AB  - Процес истраживања сегмента фискултурних сала резултирао је формирањем одговарајуће  типологије, при чему су анализиране могућности унапређења енергетских перформанси не само грађевинских елемената и склопова, већ термотехничких и електроенергетских система. Утврђени типови и резултати прорачуна енергетских перформанси и могућности унапређења индикативни су за доношење закључака о могућим стратегијама и приступима обнови у појединачним случајевима. Типологија фиксултурних сала може се, у одређеним случајевима, довести у релацију са постојећом националном типологијом школа, чиме се закључци спроведених анализа могу користити као елементи јединствене стратегије енергетске санације и обнове целокупног сегмента школских зграда.
AB  - The study process of segments of gyms resulted in the formation of the appropriate typology, including the analysis of possibilities for improvement of energy performance of not only construction elements and assemblies, but also of HVAC and electrical power systems. The identified types and results of the calculation of energy performance and potential for improvement are indicative for coming to conclusions on the possible strategies and approached to rehabilitation in individual cases. The typology of gyms may, in certain cases, be brought into correlation with the existing national typology of schools, thus allowing for the conclusions of implemented analyses to be used as elements of a uniform strategy of energy retrofitting and rehabilitation of the entire segment of school buildings

AB  - Примена обновљивих извора енергије на зградама школа, фискултурних сала и предшколских установа представља студију у којој су дефинисани могући модалитети и домети примене различитих расположивих видова обновљивих извора енергије у Србији, уз ограничења која намећу бројни затечени услови, пре свега локације. У уводном делу описан је значај примене обновљивих извора у глобалним и локалним тенденцијама одрживог развоја, као и главни међународни и домаћи легислативни акти. Потом је дефинисана методологија прорачуна потребних капацитета и енергетских добитака за сваку од анализираних технологија примене обновљивих извора енергије. Анализирани су системи топлотних пумпи, могућност примене енергије биомасе, као и могућност примене соларне енергије путем термалних соларних колектора и фотонапонских система. Могућност примене дефинисане методологије у теоретском делу илустрована је кроз конкретне случајеве школских и предшколских зграда, као и зграда школских фискултурних сала, у складу са претходно дефинисаним типологијама и условима конкретних локација.
AB  - Application of renewable energy sources in school, gym and kindergarten buildings is a study where a multidisciplinary team of experts defined possible modalities and scopes of application of different available types of renewable energy sources in Serbia, taking into account the limitations imposed by the numerous conditions, primarily locations. The introductory part describes the importance of renewable sources implementation in global and local sustainable development tendencies, same as the applicable international and domestic legislation. This is followed by the defined calculation methodology of required capacities and energy gains for each of the analysed technologies underlying the application of renewable energy sources. The analysis encompassed heat pump systems, possibility of biomass energy implementation, and the possibility for solar energy implementation via thermal solar collectors and photovoltaic systems. The possibility for implementation of the defined methodology in theoretical part is illustrated by specific cases of school and kindergarten buildings, but also school gym buildings, in line with the previously defined typologies and conditions in specific locations.

AB  - Use of RES is an important element for achieving ambitious results for CO2 emission reduction in EU, emphasized and obligated by RES Directive, among other documents. In Serbia, as a candidate country and a signatory of Energy treaty, targets set by relevant documents reflect in benchmarks set by National Action Plan for Energy Efficiency, setting the level of reduction of energy consumption until 2018 for 9%, with more ambitious projections up to 2030. This calls for extensive research of possibilities for the use of renewable energy in buildings, its potentials and possible restrictions. Since the Directive states that low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby, an investigation of possibilities for application of geothermal ground probes for a typical residential urban block in the city of Kragujevac is presented. This enables analysis of limitations imposed by legal and physical conditions: planning guidelines, type of ground, functional requests and infrastructural capacities. Typology of characteristic urban block layouts for residential buildings is generated, leading to projections of possible area covered with ground probes and calculations of relevant energy needed for heating, based on current regulations on energy efficiency in buildings. From these calculations, percentage of defined energy needs from possible geothermal ground probes is defined, enabling estimation of geothermal energy potential for new residential building blocks.

AB  - Using RES is one of the most important characteristics of the sustainable and resilient development. Nowadays, need to minimize CO2 emissions is obligatory, especially in the sector of urban and architectural planning, since in Serbia approximately 50% of produced energy is spent in buildings. The CO2 emission, in urban structures, can and must be reduced at the different levels: building level, block, and city level. For the city of Kragujevac, based on urban parameters defined in General Urban Plan, typical urban block was chosen and typical building structure developed. Calculation were made, based on recommendations developed by the Ministry of mining and energy and Serbian regulations, for the energy needed for domestic hot water preparation. In this paper, the influences of architectural and urban parameters on the use of solar thermal collectors at the typical building and urban block level is investigated. Recommendations are prepared for principles of urban and architectural design in order to enable the use of collectors for domestic hot water preparation and in that way CO2 emission reduction. Developed methodology for the city of Kragujevac can be applied in defining design principles in whole the country and Balkans region, not only for the use of solar thermal collectors but also for the use of other RES.

AB  - Improving the energy characteristics of public buildings in Serbia is a current topic investigated
in two parallel projects carried out by the same research team from University of Belgrade
Faculty of Architecture, which are both distinct in the formation and structuring of databases
and the definition of their methodologies. The first project,Energy Efficiency in Public
Buildings, is supportedbythe GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit)
and the Ministry of Mining and Energy of the Republic of Serbia, and focuses on schools

2020Project. The starting point for both projects is creating a quality and target-oriented

AB  - By harmonizing national legislation to European codes concerning energy efficiency in building sector, Serbia took commitment to improve energy efficiency of national government buildings. Following the Directive 2012/27/EU principles, refurbishment of this part of building stock is recognized as a leading example in long-therm process of applying energy efficiency regulations at national level. Initial steps in implementation of adopted energy efficiency principles were made in Serbia during 2015, when first energy certificates for three most valuable buildings of national authorities (Government building, The National Assembly, and the Palace of Serbia) were issued. This paper will present results obtained during energy-assessment and energy-certification process of this particular buildings, showing at the same time their specificity, that pretty much traces possible category and range of proposed energy refurbishment scenarios.

AB  - Single and multi-family houses built before 1919 account for 3.8 % of total Serbian housing stock. However, due to their important cultural and historic values, and continuous tenant occupation, these buildings nowadays require rehabilitation both because of contemporary energy performance demands, as well as for the need of achieving a desired level of living comfort. Since these buildings are often subject to heritage protection regime, issues of their refurbishment are more complex than those of the rest of the housing building stock. Their treatment also differs from refurbishment of other historic buildings, due to the sustained residential function. The National Typology of Residential Buildings in Serbia was developed within the TABULA ("Typology Approach for Building Stock Energy Assessment") project that had common methodology for 15 European participating countries, where Serbia was the only country from the Western Balkans region. This paper presents a detail study of specifics and refurbishment potentials of the selected building period, exploring a different approach towards the topic of energy refurbishment, having in mind all the characteristics that define presented building types. Although identified through national survey, the building types analysed in this paper can be found throughout the region, within the similar context. Furthermore, in urban areas of many European cities, these century-old buildings are often subject of gentrification processes with increasing interest in their thorough rehabilitation, while in rural areas old buildings are often converted to accommodate tourists.

Influence of different approaches in development of local residential building typologies for estimation of building stock energy performance

AB  - Focus on structuring and evaluation of existing building stock, its characteristics and
improvement potential represents the first step towards its refurbishment. After development of
National residential building typology, further steps include its application for planning activities
both on national and local level. As a result of adoption of recent regulatory acts in the field of
energy efficiency improvement, local governments have an obligation in formulating Local Energy
Action Plans (LEAPs) with estimations of savings potentials and related costs. These action plans
need to address building stock energy efficiency, where residential buildings have a significant
impact on the overall energy performance. In order to properly assess energy savings and
investment costs the actual residential building stock characteristics and energy performance
levels need to be investigated. Although National typology of residential buildings represents the
basis for estimation of local building stock and formulation of local building typology, different
approaches for its application on local level are possible.
Two different approaches have been tested through a case study in municipality of Vršac: a topdown
and a bottom-up method. Main characteristic of the top-down approach is that it mostly
relies of data gathered for the purpose of National typology, while in the bottom-up method a
local survey is conducted providing some new data which are then used in adjusting National
typology to local conditions. While both methods result in a relevant local typology, their
applicability and accuracy of final results depend on municipality characteristics. Results of
energy performance calculations are derived and compared for both methods and application
guidelines for both methods are defined, which will enable local authorities to properly address
this issue in the process of preparation of local energy action plans and support decision making
related to investment cost and generated savings.

abstract = "Focus on structuring and evaluation of existing building stock, its characteristics and
improvement potential represents the first step towards its refurbishment. After development of
National residential building typology, further steps include its application for planning activities
both on national and local level. As a result of adoption of recent regulatory acts in the field of
energy efficiency improvement, local governments have an obligation in formulating Local Energy
Action Plans (LEAPs) with estimations of savings potentials and related costs. These action plans
need to address building stock energy efficiency, where residential buildings have a significant
impact on the overall energy performance. In order to properly assess energy savings and
investment costs the actual residential building stock characteristics and energy performance
levels need to be investigated. Although National typology of residential buildings represents the
basis for estimation of local building stock and formulation of local building typology, different
approaches for its application on local level are possible.
Two different approaches have been tested through a case study in municipality of Vršac: a topdown
and a bottom-up method. Main characteristic of the top-down approach is that it mostly
relies of data gathered for the purpose of National typology, while in the bottom-up method a
local survey is conducted providing some new data which are then used in adjusting National
typology to local conditions. While both methods result in a relevant local typology, their
applicability and accuracy of final results depend on municipality characteristics. Results of
energy performance calculations are derived and compared for both methods and application
guidelines for both methods are defined, which will enable local authorities to properly address
this issue in the process of preparation of local energy action plans and support decision making
related to investment cost and generated savings.",

AB  - By harmonizing national legislation to European codes concerning energy efficiency in building
sector, Serbia took commitment to improve energy efficiency of national government buildings.
Following the Directive 2012/27/EU principles, refurbishment of this part of building stock is
recognized as a leading example in long-term process of applying energy efficiency regulations at
national level. In this respect, both national and local authorities are expected to perform
systematization and current state assessment of respected building stock, followed by a proposal
for their energy refurbishment. Basic feature of this part of Serbian building stock is represented
by the fact that almost all buildings (from one occupied by central government, through localscale
administration buildings, to educational and medical care institutions) are made long before
thermal-protection regulations were introduced. That indicates overall divergence from adopted
codes and predefined standards in energy efficiency. On the other hand, these buildings are often
founded of high architectural value and protected as building heritage, what significantly reduces
possible options and energy refurbishment scenarios. Initial steps in implementation of adopted
energy efficiency principles were made in Serbia during 2015, when in cooperation of German
international cooperation organisation – GIZ and Faculty of Architecture from Belgrade, work has
started on assessment and energy certification of public buildings. First energy certificates
(energy passports) for public buildings in Serbia were issued, starting from three most valuable
buildings of national authorities: Government building, The National Assembly, and The Palace of
Serbia. At the same time, aiming to investigate their energy refurbishment potentials, technical
brochures are prepared, showing possible, code-related, options for further energy improvement
of buildings thermal envelope. This paper will present results obtained during energy-assessment
and energy-certification process of this particular buildings, showing at the same time their
specificity, that pretty much traces possible category and range of proposed energy
refurbishment scenarios.

AB  - Residential building sector in Serbia has changed dramatically over the last two decades. Large scale projects have given way to individual, private initiative resulting in smaller interventions rarely exceeding one lot. For this reason architectural concepts, building types, scopes and construction technology have been marginalized and fallen under the influence of market mechanisms and stringent local planning procedures. New regulations on energy efficiency have risen the standards for thermal insulation therefore increasing the thickness of building enclosure. This actually means that construction costs are increased and net built area, therefore expected profit, reduced. In order to provide the viable ground for both implementation of new regulations and economic benefits for investors, authors of energy efficiency regulations in Serbia have noted a whole set of solar systems, among which sunspaces that would not count as a part of gross area, provided that they contribute to the increase of energy performance of the building. This paper describes the case of a typical residential new construction in Belgrade that has applied the prescribed solutions and became the first building that has obtained the building permit by applying a sunspace as an efficient strategy for energy saving.

Strategy for national definition of nearly zero energy buildings

AB  - Due to very intensive energy rehabilitation and retrofitting process of buildings in the
past decade, EU countries reduced energy spent in buildings from 50% to less than
40% of total energy production. At the same time, at the moment, buildings account
for around 36% of CO2 emission. The recast Directive on the energy performance of
buildings (EPBD 2010) stipulates that by 2020 all new buildings in European Union
shell reach nearly zero- energy levels (nZEB). At the same time, public buildings
should reach this goal till 2018. Introducing the new obligations for public buildings
(from 2019 on) and other buildings (from 2021 on) to become nearly zero-energy
buildings. This Directive does not give very precise definition of nZEB. According to
this directive nZEB is:" building that has a very high energy performance... The nearly
zero or very low amount of energy required should, to a very significant extent, be
covered by energy from renewable sources, including renewable energy produced onsite
or nearby". Accepting the differences in climate, building heritage, socio-technical
levels of development, Directive does not prescribe the common methodology for
implementation strategy and calculation methods, giving the opportunity to each
country to define its own criteria and model. Serbia, as the candidate country, started
the process of harmonization with EU regulations in the field of energy efficiency by
introducing the Law on rational use of energy (2013) and in the field of buildings by
introducing the Law on planning and construction (2009) and Regulations on energy
performance of buildings and energy certification of buildings (2011) and in the future
time has to prepare its own goals, definition of nZEB and strategies of accomplishing
them. In the paper, principles for Serbian nZEB definition are elaborated taking into
account national specifics:

AB  - Neighbour noise is a significant problem having had insufficient attention for decades, both for existing housing and new housing. Time had come to solve the challenges by establishing a common framework in building acoustics throughout Europe. As a consequence, the research network, COST Action TU0901 “Integrating and Harmonizing Sound Insulation Aspects in Sustainable Urban Housing Constructions” was established to initiate and support a process towards such framework.
COST TU0901 considered the main tool to be an acoustic classification scheme for dwellings –implying definition of a number of quality classes– combined with knowledge about housing constructions complying with the class criteria.
The findings from COST TU0901 are presented in two books with the joint main title “Building acoustics throughout Europe”. Volume 2 consists of country chapters describing the national housing stock, construction types and related sound insulation performance in countries involved in COST TU0901.
This particular chapter presents the situation in Serbia regarding the basic characteristics of the housing stock and acoustic performance of typical constructions between dwellings - partition
walls between dwellings, as well as floor structures.

Considering the importance of preserving these buildings as testimonies of our architectural past, investing in their rehabilitation will also contribute to the preservation of a significant element of our national identity. Recent data from the 2011 Census show that 322,244 dwellings in Serbia were built prior to 1945, accounting for 10 % of total dwellings. Nearly half of these (45%) are located in Vojvodina, and a fifth (20%) belongs to Belgrade area.
The methodology for rehabilitation was based on the typology of buildings from this period, as the starting point for calculating the potential energy savings and was developed for the purpose of the National Typology of Residential Buildings in Serbia. The Serbian housing stock built before World War II is characterized by high diversity as to the territorial distribution of construction types, while the remarkable differences between the old urban and rural architecture further add to the complexity of the typology.
The present paper defines possible improvements to the selected building types as model representatives of real structures. The calculations of the energy performance and building type distributions were used to determine the potential energy savings in the process of rehabilitation.

Typological classification was made to: family and multi-family housing. While family houses were classified into freestanding and row houses, multi-family housing included multi-family houses and apartment blocks. Within this distribution, typical representatives of building types were recognized. Each of them was the subject of thermal calculations in three possible cases: a) the present state, b) the standard improvement and c) the advanced improvement of the building. Standard improvement measures implied application of common measures for energy refurbishment that are typical of the domestic market and that resulted with the improvement of building energy performance for at least one energy efficiency class. The advanced level of energy improvement included specific measures that contributed to the maximum possible improvement of the energy performance that was in accordance with the characteristics of the rehabilitated building. The present paper defines possible improvements to the selected building types as model representatives of real structures. The calculations of the energy performance and building type distributions were used to determine the potential energy savings in the process of rehabilitation.

AB  - The current process of aligning the national legislation with that of the European Union, combined with the attempts to provide a comprehensive overview of regulations in accordance with the European framework related to particular aspects of design and construction of buildings, has contributed to the next step in the harmonization as mutual comparison and synchronization of diverse performances of buildings, such as thermal and acoustic. The two groups of properties of a building refer directly to relevant aspects of residential convenience and comfort, which is a particularly interesting housing issue. As residential comfort is a variable category affected by the systems of regulations and standards, this paper will present an account of how relevant regulatory requirements of today's Serbia have treated thermal and acoustic comfort and related building performances, that is, of the extent to which their comparative analysis is possible throughout different periods of construction.
AB  - Aktuelni proces usklađivanja domaće sa evropskom regulativom sa jedne strane, kao i nastojanje da se u evropskim okvirima sagledaju i harmonizuju propisi iz pojedinačnih oblasti koje se tiču aspekata projektovanja i građenja objekata, doprineli su da se kao sledeći korak harmonizacije nametne međusobno upoređivanje i sinhronizovanje međusobno različitih performansi zgrada, kao što su npr. termičke i akustičke. Ove dve grupe svojstava neke zgrade su direktno vezane za odgovarajuće aspekte udobnosti, odnosno komfora boravka, što je kao problem posebno zanimljivo kada je reč o stambenim objektima. Kako uslovi komfora predstavljaju promenljivu kategoriju koja može biti uslovljena sistemima propisa i standarda, ovim radom će biti prikazano kako su tokom vremena u relevantnoj regulativi današnje Srbije tretirani uslovi toplotnog i zvučnog komfora i iz njih izvedene performanse objekata, odnosno, u kojoj meri se one mogu uporedo pratiti u različitim periodima građenja.

AB  - As a part of a scientific project conducted at the Faculty of Architecture University of Belgrade a detailed survey of building fund has been made and a typical 1950’s building was chosen as a demonstration project for the energy conscious renovation and retrofit procedure. Rehabilitation has been done in three main phases: detailed analysis and inspection of present state based on available project documentation, on site inspection, thermography, as well as interviews with tenants. In this phase strategies for reconstructions were analyzed and evaluated; first phase of rehabilitation mainly concerned improvement of performance of envelope (façade, windows) with addition of an attic level;. second phase maximizes performance of building using various architectural and technical methods. Addition of new volumes (glazed loggias, and partly double skin façades), heat recuperating units, and hot water collectors with redefinition of heating system was the main objectives. For both phases techno-economical analyzes were made optimizing possible thermal performance gains and used technology in accordance with economic potential and pay-back period. Also a detailed procedure algorithm was developed in order to give guidelines for future projects of this type.

AB  - Thermo graphic snap shooting of buildings as a method of detecting building envelope heat losses is a rather new method. By thermo graphic camera snapshots it is possible to detect elements of building envelope without thermal insulation or with a poor thermal insulation as well as crakes around windows or in the construction which cause high heat losses. Once, when the causes of thermal losses are detected, it is possible, through the process of reconstruction or refurbishment, to improve thermal characteristics of the buildings. Usually, thermal insulation is added on the facade, windows are changed with new once with better thermal performances and better air tightness, second or third glass pane is added, metal constructions with thermal bridges are removed... Thermo graphic snapshots analyze also enables architects to avoid mistakes in designing new buildings. Several buildings in New Belgrade were photographed with thermal vision camera and the analyze of snapshots is presented In the paper. The chosen buildings, as representatives of specific construction method, were built in the period from 1950. to 1960., when according to the regulations, application of the thermal insulation was not obligatory. As more than 25% of buildings in Belgrade were built in that period, those buildings represent a great potential for energy saving through the process of refurbishment.
AB  - Primena termografije u građevinarstvu kao metoda za ocenu toplotnih karakteristika zgrada je relativno nova. Termografskim snimanjem moguće je konstatovati neizolovana ili slabo izolovana mesta omotača, kao i mesta produvavanja kod nezaptivenih prozora ili fasada koja predstavljaju izvor najvećih toplotnih gubitaka. Na taj način kod rekonstrukcije zgrada potrebno je upravo intervenisati i posebno obratiti pažnju na takva mesta, a pri projektovanju novih zgrada izbeći postojeće greške iz prakse. U radu su prikazani termografski snimci više stambenih zgrada iz Beograda i izvršena je analiza dobijenih rezultata, odnosno konstatovana su mesta sa najvećim toplotnim gubicima. Analizirani objekti su iz perioda u kome je u Beogradu izgrađeno više od 25% danas postojećeg fonda a primena termoizolacije nije bila uslovljena važećim propisima, pa bi ovi objekti, kroz eventualnu energetsku rekonstrukciju, mogli da doprinesu značajnoj uštedi energije.

AB  - Buildings are the only resource growing constantly. Although relevant data for Serbia is not available, it is presumed that even more than 50% of energy production is spent on buildings in our country. This conclusion is based on two facts: the present industrial production and the state of buildings. In order to establish measures for energy efficient refurbishment, one residential building was analyzed in Belgrade. The chosen building represents the construction period when application of thermal insulation was not obligatory according to building regulation. As more than 35% of buildings were built in that period, they represent great potential for energy savings through the process of refurbishment.
