Toward the ideas of the New European Bauhaus: the application of the digital tools in the University curricula

AB  - The education process in architecture and its allied disciplines represents the foundation for the
future design of the built environment. However, in spite of the continuous upgrading of knowledge
and experiences, it is often visible that there is a certain lack of awareness regarding the shifting
focus of design pedagogy, especially in the university environment. Consequently, the new insights
have become a necessity, promoting critical thinking and inquiry, creativity and innovation, research and investigation. Simultaneously, collaboration, civic engagement and technical competences have become highly valued and promoted as the preferable qualities of contemporary design-related pedagogy.
The project-oriented approach, applied during the master course Sustainable City conducted at the
University of Belgrade - Faculty of Architecture, represents one of the examples of the preferred
improvements, adjusted to the recently promoted concept of the New European Bauhaus Paper. The curriculum supports students` work, while the final outcome represents the so-called Civil Initiative Project Proposal, targeting different, up-to-date competitions and publicly announced calls. Due to the technological upgrading which allows the use of the online teaching tools, the end results are uploaded into the Teams platform, creating the Civil Initiative Project Proposal Catalog. This specific database provides the possibility for the active involvement in the planning practice, gathering the ideas, knowledge and experiences which might be used in different situations, solving the problems of urban communities.

AB  - The paper discusses a relationship between the neoliberal forces shaping
contemporary urban transformations and the social sustainability of recent regeneration
projects focused on urban heritage. Analysing two post-transitional cases, based on two
different approaches, the paper will provide an insight into the dominant processes influencing
both practices, as well as their anticipated/announced social sustainability and its achieved
level.The first case is from Serbia - the Power Plant "Power and Light‖ - which was the first
one generating alternating current in Belgrade. Located in the Dorcol area, this ex-industrial
setting is situated close to the city center. Since 2005, the entire area has undergone a
significant transformation into a luxurious residential and commercial complex, initiated by
private investors and directed by city authorities in order to change the previous urban
image.The second case, the Contemporary Art Center in Plovdiv, Bulgaria, represents different
approach. Created in 1997, the center is a non-governmental organisation of public interest. In
1995 the Municipality of Plovdiv obtained the right to locate the center within the remains of
the ancient baths of Rome, which were rebuilt under the Turkish Empire. As the 16th century
monument, the building belonged to the municipality and in 2004, the three-year period of
support started, provided by the association Art Today (the Swiss cultural program), as well as
the National Heritage Fund in Bulgaria.The analysis will be based on the selected principles of
social sustainability, simultaneously highlighting the problems of heritage (re)use and
regeneration in a challenging global environment of uncertain financial flows and shifting local
governmental priorities, which could put on hold or totally ignore the aspect of social
sustainability.

Opportunities for the Transformation of Border Towns into Sustainable Systems in the Republic of North Macedonia by Applying the Integral Theory

AB  - The contemporary urban functioning of cities requires adaptability and progressive development guided by the Sustainable Development Goals (SDG) that can be adjusted to local circumstances and needs. Currently, the small border towns in the Republic of North Macedonia (RNM) are facing numerous problems on social, economic and ecological levels (e.g., economic inequality, the unemployment and social isolation of citizens, the insufficient implementation of planning documents, the inadequate physical and functional structure of public spaces, the lack of environmental plans, improper waste management, etc.), which have influenced the efficiency and sustainability of their systems. Therefore, urban transformations are necessary due to the alarming reduction in the working-age population and the general stagnation which these towns experience. The aim of this article is to define possible solutions and recommendations for the ongoing urban challenges and transformations based on the performed analysis of the primary data sources, especially targeting the psychological and behavioral levels of identified problems, the culture of living and the management policies of local governments. The main research method used in the study was the AQAL method (all quadrants, all levels), which provided a comprehensive perspective of the current urban problems and conditions combined with a comparative analysis within an integrated framework. The application of these methods enabled the identification of the specific problems in the border towns, as well as the means and capacities for solving them, while simultaneously addressing the shortcomings and opportunities for urban renewal. By understanding the different viewpoints provided by the AQAL method, local governments, planners and policymakers can create adaptable urban models that can accommodate and overcome future changes and obstacles generated by contextual limitations. The obtained research results represent a starting point for the development and improvement of local sustainability through the advancement of economic innovations, environmental practices and social relations. Furthermore, specific recommendations are provided, directly and indirectly targeting the specificities of the selected towns, their urban development and management, as well as their future environmental and social sustainability.

AB  - Posle nekoliko razornih talasa kolere u Londonu tokom 50-ih i 60-ih godina 19. veka,
izvršeni su veliki infrastrukturni radovi na izgradnji kanalizacije, čime je epidemija konačno
zaustavljena. Ser Džozef Vilijam Bazaldžet je u to vreme bio glavni gradski inženjer u
Metropolitan Board of Vorks (MBV) koji je projektovao i nadgledao izgradnju sistema koji
je transformisao London i njegovu suprastrukturu, odnosno njegovu vidljivu izgrađenu
morfologiju. Medicinsko znanje u kombinaciji sa novim inženjerskim pristupom projektovanju
urbane infrastrukture omogućilo je dalji napredak londonske tipologije objekata. To
su bili sanitarni uslovi koji su diktirali ovu transformaciju. Od tada je ideja sanitarnog grada
uvek bila jedan od osnovnih principa i preduslova za poželjan urbani razvoj. Danas, tokom
pandemije COVID-a, koncept sanitarnog grada dobio je novi značaj. Kakva nam je danas
potrebna urbana infrastruktura koja bi bila efikasna u kontroli sadašnjih i budućih pandemija?
Možemo li kombinovati medicinsko znanje sa tehnološkim i ekološkim inovacijama u
dizajnu i izgradnji kako bismo naše gradove pretvorili u urbane prostore koji bolje odgovaraju
na izazove pandemije? Šta možemo naučiti iz iskustva viktorijanskog Londona i koje su
nove perspektive u planiranju modernog sanitarnog grada? Verujemo da nas u budućnosti
očekuju novi veliki infrastrukturni radovi, ovoga puta sa zelenom infrastrukturom u glavnoj
ulozi. Zelenilo u vidu rešenja zasnovanih na prirodi pokrenuće novi napredak ka zdravom i
održivom gradu.
AB  - After several devastation waves of cholera in London during the 50s and 60s of the 19th
century, large infrastructural works were carried out on the construction of the sewage
system, which finally stopped the epidemic. Sir Joseph William Bazalgette was at the time
the Chief (Municipal) Engineer to the Metropolitan Board of Works (MBW) who designed and
oversaw the construction of the system that transformed London and its suprastructure i.e.
its visible built morphology. Medical knowledge combined with new engineering approach
to urban infrastructure design has enabled further progress of London building typology.
It was the sanitary conditions that dictated this transformation. Since then, the idea of a
sanitary city has always been one of the prime principles and precondition for desirable
urban development. Today, during the COVID pandemic, a sanitary city concept gained new
significance. What kind of urban infrastructure do we need today that would be effective
in controlling current and future pandemics? Can we combine medical knowledge with
technological and ecological innovations in design and construction in order to transform our
cities into urban spaces that have a better response to the challenges of pandemics? What
can we learn from the experience of Victorian London and what are the new perspectives
in planning a modern sanitary city? We believe that new grand infrastructure works await
us in the future, this time with green infrastructure in the leading role. Greenery in the form
of nature based solutions will initiate new progress towards a healthy and sustainable city.

AB  - This paper describes the process applied in the course named Sustainable City (University of Belgrade - Faculty of Architecture, 1st year of master studies) which directly influences its design and further upgrading. By introducing the students’ participation, the curriculum supports their research work which is divided into two phases: reflexive and creative. 
The first, reflexive phase is focused on the problem analysis targeting the sustainable urban transformation processes. Through the examples selected by students a number of specific urban problems related to different aspects of sustainability are identified and described, as a practical contribution. The second, creative phase introduces the students’ proposals and recommendations for improving the urban environment, tested through a development of a small pilot project (representing the final outcome - exam). Through these two phases students verify their ability for preparing proposals for various research projects and grants, aiming at the desirable transformations of cities via affordable solutions.
The design of the course curriculum also enables students to understand the genesis and an impact of sustainable processes on urban development, creating the basis for the knowledge application in both urban planning and design. Simultaneously, this participative approach influences the elaboration of an iterative process in which students provide inputs, i.e. the desirable research topics for curriculum improvement, later included into an updated and upgraded version of the course, implemented in the following school year. The results suggest that through an inclusive learning process, a culture of proactively envisioning a sustainable alternative future is emerging. Most importantly, student participants show their commitment as the agents of potential change to create alternative environmental values and sustainable behavior.

AB  - The power plant “Power and Light” (1932, Belgrade) was the first one to generate alternating current in Serbia. Situated along the Danube river, it represented a part of an industrial area positioned in the Dorćol neighborhood, close to the urban core. Since 2005, the whole area has been exposed to a significant transformation into a luxurious residential and commercial complex, triggered by the intentions of private investors and directed by the ideas of changing city authorities. Considering the unpredictable local context created by the dominant post-socialist transitional economy, the article focuses on the sensitive relationship between the social sustainability of the ongoing urban regeneration plans and the emerging neoliberal forces targeting the areas of industrial heritage. Consequently, the case of the Dorćol ex-power plant and the anticipated changes in its urban surrounding are analyzed according to the selected principles of social sustainability. Revealing numerous controversies, both on the level of preferred urban policies and their questionable application, this case addresses the problems of heritage (re)use and regeneration in an environment of fast-shifting governmental priorities and financial flows, with reduced receptivity to sustainable solutions.

Rising the Significance of Green Infrastructure in Belgrade, Serbia: Pedestrian and Bicycle Mobility Changes during the COVID-19

AB  - The response to the COVID-19 pandemic brought about significant changes in urban mobility and the city usage patterns. This paper elaborates the effect of lockdown measures on the pedestrian and bicycle use of urban green spaces in Belgrade, Serbia (May 6 - September 29, 2020). Mobile Limitless Application and bicycle counters data from thousands of pedestrian and bicycle users were used to detect spatial and temporal changes in activities. It is estimated that outdoor pedestrian activity increased by 23% from the beginning of COVID-19 safety measures implementation, compared to an average detected during the last 2 years in the same time frame. Both pedestrians and cyclists intensified activities on lanes within green areas or along them. Finally, pedestrian and bicycle mobility have increased in urban parks, peri-urban forests and riverbank pedestrian lanes, emphasizing the importance of access to green open spaces, especially during the COVID-19 distress.

networks and climate change, discussing the emerging ideas, and concepts related to the increasing use
of information networks in the process of climate adaptation and mitigation. Emphasizing the strategic
role of both digital and material information flows, supported by ICT tools, the chapter focuses on two
main domains of data exchange and knowledge transfer: the public communication of climate change
and the connectivity and interaction within (r)urban hybrid systems. Underlining the issues of effectiveness, accessibility, and low-carbon outcomes of synergic (r)urban reactions to climate shift, recent environmental and technological trends are considered in accordance with the preferred spatio-functional

AB  - In this article, we consider possibilities to apply green infrastructure as an urban planning approach that provides polyvalent space for ecosystem services and human well-being and evaluates their impact on the city (re)generative space of biophilia. Two residential areas in Belgrade (block 45 in New Belgrade and Savamala neighborhood in the old city center) will be used as the focus of the research presented in this article. Even though they are characterized by different ecological, urban, morphological and social characteristics, they share direct contact with Sava River. AB  - The 20th century brought about major social challenges related to civil and human rights, triggering changes in urban environments and gradually adjusting the spatial and functional performances of cities to the needs of all users. In this article, the concept of Universal Urban Design (i.e., “Design for All”) is regarded as a sustainable placemaking process which enables the higher accessibility and usability of cities for all people, regardless of their age or (dis)abilities. The pilot project “Creating Accessible Pedestrian Corridors by the Limitless GIS Application” conduced in Serbia from 2017 to 2019 by the Faculty of Architecture at the University of Belgrade and the Non-Governmental Organization (NGO) Limitless proposes an innovative approach to urban design. Based on information and communication technology (ICT) adaptation, it is focused on the alternative concept-design of buildings, provision of ICT-based infrastructure, socioeconomic integration of all users, and ultimately on overall urban sustainability. The main outcome of the project was the development of a Geographic Information System (GIS) android application and an e-platform for adaptive placemaking. The project also provides a set of accessibility criteria based on Universal Urban Design, criteria that enable the mapping of locations based on the type of use, a set of recommendations for identified problems, as well as a brief analysis of the latest technological solutions for overcoming detected physical barriers. The Limitless GIS android application differs from the existing ones since it primarily identifies two target groups: (1) people with disabilities who could upload necessary data by established criteria; and (2) employees in the public sector (city authorities and municipalities) in charge of planning alternative routes and setting priorities and investment costs based on the identified problems. Pilot results of the project have revealed that in the current Serbian practice, there is still a lack of planned, consistent and continuous movement routes in urban areas. Terrain configuration represents a serious limitation for people with disabilities, while lifting platforms are recognized as a better solution than ramps (both for paraplegics and quadriplegics), due to their higher efficiency and minimized spatial requirements. Therefore, the android application and e-platform presented in this article contribute to the detection of actual problems at the local level as well as to the overall improvement of planning/design practice in Serbian cities

AB  - The consequences of climate change have already affected European urban areas, as numerous researches show that intense urbanization leads to degradation of natural habitats and reduction of biodiversity. Scientific findings on ecology and climatology, as well as global and national policies requires a shift of the planning process towards the development of urban adaptable ecosystems. In this article, we look at possibilities to apply green infrastructure as urban planning approach that provides polyvalent space for ecosystem services and human well-being. Focus of the research presented in this article are Block 45 and 70 in New Belgrade and Savamala neighborhood in the old city center. Even though they are characterized by different ecological, urban, morphological and social characteristics, they share direct contact with Sava River. Therefore, the adaptive potential of these spatial segments will be the subject of the analysis presented in this article, and the emphasis will be on applying biophilic design within the integrated network of green infrastructure.

AB  - This paper considers recently introduced teaching methods at the University of Belgrade - Faculty of Architecture, conceptualized as a response to the issues of climate change and environmental awareness. The courses Urban structure (conducted on the 2nd year of bachelor studies during year 2013/14) and Studio Project 4 (the final year of Bachelor studies 2012/13) are used as examples of this practice. The paper also attempts to review the results of different curricula, i.e. the working strategies applied during the teaching process, providing an insight into the possible directions of the architectural/planning education, formulated according to the latest priorities defined by various referential institutions (e.g. RTPI, EDUCATE – Framework for Curriculum Development Environmental Design in University Curricula and Architectural Training in Europe).
The survey conducted in selected courses compares students’ acquired and experiential knowledge, evaluating their ability to understand a set of problems related to urban resilience and environmental awareness in the context of climate change. One of key findings is that in alternative teaching methods students are faced with the problem that they have to understand completely, which motivates them to disclose relevant knowledge, without pre-determined recipes, and generate creative solutions to identified problems.

AB  - У складу са мерама и активностима које су дефинисане нацртом новог Акционог плана за спровођење Стратегије унапређења положаја особа са инвалидитетом у Републици Србији за период до 2020. године, пројектне активности су усмерене на анализу и креирање амбијента који ће ефикасно и економично омогућити имплементацију концепта универзалног дизајна - „Дизајн за све“ и тиме Србију сврстати у Европске земље које воде одговорну социјалну политику у сфери приступачности физичког окружења. Проблем отежане приступачности физичког окружења особама са инвалидитетом свакодневно представља велики изазов при кретању и коришћењу јавних објеката и јавних површина. Сведоци смо да велики број јавних установа нема адекватну инфраструктуру која би задовољила основне стандарде у погледу физичке приступачности за особе са инвалидитетом. Неопходан је одржив континуитет у отклањању физичких баријера и побољшања приступачности за све. Мултиструктурални приступ у решавању проблема је незаобилазан оквир у којем се треба посматрати проблематика трајног отклањања свих видова баријера у друштву, између осталих и физичких баријера. Концепт приступачности „Дизајн за све“ подразумева сагледавање свих мањкавости и снага у посматраном физичком окружењу. У том смислу, неопходан је механизам за континуално прикупљање и лако читљиво јавно публиковање евиденције свих критичних тачака које угрожавају безбедно и функционално кретање особа са инвалидитетом и других осетљивих категорија становника.
Излазни резултати и закључци самог пројекта сублимирани су у Студији о приступачности, која представља документ од националног значаја. Од пресудне важности за ефективност резултата пројекта био је научни приступ у утврђивању методологије за евидентирање структуралних карактеристика приступачности физичког окружења. Анализа тренутног стања приступачности физичког окружења експериментално је спроведена на карактеристичним локацијама у Београду, Новом Саду и Нишу. У пројекту су учествовали представници Архитектонског факултета Универзитета у Београду, професори, асистент, и студенти архитектуре из градова на чијим територијама се пројекат реализује. За потребе мапирања локација осмишљена је методологија и израђена бесплатна е-платформа за прикупљање и анализу података, која ће у будућности бити на располагању и другим локалним самоуправама у Србији. Прикупљени подаци о приступачним и полуприступачним локацијама за територијалне области где је спроведено пројектно истраживање јавно су доступни.

AB  - Climate change has become one of the biggest challenges for the sustainable
development of cities - the rapid urbanization, marking the late 20th and the beginning of
the 21st century, has highlighted cities as main arenas for testing and addressing the
effects of climate change. Due to their complexity, the cities generate their own
(changeable) logic, which affects their physical, functional and social structure. Constantly
"revisioning" and upgrading their strategic orientation, urban areas are integrating the
concept or resilience into their sustainable development goals. In order to meet the needs
of each city, local contextualization forms a distinctive framework that enables them to
resist and adapt to present and future climate challenges. Nevertheless, the recent concept
of resilience includes not only the climate change issues, but broadens it to general
principles of "sustainable" topics: economical, social, and environmental.
The focus of this paper is on the sustainability-resilience relation in strategic orientation
of cities. By examining the best practices in formulation and implementation of resilience
strategies, the aim is to define how cities perceive, adjust and (re)act to current climate
change issues while applying the holistic approach. The emphasis is on locally specific
context, particularly Belgrade, that, in spite of facing numerous socio-economic obstacles, is
trying to implement the general resilience goals and meet the sustainable demands,
simultaneously showing that less developed cities have the capacities to follow the global
trends.

abstract = "Climate change has become one of the biggest challenges for the sustainable
development of cities - the rapid urbanization, marking the late 20th and the beginning of
the 21st century, has highlighted cities as main arenas for testing and addressing the
effects of climate change. Due to their complexity, the cities generate their own
(changeable) logic, which affects their physical, functional and social structure. Constantly
"revisioning" and upgrading their strategic orientation, urban areas are integrating the
concept or resilience into their sustainable development goals. In order to meet the needs
of each city, local contextualization forms a distinctive framework that enables them to
resist and adapt to present and future climate challenges. Nevertheless, the recent concept
of resilience includes not only the climate change issues, but broadens it to general
principles of "sustainable" topics: economical, social, and environmental.
The focus of this paper is on the sustainability-resilience relation in strategic orientation
of cities. By examining the best practices in formulation and implementation of resilience
strategies, the aim is to define how cities perceive, adjust and (re)act to current climate
change issues while applying the holistic approach. The emphasis is on locally specific
context, particularly Belgrade, that, in spite of facing numerous socio-economic obstacles, is
trying to implement the general resilience goals and meet the sustainable demands,
simultaneously showing that less developed cities have the capacities to follow the global
trends.",

AB  - This article gives an insight into the problem of climate change awareness in the process of architectural education. The course Urban Structure at the University of Belgrade, Faculty of Architecture, is used as a case study that reveals a sensitive relationship between the university curriculum, teaching methodologies, students' experiences/obtained knowledge and the local background. The course included Problem Based Learning method in order to increase applicability of up-to-date knowledge on climate change. The results were tested before and after taking the course, via survey based on the semi-open type of questionnaire, distributed among 246 course attendees. The testing was conducted twice, during the school years 2013-2014 and 2014-2015. The comparison between the knowledge acquire via theory (the test results provided at the beginning of the course) and the knowledge obtained by Problem Based Learning (the results obtained after the course ended) confirmed the increased level of student's awareness of environmental problems, as well as the extended scope of their ability to respond to occurring problems caused by climate change. Furthermore, the results obtained by a questionnaire are used for setting of new educational guidelines.

AB  - The paper is focused on the relationship between urban and rural settlements, established via information networks
and oriented towards climate change adaptation and mitigation. The first part of the paper provides a review of
emerging ideas and innovations related to the (un)conventional use of information networks in reducing the
consequences of climate change, while the second part examines the strategic role of networks in the exchange of
data and knowledge. Two levels are especially emphasized - the domain of public communication of climate change,
and the level of connectivity within (r)urban hybrid systems (i.e. their effectiveness, accessibility and low-carbon
outcomes). In accordance with recent environmental and technological trends, as well as the possible spatiofunctional
flexibility of (r)urban hybrid settlements, the paper indentifies and analyses three areas of networks
applicability, targeting main challenges of the anticipated climate-friendly development - human behaviour, ecological
awareness and general efficiency.

AB  - The main idea of this paper is to highlight the spatial and morphological potential of smaller settlements in Vojvodina, for their adaptation and transformation according to the principles of sustainable urban form and the concept of 'green' city. Because of its specific combination of rural and urban characteristics, both functional and morphological, the attribute 'rurban' is assigned to these settlements in the paper, stressing the importance of this duality in terms of their ecological transformation, but also their impact on the sustainability of the entire network of settlements in Vojvodina. Spatially-morphological resources of sustainability of 'rurban' settlements were observed in several spatial levels, and their importance at the level of a regional network of settlements is examined, as well as urban matrix and the level of the building plot. All of that was done in order to analyze and apply theoretical concepts of sustainable urban form for multiple spatial level, with emphasis on regional and local. From the perspective of urbanism and architecture, the possibilities for spatial-morphological adaptation of rural settlements were explored in order to respond to the needs of the population whose life requires a more 'urban' than what the villages are offering today. .
AB  - Osnovna namera ovog rada je da se ukaže na prostorno- morfološki potencijal manjih naselja u Vojvodini, radi njihove adaptacije i transformacije po principima održive urbane forme i koncepta 'zelenog' grada. Zbog svojih specifičnih kombinovanih ruralnih i urbanih karakteristika, kako funkcionalnih, tako i urbomorfoloških, ovim naseljima je u radu dodeljen atribut 'rurbana', čime se ukazuje na značaj ovog dualiteta u pogledu njihove transformacije, ali i njihovog uticaja na održivost čitave mreže naselja u Vojvodni. Prostorno-morfološki potencijali održivosti 'rurbanih' naselja posmatrani su kroz više prostornih nivoa, a u radu je ispitan njihov značaj na nivoima regionalne mreže naselja, urbane matrice i na nivou kuće i parcele. Osnovni zadatak rada je, dakle, da ispita mogućnosti rešavanja navedenih ekoloških problema i potencijale da se prostorno-funkcionalna svojstva manjih urbanih i ruralnih naselja u Vojvodini transformišu, tj. da se iskristališe njihova nova 'zelena' komponenta. Sve pomenuto vršeno je u cilju analize i primene teorijskih koncepata održive urbane forme za više prostornih nivoa posmatranja, sa akcentom na regionalnom i lokalnom. Sa aspekta urbanizma i arhitekture, istražene su mogućnosti da selo adaptira svoje prostorno-morfološke obrasce potrebama stanovništva čiji način života zahteva više 'urbanog' od onog što selo danas pruža.

AB  - Problem koji se u ovoj knjizi istražuje u domenu je kreativnog upravljanja razvojem grada, odnosno uspešnog sprovođenja evaluacije u planskim predlozima i arhitektonskim rešenjima, u cilju provere mogućnosti za postizanje efektivnije procene mogućih alternativa razvoja. U knjizi je dat pregled novijih metoda stručne procene alternativa razvoja grada, radi procene efekata i pripreme odluka za odgovarajuću optimizaciju lokacija i aktivnosti u planovima i (mega)projektima. Ovo odlučivanje posmatra se kroz istraživački poligon više studija slučaja planova revitalizacije napuštenih industrijskih kompleksa. Aktivnost evaluacije planskih alternativa u knjizi se prethodno ispituje kroz društvenu teoriju, tj. identifikaciju materijalnih i nematerijalnih interesa pojedinaca i interesnih grupa kojima oni pripadaju, na osnovu iskustvenih saznanja u oblasti planiranja i projektovanja. Pretpostavka je, međutim, da je to neophodno činiti i na osnovu saznavanja vrednosti kojima su vođeni učesnici tokom procesa planiranja i projektovanja, a koje su podložne promenama. Stoga se ovde planiranje i projektovanje posmatraju i kao procesno orjentisani i kao proizvod / rešenje. Zadatak ove knjige je da ukaže na metode i rezultate ispitivanja različitih načina stručne evaluacije alternativa razvoja grada – procene predloga planskih intervencija, u cilju postizanja tačnijih procena o mogućim dobitima i gubicima aktera, koji bi se mogle desiti nakon implementacije plana ili projekta u gradsko tkivo.
Rezultat istraživanja u knjizi jeste i prikaz tehnika procene alternativa planova i projekata, u cilju smanjenja konflikata i ravnomernije preraspodele efekata planskog rešenja na pojedinačne stanovnike grada. Međutim, pošto je dobru evaluaciju, kao rezultat etike, nužno izvesti iz analize ljudske prirode, okolnosti u gradu moraju da se posmatraju onakve kakve su stvarno, a ne kakvim želimo da ih vidimo. Iz svega ovoga proizilazi ideja slobodne inicijative i nemešanja države u privredne tokove, što svakako spada u elemente aktuelnih društvenih reformi i čini ovu knjigu upotrebljivom.

AB  - The importance of problems caused by global warming and increased GHG emissions have been recognised by the international community which responded to this challenge through a growing number of studies, agreements and policies dealing with climate change prevention, mitigation and adaptation. The shift to green economy is confirmed as the highest development aim, while establishing a balanced relationship between environmental policies, economic efficiency, technological upgrading and behavioural transition is one of main global assignments of our epoch. The importance of knowledge and innovations is also emphasised, while their availability, diffusion and exchange represent a key-reinforcement of green transition, especially in societies which are facing severe economic, social and environmental problems caused by sensitive local circumstances. The case of Serbia, which is the focus of this article, presents one of possible paths towards climate change adaptation, conditioned by more than two turbulent decades of the recent history of the country. Since democratic changes in 2000, environmental issues have become visible on institutional (governmental) level - through introduction of new environmental laws, research funding, preparation and implementation of specific documents or strategies, and on non-institutional (non-governmental) level - as different environmentally focused initiatives, usually supported by international, regional or local funds. However, on both levels information networks represent an inevitable structural ingredient, which enables a sustainable and locally adjusted approach to climate adaptation. Following global trends, information networks in Serbia are mainly used in the domain of public communication of climate changes, covering three major thematic areas of climate adaptability - human behaviour, ecological awareness and general efficiency. Considering all these specificities, the article provides a review of detected practices related to the use of information networks in climate change adaptation on both global and local level, stressing the possible benefits and limitations in the context of Serbia. The first part of the article introduces a global background of the problem of climate adaptation, summarising major environmental trends, research problems and policy responses, and emphasising the relation between climate change and urban(ised) environment. The second part is dedicated to the case of Serbia, focusing on three aspects - general condition of the environment, the legal framework and the perception/recognition of urban context and its environmental effects in recent development documents. Upravljanje saznajnim procesima u edukaciji arhitekata: razumevanje i kreativno rešavanje problema klimatskih promena

AB  - Ovaj tekst je usmeren ka istraživanju modela za realizaciju nastave za studente arhitekture u okviru problematike klimatskih promena. Pošlo se od pretpostavke da modeli interaktivnog (adaptivnog, generativnog i problemski orijentisanog) učenja povoljno utiču na promene u strukturi znanja studenata. U ovim metodama edukacije naročito su značajne dve komponente saznanja: kognitivna (intuitivna) i bihejvioristička (iskustvena), i one bitno utiču na uspešno razumevanje fenomena i kreativno rešavanje problema klimatskih promena. U radu je opisan model učenja na predmetu Urbana struktura na drugoj godini osnovnih akademskih studija Arhitektonskog fakulteta u Beogradu, a koji je od 1989. godine razvijala prof. dr Nada Lazarević Bajec. Sa aktuelizacijom teme uticaja klimatskih promena na prostorni razvoj i uključivanjem Arhitektonskog fakulteta u istraživačke projekte na ovu temu, od školske 2011/12. godine u postojeći model nastave se uključuje i aspekt klimatskih promena.
Nakon analize dobijenih rezultata studentskih radova, može se zaključiti se da je u obrazovanju arhitekata za rešavanje problema klimatskih promena nužna primena alternativnih pedagoških modela. Nezaobilazan aspekt je i iznalaženje načina za razvijanje posebnih oblika edukacije u vezi sa klimatskim promenama u zemljama u razvoju, među koje se ubraja i Srbija. Zato je fokus pomeren sa ex cathedra iznošenja znanja studentima na osposobljavanje za intuitivna i logička razmatranja i na kreativnost u prepoznavanju i rešavanju lokalno specifičnih problema.

AB  - При осавремењивању стручног приступа урбаном феномену, у едукацији архитеката указала се потреба да се град не посматра искључиво кроз обрасце физичке структуре, већ кроз призму активности, корисника- актера али и просторних и природних ресурса. Захваљујући дугогодишњем раду и несебичном ангажману проф. др Наде Лазаревић Бајец на Архитектонском факултету у Београду, на курсу под називом Урбана структура, студенти се од 1989. године уводе у детаљну анализу начина на који се урбани обрасци под различитим условима производе и користе.
Животна средина се на овом курсу посматра као компромис становника града и природних и стечених услова, где се покушавају задовољити конфликтни интереси и циљеви различитих учесника, појединаца и група: становника, инвеститора, стручњака, управе, политике итд. У последње три године, студенти се на предмету Урбана структура упућују на уочавање значајних проблема у контексту измењених еколошких фактора - климатских промена, те на изналажење креативних решења за адаптацију урбане структуре новонасталим променама у ширем контексту - животној средини.
Посебна вредност овог курса јесте иновативни, проблемски орјентисан рад студената, где се на специфичном задатом терену успостављају предлози и правила за одвијање активности и за употребу земљишта, без примене готових рецептура и преписаних решења.

AB  - Како професионално деловање урбаних дизајнера има веома важну улогу у обликовању насеља, потребно је размотрити сам процес рада који, кроз јачање локалног идентитета, повећава вредност урбаног подручја и на тај начин доприноси његовом економском развоју. Предлаже се истраживачки оријентисан приступ који неће бити заснован на решавању проблема већ поћи од истраживања могућности и ограничења развоја урбаних целина. Тако схваћен урбани дизајн преузима активну улогу у креирању развојне стратегије подручја.
Приступ урбаном дизајну у функцији културно одрживих решења, који је провераван кроз рад са студентима завршног семестра одновних академских студија на Архитектонском факултету у Београду, је пре свега вредносно оријентисан и усмерен на производњу места и стварање атрактивне урбане слике која ће помоћи да се препознају специфичности локалног културног пејзажа и одрже културни квалитети и карактер као инструмент креирања имиџа насеља у функцији развоја одрживог туризма. Овај приступ развија креативност комбинујући различите начине интерпретације и концептуализације просторних визија и циљева као и форму и карактер специфичних места који су у вези са предвиђеним новим развојем.

Instrumental rationality and contemporary reality: the needs for spatial standards in architecture

AB  - The essence of the problem considered in this paper, is recognized in deterioration of
public and residential space in the city, after the transition and deregulation of architecture and
construction in Serbia. This field is marked now by increasing lack of rules-expecially spatial
standards in the architectural praxis. The paper, thus, gives the answer to the following question:
why contemporary architectural practice in Serbia does not insist on standards for the design and
planning any more?
Architecture in the neoliberal context is principally engaged in improving profession, with the aim
to respond to market demands in consumer society. In this sense, it insists on distinctive position -
the ability of architect to convince clients in the unique forms of space produced by him. This
approach is commercial based – it corresponds to the demands of content/use, and results in
profitting. Since the production of space is powered by mighty individuals who tend to be unique
and to manifest the power, the use of spatial standards in architecture is not welcome any more.
However, neo-marxist orientation tries to revive the critical reflection of reality, and its main task is
to define the standards and types derived from the spatial context. It insists on the public areas and
projects, on comfortable housing, which will guarantee the integration in the urban fabric, as well
as the development of the social life of residents.
The uniqueness of both approaches, theoretical and practical, is the requirement that the profession
needs. A clear visibility of the objectives and method are needed for problem solving, in order to
overcome urban decline in space for clients. The wider population with common set of
criteria/standards should influence the architectural theory and practice. Finally, the both
ideological orientation mentioned are based on those who produce city space, not on those who
makes speculations with it.

AB  - This paper aims to review the various forms of state intervention in urban planning, and its purpose is to reconsider
guidelines for solving problems in cities, caused by climate change.
After World War II, urban planning was guided by centralized state management, in the scope of progress and social
justice. State intervention was recognized as an instrument for creating new models of the city spatial organization.
However, because of the new market conditions arising, the policies about Urban Development came in the focus again,
in order to control global influences, mainly climate change (the costs of construction, environmental pollution and
hazards). It is therefore necessary to return again to the public intervention in urban planning. This will not be easy,
because it has to be consistent with democratic freedoms; some of them should be strengthened, and some limited to
ameliorate the effects of climate change.
In conclusion, the set of general guidelines is expected, in order to translate the policy measures for climate change
mitigation, into the instruments urban development is controlled by. Therefore, the changes in defining of building codes
are expected, as well as the standards for energy conservation and land-use control (zoning, taxes and urban
regulations, etc.).
