The role of cognitive-cultural economy in city's global positioning

AB  - Transition to post-Fordist economy and knowledge society has intensively influenced ways cities
compete and position in global hierarchy. In Fordist cities competitive advantage was coming
from its industry value. In globalization position of cities in urban hierarchy was a result of
concentration of globally important cooperations, highly specialised services and international
organizations. The 21st century brought new shift. The concentration of knowledge, innovation,
talent and educated people in the city are primary determinants of its global competitiveness.
Growth and strength of leading cities is deriving from highly developed cognitive-cultural
economy.
Cognitive-cultural economy presents groups of industries and occupations that require deductive
reasoning capacities, technical knowledge, cultural skills and visual imagination, such as hightechnology
industries, business and services (especially ITC) and cultural industries bond with
technology (especially games, film and media). Cognitive-cultural economy is intensely
concentrated in cities, especially in the top cities of global urban hierarchy, contributing to city’s
wealth and position.
Cognitive-cultural economy is not equally present in cities, not even in all cities at the top of the
global urban hierarchy. It has boomed in some cities and enhanced their global position, and in
others is present only as support for financial and service sectors. The paper will try to
investigate what is it that contributes to the cognitive-culture economy development in cities.
Does amenities and special atmosphere of the city that attract creative people contribute to
cognitive economy, or does clustering of companies, or social networks and jobs opportunities?
The paper aims to assume cognitive-cultural development stimulation methods, which can
influence city’s global position.

AB  - Creative capital of a city is a stock of knowledge, talent and experiences possessed by individuals and the
population at large. It presents not only concentration of creative people in a city, but also their organised
social interaction that generates innovations and economic value. The importance of creative capital for city
wealth, development and competitiveness is well known and proven. However, the relationship between
creative capital and 'smart features' of a city has not been thoroughly analysed or sufficiently used in
practice.
The smart city concept has a broad definition and understanding. It could refer to a city with high
concentration of highly educated people, or to one which uses ICT for improving the efficiency of urban
systems. In this paper the smart city concept will be considered in the context of sustainability and
environmental protection, focusing on the development and implementation of ICT networks in key urban
issues - environment, society and technology.
Creative capital has a special role in 'smart' development, especially considering available human resources,
innovative potential, transfer of knowledge, and spill-over effects. Therefore, the aim of this paper is to
identify and analyse the role which creative capital has in the development of a smart city. Focusing on the
case of Belgrade and its emerging creative district Savamala, the paper will also propose some guidelines for
possible development and implementation of smart solutions which could stimulate creative capital and/or
use it for further 'smart' upgrading of the city.

The role of creative cluster Savamala in Belgrade repositioning in global hierarchies

AB  - Urban competitiveness in post-industrial society largely depends on the strength of city's creative economy. It is represented by its position in global urban hierarchies, as an indicator of its importance and attractiveness for people and companies. Creative clusters present a way to stimulate creative economy in the city because the spatial concentration of creative companies and people additionally stimulates exchange of ideas and knowledge. Article explores complex dynamic between creative economy, cities and global hierarchies. The focus is on the role of creative clusters in the process of global positioning, especially in the case of Belgrade. The city has significantly improved its position in the global urban hierarchy - from a non-existing node in 2000, to the 'beta' level of global cities in 2008 (according to GaWC global urban hierarchy). Furthermore, in just four years (2008-2012), Belgrade improved its rank for three positions. This period overlaps with several interesting events - e.g. the initial phase of the largest regional creative festival and the development of a creative cluster in Savamala. Consequently, the article will emphasize the importance of this district in the global repositioning of Belgrade.
AB  - Kreativna ekonomija predstavlja jedan od glavnih podsticaja urbane kompetitivnosti u postindustrijskom društvu, pogotovo nakon svetske ekonomske krize. Nivo globalne kompetitivnosti grada se prikazuje pozicijom u globalnoj urbanoj hijerarhiji, ukazujući na značaj i atraktivnost čvorišta za ljude i kompanije. Uzimajući u obzir kompleksan odnos između kreativne ekonomije, grada i globalnih hijerarhija, rad se fokusira na ulogu koju kreativni klasteri imaju u procesu globalnog pozicioniranja. Ova relacija će detaljnije biti analizirana na primeru Beograda, grada koji je od 2000. god. značajno unapredio svoju poziciju u globalnoj urbanoj hijerarhiji. Kako se period unapređenja preklapa sa vremenom pokretanja najvećeg regionalnog kreativnog festivala i početkom razvoja kreativnog klastera u Savamali, poseban naglasak istraživanja će biti stavljen na značaj koji ovzj distrikt ima na globalno repozicioniranje Beograda.
