Development Methods and Principles for Planning Central Activities - Method for Measuring Centrality for Sustainable Development and Integrative Places

AB  - The study investigates the possibility of enhancing the technique for estimating the level of development of central activities, both general and specialised, at the settlement level in order to improve planning solutions for sustainability. The  conceptual framework reflects sustainable development and integrative planning, as described by UN charters, within which improvements to the modernist and functionalist approaches to the philosophy of planning central activities are examined and offered. The lack of a qualitative determination of the functionalist theory's importance in the field of sustainability is a flaw of the method of assessing its centrality. As a result, the author proposes an improved, integrative model for determining the state and level of development of central activities, which is based on existing theories and their improvement with qualitative determinations of territory integrability, using GIS as a tool in the process of creating a planning solution for the development of central activities for the needs of Amendments and Supplements to the PPO Pecinci. The research will focus on centrality as one of the features of the centres, and will give recommendations for improving the model of its assessment and development using the example of the PPO Pecinci amendment. In this case, centrality was defined and measured using theoretical models, resulting in a specific method for cases where it is possible to measure concentration but data on capital turnover, i.e. the level of frequency of use of a specific point of concentration, are unavailable or impossible to establish. The precision of this approach is directly related to the accuracy of determining the concentration of the central spot, and it is further characterized by the weights allocated to certain indicators in respect to the qualitative criteria.

Sustainable urban form as an identifior of architectural space

AB  - The paper discusses the concept of architectural space, i.e. the process of its creation by separating it from the natural space and delimiting it with vertical artificial wall elements. The discussion is directed towards a sustainable urban form, i.e. defining a viable architectural (urban) space in the process of marking it, delimiting it, placing the basic principle of sustainability - what we take from nature we must return to it - in the focus of the formation of the architectural space. Furthermore, as Semper, in his thought about architecture and history, realizes temporal connections and as Giedion realizes the continuity of space, time and architecture, today nature is increasingly becoming a part of history due to the dominance of technology, and as such we protect it, mark it and return it to its space through communication in between nature and history. We can say that today we manage nature in a sustainable way and that as such it is already marked and becomes a signifier of further processes. As such, nature today can certainly be considered as a factor in the formation of a new ornamentation of the paradigm of sustainability, and its essential placement in the center of the architectural space is somewhat changed by Hans van der Laan the understanding of the architectural space as a limitation of the natural in realizing the connection and interweaving of the "historical lace" of natural and artificial. In the context of the above, the assumption of the research is that a sustainable urban form becomes a signifier of architectural space, and in that process a strong connection between natural, urban and architectural space is realized. It is considered that a sustainable urban form, created as a cast of nature's mold at the place of its creation, represents a fractal of natural-artificial combination through the process of urbanizing natural elements in a sustainable and resilient way. The paper will check its assumptions and attitudes on the example of the Competitive Solution of the General Hospital in Pljevlja, authored by T. Mrđenović and P. Vasev, through theoretical research and a survey.

AB  - The presented data provides insights into the perspectives of influential stakeholders within the Bac community in Serbia regarding sustainable urban regeneration, urban design, and the role of integrative urban design. The data was collected subsequent to a collaborative workshop held in 2010, titled ``Integrative Urban Design Play (IUP) for Urban Regeneration on Bac Suburbia.'' During this workshop, attendees acquired novel insights into participatory approaches for fostering sustainable urban regeneration. The objective of the survey was to assess the perspectives of the different stakeholders regarding the feasibility of introducing novel urban development approaches in areas that are under conservation protection.

The intent of the research was to evaluate the effectiveness of a learning by doing approach in the implementation of new methods in urban development practise, with a focus on supporting broader concepts such as sustainability and urban regeneration. The research was designed to explore the varying perspectives of relevant stakeholders based on their profession to examine the potential for their clustering towards integrating diverse opinions into a broader understanding using IUP.

The efficacy of the IUP in addressing wicked urban regeneration problems, particularly in raising public awareness about the preservation, introduction, and promotion of essential values in protected suburban regions, was assessed through the administration of questionnaires. The questions were organised into three distinct categories: viewpoints on sustainable urban regeneration, perspectives on urban design, and perspectives on knowledge and readiness for future engagement in the Integrative Urban Design Game. A collaborative effort was undertaken by the Faculty of Architecture in Belgrade and the Municipality of Bac, Serbia, to administer an anonymous survey. This survey was disseminated to pertinent stakeholders representing the public sector.

The participants in the research exhibited diversity in terms of their occupation, level of experience, and age range, which spanned from 30 to 60 years old. They were chosen from among the attendees of the workshop based on their demonstrated interest, whether overt or covert, in addressing the complex issue at hand. A total of 28.57 percent of the participants were employed in the economic sector, specifically in tourism or management. Similarly, 14.28 percent of the examinees worked in the field of environmental studies, focusing on energy efficiency or natural resource protection. Another 14.28 percent were engaged in the legal profession, while 21.42 percent were involved in media and cultural activities. Additionally, 7.14 percent of the examinees were dedicated to the preservation of cultural heritage.

The present paper presents findings that illustrate the level of stakeholder receptiveness towards the sustained utilization of integrative methodologies, such as IUP, within the realm of local planning practice subsequent to the acquisition of novel knowledge and skills via workshops and training sessions. This paper showcases the efficacy of employing participatory techniques and skills to modify urban development and planning practices, with the aim of fostering shared understanding and agreement on environmental values. Consequently, it provides evidence of the effectiveness of the implemented approach within the specific community, as well as its potential applicability in similar communities.

Global Village - Utopia or Reality?

AB  - The discussion will start debates about the diverse paradigms of suburban, rural, and urban places in today's global society, and it will do so by comparing these three types of locations. The primary point of contention is whether a Global Village should be categorized as an idealistic utopia or a feasible possibility for the foreseeable future. This debate will explore the advantages and disadvantages of each type of location, considering factors such as population density, infrastructure, and access to resources. Additionally, it will delve into the social, economic, and environmental implications of striving towards a Global Village concept. In the conversation that will bridge hierarchical and network viewpoints, we will investigate the idea of needs. Let's investigate some alternative ways of living to the one we are now accustomed to, on the presumption that we ought to consider the requirements that have been produced. These alternative ways of living may include sustainable communities, eco-villages, and self-sufficient neighborhoods. By considering the requirements that have been produced, we can explore how these alternative living arrangements can address issues such as energy consumption, mobility, built environment, waste management, and food production more efficiently and environmentally friendly. Furthermore, examining the social and economic implications of these alternative ways of living can shed light on the potential benefits and challenges they may bring to individuals and society as a whole. The core beliefs and identities held by people all over the world help to foster the growth of a diversified socio-economic and cultural network that spans a variety of geographic regions. This network serves as the basis for a worldwide community that is referred to as the Global Village. Within the context of our increasingly interdependent global community, this idea stands as a singular example of new communalism. As a result, Global Village would like to draw your attention to the following topics, most of which are also being explored in the thematic sessions of the conference:

AB  - The research examines several aspects of urban design in order to build on its integrative potential for sustainable urban regeneration. It will discuss the concept and definition of urban design to support the claim that process-oriented urban design can foster creative integration, despite opposing urban development paradigms for fourth-order design. Sustainable urban regeneration will be studied via the perspective of aesthetics in communication as the primary integrative instrument of fourth-order design. The paper presents a theoretical and conceptual overview of numerous integrating elements of urban design. Thus, the process of philosophical and theoretical comparisons is utilized within the disciplines of sustainability, communication, and aesthetics.

AB  - This special issue reflects three distinct discourses affiliated with the Balkans' period of sociocultural and urban transformation: Orientalist, Modern, and New Modern. During Yugoslavia's communist regime, modern practice imposed social standards that created a sociocultural melting potFootnote1 in the Balkans. The communist and social state adopted the Modern Movement as a model of unity based on a set of mandated universal norms. Consequently, this movement arose from a period of neglect and endangerment of traditional values and genius loci throughout the modernist social period, when religious and cultural variety were replaced by communist values.

AB  - Public spaces are modelled by a dominant paradigm in a specific local milieu.
Contemporary theories, like collaborative ones, define a framework for a profession
to make improvements in everyday practice. However, power relations are sometimes
strictly defined and cannot be remodelled in the same tempo as the need for
investment realisation. We can say that participatory urban design needs time to
redesign power relations to implement consensual solutions. Furthermore, there is a
noticeable trend of places being designed more by power-over than power-to
(Dovey,1999). This is the case in Serbia nowadays. The profession is seeking to find
adequate methods that can substitute participatory ones to achieve sustainable places
that are greener, more sociable and more profitable. Having this in mind, the main
question of the research arises: Can the methods of space syntax theory replace
participatory methods in the regeneration of open public spaces? The hypothesis is
that the methods of space syntax need participatory ones to create more sustainable
places. The main thesis is that a city is a resilient machine. The aims of the research
are to prove that space can be a resilient machine if it is modelled with both space
syntax and participatory methods and to show that space syntax methods in place
creation can replace or support participatory ones when participation cannot be
realised. This research will use the methodology of theory comparison as well as case
study.

AB  - Urban planning in Serbia is in dilemma on the paradigm and style of planning it should follow. 
There were plenty of opportunities taken and realized used top-down approach: eg. Belgrade 
waterfront, Urban regeneration of Belgrade Downtown, Infrastructural projects, etc. It seems that 
they achieved what was not possible over decades, however there is still lack of participation in 
crucial sense that will enable integration of all pillars of sustainability in urban planning and 
development. The paper will do a critique on existing planning solution for Dockyard in Belgrade 
taking into account Danube strategy and Sustainability paradigm as framework together with 
theory of Integrative urban space and green urbanism in relation to communicative theory of urban 
planning. The hypothesis is that top-down approach resulting in blue print planning can be starting 
point for wider participation towards smart solutions, in this case creating Smart port. Aims of the 
paper is to give guidelines for integration of top/down and bottom/up approach in Serbia exploring 
case of Plan of detail regulation for Dockyard in Belgrade, resulting in suggestions for its 
improvement towards “smart port”

AB  - The notion “territory” is a set of all development factors of space in the broader sense (economic,
social, social, political, natural, created, market, etc.) into a holistic, unique entity, managed in a
sustainable manner, including all dimensions of sustainable development and stakeholders. It goes
out of the administrative border and is defined by needs and the interests of all actors.
SUSTAINABLE DEVELOPMENT is the concept (according to Reeve is the youngest urban
paradigm) whose imperative is the integration of development sectors: economics, society, the
environment (both natural and natural) in order to systematically manage renewable and nonrenewable
resources. Renewable resources (natural or created - artificial) are those that can be
restored within a certain period of time. Therefore, their use in accordance with sustainability must
take place in the cycles of their regeneration (for example, the timber logging dynamics takes place
in the timing of the planting of new seedlings and their growth).Non-renewable resources, such as
cultural and historical heritage and protected natural assets, must be strictly protected. Often it
happens that, by their nature, the renewable sounds of accelerated exploitation are converted into nonrenewable
(for example, White bears are renewing their reproductive activity, but climatic influences,
as well as human action, have made them become currently non-renewable and require strict
protection. Sustainable development is in the cross-section of three development rallies, enabling in
this way cultural, economic, social and ecological living and living places. This means that human
activity in one sector must have positive or at least zero effects on other development sectors (UNHabitat
2005). On the other han, RESILIENCE implies the capacity of the system to abandon a
redundant or replaceable element with the openness to reorganize elements (adaptability) and
integrate new ones that enable it to grow / DEVELOPMENT (Mrđenović, 2013). The thesis I stand
for is that resilience implies the process of managing the regeneration of the territory system for the
sake of its sustainability. The aim of the paper is to prove this thesis on case study “Integrated Strategy

abstract = "The notion “territory” is a set of all development factors of space in the broader sense (economic,
social, social, political, natural, created, market, etc.) into a holistic, unique entity, managed in a
sustainable manner, including all dimensions of sustainable development and stakeholders. It goes
out of the administrative border and is defined by needs and the interests of all actors.
SUSTAINABLE DEVELOPMENT is the concept (according to Reeve is the youngest urban
paradigm) whose imperative is the integration of development sectors: economics, society, the
environment (both natural and natural) in order to systematically manage renewable and nonrenewable
resources. Renewable resources (natural or created - artificial) are those that can be
restored within a certain period of time. Therefore, their use in accordance with sustainability must
take place in the cycles of their regeneration (for example, the timber logging dynamics takes place
in the timing of the planting of new seedlings and their growth).Non-renewable resources, such as
cultural and historical heritage and protected natural assets, must be strictly protected. Often it
happens that, by their nature, the renewable sounds of accelerated exploitation are converted into nonrenewable
(for example, White bears are renewing their reproductive activity, but climatic influences,
as well as human action, have made them become currently non-renewable and require strict
protection. Sustainable development is in the cross-section of three development rallies, enabling in
this way cultural, economic, social and ecological living and living places. This means that human
activity in one sector must have positive or at least zero effects on other development sectors (UNHabitat
2005). On the other han, RESILIENCE implies the capacity of the system to abandon a
redundant or replaceable element with the openness to reorganize elements (adaptability) and
integrate new ones that enable it to grow / DEVELOPMENT (Mrđenović, 2013). The thesis I stand
for is that resilience implies the process of managing the regeneration of the territory system for the
sake of its sustainability. The aim of the paper is to prove this thesis on case study “Integrated Strategy
for Tourist Valorisation of Skadar Lake” in order to outline the principles of resilience in urban and
spatial planning.",

AB  - The relation to the "historical city" can have two contradictory goals, ie. the tendency to form two opposing contradictory models: on the one hand, the preservation of all levels of values shows and proves its priori historicity, which in the final form manifests itself in obtaining the character of a museum model, where the historical city turns into an exhibit of the time in which it was created and which reflects the civilization in which it originated; on the other hand, the need for their socio-economic development, especially in relation to gentrification, tourism development introduces new activities. Both models should not be seen as separate or opposing, but the way to preserve the "historic" of the city as a base value should be discovered, and enable it to attract and live its "history", evolving and changing on the principles of the time in which it was created, accepted and adapted to the cultural needs of the time it should take. The aim of the paper is to make relations between relevant theories resulting in principles of tracing relation between two models taking into account Landry's concept of Creative city, and Castells's theory of Project identity, Healey's Collaborative theory, Mrdjenovic's Integrative game of urban design using method of comparative analyses between theories and case study analysis. The hypothesis of the research is that urban design can be an integrative discipline that evokes historical cities to become vivid and livable. The research will result in principles for urban design that can trace a path form museum to vivid city.

AB  - We are witnesses of continuous and turbulent complexityprocess of urban development at every spatial level. The presence of infor-mation and communication technologies in every aspect of our life leads tothe fact that there is no more “delay” in between global and local changes.This conjunction changes the paradigm of urban development, which isnow in networking, communication and integration. This paper discussesthese relations described as hypothesis within Castells’ paradigm of net-work society and project identity that should be developed on local level inorder to be a part of – a node of global network, and to survive and developits potentialities and capacities. This paradigm is discussed in relation to C.Alexander’s, E. Howard’s, and P. Geeds’ approach in order to define princi-ples and steps of integration of different spatial levels toward more coher-ent, harmonized urban development. The research applies theoretical ap-proaches of networking towards integrated development of Danube region.

AB  - Osnovna svrha i sveopšti cilj nastajanja, formiranja i postojanja gradova nedvosmisleno je
ostvarivanje bezbednosti za žitelje grada na svim nivoima. Grad je u suštini, sâm za sebe,
kroz svoje trajanje, u stvari prevashodno bezbednosni sistem. Bez postojanja bezbednosne
dimenzije grad bi gubio svrhu svog postojanja i značaja, kao i privlačne snage. Bezbednost
grada započinjala je od traganja i izbora nepristupačne i teško dostupne lokacije za smeštaj
bilo kojeg urbanog sistema, preko izgradnje zaštitne ograde – izgradnjom tvrđenja i odbrambenog zida oko tvrđavskog grada – pa preko strogo kontrolisanog ulaska u grad i strogo kontrolisanog ulaska u grad, uslovljenog davanjem statusa „građanina“ pojedincima ili
grupama, familijama, određenim slojevima.
Tek od trenutka kada grad počinje širenje svojih zidina počinje da se uvodi apsolutnost
postizanja bezbednosti ovog zatvorenog bezbednosnog sistema. Od tada počinju da se „uspostavljaju“ različite vrste modela bezbednosnih sistema, odnosno formiranje razuđenih
modela bezbednosnih gradova koji su se odlikovali, međusobno prepoznavali po konceptu
ostvarenja funkcionalne bezbednosti. U tom smislu cilj ovog rada je prepoznavanje relacije
između uticaja bezbednosnog sistema na formiranje konceptualnih razvojnih modela gradova koji su nastali i menjali se kroz vreme kao, posledično gledano, pokušaj traganja za
odgovorom kakve bezbednosne mere i sistemi (metode, načini i modeli bezbednosti) presudno utiču na komponovanje i razvoj gradova budućnosti. U tom kontekstu, možemo preliminarno identifikovati sledeću skalu modela „bezbedn[osn]ih gradova“, koji su u sebe
ugrađivali posebne bezbednosne sisteme, odnosno čiji je koncept pravila proizlazio zapravo
iz tih modela. U ovom trenutku možemo uočiti sledeće modele bezbednih gradova:
• strogo kontrolisani gradovi,
• starosno segregirajući gradovi,
• institucionalno-bezbednosno kontrolisani gradovi,
• otvoreni gradovi,
• kulturološko-edukativni gradovi,
• tržišno-razvojni koncept bezbed[nos]nih gradova,
• upravljačko-razvojni bezbed[nos]ni gradovi,
• produkciono-kreativni koncept grada,
• pametni gradovi,
• informatički zasnovani bezbed[nos]ni gradovi. Grad kao kulturni artefakt ima primarnu ulogu u obezbeđivanju sigurnosti za svoje građane
i za resurse koje baštini. Budući takav, on čuva kulturu i tradiciju kao proizvod naše civilizacije, zajedno sa resursima koji su ključni za preživljavanje i napredak ljudi. Morfološki
obrasci urbanog dizajna govore nam umnogome o svojim konceptima urbane bezbednosti:
od utvrđenja do umrežavanja; otvaraju pitanja o tome kakav nam je urbani dizajn danas
potreban kako bi se različiti kulturni obrasci integrisali u svakodnevni život grada, obezbeđujući „samokorekcije“ u njegovom ponašanju u cilju rezilistentnosti na bilo kakvu vrstu
brutalnih činova u urbanim prostorima, kao obezbeđenja kvaliteta mesta na svim njegovim
prostornim nivoima od makro- do mikrourbanog dizajna. Rad razmatra urbanu bezbednost
sa aspekta vrsta granica u urbanim paradigmama, a naročito u urbanom dizajnu pod pretpostavkom da integralni/kooperativni urbani dizajn može obezbediti adekvatan nivo otvorenosti kako u cilju povećanja rezilistentnosti na bilo kakav oblik nasilja. Stoga će se istraživanje osloniti na koncept rezilijentnosti, sistemsko urbanističko planiranje, teoriju socijalnog kapitala kao produktivnu gradsku snagu koja povezuje urbanističku formu i morfologiju, uzimajući u obzir različite teorije urbanog dizajna: prostornu sintaksu, sliku grada,
arhitekturu i disjunkciju, kao i kooperativan urbani dizajn. Cilj rada je da rasvetli odnos između vrste društvenog kapitala, tipa granica koje produkuje i urbanog dizajna, što će rezultovati klasifikacijom relacija između teorije urbanističkog dizajna, tipa socijalne rezilistentnosti, vrsta granica granica i nivoa urbane bezbednosti.
AB  - The main purpose of the formation and existence of cities is clearly the provision of
security for the city inhabitants at all levels. The city is essentially over the history in fact
primarily a security system. Without the existence of the security dimension of the city
would lose the purpose of their existence and importance as well as the attractive forces.
Safety of the city began with the pursuit and choice inaccessible and hard to reach locations to accommodate any urban system, through the construction of protective fencing
– construction claims about the defensive wall around the fortress city, through strictly
controlled entry into the city and strictly controlled entry into the city, conditioned by
giving status “citizen” or groups of individuals, families, certain layers. Only from the moment when the city begins the expansion of its walls is beginning to introduce the
absoluteness of achieving security of the closed security system. Since then, beginning to
“establish” model various types of safety systems, that is, the formation of dispersed security model cities that were characterized by the mutually recognized by the concept of
the realization of operational safety. In this sense, the goal of this study is to identify the
relationships between the impact of the security system on the formation of conceptual
development model cities that were created and changed through time as a consequence
seen attempt to search for an answer to what kind of security measures and systems
(methods, methods and models of security have a crucial impact on the composition and
the development of cities of the future. in this context, we can preliminarily identify the
following scale model of “security of cities”, which are themselves built into special
security systems which at the end of the debate, originated in fact from these models. At
this point we can observe the following models security of cities:
• controlled cities,
• age-segregated cities,
• institutional security-controlled cities,
• open cities,
• cultural and educational cities,
• market-development concept of security of cities,
• managing security and development towns,
• production-creative concept of the city,
• smart cities,
• computer-based security cities.
City as cultural artefact has a primal role in ensuring safety for its citizens and resources
from or for it is built. Either it cherishes the blood routs of our tradition or the products of
our civilisation both with the resources that are crucial for human survival and progress.
The morphological patterns of city design tell us a story of its concepts of urban safety:
from fortification to networking, opening questions on what kind of urban design do we
need today in order to integrate different cultures into city and everyday life, and do “self
corrections” in order to be resilient to any kind of brutal acts in urban space as well as to
ensure quality of place on all its spatial levels from macro- to micro-urban design. The paper discusses safety from the aspect of borders in urban paradigms, especially in urban design, assuming that the integrated urban design can provide an adequate level of openness
and closure in order to be resilient to any kind of crime. Therefore, it leans on resilient concept, systemic urban planning and urban design theories, theory of social capital as a productive city force making linkages to its urban form and morphology, taking into account
space syntax theory of urban design, image of the city, architecture and disjunction, as well
as participative urban design. The aim of the paper is to enlighten the relation between the
type of social capital, bordering and city design, resulting in classification and relation
between urban design theories, social resilience type of borders and level of urban safety.

obrasci urbanog dizajna govore nam umnogome o svojim konceptima urbane bezbednosti:
od utvrđenja do umrežavanja; otvaraju pitanja o tome kakav nam je urbani dizajn danas
potreban kako bi se različiti kulturni obrasci integrisali u svakodnevni život grada, obezbeđujući „samokorekcije“ u njegovom ponašanju u cilju rezilistentnosti na bilo kakvu vrstu
brutalnih činova u urbanim prostorima, kao obezbeđenja kvaliteta mesta na svim njegovim
prostornim nivoima od makro- do mikrourbanog dizajna. Rad razmatra urbanu bezbednost
sa aspekta vrsta granica u urbanim paradigmama, a naročito u urbanom dizajnu pod pretpostavkom da integralni/kooperativni urbani dizajn može obezbediti adekvatan nivo otvorenosti kako u cilju povećanja rezilistentnosti na bilo kakav oblik nasilja. Stoga će se istraživanje osloniti na koncept rezilijentnosti, sistemsko urbanističko planiranje, teoriju socijalnog kapitala kao produktivnu gradsku snagu koja povezuje urbanističku formu i morfologiju, uzimajući u obzir različite teorije urbanog dizajna: prostornu sintaksu, sliku grada,
arhitekturu i disjunkciju, kao i kooperativan urbani dizajn. Cilj rada je da rasvetli odnos između vrste društvenog kapitala, tipa granica koje produkuje i urbanog dizajna, što će rezultovati klasifikacijom relacija između teorije urbanističkog dizajna, tipa socijalne rezilistentnosti, vrsta granica granica i nivoa urbane bezbednosti., The main purpose of the formation and existence of cities is clearly the provision of
security for the city inhabitants at all levels. The city is essentially over the history in fact
primarily a security system. Without the existence of the security dimension of the city
would lose the purpose of their existence and importance as well as the attractive forces.
Safety of the city began with the pursuit and choice inaccessible and hard to reach locations to accommodate any urban system, through the construction of protective fencing
– construction claims about the defensive wall around the fortress city, through strictly
controlled entry into the city and strictly controlled entry into the city, conditioned by
giving status “citizen” or groups of individuals, families, certain layers. Only from the moment when the city begins the expansion of its walls is beginning to introduce the
absoluteness of achieving security of the closed security system. Since then, beginning to
“establish” model various types of safety systems, that is, the formation of dispersed security model cities that were characterized by the mutually recognized by the concept of
the realization of operational safety. In this sense, the goal of this study is to identify the
relationships between the impact of the security system on the formation of conceptual
development model cities that were created and changed through time as a consequence
seen attempt to search for an answer to what kind of security measures and systems
(methods, methods and models of security have a crucial impact on the composition and
the development of cities of the future. in this context, we can preliminarily identify the
following scale model of “security of cities”, which are themselves built into special
security systems which at the end of the debate, originated in fact from these models. At
this point we can observe the following models security of cities:
• controlled cities,
• age-segregated cities,
• institutional security-controlled cities,
• open cities,
• cultural and educational cities,
• market-development concept of security of cities,
• managing security and development towns,
• production-creative concept of the city,
• smart cities,
• computer-based security cities.
City as cultural artefact has a primal role in ensuring safety for its citizens and resources
from or for it is built. Either it cherishes the blood routs of our tradition or the products of
our civilisation both with the resources that are crucial for human survival and progress.
The morphological patterns of city design tell us a story of its concepts of urban safety:
from fortification to networking, opening questions on what kind of urban design do we
need today in order to integrate different cultures into city and everyday life, and do “self
corrections” in order to be resilient to any kind of brutal acts in urban space as well as to
ensure quality of place on all its spatial levels from macro- to micro-urban design. The paper discusses safety from the aspect of borders in urban paradigms, especially in urban design, assuming that the integrated urban design can provide an adequate level of openness
and closure in order to be resilient to any kind of crime. Therefore, it leans on resilient concept, systemic urban planning and urban design theories, theory of social capital as a productive city force making linkages to its urban form and morphology, taking into account
space syntax theory of urban design, image of the city, architecture and disjunction, as well
as participative urban design. The aim of the paper is to enlighten the relation between the
type of social capital, bordering and city design, resulting in classification and relation
between urban design theories, social resilience type of borders and level of urban safety.",

management of city development. The question on who decides on city development opens a discussion on ways
and disciplines on its mapping. In other words the main issue is related to the source of knowledge, information and

The research will consult two dominant paradigms in city development: collaborative and positivistic-rational in order
to track the ways on its mapping in Castell's network society. The main hypothesis is that mapping today is an artistic
thing in regards to Forester's dilemma on future of urban planning and development. Hence, we need art to integrate
different, more particular, worlds of the city using technology as an instrument of the process of integration. The
hypothesis will be elaborated using theoretical comparison as well as case study of TIS development in City of Niš
developed and implemented during UN-Habitat Settlement Integration Refugees Programme in Serbia, which was
developed over the five years together with relevant stakeholders.

The Routes of digitalization: a runaway city?

AB  - We live in informatics society in which we are slowly, but certainly, reaching new limits of digitalization mainly using communication between people through different ICT networks: mobile phones, Facebook, social networks, etc. Today, entire Earth, regions, cities, settlements, etc. can be observed through Google. Data bases of every living person is being formed using possibilities to “track” every individual in space and time. Flows of financial capital are also being digitalized: individuals by using credit cards, on/line transactions, etc. and in banking systems global on-line transactions. Everyday goods such as food, clothing, etc. can be ordered through portals on the internet. Even various study courses and schools are being organized via internet.

The real world (space, people, money, knowledge) are digitally being moved into virtual space. Here arises the question: To which space dimension is this process of digitalization taking us? This main research question will lead the paper discussion opening basic dilemmas: (1) Will real life slowly move to virtual world? (2) Is the dematerialization of spatial and urban systems reaching its limits? (3) Shall and what kind of usage we will have for virtual world? Especially in relation to city development, including the possibilities of estimating developmental options as well as in perceiving the effects of certain decisions in real life.

The main goal of the paper is to give answers to above disposed questions as well as to prove the thesis that we have a great range of influence and possibilities on the new meaning of urban development that is transforming into digital sphere, claiming that we will not have a runaway digital city, but the opposite: the city which digitalization will give a new meaning and possibilities for its re/creation.

become multileveled interfaces between material and digital realms of urban reality. The process
of technological upgrading continuously reinforces an assemblage of generated spatial
segments, providing a connecting web for redefined urban landscapes. Composed of tangible and
intangible urban segments, they are exposed to numerous environmental and social challenges of
the 21st century - from global warming to social injustice and inequality. Searching for the best
solutions, the concept of digital city and the framework of creative city have been highlighted and
analyzed by different authors, but their efficiency and success have to be tested and verified by
generations to come. Considering the current condition, this paper will inter-relate the digital and
creative/innovative urban platforms in order to define possible areas of multidisciplinary
crossover. The merging of ideas and tools, perceived as a new opportunity for increasing the
resilience and adjustability of urban environment in the age of climate change, will be discussed
on a level of information networks and their influence on urban space and community.

Regarding globalization, most authorities claim that urban planning and design are in paradigm crisis. The crisis is an announcement for paradigm shift that is in contemporary theoretical and conceptual frameworks. They give hope for the ‘light at the end of the tunnel’. Their common groundings are: ‘soft and hard infrastructure’; ‘agencies and structures’; ‘power to’; ‘new rationality’, ‘common sense’; ‘communicative action’; and ‘integrative development’. The purpose of the research is to discuss possibilities of teaching method ‘Integrative urban design game’ for soft urban regeneration, elaborating it with respect to the crisis in specific context of building bridges among academia and local communities regarding various teaching approaches. The method was innovated at the Faculty of Architecture in Belgrade and tested in Bač community. The hypothesis is that the method provides soft infrastructure for urban regeneration in local communities. The research will result in a form of principles the game should be grounded on, using participative mimicry model of present and future place for overcoming paradigm crisis. Methodological approach is based on theoretical comparison, case study, and questionnaires among stakeholders. [Projekat Ministarstva nauke Republike Srbije, br. AB  - Cities are challenged with constant changes. Unpredictability is a product of multilevel
changes implying new thinking of city development and place making process. New
thinking is related to theory of decision making, according to which we have to
develop plenty ways of city development to be in a position for travelling along and
across the ways. Therefore, we need new technologies to generate and evaluate the
ways, so we can be proactive in city development and place making. The paper will
discuss pros and cons of using new technologies in the process assuming that the
technology per se is not an instrument for place making. Research thesis is that
integration between new technologies, interdisciplinary and social knowledge is
necessary to generate and evaluate appropriate ways. In line with this, the ways
should be agreed in various social arenas, lining on new technologies as a support for
data gathering, producing new information for discussion and clarification, using
different diagrams, graphs, charts, reports and thematic maps for analysis of city’s
places and generating consensual ways for improving them or create new ones.
Therefore, the aim of the paper is to discuss the role of new technologies in city
development and place making in regards to decision making and place making
theory. The paper will result in a form of conceptual model for using new
technologies in city and place development. The method will use comparative analysis
of decision making and place making theory as well as students’ case studies that are
result of ten years work at the subject “The Future of the City”.
