environment, in first the larger scale of planning with smaller scales of designing and construction. The way the building rules are formulated, interpreted and applied in the procedures of planning, designing and construction the most directly influences the quality of the built and living environment. In this paper the professional experiences of the immediate participants in these procedures, previously exposed at the professional meeting entitled 'Contemporary architectural practice: institutional framework and building rules', are excerpted and systematized. The main goal is to point out to the problems in the current practice and to call upon the wider debate. The most important outcomes are the common attitudes as the basis for further dicussion and activities which would lead to the improvement of professional practice.
AB  - Pravila građenja predstavljaju važan element sistema planiranja u Srbiji, koji povezuje različite oblike i razmere stručnih intervencija u prostoru, u prvom redu opštiji nivo planiranja sa konkretnijim nivoima projektovanja i izgradnje. Način na koji se formulišu, tumače i primenjuju pravila građenja u procedurama planiranja, projektovanja i građenja najdirektnije se odražava na kvalitet izgrađenog i životnog okruženja. U radu su izdvojena i sistematizovana profesionalna iskustva neposrednih učesnika u ovim procedurama, koja su prethodno izložena na tribini sa temom: Savremena arhitektonska praksa - institucionalni okvir i pravila građenja. Cilj je da se ukaže na probleme koji se javljaju u aktuelnoj praksi i podstakne šira debata. Rezultat tribine su zajednički stavovi koji predstavljaju osnovu za dalju diskusiju i delovanje u pravcu unapređenja profesionalne prakse.

AB  - The aim of this paper is to present one of the main issues and tasks of the ISUF – the importance of introducing concepts of urban morphology to professional practice, in a systematic and coherent way, to achieve a better built environment - in the specific context of Belgrade’s designing and planning practice. Á review of relevant up-to-date research topics and developed concepts found in the current theoretical discourse presented in the Urban Morphology Journal and ISUF, such as: morphological dimension of municipal plans (Oliveira, 2006, 2013), the issue of boundaries (Whitehand, 2007, 2013; Larkham, 2011; Morton), the question of scale and key concept – block or tissue (Kropf, 2006, 2011; Samuels, 2008; Hall, 2008a, 2008b) will be conducted. A number of major themes in the agenda of the morphological debate, will be examined to establish how existing morphological criteria in the Master plan of Belgrade and related planning documents correspond. It was determined that the morphological dimension of those criteria is questionable and that the real form-based approach in Belgrade’s planning documents and procedures were absent which had a detrimental impact on the quality of physical and urban structure. It can be stated that there is a need, firstly, for a detailed theoretical elaboration of relevant concepts of urban morphology and then integrating them into planning documents and procedures in Belgrade and Serbia. The principal conclusion reached is that urban morphologists should have a key role in the prescription of future changes through coordination of design guidance, codes and plans at different scales.
