AB  - Poslednja decenija se prepoznaje kao period u kom je planiranje područja posebne namene postalo dominantnije u odnosu na ostale planske hijerarhijske nivoe u Srbiji. Preovlađujući prostorni planovi područja posebne namene (PPPPN), kao stečena planska obaveza, u mnogome određuju lokalni razvoj opština. Mnogi PPPPN imaju elemente detaljne razrade, apsolutna i determinišuća rešenja, pa ne ostavljaju dovoljno mogućnosti da se kroz lokalne planove tangiraju lokalni zahtevi i potrebe. Titel je primer opštine u kojoj stečene planske obaveze determinišu lokalni razvoj. Površinski i populaciono među najmanjim opštinama i naizgled morfološki, demografski, naseobinski i privredno veoma homogena, sa položajem na dve velike reke, isprepletena je različitim interesima i područjima koja zahtevaju poseban režim organizacije, uređenja, korišćenja i zaštite prostora. Prostor opštine Titel, pored Regionalnog prostornog plana Autonomne pokrajine Vojvodine, pokriven je sa još šest PPPPN, koji značajno determinišu lokalni razvoj i ograničavaju spektar mogućnosti za planiranje prostora. Stoga će u ovom radu biti prikazano u kojoj meri su stečene planske obaveze predodredile lokalni razvoj opštine Titel, kao i postupak usklađivanja Prostornog plana opštine Titel i lokalnih zahteva sa planovima višeg hijerarhijskog nivoa.

Toward Flood Resilience in Serbia: The Challenges of an (Un)Sustainable Policy

AB  - In May 2014, Serbia was hit by a catastrophic flooding event. The Municipality of Obrenovac
suffered severe consequences due to a number of reasons, mainly the poor conditions of flood protection
infrastructure and outdated land use management. These problems have been triggered and/or
affected by the post-socialist transition of Serbia, initiated during the 1990s. The ongoing period of
socio-economic turbulences, also detected in other countries with a similar development background,
caused a shift in both the planning paradigm and the economy (from a planned/centralized model to
a market-oriented model), creating numerous problems related to the synchronization of legislation,
governance, implementation and management. Considering the specificities of local context, as well
as its similarities to other post-socialist countries, the main aims of the article are to establish a
relationship between planning, legislation and flood resilience, identify its (un)sustainable elements
and provide an insight into the dynamic of their causal links whose effectiveness could be improved
in given conditions. The main findings indicate an absence of a sustainable policy which would
guarantee efficient implementation (regarding both planning documents and laws). Simultaneously,
there were other challenges—from the lack of risk assessment to outdated regulations and general
unpreparedness which led to severe damage of urban systems and local economy, while many lives were
lost. Consequently, the article provides guidelines for new planning documents, suggesting measures
that would increase the resilience of flood protection (applicable in both local and regional context),
as well as the overall sustainability of the analyzed area and its ecosystem.

AB  - Radne zone su afirmisani prostorni modeli za unapređenje privrednog razvoja određenog prostora. U cilju stvaranja uslova za razvoj proizvodnih i poslovnih sadržaja, unapređenje identiteta i konkurentnosti opštine, podizanje nivoa atraktivnosti za privlačenje investicija i povećanje zaposlenosti, krajem 2015. godine inicirana je izrada Plana detaljne regulacije (PDR) radne zone u Vlasotincu. S obzirom na sadržaje, karakter i intenzitet delatnosti u radnim zonama, one su umanjenog ekološkog kapaciteta i mogu imati štetan uticaj na životnu sredinu. Kako nije predviđena izrada strateške procene uticaja PDR-a na životnu sredinu a usled rizika od ekološke degradacije prostora, jedan od opštih (projektno-programskih) ciljeva planiranja, korišćenja, uređenja i zaštite planskog područja je i ‘’definisanje i sprovođenje mera zaštite životne sredine’’. Planski proces koji se završio usvajanjem Plana krajem 2016. godine, pored stručnih kontrola predviđenih Zakonom o planiranju i izgradnji, praćen je i od strane Evropske Unije i Vlade Švajcarske preko programa Evropski Progres kojim je insistirano na ekološki prihvatljivijim principima, načelima i modelima planiranja i uređenja.
Cilj rada je da prikaže kako je integralnim pristupom u planiranju proizvodnih i poslovnih sadržaja i definisanјеm ekološki prihvatljivijih planskih rešenja i mera zaštite životne sredine, moguće stvoriti planski osnov za privredni razvoj koji je saglasan principima održivog razvoja. U radu je dat osvrt na planski proces, principe definisanja i definisane uslove i mere zaštite životne sredine kojim se umanjuju i sprečavaju potencijalni negativni i povećavaju pozitivni efekti planskih rešenja na životnu sredinu.
AB  - Industrial zones are affirmed space models for economic development improvement of certain areas. In order to create conditions for development of production and business content, improve the identity and competitiveness of the municipality, increase the level
of investment attractiveness and to increase employment, at the end of the 2015, Detailed
Regulation Plan (DRP) was initiated for the industrial zone in Vlasotince. Given the content,
character and intensity of activity in industrial zones, they are of reduced ecological capacity and can have detrimental effect on the environment. As the strategic assessment of the
impact of DRP on the environment was not foreseen and due to the risks from ecological
degradation of space, one of the general (project-program) objectives of planning, using,
arranging and protecting the planned area is “defining and implementing environmental
protection measures”.The planning process that ended with the adoption of the plan in the
late 2016, in addition to the expert control which is needed by the Law on planning and
construction, is followed by European Union and Government of Switzerland through the European Progress program, which insisted on environmentally friendly principles and models
of planning and regulation.
The aim of the paper is to show that it is possible to create a plan for economic development
that is in accordance with the principles of sustainable development by integrating approach
in planning production and business contents and defining more environmentally friendly
planning solutions and environmental protection measures. The paper gives an overview of
the planning process, the principles of definition and defined conditions and environmental
protection measures that reduce and prevent the potential negative and increase the positive effects of planned environmental solutions.

AB  - Since the beginning of the 21st century we have been faced with new, totally different and
complex questions regarding safety in cities. Today, we are not focused anymore on regular
fighting against criminal problems; cities are overwhelmed by all threats, from natural
disasters, poverty and misery to the processes of migration. The goal of this paper is to
study the cause and stimuli and to do some analysis for further research. The goal will be to
make resilient cities where we consider safety the most important factor. Phenomena which
we find in the cities, even if they could not be presumed or planned, will be further investigated. Poverty in cities is something we already fight against, but it is an indicator of future
instability and crime. Development of disaster resilient communities is an element which
has already been worked on globally. By identifying factors of urban renovation, experts should be open to explore the concepts which bring new ideas about urban resistance enforcements. While concept of instable or “zero tolerance” is defined as sensitive to stressors, anti-fragilities are connected with generation of positive answers to damage. Constant
estimation needs to be focused on advantages and weaknesses of unexpected events. When
it comes to migrations, guidelines should follow the American model – almost two centuries of co-existence. It should be pointed out that there is an active political and professional will to create a healthy, strong, and mixed settlement. By multicultural enforcement in public places during urban regeneration and transformation, we should take into
account both local interest, public, private and the new ones.
