AB  - The international concept of learning cities refers to a city as the human capital that facilitates our needs, interests and individual empowerment, while it parallel supports a community building through mutual learning process. This dual nature of a city as an educating ground opens multiple possibilities to learn, in both formal and informal ways. Considering that the concept of learning cities has a clear imprint into urban space, it elevates the position of urbanism and architecture within the concept. This position is characterised by simultaneous reliance to local and cosmopolitan values in culture, knowledge, and technologies, aiming to spatially empower individuals and create social cohesion, which basically support the urban sustainability. The aim of this paper is to investigate how the concept of learning cities influences student work and decisions in a studio-shaped course, where the final product is actually the project of learning urban space. This investigation was carried within an urban design studio at 2nd year of bachelor studies at the Faculty of Architecture in Belgrade, Serbia. The analysis of student works presents that they comprehend the learning city in three directions: (1) as a network of learning places; (2) as the spatial reflection of renewal and revitalisation of local community; and (3) as the use of local heritage, culture and identity for new urban interventions.

The Role of Identity in Shaping Resilient Open Public Spaces Surrounding Small Urban Streams

AB  - Open public spaces surrounding small urban streams are faced with a growing number of problems in the last few decades as a result of climate change. Frequent floods and droughts made most of these areas non-functional, abandoned and devastated for the better part of the year. Majority of the spaces surrounding small urban streams currently are not capable to adapt and transform in accordance with new ecological challenges.
In order to create public spaces that live year-round, it is necessary to design them according to principles of resilient design. The socio-ecological resilience, an interdisciplinary concept based in ecology, offers a conceptual ground for the principles for creation of resilient spaces, i.e. spaces that are resilient to the changes and utilize natural disturbances for the improvement of space. According to this concept, one of the most important qualities of resilience is preservation of identity in times of natural disturbances and recovery.
In this paper we will analyse the question of identity of open public spaces surrounding small urban streams in the context of resilience, based on the case of watercourses in Belgrade. The goal of this research is to identify the elements that shape the identity of open public spaces and to determine their role in the future revitalization of these spaces, in order to realize year-round uniform quality of space.

A method for case selection in strategic urban planning

AB  - Strategic planning application is frequent in urban practices. In order to understand this type of planning in a better way, urban researches use and take over good examples of practices from other countries. Selecting examples is most often made without considering their context and the specifics of the urban planning process. In practice, it results in the strategies which are not implemented and the plans which are not realized. The aim of the conducted research is to simplify the urban planners and researchers' choice of compatible good practice cases from different types of environment. This is achieved by creation of an evaluation model, whose role is to help select examples from different environments compatible with the environment where the research is conducted.

Lighting up the Landmarks with Information About the Environment

AB  - In order to ensure sustainable development of our cities, we all have to do our part. There is a growing awareness about environmental problems, and citizens want to be informed and find the information about the environment relevant for all, not just for those who are making decisions. Many communities want to have a role in making their cities attractive and livable. However, the public cannot always easily perceive the causes of environmental problems-e.g., neighborhood or city-level energy consumption, air and water pollution, or noise levels. Making such information easily accessible and understandable to all is the challenge this paper addresses. This paper argues for the use of public buildings and local landmarks as a means for communicating information about the quality of the environment by employing their existing illumination systems as a medium for transferring and disseminating the respective information. Instead of using one color or randomly changing colors (as is a case employed on many public buildings nowadays), the proposal this paper advocates for is to connect the light color to the corresponding environmental parameter, and, in this way, convey the information. For instance, if CO2 is taken as a relevant parameter, when the emissions go above a certain level, the building could glow red. The intensity of color or a choice of color corresponds to the parameter that is measured. This is an informative, non-invasive, simple, and inexpensive solution that can help in raising awareness about the environmental problems and, at the same time, make the public informed. The information presented in this way is easy to understand, it is visible to a large number of people and " glanceable". Furthermore, it could support the involvement of a community in coping with the environmental issues by spurring a bottom-up action and making the community one step closer to the ideal of making their cities sustainable and resilient. The approach in developing this system is embodied in the concept of smart cities. It is also viewed as a contribution to smart solutions and the use of technology in a smart way, as well as a way that contributes to the public good. In addition to presenting and justifying this proposal that is based on several parameters of sustainability, the paper will also discuss the potential benefits of the system for raising the public awareness, and will reflect on the relationship between community involvement and urban planning.

Institutional challenges in the urban planning water sensitive places

AB  - Last few years cities in Serbia witnessed a number of problems with small urban
streams and an inappropriate sewer systems. Traditional approach of solving these
problems, using underground pipes and concrete revetments, is inefficient and
expensive. Instead, it is increasingly becoming common to use “soft” approach
based on the natural processes and use of the existing landscape elements and
plants for water treatment. Thus, water becomes the featured element in the urban
landscape, the new resource for the creation of public green spaces and
improvement of community health.
Planning the city zones surrounding small urban streams and old sewer systems
became challenging, as the number of experts from different fields, stakeholders
and citizens that should be involved grew. If such approach is to succeed, it is
critical to create appropriate institutional framework.
In this paper we are exploring appropriate institutional arrangement for planning
of these zones. We are basing our research on the already proven and successful
examples from Europe. Finally, we are discussing the institutional constrains and
opportunities for implementation of these arrangements in Serbia, taking into
account the specific Serbian context, in order to make cities in Serbia more water
sensitive.

AB  - City information and communication networks are specific form of local online communities, designed for inhabitants of particular city, its administration, municipality service providers, investors, tourists, as well as any others interested party. This paper studies the potential of such networks to assist public participation in city planning and management. It explores the benefits and potential pitfalls of using such technologies. In addition, the paper will present and analyze the city information and communication network created and used by the municipality of Inđija. In 2002, the municipality made a strategic development plan, in which the improvement of local administration was among the first priorities. The administration started the installation of an integrated information system right away - essentially creating e-government platform - in order to enable all citizens to participate in solving local problems, as well as to facilitate their day-today communication with the local administration.
AB  - Gradske informacione mreže (GIM) su oblik lokalne online zajednice namenjene stanovnicima određenog grada, gradskoj upravi i različitim institucijama grada, njegovim posetiocima, investitorima i drugim zainteresovanim. Ovaj rad posmatra GIM pre svega sa stanovišta potencijalnog doprinosa povećanju učešća građana u urbanom planiranju i upravljanju i analizira prednosti i mane primene ovakve tehnologije. U okviru ovog rada biće prikazan i analiziran GIM koji je opština Inđija radila za svoje potrebe. Opština je 2002. god. napravila plan strateškog razvoja u okviru kojeg je značajno mesto zauzimala reforma lokalne administracije, a jedna od osnovnih metoda poboljšanja rada uprave bilo je uvođenje integralnog informacionog sistema koji je omogućio elektronsku upravu i razvoj GIM-a.

U okviru ovog rada biće prikazan i analiziran GIM koji je opština Inđija radila za svoje potrebe. Opština je 2002. god. napravila plan strateškog razvoja u okviru kojeg je značajno mesto zauzimala reforma lokalne administracije, a jedna od osnovnih metoda poboljšanja rada uprave bilo je uvođenje integralnog informacionog sistema koji je omogućio elektronsku upravu i razvoj GIM-a.",
