Street frontage between socialism and neoliberalism – Case study Belgrade, Milutin Milankovic Boulevard

AB  - The paper focuses on the morphogenesis of street frontage, highly influenced by changes in planning and regulatory system, deepened by abandonment of socialist system and introduction of neoliberal concepts. The most intense changes are perceivable in the narrow street through densification, plot subdivision, increase of built and floor area ratio and change in land use. If the street frontage is observed both as a constructive element of the public realm and a dividing element between private and public ownership, these relations can be perceived as a critical aspects of the image and quality of place.
The focus of the paper is on the morphological profile of Milutin Milankovic’s boulevard in New Belgrade, taken as a axis of linear central activities. This research polygon provides ground for the analysis of urban form development, planned by modernistic principles in socialist period, and transformed in market oriented development manner.
The goal of this paper is to provide ground for spatial and temporal contextualization and offer understanding of urban tissue transformation over the time, using the space syntax model as an integral part of morphological studies. The synthesis of various methods in morphological research can provide a platform for better understanding of the existing built environment affected by socio political processes and needs of local residents and emerging businesses. At the same time, it could create a starting point for further improvement and development of the urban blocks located along the major streets.

AB  - This research aims to open up a discussion about former Yugoslavia’s heroic planning goals resulting from socialist regime established in the early 1950s. Strongly influenced by the socialist ideology, the increase of air traffic capacity and establishment of the airport network was one of the main objectives of the Yugoslav planning practice in the period from 1950 to 1980. Our main hypothesis is that although planning practice nowadays continues to emphasize the importance of the airport network, this network is still not established and single airports act as competitive parties and not as parts of the network.

Informality and cultural landscape in Belgrade Riverside

AB  - By considering regulations defined by laws, plans and decisions on different levels related to urban development of Belgrade riverside, specific conditions of privatization of land, changes in legislation and insufficiently defined planning procedures have been recognized, which reflect the informal practice of land use development. The example of such coastal areas can be found along the Sava and Danube riverside, including the illegal appropriation of the aquatory, which are regarded in this research as a specific practice of creating a unique cultural landscape. This practice reflects a spontaneous urban development of the riverside through the formal and informal establishment of temporary and permanent housing, numerous commercial and recreational activities in different scale along the 200km of Belgrade riverbank. The shaping of the cultural landscape of Belgrade riverside will be analyzed through the comparison of the advantages and disadvantages of different approaches to the ongoing riverside urbanization, which manifest the complex linkage between formal institutions, and members of the local community. The importance of closer examination of cultural, economic, environmental and spatial aspects of this process is in the recognition of indigenous building regulations and relations to the natural resources. The main goal of the research is to understand different levels on which this informal practice persists and to outline the possibilities for the improvement of the current planning of Belgrade riverbank through their institutionalisation.

AB  - This paper aims to open up a discussion about relations between former Yugoslavia's socialism and practice resulting from self-managing system established in early 1950s. Although this system was applied through a top-down approach, it implied,  at least allegedly, coordination, integration and democratic harmonisation of particular interests with common and general ones on local level. The paper will briefly review the history and concept of socialist ideology and consider the impact that it had on institutional arrangements evolution and planning practice in Serbia. It will then touch  on the role of ideology for urban planning process at the local level, understanding self-managing planning principles, their benefits, role and significance in planning practice.

Cooperative GIS platform for improving resilience to household risks - case study of Ada Medjica on Sava river in Belgrade

AB  - Flooding is estimated to be most serious possible potential shock for Belgrade due to heightened awareness after the
floods in 2014. Heavy rainfall and raised level of the rivers Sava and Kolubara in municipality of Obrenovac within the
City of Belgrade region, located 30 kilometers southwest of Belgrade’s city center, caused flooding in an estimated
90% of the urban area. Flooding greatly affected buildings, infrastructure and agricultural land, especially in the areas
situated along the Sava and Danube rivers. The floods had a particularly damaging effect on hygiene, public health
and water supply. The impact of flooding on the productive activities of agriculture, trade and industry and housing
negatively affected economic growth, with a corresponding impact on livelihoods, income and employment, and a
significant decline in living conditions in the affected areas. As a response to lessons learned from the flooding City
of Belgrade identified several priorities. Except the necessity to conduct a comprehensive Belgrade Risk Assessment
and establish flood prevention systems and systems for mitigation of post-flood environmental, health, and
economical risks, it was underlined the importance to establish better risk disaster management and communications,
and to enhance and equip civil protection. The post disaster experience showed that many of these priorities are
tightly correlated in a numerous ways with smallest social units – households. Therefore, starting with the assumption
that use of smart information and communication technologies and motivating collaborative techniques enables
development of cooperative instrument for efficient improvement household resilience, the academy team performed
action research with a small communi........

overview of methodology and experimental results achieved by the joint efforts of students, teachers and community.

AB  - Svrha rada je da prikaže savremene teorijske pristupe u upravljanju urbanim razvojem i primenu instrumenata urbanog menadžmenta. U radu su istraživane okolnosti urbanog upravljanja i menadžmenta u Srbiji u kontekstu evropskih integracija, kao i primena instrumenata na lokalnom nivou uprave bazirane na slučaju razvoja kulturnog turizma Kikinde. Istraživanje je realizovano kroz saradnju Opštine Kikinda i Arhitektonskog fakulteta Univerziteta u Beogradu na predmetu Urbani menadžment, što predstavlja značajan korak ka povezivanju lokalnog urbanog razvoja i edukativnog procesa, ukazujući na mogući model saradnje opština i institucija visokog obrazovanja u rešavanju pitanja od značaja za lokalni razvoj. Istraživanje ukazuje da primena instrumenata urbanog menadžmenta u specifičnim kontekstima zahteva odgovarajuću primenu i kombinaciju regulatornih, ekonomskih i informacionih instrumenata upravljanja na lokalnom nivou. Takođe, upotreba instrumenata urbanog menadžmenta zavisi od percepcije problema, resursa, mogućnosti, vrednosti i ciljeva ugrađenih u viziju razvoja, koja je definisana prema određenom kontekstu.
AB  - The purpose of this paper is to present contemporary theoretical approaches of governing urban development and urban management instruments implementation. The paper examines urban governance and management conditions in Serbia in the context of European integration, and application of those instruments at the local government level based on the case of developing cultural tourism in Kikinda. The research was conducted through the cooperation between the Municipality of Kikinda and the Faculty of Architecture University of Belgrade on the academic course Urban management, which presents significant step towards linking local urban development and educational process, indicating a possible model of cooperation of municipalities and higher education institutions in addressing issues of importance for local development. Research indicates that the application of urban management instruments in specific contexts requires suitable use and combination of regulatory, economic and informational management instruments on the local level. Also, urban management instruments use depends on the perception of problems, resources, opportunities, values and goals embedded in the vision of development defined by the specific context.

AB  - This paper explores and discuses new knowledge from the comparison of European concepts on integrated urban mobility and findings in Serbian context and its applicability in the future urban development and mobility education and practice in Serbia.

The initial framework for dissemination of knowledge was found within FP6 EU funded project ‘Sustainable Surface Transport’ that lasted from 2006 till 2010 in which the Faculty of Architecture Belgrade University participated as one of the partners with authors of this paper as coordinators of cooperation. Since then, we have developed new teaching concepts, methods and skills on the course ‘’Mobility in City’’ at the Faculty. In that way, we were disseminating knowledge on sustainable urban transport and mobility among students, and to public officials from local and national government. Furthermore, we have recently continued to research impacts of urban mobility and land use patterns in relation to the climate change adaptation tools within scientific project from 2011 and included those findings into the education process at the same course ‘’Mobility in City’’. As a result of the education process we have disseminated knowledge on sustainable urban transport and mobility in Serbia trough promotion of European local transportation information system web site (ELTIS) on seminars and round tables; translated more than 120 English case studies to Serbian and two guide books: Making Campaigning for Smarter Choices Work’ & ‘Mobility Management and Travel Awareness’; and researched and posted 14 Serbian case studies in English on mobility issues accessible on the ELTIS web site.
