Opportunities for the Transformation of Border Towns into Sustainable Systems in the Republic of North Macedonia by Applying the Integral Theory

AB  - The contemporary urban functioning of cities requires adaptability and progressive development guided by the Sustainable Development Goals (SDG) that can be adjusted to local circumstances and needs. Currently, the small border towns in the Republic of North Macedonia (RNM) are facing numerous problems on social, economic and ecological levels (e.g., economic inequality, the unemployment and social isolation of citizens, the insufficient implementation of planning documents, the inadequate physical and functional structure of public spaces, the lack of environmental plans, improper waste management, etc.), which have influenced the efficiency and sustainability of their systems. Therefore, urban transformations are necessary due to the alarming reduction in the working-age population and the general stagnation which these towns experience. The aim of this article is to define possible solutions and recommendations for the ongoing urban challenges and transformations based on the performed analysis of the primary data sources, especially targeting the psychological and behavioral levels of identified problems, the culture of living and the management policies of local governments. The main research method used in the study was the AQAL method (all quadrants, all levels), which provided a comprehensive perspective of the current urban problems and conditions combined with a comparative analysis within an integrated framework. The application of these methods enabled the identification of the specific problems in the border towns, as well as the means and capacities for solving them, while simultaneously addressing the shortcomings and opportunities for urban renewal. By understanding the different viewpoints provided by the AQAL method, local governments, planners and policymakers can create adaptable urban models that can accommodate and overcome future changes and obstacles generated by contextual limitations. The obtained research results represent a starting point for the development and improvement of local sustainability through the advancement of economic innovations, environmental practices and social relations. Furthermore, specific recommendations are provided, directly and indirectly targeting the specificities of the selected towns, their urban development and management, as well as their future environmental and social sustainability.

Enabling sustainable transformations through place-based urban design education

AB  - Global climate change influences on human settlements, create a new context and change the purpose of urban design education. It requires not only new urban design knowledge and skills, but most of all, it implies a different way of understanding the future of cities and, crucially, capabilities to shape it through immediate practical action. Education is recognized as the main leverage of this necessary professional and mindset capabilities shift. Therefore, academic architectural education started to evolve, searching for more effective educational methods and techniques. Future urban designers capable of enabling sustainable urban transformations should be prepared to cope with many uncertainties in a co-creative and integrating manner, in which resilience, adaptation and innovation, are becoming the keywords. In this paper, we present and discuss the outcomes of the education model developed under the integral theoretical framework of place-based education, applied at the bachelor's and master academic level at the University of Belgrade Faculty of Architecture over the last seven years. We argue that urban design education aimed to produce effective local responses to climate challenges needs to be learned through realistic problem-solving and in contact with stakeholders. The results indicate that this education model provides not only new professional competencies profile but also creates a niche of innovation that indirectly influences the building up of local social capital necessary to enable sustainable urban transformations.

Participatory Urban Design for Touristic Presentation of Cultural Heritage Sites: The Case of Negotinske Pivnice (Wine Cellars) in Serbia

AB  - The growing perception of heritage as a public commodity encourages rural communities
to recognize their natural and cultural heritage as a potential for tourism development. This creates
the need for an appropriate presentation of heritage sites that ensures that their cultural and natural
assets are appreciated and protected. “Negotinske pivnice” are cultural heritage sites in Serbia,
nominated for the UNESCO World Heritage List. They are architectural complexes of wine cellars in
rural region with a long tradition in wine production and industry and are unique in terms of their
settlement structure. This emphasizes the spatial dimension of their interpretation and presentation,
and highlights the importance of urban design for their sustainable use for tourism. Based on
understanding urban design both as a process and a product, and cultural heritage site as a place, we
argue that participatory urban design contributes to appropriate heritage presentation by widening
design knowledge base to include local communities’ lay knowledge. Following the case study
methodology, we explored the relationships between participatory process, the knowledge gained,
and urban design solutions for presentation of cultural heritage sites as living places in “Wine Cellars
of Negotin Participatory Urban Design” project. The research reveals that the wider knowledge base
affects urban design at both strategic and project levels and sets the grounds for diverse presentation
forms through which harmonization of heritage protection and touristic presentation is possible.

Multi-Level Perspective on Sustainability Transition towards Nature-Based Solutions and Co-Creation in Urban Planning of Belgrade, Serbia

change adaptation instrument, strongly advocated to be co-created. Achieving clear, coherent, and
ambitious urban greening strategies, embedded in urban planning and developed in a co-creative,
participatory and inclusive manner, is highly challenging within the EU enlargement context. In this
article, such challenges are studied through two recent urban development initiatives in Belgrade, the
Capital of Serbia: the first initiative focuses on planning the new Linear Park, within the framework
of the CLEVER Cities Horizon 2020 project; the second initiative envisages the transformation of
the privatised Avala Film Complex in the Košutnjak Urban Forest, primarily led by private interests
but supported by the local authorities. The multiple-case study research method is applied, with
an exploratory purpose and as a basis for potential future research on evaluation of co-creation
processes for NBS implementation. The theoretical basis of this article is founded in the research on
sustainability transitions, focusing on multi-level perspective (MLP) framework. The urban planning
system in Belgrade and Serbia is observed as a socio-technical regime of the MLP. In such framework,
we recognize co-creative planning of the Linear Park as a niche innovation. We interpret opposition
towards planning of the Avala Film Complex as escalation, or an extreme element of the sociotechnical landscape, comprised of civic unrests and political tensions on one side, combined with
the climate crisis and excessive pollution on the other side. Moreover, the article examines informal
urban planning instruments that can be implemented by the practitioners of niche innovations, that
could support urban planners and NBS advocates in the Serbian and EU enlargement contexts to
face the challenges of motivating all stakeholders to proactively, constructively and appropriately
engage in co-creation.

AB  - This paper considers the links between the city size and transformation of inherited socialist large housing estates within the process of post-socialist urban changes in Serbia. Based on the theoretical and contextual framework, we investigate the following: 1) whether there is a relationship between different city sizes and types, pace and intensity of large housing estates physical and functional transformations, and 2) which type(s) of transformation are dominant in different city size categories. To highlight the relationship, this research draws on the empirical evidence from cities which represent four city size categories in Serbia: Belgrade (capital city), Nis (second-tier city), Leskovac (third-tier city), and Bor (fourth-tier city). Research reveals that transformation of large housing estates is shaped by an unregulated urban environment, relaxed legal culture, and entrepreneurial attitudes of the local authorities to urban planning. Recognizing the power of specific local imperatives, the investigation indicates the interrelation between a certain city size and types and intensity of transformations - they are most diverse in the capital, while diversities decrease with the cities downsizing. Dominant transformation types also vary, reflecting the city categories and their economic power - those that require high/moderate investments and involve many actors dominate in the capital and the second-tier city, while the types based on small individual actions and investments dominate in the third and the fourth-tier city. This initial research aimed to create a platform for further investigation that will provide broader insights into this underrepresented issue and set the ground for urban regeneration strategies.

AB  - The chapter defines Urban and Regional planning and explains their role in achieving territorial sustainability. It starts with a discussion on Regionalization and the wider definition of Region, explaining also the concept of City as a region. Then, the overview of the XXI century challenges related to Urban and Regional sustainability is systemized, followed by scholarly critical positions on reinventing Urban and Regional Planning for Global Sustainable Development achievement. It is emphasised that achieving integration in Urban and Regional Planning is essential for achieving sustainability, therefore conceptual shifts in the fields are necessary. In the end, the main contemporary concepts of urban and regional development were presented.

Почиње дискусијом о регионализацији и широј дефиницији региона, објашњавајући и концепт града као региона. AB  - The 20th century brought about major social challenges related to civil and human rights, triggering changes in urban environments and gradually adjusting the spatial and functional performances of cities to the needs of all users. In this article, the concept of Universal Urban Design (i.e., “Design for All”) is regarded as a sustainable placemaking process which enables the higher accessibility and usability of cities for all people, regardless of their age or (dis)abilities. The pilot project “Creating Accessible Pedestrian Corridors by the Limitless GIS Application” conduced in Serbia from 2017 to 2019 by the Faculty of Architecture at the University of Belgrade and the Non-Governmental Organization (NGO) Limitless proposes an innovative approach to urban design. Based on information and communication technology (ICT) adaptation, it is focused on the alternative concept-design of buildings, provision of ICT-based infrastructure, socioeconomic integration of all users, and ultimately on overall urban sustainability. The main outcome of the project was the development of a Geographic Information System (GIS) android application and an e-platform for adaptive placemaking. The project also provides a set of accessibility criteria based on Universal Urban Design, criteria that enable the mapping of locations based on the type of use, a set of recommendations for identified problems, as well as a brief analysis of the latest technological solutions for overcoming detected physical barriers. The Limitless GIS android application differs from the existing ones since it primarily identifies two target groups: (1) people with disabilities who could upload necessary data by established criteria; and (2) employees in the public sector (city authorities and municipalities) in charge of planning alternative routes and setting priorities and investment costs based on the identified problems. Pilot results of the project have revealed that in the current Serbian practice, there is still a lack of planned, consistent and continuous movement routes in urban areas. Terrain configuration represents a serious limitation for people with disabilities, while lifting platforms are recognized as a better solution than ramps (both for paraplegics and quadriplegics), due to their higher efficiency and minimized spatial requirements. Therefore, the android application and e-platform presented in this article contribute to the detection of actual problems at the local level as well as to the overall improvement of planning/design practice in Serbian cities

AB  - Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.

abstract = "Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.",

AB  - Using heritage as a cultural artifact in city development is not new, but little has been explored about how urban heritage can be utilized as new generative value and a new planning instrument for the revival of cities. The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

AB  - The influence of place branding in urban development has more importance than ever. Nevertheless, little attention is given to how place branding strategies are interrelated with planning, especially in post-socialist urban development. The purpose of this paper is to critically explore experimental educational projects conducted through cooperation between academia and local governments in Serbia, perceived as a simulation of strategic planning and place branding. We argue that educational projects hold power to create additional value in place and contribute to place branding by using a variety of planning and design instruments as a means of transformative spatial and social change both for communities and students as future planners. This paper uses theoretical exploration to develop reflective structural elements and a set of criteria essential to interlink strategic planning and place branding, thus providing a unique apparatus for the evaluation of educational projects. By emphasizing the possibilities and limitations of educational projects, the paper contributes to the theoretical advancement of place branding and strategic planning interlink and sheds light on the effects that those projects may have on spatial development and governance of the territory.

Multifunctional Public Open Spaces for Sustainable Cities: Concept and Application

AB  - The idea that multifunctional open spaces support sustainable urban development has been widely accepted in theory and intensively used in practice of urban planning and design. It is based on the assumption that multifunctional spaces bring a wider spectrum of environmental, social and economic benefits to urban areas. And yet, multifunctionality of space is still a vague and diffuse concept that needs further clarifications. Besides that, different academic disciplines understand and use this concept in different ways. This makes the application of the concept difficult to assess and manage in relation to different aspects of urban sustainability. Through the literature review, this paper analyses and compares how the concept of multifunctionality is used in various spatial disciplines (urban planning and design, landscape architecture) in order to better understand and relate its different dimensions, applications and expected benefits for sustainable development. Based on this, a new, relational and multidimensional conceptualisation of the multifunctionality of public open spaces is proposed for analysis and assessment of urban design solutions. It is further applied and discussed in relation to students projects from “Ecological urban design studio” from the University of Belgrade Faculty of Architecture, as visions for development of multifunctional public open spaces in modernist mass housing area of “Sava Blocks” in New Belgrade, Serbia.
AB  - Ideja da je mutlifunkcionalnost otvorenih prostora važna za urbanu održivost se sve vise naglašava u teoriji i sve češće primenjuje u praksi urbanog planiranja i dizajna. Pretpostavlja se da multifunkcionalni prostori mogu da pruže širi spektar ekoloških, društvenih i ekonomskih koristi. Međutim, sam concept multifunkcionalnosti nije dovoljno teoretski elaboriran. Dodatno, različite akademske discipline konceptualizuju i koriste ovaj concept na različite načine. Usled toga je otežana procena kako multifunkcionalni otvoreni prostori stvarno doprinose održivom urbanom razvoju i kako ih razvijati sa tim ciljem. Ovim radom se, na osnovu pregleda literature, analiziraju i porede načini konceptualizacije i primene koncepta multifunkcionalnosti prostora u različitim displinama prostornog razvoja ( urbanističko planiranje i dizajn, pejzažno planiranje i arhitektura) kako bi se razumele i uspostavile veze između različitih dimenzija multifunkcionalnosti i očekivanih koristiod primene koncepta za održivi urbani razvoj. Na tim osnovama se definiše nova relacijska i multidimenzionalna konceptualizacija (multi)funkcionalnosti javnih otvorenih prostora kao analitički okvir za vrednovanje doprinosa projekata urbanog dizajna održivom razvoju. Primena novog analitičkog okvira se demonstrira i diskutuje na primeru studentskih projekata sa studija “Ekološki urbani dizajn” sa Univerziteta u Beogradu- Arhitektonskog fakultet, kao vizija razvoja multifunkcionalnih javnih otvorenih prostora modernističkog kompleksa “Savskih blokova” u Novom Beogradu u Srbiji.

AB  - Community-Led Local Development (CLLD) is recognised as fundamental for achieving social,
economic and environmental goals of Horizon 2020 Strategy. Recognising the importance of
its place-based dimension of development, it promotes process of “territorialisation” perceived
as co-production of society and environment, in which both have agency. Therefore, it implies
implementation of an integrated community collaborative research and action in the process
of discovering and innovation of the sustainable economic trajectories. The CLLD concept is
implemented within the EU territory throughout LEADER Programme and the implemented
local initiatives were evaluated as very successful. However, operationalisation of the concept of
territorialisation and CLLD present a methodological challenge. In the context of the Republic of
Serbia, due to the initialised EU pre-accession process, Leader Plus program was initiated. However,
in spite of the several very successful pilot initiatives, this program did not reach the expected
success. One of the main reasons identified was insufficient capacities to perform and implement
collaborative research process at a local level, as in the case of Smederevo. As a consequence, the
cultural tourism territorial resources are not used in its full capacity. This research focuses on the
exploration of possibilities to build up local capacities with a view to improving cultural tourism offer
trough a participatory Web-GIS platform.

In order to attract more consumers and to lengthen shopper stay, various leisure components are being added to retail and shopping places. At the same time, under the influence of consumer culture, recreational shopping became one of the widespread leisure activities among different social categories.Contemporary research shows that nowadays youth leisure is also widely associated with shopping centres. Recreational shopping, attendance at various leisure venues and events, but also browsing around shopping centres is becoming more and more popular among young people. Although this phenomenon is well elaborated in the context of developed countries, the research on youth leisure in shopping centres in post-socialist context is at its infancy, especially considering its spatial aspects.Therefore, the purpose of this paper is to explore perception and recreational use of shopping centres by young people and to present a preliminary study exploring this phenomenon in six big inner-city shopping centers of Belgrade. By using the on-line questionnaire, it seeks to discover preferences of young people towards certain shopping centers, recreational opportunities, and recreational spaces, in order to identify factors that shape their choice and use of shopping centers for leisure.

AB  - У складу са мерама и активностима које су дефинисане нацртом новог Акционог плана за спровођење Стратегије унапређења положаја особа са инвалидитетом у Републици Србији за период до 2020. године, пројектне активности су усмерене на анализу и креирање амбијента који ће ефикасно и економично омогућити имплементацију концепта универзалног дизајна - „Дизајн за све“ и тиме Србију сврстати у Европске земље које воде одговорну социјалну политику у сфери приступачности физичког окружења. Проблем отежане приступачности физичког окружења особама са инвалидитетом свакодневно представља велики изазов при кретању и коришћењу јавних објеката и јавних површина. Сведоци смо да велики број јавних установа нема адекватну инфраструктуру која би задовољила основне стандарде у погледу физичке приступачности за особе са инвалидитетом. Неопходан је одржив континуитет у отклањању физичких баријера и побољшања приступачности за све. Мултиструктурални приступ у решавању проблема је незаобилазан оквир у којем се треба посматрати проблематика трајног отклањања свих видова баријера у друштву, између осталих и физичких баријера. Концепт приступачности „Дизајн за све“ подразумева сагледавање свих мањкавости и снага у посматраном физичком окружењу. У том смислу, неопходан је механизам за континуално прикупљање и лако читљиво јавно публиковање евиденције свих критичних тачака које угрожавају безбедно и функционално кретање особа са инвалидитетом и других осетљивих категорија становника.
Излазни резултати и закључци самог пројекта сублимирани су у Студији о приступачности, која представља документ од националног значаја. Од пресудне важности за ефективност резултата пројекта био је научни приступ у утврђивању методологије за евидентирање структуралних карактеристика приступачности физичког окружења. Анализа тренутног стања приступачности физичког окружења експериментално је спроведена на карактеристичним локацијама у Београду, Новом Саду и Нишу. У пројекту су учествовали представници Архитектонског факултета Универзитета у Београду, професори, асистент, и студенти архитектуре из градова на чијим територијама се пројекат реализује. За потребе мапирања локација осмишљена је методологија и израђена бесплатна е-платформа за прикупљање и анализу података, која ће у будућности бити на располагању и другим локалним самоуправама у Србији. Прикупљени подаци о приступачним и полуприступачним локацијама за територијалне области где је спроведено пројектно истраживање јавно су доступни.

AB  - Worldwide, researchers are working together to achieve the common goal of producing new
scientific knowledge. Development of ICT facilitated communication, exchange of information
and collaboration between scientists, and paved the way to increase in number, size and diversity
of collaborative research projects. The number of the research partnerships is also growing
because they are considered to be the critical element of the innovation landscape and the
knowledge-based economy. As such, they stand at the core of national and subnational research
and innovation strategies, and are supported by the wide range of funding programmes.
This trend is about to continue in the future. Nevertheless, very few studies investigate experiences
and lessons learned from collaboration.
This paper presents and analyse the process, forms and the effects of collaboration in the
„Learning Economies. Modelling Community-Led Local Development for the Sustainable Economic
Trajectories of the Negotin and ZlatiborRegions“Italy-Serbia bilateral research project.
Based on the concept of territorialisation as crucial for regional sustainability, and by appreciating
different “ways of knowing” that intersect in face-to face communication, it attempts
to theorise and discuss the role of workshops (as spatially localised and material events) in
collaborative research, in ever more virtual and global research environment.

AB  - Climate change and its impact on human settlements create a new context and purpose of
urban design education. It asks for new knowledge and skills, but most of all it changes the way
in which we think about the future of cities and about our capabilities to shape it. Future urban
designers should be prepared to work in the world they can’t totally control, in which resilience
and adaptation are becoming the key words. We argue that this shift in the mind-set and professional
capabilities cannot be done in one single urban design class or studio (nor only in
the field of urban design as part of architectural education), but needs continual and evolving
development of knowledge and skills, as well as possibilities to explore different learning and
design approaches. At the same time, though climate change is a global problem, it needs local
and place-based responses if urban resilience is to be achieved and sustained.In this paper we
presenttwo models of urban design education and discuss their capacity to integrate climate
adaptation issues into the process of architectural education. These educational models were
developed at the University of Belgrade Faculty of Architecture for two different levels of higher
education, at bachelor (“Sustainable urbancommunities studio”) and master of architecture
(“Ecological urban design studio”) levels. Both models were developed under the theoretical
framework of place-based education, but apply it in different ways in relation to purpose, focus,
methods and expected learning achievement.

Methods and techniques to support cognitive processes of territorial resilience in developing countries - case study of Serbia

AB  - Current global sustainable development dilemmas imply efficient and effective dealing with complex phenomena in
process of local territorial development governance. Climatically responsive planning actually focuses on the complex
and dynamic, integral, meta phenomena being driven by the interaction of the environment, economy and society.
Wide range of issues should be taken into consideration in process of local strategic thinking - from climate change
adaptation strategies and actions to the socioeconomic regional positioning. In developing and transitional countries,
such as Serbia, this is a big challenge for local authorities and governing institutions. Even if there is national political
and strategic determination and local understanding of importance of territorial cohesion, there is usually lack of
human knowledge and institutional capacity to perform and act within aggravating circumstances of overlapping
problems and insufficient assets. Since the potential risk situations are more and more pronounced, local
communities face a challenge of changing toward different collective action, short-term efficient as well as long-term
effective. That means transformation, evolution of local human systems structures and building the capacities of all
local urban-rural subsystems to strengthen resiliency to the global dynamics. The success of local planning and
management process, is directly dependent on the quality of the collective knowledge on which it relies. Experience
has shown that the traditional quantitative approaches to inform planning do not provide sufficient quality of reality
cognition necessary to formulate effective collective actions. Therefore, there is a need for an compass, an efficient
instrument to integrate and structure complex cognitive dynamics both in quantitative and qualitative way. Starting
from the assumption that Integral theory AQAL model to comprehend the complexity of reality could support and
improve local collective cognitive process we performed several case studies with aim to identify how this new
methodological approach could change and deepen planning collective perspective in Serbian local communities
enabling immediate and more prominent effective actions.

AB  - Like many other rural regions in post-socialist countries, Negotinska krajina wine region faces serious decline in wine
production and severe depopulation. In order to reverse these negative trends, strengthening local capacities, through
development of social networks, exchange and transfer of knowledge, expertise and know-how, is recognised in
planning theory and practice as vital for more sustainable development of rural regions.
This paper presents a process of developing a complex and dynamic model of collaboration between local institutions,
companies and communities from Negotinska krajina region and Serbian and Italian academic and scientific
institutions, experts and companies, in order to achieve: a) Increased transfer of knowledge, experiences and
practices of local representatives and wine growers from Negotinska krajina region and partners; b) Increased knowhow
transfer among academic partners and practical knowledge transfer among local public, private and civic
stakeholders and academic institutions from Serbia and Italy; c) Institutionalized inter sectorial collaboration and ‘city

This paper presents a process of developing a complex and dynamic model of collaboration between local institutions,
companies and communities from Negotinska krajina region and Serbian and Italian academic and scientific
institutions, experts and companies, in order to achieve: a) Increased transfer of knowledge, experiences and
practices of local representatives and wine growers from Negotinska krajina region and partners; b) Increased knowhow
transfer among academic partners and practical knowledge transfer among local public, private and civic
stakeholders and academic institutions from Serbia and Italy; c) Institutionalized inter sectorial collaboration and ‘city

AB  - Flooding is estimated to be most serious possible potential shock for Belgrade due to heightened awareness after the
floods in 2014. Heavy rainfall and raised level of the rivers Sava and Kolubara in municipality of Obrenovac within the
City of Belgrade region, located 30 kilometers southwest of Belgrade’s city center, caused flooding in an estimated
90% of the urban area. Flooding greatly affected buildings, infrastructure and agricultural land, especially in the areas
situated along the Sava and Danube rivers. The floods had a particularly damaging effect on hygiene, public health
and water supply. The impact of flooding on the productive activities of agriculture, trade and industry and housing
negatively affected economic growth, with a corresponding impact on livelihoods, income and employment, and a
significant decline in living conditions in the affected areas. As a response to lessons learned from the flooding City
of Belgrade identified several priorities. Except the necessity to conduct a comprehensive Belgrade Risk Assessment
and establish flood prevention systems and systems for mitigation of post-flood environmental, health, and
economical risks, it was underlined the importance to establish better risk disaster management and communications,
and to enhance and equip civil protection. The post disaster experience showed that many of these priorities are
tightly correlated in a numerous ways with smallest social units – households. Therefore, starting with the assumption
that use of smart information and communication technologies and motivating collaborative techniques enables
development of cooperative instrument for efficient improvement household resilience, the academy team performed
action research with a small communi........

AB  - The paper presents a case of knowledge production as a result of international cooperation between two academic master programs, Integrated Urbanism from the Faculty of Architecture, University of Belgrade, Serbia and Urban Management from the University of Technology Berlin, Germany, under the support of GIZ/AMBERO-ICON project "Strengthening of local land management in Serbia".

The focus is on a ten-days workshop, which addressed the issue of disaster risk management in the circumstances of post-socialist transition. The aim of this paper is to describe the complex process of collaborative and practice oriented learning during the workshop which took place at the Faculty of Architecture, University of Belgrade, Serbia and Serbian municipality Obrenovac.

The specificity of this learning process is in its orientation towards practice, understood as a network of multiple actors from different disciplines and sectors who participate in knowledge production. Besides the students, mentors from both faculties and junior tutors, local policy makers, experts from local institutions and public companies, representatives from civil sector and local community also participated in the workshop. As a final result of the workshop, the students have developed a comprehensive report as recommendations for local disaster risk management.
This paper presents the key student activities where collaboration and interaction were employed. It points out the analysis of the students’ common work and discussion on their evaluation of the workshop and effects of collaboration with other participants in the process.

The innovative way of knowledge production through collaborative and practice oriented learning processes presented can serve as a model of education for specific and complex issues which can be applied in the future in other courses and faculties. In addition, the experience indicates the need for further application and research on the collaborative model that enhances effective interaction, as well as practical and problem-oriented way of teaching and learning.
