AB  - Being created during the period of intensive industrialization, industrial buildings and landscapes carry importance as birth places of rapid technological progress, social and economic changes, which has established their great significance for modern human history and identity. Termination of their active function causes symptoms of decline to appear gradually, and their number decreases as the time passes. They are often endangered regardless of their protection status. Implementation of adaptive reuse principles allows for less strict approach to conservation practice, and its benefits are demonstrated worldwide. Despite that fact, industrial heritage has not been revitalized enough through adequately treated sites in Serbia. That indicates lack of understanding of the value of this cultural and historical heritage, as well as its suitable future purposes, impossible without some form of active dialog between participants in the planning process. The legal preconditions for this collaboration exist in Serbian regulations, and they are examined in the paper, but other potential causes of the lack of consensus that result in failure are also explored. In Belgrade, industrial brownfields occupy attractive locations, often targeted for market-driven redevelopment. For that reason, the paper explores current practice of revitalizing brownfield sites of industrial heritage in Belgrade. It considers the achievements, probable missed opportunities, and remaining potentials where acquired knowledge can be utilized. Key results of the research define critical points in the planning process for the preservation of values despite the modernity of brownfield sites transformations. The purpose of this paper is to help safeguard industrial landscapes of Belgrade and Serbia, and their sustainable conversion, the most adequate for the present moment, as well as to contribute to urban reconstruction of declining landscapes to which these brownfield sites belong.

AB  - Brownfield sites often form on industrial sites of once successful compa- nies dating from the era of industrialization, due to loss of active function and despite their historical significance. Accompanied by urban decline, they contribute to continuous pollution, decrease in economic values, as well as loss of local iden- tity. On the other hand, they represent a reserve of space of great potential in central urban locations. The main purpose of this research is to examine possibilities for improvement by their reuse, while preserving built-in cultural values and acknowl- edging contemporary requirements. A review of contemporary literature considering the concept of brownfield sites provides a starting theoretical basis for understanding their strengths and potentials, as well as the problems when redeveloping such sites. The subject of the research is exploring strategies for brownfield revitalization while reactivating industrial buildings through adaptive reuse. This includes sustainable solutions in accordance with modern requirements, especially energy efficiency, as one of the main concepts of existing building stock improvement that recognizes importance of responsible energy resources management. The paper includes a case study of the previously devastated brownfield site of “Beko” industrial building, located in the central urban area of Belgrade. Its former state, as well as parts of the documentation for reconstruction and its conversion into a modern business facility “Kalemegdan Business Center,” is thoroughly analyzed, emphasizing the positive results of energy efficiency improvements despite the restrictions intended for historic buildings alterations. The aim of the paper is to create a theoretical plat- form that provides firm arguments in favor of realizing the importance and poten- tials of industrial brownfield sites revitalization at present, as well as the constraints regarding its practical implementation considering buildings of cultural value.

Challenges and Potentials of Green Roof Retrofit: A Case Study

AB  - Green roofs are becoming common practice in building new public build-ings and are considered the roofs for the future since they address the issue of energy and environment simultaneously, providing social, environmental and economic benefits. Despite these benefits, retrofitting an existing building with a green roof is not widely practiced. Undergoing such a project is no small task since it requires a thorough investigation of existing building’s constraints, functional, material, and technological to even begin considering design options. Therefore, this process requires specific, case-sensitive approach, especially with the aim of improving the building’s energy performance. This paper presents a methodological approach and design proposals of a green roof retrofit project, through a case study of Belgrade’s “City Housing” building. This retrofit project presents an interesting research topic since it incorporates three distinct roofs, of all of different types, different ways of accessibility and levels of privacy, varying top-to-bottom from a simple extensive roof through a semi-public semi/intensive roof garden to a ground-level public park with trees and intensive vegetation. Also, since this building provides socially signif-icant services, it is frequently visited by general public which presents a potential for introducing educational and demonstration elements in the retrofit project, not only the functional and technological ones. That way, this project can be a showcase example, promoting greening the roofs of Belgrade’s existing public buildings as a way of improving their energy performance.

AB  - Various aspects of building technologies are integrated into contemporary design approaches in sustainable heritage treatment. From the basic analysis of buildings, starting from applied materials and structural characteristics to the complex design interventions and their impact on future building performance, strategies, and tools related to technological issues are constantly being developed. These tools are used throughout the design process and serve for testing and validation of various concepts. On the other hand, many strategies and approaches integrate technological issues
in the core steps of building design, starting from the initial concepts. Usually used as an adjective for the word design (environmentally responsive, energy conscious, climate- sensitive, carbon neutral, etc.) these numerous concepts carry an added value, which contributes to the qualities
of environmental protection and/or comfort issues. While these diverse tendencies should be encouraged, there is also a raising need for all those values to become integral to the design process. This approach is being encouraged by legislation, and to a larger extent by market uptake (through labelling), but still, all the mentioned values are too often being regarded as an added feature, relying on technological solutions. Mapping the overlaps in the different approaches and actions which all have a similar technological background is the first step in defining a common methodology for sustainable heritage treatment.

AB  - The emphasis on ecological design in healthcare settings is growing daily, reflecting the worldwide move
towards sustainable planning. These design principles were emphasized in the contest proposal for General
Hospital in Pljevlja, Montenegro. Across various design iterations and conceptual frameworks, the final
competition entry distinctly emphasizes the integration of natural landscapes with the hospital's
architectural design, prioritizing the main hospital users - the patients. The goal was to create a
relationship between nature and the architectural structure in healthcare settings, while elevating patients’
comfort. We emphasize the enhancing of environmental awareness through passive design techniques and
energy-efficient measures, particularly given the information about unique energy usage patterns in
hospitals. This approach takes into account the distinct climate and location-specific needs, which are set

AB  - The paper analyses the notion of improving energy efficiency, as a means of increasing sustainability by lowering energy demand in the building sector globally, also acknowledged in Serbian law-making through regulations aimed towards its advancement. EU Candidate Country status imposes changes to the existing legislative and strategic framework regarding following its directives, which then become incorporated into the laws, regulations, and standards of the Republic of Serbia. By means of descriptive content analysis, official documents related to energy efficiency in architectural design and construction are reviewed in order to determine its scope and raise awareness of the levels and opportunities of upgrading the building stock that such legislative framework supports.

AB  - The paper presents the methodological approach for improvement of energy performance of public buildings in the process of partial refurbishment, having in mind the constrains that are originating from existing technological, material and stylistic characteristics. Being the carriers of wider social and historical connotations, these buildings are often under the certain level of protection as the parts of the cultural heritage making the process of improvement a complex one. For this reason, an improvement path algorithm has been defined and consequently tested on two representative cases investigating the boundaries, possibilities and outcomes of the energy refurbishment procedures.
AB  - Овај рад представља методолошки приступ унапређењу енергетских перформанси јавних зграда у процесу парцијалне обнове, узимајући у обзир ограничења условљена постојећим технолошким, материјалним и стилским карактеристикама зграде. Као носиоци ширих друштвених и историјских конотација, ови објекти су често под одређеним степеном заштите као културна добра, што процес њихове обнове чини веома комплексним. Из овог разлога, дефинисан је сет корака унапређења, који је потом тестиран на два репрезентативна случаја испитујући границе, могућности и исходе процеса енергетске санације објеката.

AB  - Energy refurbishment of school buildings is a priority regarding both energy consumption
in buildings and improving comfort conditions for sensitive young occupants. During 2016–18, a
group of teachers and associates from the Faculty of Architecture, Mechanical Engineering, and
Electrical Engineering from the University in Belgrade participated in the project “Energy efficiency
in public buildings” in cooperation with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), University of Belgrade, Faculty of Architecture and Ministry of Mining and Energy of the Republic of Serbia. During 2016 and 2017, a comprehensive survey and database of public buildings were conducted by the local community. The focus of the research was the facilities of children’s institutions, and detailed data were collected to determine the current building stock conditions, energy consumption, and possible improvements. This paper presents the methodology of the project based on defining the typology of buildings, determining the representatives of the characteristic periods of construction, and analyzing their energy performance. Five possible scenarios were considered: designed condition, existing state, and three levels of a building improvement. The main goal of this project was to ascertain the entire fund for school buildings, indicate the potential for energy savings of this type of public building at the national level, and use this as a starting point for developing strategic decisions and further energy efficiency policies. This paper presents the complete results of the research on school buildings in Serbia, their energy performance, and possible energy savings. Key findings show that a great majority of schools are in a poor state in terms of their energy efficiency, but at the same time, there is a large potential for improvement of building envelope, HVAC, and lighting systems, which can cut the current energy need for heating to up to 80%.
AB  - Енергетска реконструкција школских зграда представља приоритет како са становишта потрошње енергије тако и са становишта побољшања услова комфора младих генерација које у њима бораве. Током 2016-18 године група наставника и сарадника са Архитектонског, Машинског и Електротехничког факултета у Беогаду учествовала је у пројекту “Енергетска ефикасност јавних зграда” који је рађен у сарадњи ГИЗ (Deutsche Gesellschaft für Internationale Zusammenarbeit), Универзитет у Београду – Архитектонски факултет и Министарство рударства и енергетике Републике Србије. За потребе пројекта током 2016. и 2017. године спроведен је попис јавних зграда од стране локалне заједнице према упитницима који су формирали истраживачи на пројекту а који је управо дефинисао све неопходне информације о зградама, као полазиште за рад на пројекту. У фокусу истраживања били су објекти дечијих установа: школских и предшколских и за њих су прикупљени детаљни подаци како би се утврдило стање зграда, потрошња енергије и сагледала могућа унапређења.  У раду је приказана методологија пројекта базирана на типологији зграда где су утврђени репрезенти карактеристичних периода грађења и на њима је вршена анализа енергетских перформанси.  Разматрано је пет могућих сценарија: пројектовано стање, затечено стање и три нивоа унапређења и на тај начин сагледане су могуће енергетске уштеде укупног фонда зграда дечијих установа. Основни циљ овог пројекта је био да се истражи целокупни фонд школских зграда, укаже на потенцијал за уштеду енергије ове врсте јавних зграда на националном нивоу и то постави као полазна основа за доношење стратешких одлука и генералне политике енергетске ефикасности. У овом раду су представљени комплетни резултати истраживања школских зграда у Србији, њихових енергетских перформанси и могућих уштеда енергије. Резултати показују да је већина школа у јако лошем стању у погледу њихове енергетске ефикасности, али истовремено постоји велики потенцијал за побољшање омотача зграда, као и система грејања и система осветљења, што може смањити потрошњу енергије и до 80%.

abstract = "Energy refurbishment of school buildings is a priority regarding both energy consumption
in buildings and improving comfort conditions for sensitive young occupants. During 2016–18, a
group of teachers and associates from the Faculty of Architecture, Mechanical Engineering, and
Electrical Engineering from the University in Belgrade participated in the project “Energy efficiency
in public buildings” in cooperation with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), University of Belgrade, Faculty of Architecture and Ministry of Mining and Energy of the Republic of Serbia. During 2016 and 2017, a comprehensive survey and database of public buildings were conducted by the local community. The focus of the research was the facilities of children’s institutions, and detailed data were collected to determine the current building stock conditions, energy consumption, and possible improvements. This paper presents the methodology of the project based on defining the typology of buildings, determining the representatives of the characteristic periods of construction, and analyzing their energy performance. Five possible scenarios were considered: designed condition, existing state, and three levels of a building improvement. The main goal of this project was to ascertain the entire fund for school buildings, indicate the potential for energy savings of this type of public building at the national level, and use this as a starting point for developing strategic decisions and further energy efficiency policies. This paper presents the complete results of the research on school buildings in Serbia, their energy performance, and possible energy savings. Key findings show that a great majority of schools are in a poor state in terms of their energy efficiency, but at the same time, there is a large potential for improvement of building envelope, HVAC, and lighting systems, which can cut the current energy need for heating to up to 80%., Енергетска реконструкција школских зграда представља приоритет како са становишта потрошње енергије тако и са становишта побољшања услова комфора младих генерација које у њима бораве. Током 2016-18 године група наставника и сарадника са Архитектонског, Машинског и Електротехничког факултета у Беогаду учествовала је у пројекту “Енергетска ефикасност јавних зграда” који је рађен у сарадњи ГИЗ (Deutsche Gesellschaft für Internationale Zusammenarbeit), Универзитет у Београду – Архитектонски факултет и Министарство рударства и енергетике Републике Србије. За потребе пројекта током 2016. и 2017. године спроведен је попис јавних зграда од стране локалне заједнице према упитницима који су формирали истраживачи на пројекту а који је управо дефинисао све неопходне информације о зградама, као полазиште за рад на пројекту. У фокусу истраживања били су објекти дечијих установа: школских и предшколских и за њих су прикупљени детаљни подаци како би се утврдило стање зграда, потрошња енергије и сагледала могућа унапређења.  У раду је приказана методологија пројекта базирана на типологији зграда где су утврђени репрезенти карактеристичних периода грађења и на њима је вршена анализа енергетских перформанси.  Разматрано је пет могућих сценарија: пројектовано стање, затечено стање и три нивоа унапређења и на тај начин сагледане су могуће енергетске уштеде укупног фонда зграда дечијих установа. Основни циљ овог пројекта је био да се истражи целокупни фонд школских зграда, укаже на потенцијал за уштеду енергије ове врсте јавних зграда на националном нивоу и то постави као полазна основа за доношење стратешких одлука и генералне политике енергетске ефикасности. У овом раду су представљени комплетни резултати истраживања школских зграда у Србији, њихових енергетских перформанси и могућих уштеда енергије. Резултати показују да је већина школа у јако лошем стању у погледу њихове енергетске ефикасности, али истовремено постоји велики потенцијал за побољшање омотача зграда, као и система грејања и система осветљења, што може смањити потрошњу енергије и до 80%.",

AB  - Balneološki potencijal Panonskog basena, je na pojedinim lokalitetima odavno prepoznat i eksploatisan, a tokom poslednjih decenija naročito dobija na značaju kao pokretač specifičnih oblika medicinskog, welness i spa turizma. Promene paradigme u balneolologiji, imaju za rezultat i promene programskih i funkcionalnih zahteva koji se odnose na objekte namenjene odgovarajućim medicinskim i welness sadržajima. Osim toga, potreba da se određeni programski sadržaj razvija u blizini hidrogeološkog resursa često uslovljava i građenje van naseljenih mesta, na ekološki senzitivnim lokacijama koje su najčešće nedovoljno infrastrukturno opremljene, što stavlja poseban akcenat na potrebu za građenjem u skladu sa principima održivog razvoja. 
U cilju formulisanja projektantskih principa i modela formiranja fizičkih struktura primerenih savremenim balnelološkim sadržajima, istražen je niz pasivnih mera i sistema, primenljivih u datim uslovima, kojima se minimiziraju ekološki otisak i energetske potrebe objekata. Značajnom redukcijom energetskih potreba se, već u fazi koncepcijskog odnosno idejnog arhitektonsko-urbanističkog rešenja, u velikoj meri olakšava postizanje visokog stepena infrastrukturne nezavisnosti uz korišćenje obnovljivih izvora energije dostupnih na samoj lokaciji.
Modelska rešenja razvijena su primenom principa projektovanja bioklimatske, ekološke, energetski efikasne i održive arhitekture, imajući u vidu programske, klimatske, topološke i društveno-ekonomske specifičnosti područja Vojvodine uz razmatranje varijantnih opcija primerenim različitim tipovima detektovanih termomineralnih voda i lekovitih faktora.
AB  - The balneological potential of the Pannonian Basin has long been recognized and exploited in some localities. During the last decades it has become especially important as a driver of specific forms of medical, wellness and spa tourism. Paradigm changes in balneology also result in changes in program and functional requirements related to medical and wellness facilities. Furthermore, the need for vicinity of the hydrogeological resource often implies construction outside populated areas, on environmentally sensitive sites with poor infrastructure, emphasising the need to build in accordance with the principles of sustainable development.
In order to define design strategies and models for structures suitable for contemporary balneological programs, a series of passive measures and systems, applicable in the given conditions, which minimize the ecological footprint and energy needs of facilities, were investigated. Significant reduction of energy needs, already in conceptual design phase, coupled with the use of on-site renewable energy sources greatly facilitates the achievement of a high degree of infrastructural independence.
The designs were developed by applying the principles of bioclimatic, ecological, energy efficient and sustainable architecture, having in mind the program, climate, topological and socio-economic specifics of Vojvodina and specifics of various types of detected thermo-mineral waters and healing factors.

AB  - This paper presents the methodology for the implementation of building typology principles
as a tool for the strategic planning of residential building stock energy retrofits on a municipal
level in Serbia. Research was conducted under the IEE EPISCOPE (Intelligent Energy Europe EPISCOPE/ TABULA project) project with the aim of developing an adequate tool for creating building stock energy retrofit management strategies on a local level. An approach that envisions the diversity and uneven spatial distribution of building stock in smaller scale municipalities and includes statistically relevant sampling of all relevant building types was developed and tested in the pilot project that focused on the city of Vršac. Two options for local typology development were formulated: a top-down approach, which relies on the data from the national typology or other available databases by reducing them to the local level, and a bottom-up approach, which represents a new data gathering and processing method. Both approaches were tested in the pilot project and the results are compared in this paper. From the conclusions of these analyses, a common methodology for the development of local building typologies has been defined. It can be used in the strategic planning of building stock, whether for the purpose of developing local energy action plans (LEAPs) or other purposes internationally.

Energy rehabilitation and certification of existing buildings – case study

AB  - The study presented in this paper assessed the multidisciplinary approach of geothermal
potential in the area of the most southeastern part of the Pannonian basin, focused on resources
utilization. This study aims to present a method for the cascade use of geothermal energy as a source
of thermal energy for space heating and cooling and as a resource for balneological purposes. Two
particular sites were selected—one in a natural environment; the other within a small settlement.
Geothermal resources come from different types of reservoirs having different temperatures and
chemical compositions. At the first site, a geothermal spring with a temperature of 20.5 ◦C is
considered for heat pump utilization, while at the second site, a geothermal well with a temperature
of 54 ◦C is suitable for direct use. The calculated thermal power, which can be obtained from
geothermal energy is in the range of 300 to 950 kW. The development concept was proposed with an
architectural design to enable sustainable energy efficient development of wellness and spa/medical
facilities that can be supported by local authorities. The resulting energy heating needs for different
scenarios were 16–105 kW, which can be met in full by the use of geothermal energy.

AB  - The survey covered 12 experts from various fields of expertise as defined at the
consortium level. The responses were informative and detailed in most cases.
The section on presence/awareness of issues of sustainability and heritage in
practice have revealed an imbalance between the two issues. While sustainability
was well recognised and often thoroughly discussed, heritage remained less visible
in experts’ responses.
The responses referring to competences in practice indicated that the general
knowledge and theoretical background obtained during academic education were
rather good and need to be maintained and further improved. Interdisciplinarity,
practical knowledge and internationalisation were stressed as areas in which
graduates’ competencies should be enhanced. Experts’ responses in the last section
regarding requirements in the context of academic programs were consistent with
the statements and evaluations of competences and have provided a valuable
feedback that should be taken into consideration when designing a new study
module.

AB  - Energy conscious design mainly refers to design approach which involves holistically addressing energy performance of a building throughout the design process, aiming to minimise energy demands and consequently provide sustainable structure with reduced carbon footprint. 
Energy retrofit of existing buildings is seen as one of key strategies in building sector that should contribute to carbon neutral goals (European and worldwide) in the forthcoming years, especially in the regions with accumulated architectural heritage where the pace of new construction is very low.
While energy conscious design is still mainly focused on buildings’ operating energy, the embodied energy is perceived as an issue that should be further addressed since the share of embodied energy will rise as the operating energy is reduced. The same goes for the energy needed for disassembly of building components, reuse and recycling of materials and products.
The awareness of the scope of issues relevant for energy conscious design, as well as adequate design strategies and tools are necessary in the formation of architects that should shape our built environment through 21st century.

Lost and Found: A Quest for Sustainability and Resilience in Rural Areas

AB  - Global trends of rapid and constant urbanisation are constantly revealing new societal, spatial and technological challenges, which naturally directs research focus towards urban areas. Urbanisation and imminent migrations, however, have significant repercussions on rural areas as well: exposure of tangible and intangible cultural heritage to decay, leading to extinction, can be identified as one of such processes that indirectly affect entire population, not only the scarce locals.
In the quest for sustainable proposals tailored for small and fragile communities with notable architectural and cultural heritage, the W.A.Ve Abroad Workshop explored sustainable models of revitalization of the village Bebića Luka in the vicinity of Valjevo in Western Serbia. During the workshop which was held in Belgrade, Bebića Luka and Venice in June and July 2018, architecture students from Belgrade, Venice and Ljubljana were analysing the multiple layers of Bebića Luka’s present and past, trying to envision future scenarios and define adequate programmatic and design proposals. The workshop results included new models of activities, tailored to enable preservation of the tangible and intangible cultural heritage of the village through interactions between permanent and temporary residents, providing first-hand mutual exchange of specific knowledges. This process should expose local residents to some useful state-of-the-art concepts while directly transferring unique heritage of the village of Bebića Luka and the surrounding area to the visitors that will eventually return to urban areas. The workshop results were presented at IUAV University in Venice, during the final manifestations of the W.A.Ve 2018 Workshop in which more than 1500 students participated, which for the first time also included mentorship from teachers from five foreign universities. 
The paper presents an overview of the methodological approach, derived concepts and design proposals for variety of interventions: from retrofitting the existing facilities to development of new complementary physical structures designed in accordance with principles of circular economy and sustainable development.

Improving energy efficiency of kindergartens in Serbia: challenges and potentials

AB  - Kindergartens are probably the very first public buildings we actively use in our lives. Therefore, they can be considered as the physical structures that are providing for the very important educational and social function. Additionally, they can also be considered as the specific learning tool for future generations where they can encounter the ideas of green and energy-efficient buildings. One of the results of the research project “Energy efficiency in public buildings” has been formulated through the development of Serbian National Typology of Kindergartens which was conceived as a specific tool that can be used for improving this portion of building stock. The paper presents the methodology for identification of typical kindergarten buildings, covering various construction periods, building sizes and illustrates the type of analysis performed for model representatives. The potential for energy upgrades covering physical structure, installed technological systems, as well as expected impact on energy performance, has been estimated. The study presents results based on the analysis of the data derived from the National Typology, stressing out that energy retrofits of large and medium-sized kindergartens built during the 1970s and 1980s should be the primary focus of refurbishment activities. Accounting for almost 60% of total buildings and 69.59% of heated area, they are responsible for 75.97% of energy demands. Estimated energy savings of more than 60% indicate the effectiveness of their retrofit. The paper also presents the potential uses of National Typology as a retrofit tool on various scales, from single-building considerations to a strategic approach at the national level.
