AB  - Osnovna svrha i sveopšti cilj nastajanja, formiranja i postojanja gradova nedvosmisleno je
ostvarivanje bezbednosti za žitelje grada na svim nivoima. Grad je u suštini, sâm za sebe,
kroz svoje trajanje, u stvari prevashodno bezbednosni sistem. Bez postojanja bezbednosne
dimenzije grad bi gubio svrhu svog postojanja i značaja, kao i privlačne snage. Bezbednost
grada započinjala je od traganja i izbora nepristupačne i teško dostupne lokacije za smeštaj
bilo kojeg urbanog sistema, preko izgradnje zaštitne ograde – izgradnjom tvrđenja i odbrambenog zida oko tvrđavskog grada – pa preko strogo kontrolisanog ulaska u grad i strogo kontrolisanog ulaska u grad, uslovljenog davanjem statusa „građanina“ pojedincima ili
grupama, familijama, određenim slojevima.
Tek od trenutka kada grad počinje širenje svojih zidina počinje da se uvodi apsolutnost
postizanja bezbednosti ovog zatvorenog bezbednosnog sistema. Od tada počinju da se „uspostavljaju“ različite vrste modela bezbednosnih sistema, odnosno formiranje razuđenih
modela bezbednosnih gradova koji su se odlikovali, međusobno prepoznavali po konceptu
ostvarenja funkcionalne bezbednosti. U tom smislu cilj ovog rada je prepoznavanje relacije
između uticaja bezbednosnog sistema na formiranje konceptualnih razvojnih modela gradova koji su nastali i menjali se kroz vreme kao, posledično gledano, pokušaj traganja za
odgovorom kakve bezbednosne mere i sistemi (metode, načini i modeli bezbednosti) presudno utiču na komponovanje i razvoj gradova budućnosti. U tom kontekstu, možemo preliminarno identifikovati sledeću skalu modela „bezbedn[osn]ih gradova“, koji su u sebe
ugrađivali posebne bezbednosne sisteme, odnosno čiji je koncept pravila proizlazio zapravo
iz tih modela. U ovom trenutku možemo uočiti sledeće modele bezbednih gradova:
• strogo kontrolisani gradovi,
• starosno segregirajući gradovi,
• institucionalno-bezbednosno kontrolisani gradovi,
• otvoreni gradovi,
• kulturološko-edukativni gradovi,
• tržišno-razvojni koncept bezbed[nos]nih gradova,
• upravljačko-razvojni bezbed[nos]ni gradovi,
• produkciono-kreativni koncept grada,
• pametni gradovi,
• informatički zasnovani bezbed[nos]ni gradovi. Grad kao kulturni artefakt ima primarnu ulogu u obezbeđivanju sigurnosti za svoje građane
i za resurse koje baštini. Budući takav, on čuva kulturu i tradiciju kao proizvod naše civilizacije, zajedno sa resursima koji su ključni za preživljavanje i napredak ljudi. Morfološki
obrasci urbanog dizajna govore nam umnogome o svojim konceptima urbane bezbednosti:
od utvrđenja do umrežavanja; otvaraju pitanja o tome kakav nam je urbani dizajn danas
potreban kako bi se različiti kulturni obrasci integrisali u svakodnevni život grada, obezbeđujući „samokorekcije“ u njegovom ponašanju u cilju rezilistentnosti na bilo kakvu vrstu
brutalnih činova u urbanim prostorima, kao obezbeđenja kvaliteta mesta na svim njegovim
prostornim nivoima od makro- do mikrourbanog dizajna. Rad razmatra urbanu bezbednost
sa aspekta vrsta granica u urbanim paradigmama, a naročito u urbanom dizajnu pod pretpostavkom da integralni/kooperativni urbani dizajn može obezbediti adekvatan nivo otvorenosti kako u cilju povećanja rezilistentnosti na bilo kakav oblik nasilja. Stoga će se istraživanje osloniti na koncept rezilijentnosti, sistemsko urbanističko planiranje, teoriju socijalnog kapitala kao produktivnu gradsku snagu koja povezuje urbanističku formu i morfologiju, uzimajući u obzir različite teorije urbanog dizajna: prostornu sintaksu, sliku grada,
arhitekturu i disjunkciju, kao i kooperativan urbani dizajn. Cilj rada je da rasvetli odnos između vrste društvenog kapitala, tipa granica koje produkuje i urbanog dizajna, što će rezultovati klasifikacijom relacija između teorije urbanističkog dizajna, tipa socijalne rezilistentnosti, vrsta granica granica i nivoa urbane bezbednosti.
AB  - The main purpose of the formation and existence of cities is clearly the provision of
security for the city inhabitants at all levels. The city is essentially over the history in fact
primarily a security system. Without the existence of the security dimension of the city
would lose the purpose of their existence and importance as well as the attractive forces.
Safety of the city began with the pursuit and choice inaccessible and hard to reach locations to accommodate any urban system, through the construction of protective fencing
– construction claims about the defensive wall around the fortress city, through strictly
controlled entry into the city and strictly controlled entry into the city, conditioned by
giving status “citizen” or groups of individuals, families, certain layers. Only from the moment when the city begins the expansion of its walls is beginning to introduce the
absoluteness of achieving security of the closed security system. Since then, beginning to
“establish” model various types of safety systems, that is, the formation of dispersed security model cities that were characterized by the mutually recognized by the concept of
the realization of operational safety. In this sense, the goal of this study is to identify the
relationships between the impact of the security system on the formation of conceptual
development model cities that were created and changed through time as a consequence
seen attempt to search for an answer to what kind of security measures and systems
(methods, methods and models of security have a crucial impact on the composition and
the development of cities of the future. in this context, we can preliminarily identify the
following scale model of “security of cities”, which are themselves built into special
security systems which at the end of the debate, originated in fact from these models. At
this point we can observe the following models security of cities:
• controlled cities,
• age-segregated cities,
• institutional security-controlled cities,
• open cities,
• cultural and educational cities,
• market-development concept of security of cities,
• managing security and development towns,
• production-creative concept of the city,
• smart cities,
• computer-based security cities.
City as cultural artefact has a primal role in ensuring safety for its citizens and resources
from or for it is built. Either it cherishes the blood routs of our tradition or the products of
our civilisation both with the resources that are crucial for human survival and progress.
The morphological patterns of city design tell us a story of its concepts of urban safety:
from fortification to networking, opening questions on what kind of urban design do we
need today in order to integrate different cultures into city and everyday life, and do “self
corrections” in order to be resilient to any kind of brutal acts in urban space as well as to
ensure quality of place on all its spatial levels from macro- to micro-urban design. The paper discusses safety from the aspect of borders in urban paradigms, especially in urban design, assuming that the integrated urban design can provide an adequate level of openness
and closure in order to be resilient to any kind of crime. Therefore, it leans on resilient concept, systemic urban planning and urban design theories, theory of social capital as a productive city force making linkages to its urban form and morphology, taking into account
space syntax theory of urban design, image of the city, architecture and disjunction, as well
as participative urban design. The aim of the paper is to enlighten the relation between the
type of social capital, bordering and city design, resulting in classification and relation
between urban design theories, social resilience type of borders and level of urban safety.

The Routes of digitalization: a runaway city?

AB  - We live in informatics society in which we are slowly, but certainly, reaching new limits of digitalization mainly using communication between people through different ICT networks: mobile phones, Facebook, social networks, etc. Today, entire Earth, regions, cities, settlements, etc. can be observed through Google. Data bases of every living person is being formed using possibilities to “track” every individual in space and time. Flows of financial capital are also being digitalized: individuals by using credit cards, on/line transactions, etc. and in banking systems global on-line transactions. Everyday goods such as food, clothing, etc. can be ordered through portals on the internet. Even various study courses and schools are being organized via internet.

The real world (space, people, money, knowledge) are digitally being moved into virtual space. Here arises the question: To which space dimension is this process of digitalization taking us? This main research question will lead the paper discussion opening basic dilemmas: (1) Will real life slowly move to virtual world? (2) Is the dematerialization of spatial and urban systems reaching its limits? (3) Shall and what kind of usage we will have for virtual world? Especially in relation to city development, including the possibilities of estimating developmental options as well as in perceiving the effects of certain decisions in real life.

The main goal of the paper is to give answers to above disposed questions as well as to prove the thesis that we have a great range of influence and possibilities on the new meaning of urban development that is transforming into digital sphere, claiming that we will not have a runaway digital city, but the opposite: the city which digitalization will give a new meaning and possibilities for its re/creation.

Innovative approaches in the process of re-integration of city and village

AB  - Disintegration processes of town and country are in the final phase at almost all global territories both in developing
and developed countries. The implication of these complex and multileveled processes of disintegration are
manifesting in two main streams:
����� Depopulation of rural areas,
����� Overpopulation of town and cities,
These streams have the most negative effects in devastation of rural areas causing constant unbalance in space at
local and global level. The time have come to oppose these processes of disintegration in the manner of stopping the
negative trends and creating re-integrative processes and strategies in between urban and rural areas. This is the only
way of balancing these two opposite processes of urbanisation and de-ruralisation, through renewal of balanced
development between town and country. This kind of renewal means integration of rural and urban values and spaces
into the strategies of integrative territories in which we have to introduce innovative programmes and plans that will
accost country to town and vice versa consigning one to another in the way of mixing the mutual values and
advantages. This approach needs reprograming both rural and urban codes and modules aiming to recognize
methodical and model routes towards forming innovative programmes, scenarios, concepts, strategies, and action
plans in order to reactivate and renew rural areas in function of forming integrative connection with urban areas.

of its aspects, starting from the user based dimension of functioning of all forms of
communication between people through different networks: mobile phones, Facebook, social
networks, etc.The spatial dimension (morphology) of entire Earth, regions, each ettlement, ets.
can be observed through Google. Data based related to every living person is beeing formed,
related to their stationary data, but also related to possibilities to “follow”, “tap/bug” and “track”
every individual in space and time.
Flows of financial capital are also being digitalized for every individual (using credit cards, on/line
transactions, etc.) as well as in banking systems (on-line transactions). Everyday goods such as
food, clothing, etc. can be ordered through portals on the internet. Even various study courses
and schools are being organized via internet.
The real world (space, people, money, knowledge) are digitally being moved into virtual space.
Here question arises: In which space dimension is this process of digitalization is taking us? This
main research question will lead the paper discussion opening basic dilemmas: (1) Will real life
slowly move to virtual world? (2) Is the dematerialization of spatial and urban systems is at the
end of the digitalization? (3) Shall and what kind of use we will have from virtual world in relation
to possibilities of re/questioning developmental model options as well as in perceiving the effects
of certain decisions/ trajectories in real life?
The main goal of the paper is giving answers to above disposed questions as well as to the thesis
that we have a great range of influence and possibilities on the new meaning of urban
development (at all levels) that have to be transformed into digital sphere in order to be
effectively and efficiently managed.

Република Србија, мада има бројне законске и стратешке документе, нема јасно утврђену урбану политику. Ово се одражава у стварности, а сигурно ће имати неповољно последице и на будући развој државе и њених градова. Непостојање јасне урбане политике утиче и на образовни систем у области урбанизма, где се не увиђа одговарајућe уређено образовање младих кадрова. AB  - The paper will explore the genesis and growth of illegal settlements in Serbian
capital, with the aim to present the specificity of informal housing areas and to offer a
possible approach for taming its further growth. Serbia is, like some other Balkan
countries, facing the problems of incoherent urban and regional development, of
tackling the urban growth and of deficit of integrated urban strategies. On the other
hand, specific problems of Serbia are related to the possibilities of integration of
special socio-economic groups, such as low income citizens. This pressure of these
problems is most visible in Belgrade since it deals with the demographic pressure and
growth for a long time. As a consequence of this pressure many previously
agriculture areas at the fringes of the city have become illegal settlements.
On one hand, the paper will discuss spatial distribution and overall impact of illegal
housing settlements in Belgrade territory, related to the sustainable urban growth
and sustainable urban land use. One the other hand, it will offer the methodological
framework given as the choice of aspects that should be treated in the process of
integration of illegal settlements, while regulatory framework will point out the issues
related to the shaping of settlements as liveable places. Conclusion remarks will
emphasize the benefits and constraints of the chosen path for the integration
process.

AB  - One of the most important aspects of sustainable planning today is sustainable land
use and managing city growth. Land use and transport planning have a key role in
delivering social, economic, and environmental sustainability and can contribute a
great deal in solving the variety of urban planning and transportation issues. By
shaping the pattern of development, planning can help to facilitate an efficient
transport and land use system through consistent application of sound planning
principles and development guidelines to ensure the effectiveness of land use and
transport policies. Urban sprawls, regardless of the reasons causing their spread, are
considered as one of the biggest problems of the cities in developing countries.
Belgrade has been witnessing a wide spread urban sprawls in form of illegal housing
and settlements in its suburban areas during a long period. This paper will discuss
the possibilities of using the instruments of land use and transport planning with the
aim to achieve urban upgrading of informal housing and settlements on the outskirts
of Belgrade. Thus the integration of informal settlements could become the true test
of the integrated planning, since informal urban sprawls are one of the most
challenging issues in Belgrade development, as well as in the other cities with similar
urban problems.

AB  - The reflection of social, political and most of all economic transition in Serbia has brought the challenges of changes in the field of planning and building laws and regulation and consequently in planning and building standards and norms for housing. The process of shifting from state driven, socialistic legislative framework and practice to the market driven is still shaking the planning and building environment and leaving the sensitive urban function of housing unattended and exposed to the negative influence of these changes. Hence the appropriate housing regulation, in accordance with EU legislative housing context and good practice, is treated as initiative factor for housing development in Serbia. The subject of the analysis in this paper is the Act of the general rules of parcelling, regulation and building, which is important because it is strongly related to the current urban planning practice in Serbia. Accordingly, selected norms defined by the Act will be compared to the cases of best EU practice, with the aim to examine its potentials and the possibility of improvement.

AB  - The paper discusses the theoretical framework as well as practical aspects of urban upgrading and integrating the illegal housing into the Belgrade urban development. Starting points are the analysis, typology, spatial distribution and overall impact of illegal housing settlements in Belgrade territory on one hand, while on the other hand the theoretical background, related to the sustainable urban growth and sustainable urban land use is presented. Having in mind the widespread problem of illegal housing settlements in developing countries, the paper opposes the different ideas for integrating the illegal housing into the regular city development, emphasising the transferable ideas for Belgrade context. Furthermore, the paper refers to the methodological framework given as the choice of aspects that should be treated in the process of integration of illegal settlements, while regulatory framework will point out the issues related to the shaping the settlements as livable places. Conclusion remarks emphasize the benefits and constraints of the chosen path for the integration process.

„Више/мање“ породично становање у Србији: Где је средина?

AB  - Од почетка транзиције у Србији делује као да се типологија у оквиру станоградње у српским градовима сузила на два преовлађујућа вида станоградње: вишепородичног становања у виду компактног блока у градском језгру и (једно)породичног становања у виду блокова слободно стојеће изградње на ободу града. Ово су крајности по свим урбанистичким показатељима. Стога се оправдано поставља питање: „Где је нестала средина“? Значај овог питања може се додатно нагласити ако се види да је законодавна основа постављена. Тачније, у Правилнику о општим правилима за парцелацију, регулацију и изградњу уређен скуп правила везаних за тзв. „становање средњих густина“. На овај начин увиђа се раскорак између прописаног и примењеног. Уочени раскорак је у исто време и изазов за истраживање. Предложеним истраживањем три одабрана примера из Европе указаће се на предности и могућности станоградње која је „у средини“.

AB  - Концепт одрживог развоја постао је последње две деценије незаобилазни елемент сваке политике развоја у свету. Током развоја концепт је уређен путем низа општих докумената, који су сада значајна основа у различитим областима. Сходно томе, данас се већ може говорити о историјском развоју концепта разрадом кроз документе. Овакав развој има две стране; са једне стране, концепт је овим сигурно стекао међународну препознатљивост и теоретску заокруженост, али је са друге, кроз ово „умножавање“ докумената, створена велика грађа коју није лако применити у оперативнијим документима нижег реда. У представљеном истраживању управо се тежи давању приказа теоретског развоја концепта на примеру теме становања. Ова тема је од великог значаја за Србију, где се последњих година доста ради на унапређењу и осавремењавању стамбене политике. Међутим, овај процес је далеко од завршеног. У складу са овим истраживање има за намеру да сагледа развој теме становања у оквиру концепта одрживог развоја у изабраним светским и европским документима као „путоказ“ за унапређење законодавне и стратешке основе стамбене политике у Србији.

AB  - Српско друштво је од 2000. у процесу транзиције, особеном по наглим и брзим променама на економском, друштвеном, културном и политичком плану. Све дате промене су видљиве у простору. Сходно томе, област урбанистичког планирања у Србији такође је у раздобљу промена. Као последица јавља се много отворених питања и недоумица како у урбанистичкој пракси тако и у законодавству које је уређује. Уочавање датих питања и недоумица на оба поља јесте и основни циљ истраживања. Због тога је за предмет истраживања изабран важећи Правилник о општим правилима за парцелацију, регулацију и изградњу. Овај подзаконски акт је у је јасно везан за урбанистичку праксу. Његове поједине одредбе биће сучељене са примерима добре праксе из Европске уније. Сужавање теме биће усмерено на поље становања, као најзаступљенију и веома осетљиву намену у насељском ткиву. Очекује се да ће примери добре праксе показати да се дати пропис може значајно унапредити. Ово је и основна намера рада; указати да српско законодавство тражи даље унапређење и „ширење видика“.

AB  - Транзиција у Србији, као и у другим постсоцијалистичким државама Источне Европе, посебно је дошла до изражаја у рањивим областима друштвеног развоја, као што је становање. Нагли преокрет из једног система у други довео је општег снижавања квалитета како становања тако и стамбеног фонда. Насупрот томе, ово време отворило је и бројне могућности увођења и развоја нових модела становања на основу искустава ЕУ. Међу њима може се уочити појава социјалног/приступачног становања у Источној Европи. У Србији се оно јавило нешто касније, од 2000. године. Као и друге новине и оно има пред собом низ изазова. Један од њих јесте и примена савремених знања о значају социјалног/приступачног становања у изграђеном ткиву. Овај рад се управо бави овим питањем – начином како је урбанистичка димензија социјалног становања уграђена у политике развоја ове области у Србији и какав је утицај датих политика у стварности.

AB  - The Strategy of Danube Region of European Union is one of new European development initiatives and documents on regional development. Its central element is the Danube, which is the main European river and one of the key transport corridors of Europe. This is the reason why it is inevitable element of future development of the EU. Serbia is one of central states in the Danube region with long flow of the Danube. In accordance with this the importance of Serbian cities and towns on the Danube is visible for its future development and competitiveness and its integration in the wider, “Danubian” region and EU. All these towns have extraordinary position as a potential, but they also have many local characteristics and differ notably in numerous fields. Therefore, the implementation of the “global” actions and priorities of the strategy can be the challenge on local level in Serbia. Finally, it is questionable how the strategically proclaimed integral approach can be used in so different cases in Serbia. These questions were the fundament for education-based research in the course at the Faculty of Architecture, University of Belgrade. The theory of regional and urban planning was the keystone for the structuring of the course aims and process. The phases were organized to achieve the permanent relation between global/regional and local/urban level. Accordingly, course participants had two roles; all of them had one Danube town as a “research field” and everyone was the part of the team with responsibility of making networks between towns. The result of the course was the set of actions, options and models of both development of the towns separately and the development of whole region in Serbia. This paper aims to present how the research can be good illustration for “real” planning actions, where the main focus is making of connections and networking between global/regional and local/urban level.

AB  - Kuršumlija municipality is located on south of Serbia in Toplički county, mostly in upper course of river Toplica and it's confluents Kosanica and Banjska. Municipality includes territory of 952 km2. Geographic position of the Kuršumlija municipality is particularly hilly-mountainous then soil types and subtypes, exploitation methods and protection of territory thereby are predefined. Soil types on bigger areas are: Brown soils, Dark soil on limestone, Alluvium and Colluvial land, and Lithosol. Basic limits of soil utilization are: low level of precipitation and drought apperance, floods, severe erosion and land slides, increased level of environmental degradation and inadequate utilization of agricultural soils. Specially inadequate logging and clearance is distinguished. Basic measures for improvement of Kuršumlija municipality agricultural production are growing of productive and high-quality cultivars of crops, development of fruit production, improvement of animal husbandry, to finance of registered agricultural producers, enhancing of processing capacities, organizing of organic production on larger areas and more households.
AB  - Opština Kuršumlija nalazi se na jugu Srbije u Topličkom okrugu, sa teritorijom uglavnom u gornjem toku reke Toplice, u slivovima njenih pritoka reka Kosanice i Banjske. Opština obuhvata teritoriju od 952 km2. Geografski položaj opštine Kuršumlija je izrazito brdsko - planinskog karaktera, pa su tipovi i podtipovi zemljišta, načini korišćenja i zaštita ovog područja time predodređeni. Na većim površinama su: Smeđa zemljišta, Crnica na jedrim krečnjacima, Aluvijalni nanos, Koluvijum i Litosoli. Osnovna ograničenja korišćenja navedenih zemljišta su: mala količina padavina i pojava suša; pojava poplava, jake erozije i klizišta, povećan stepen degradiranosti životne sredine i neadekvatan način korišćenja poljoprivrednog zemljišta, suprotno osnovnim njegovim osobinama. Posebno se ističe neadekvatna seča i krčenje šuma. Osnovne mere za unapređenje poljoprivredne proizvodnje opštine Kuršumlija su plansko podizanje novih zasada sa kvalitetnim i produktivnim sortama, razvoj voćarske proizvodnje, unapređenje stočarstva, kreditiranje registrovanih poljoprivrednih proizvođača, podizanje različitih preradnih kapaciteta, organizovanje organske proizvodnje na većim površinama i većem broju domaćinstava.

AB  - In this paper Bojnik municipality is situated in Jablanički county on south of Serbia, on the base of mountain Radan, in confluence of Pusta river in southwestern part of Leskovac depression. The most important soil types (the biggest area) are different subtypes of Eutric Cambisol on the lake sediments. There are upland Dark Soil on northeastern territory of municipality, but on western mountainous part are dominant Brown podzolic soil type. Soil properties and degradation process are conclusively influenced on status, utilization and protection of agricultural soils on Bojnik municipality. There are five directions of soil utilization on territory of Bojnik municipality: 1. Utilization with dominance of agricultural land and forest participation 2. Predominantly agricultural way of land utilization with greater forest participation 3. Utilization of forest with greater participation of agricultural land 4. Equal participation of agricultural land and woodland 5. Equal participation of agricultural and unproductive land On the basis of status assessment the main reasons and sources of harmful influence on environment and even agricultural land are: public liquid waste, infiltration water, uncontrolled creation of garbage dumps, unregulated system of forest exploitation and enhanced erosion.
AB  - Opština Bojnik se nalazi u Jablaničkom okrugu, na jugu Republike Srbije u podnožju planine Radan, u slivu Puste reke, u severozapadnom delu Leskovačke kotline. Najvažnija zemljišta (najveće površine) na teritoriji Opštine Bojnik, su različiti podtipovi gajnjača na jezerskim sedimentima. Na severoistoku teritorije Opštine pojavljuju se planinske crnice, a na krajnjem zapadnom (planinskom) delu opštine su dominantna smeđa podzolasta zemljišta. Osobine zemljišta i procesi degradacije su presudno uticali na stanje, korišćenje, i zaštitu zemljišta na prostoru opštine Bojnik, i to su presudne osobine terena ovog područja namenjenog poljoprivredi. Na teritoriji opštine Bojnik, izdvojeno je pet pravaca (načina) korišćenja zemljišta: 1. Korišćenje sa dominacijom poljoprivrednog zemljišta i učešćem šuma 2. Pretežno poljoprivredni pravac korišćenja zemljišta sa većim učešćem šuma 3. Šumski pravac korišćenja zemljišta sa većim učešćem poljoprivrednog zemljišta 4. Podjednako učešće poljoprivrednog i šumskog zemljišta 5. Podjednako učešće poljoprivrednog i neplodnog zemljišta Glavni uzroci i izvori štetnog uticaja na životnu sredinu, pa i zemljišta namenjenog poljoprivredi, na osnovu procene stanja na terenu, su: komunalne otpadne vode, infiltracione vode, nekontrolisano formiranje deponija i smetlišta, neregulisan sistem eksploatacije šuma ovog područja, i pojačana erozija.

AB  - This paper deals with the structural changes of the development of the National Park Kopaonik region and
discusses different points of view. The emphasis has been put on the relation between seemingly opposite
concepts: different aspects of sustainable planning on one side, and market requrements on the other.
Sustainable planning and market requirements in the current planning practice in Serbia are predominantly
observed as opposing concepts which, in many cases exclude each other. In that context, environmental –
ecological sustainability is mostly the only aspect treated by local, regional and republic government bodies,
whilst the market demands and the growth of local economy are practically viewed only as profitability and
economic gain.
As a result, this paper will emphasize the pros and cons of both approaches, giving the possibilities of
coexistence and potential compatibility these two concepts through the example of local plan for valuable
natural area within National Park. Therefore, the framework for local planning is based on preservation of
natural resources and outstanding potential for tourism, sport and recreation. Sustainability through
intelligent resource management seems to be the only acceptable concept where regional values and local
needs can meet.
The papers presents the course of research and practical application of selected principles which, unifying
and giving equal importance to ecological, institutional, social and economic sustainability, create realistic
conditions for the development of local communities and spatial units with special natural values on the basis
of good managing and preserving resources and the revival of local economy.

Arrangement, exploitation and protection of Kosjerić municipality's agricultural land

AB  - The Kosjerić municipality is located in the north of the Zlatiborski region and total land area is 456.7 km2 Lower quality soils types and subtypes take the biggest area in the municipality. Loamy sand and sandy loam soils prevail in highland area of municipality. There are vertisol and eutric cambisol on lower terrain. Alluvial soils are under maize, vegetable and meadows, while slight slopes are under cereals, orchards and pastures. On the hilly part of terrain fruit production is traditionally developed. Analysis of the agricultural lands shows that plum orchards are ruined and old, so that renewal is needed. Higher mountainous parts are under forests where beech and oak prevails. Forest area takes 23878 ha (2/3 of total municipality area). Properties and varieties of soils on the Kosjeric municipality territory demand application of complex reclamation measures. These measures should solve range of complex problems, but it takes time and capital goods. Possible positive results of arrangement, agricultural soil usage and protection in Kosjeric municipality are multiple: soil conversion from agricultural to other can not be hold up, but it can be realized with carefully chosen restrictive practices. In western and eastern part of municipality should take up sustainable development principles. To establish forests as much as possible for the purpose of increasing environmental value, economic benefit and protection from erosion and strong current on slopes. Unfortunately Titan cement factory is not possible relocate, although it's position is upstream from town Kosjeric. There is possibility to apply range of suitable protective measures thus considerably improve existing properties of soils and environment.
AB  - Opština Kosjerić je najsevernija opština Zlatiborskog okruga, u zapadnom delu Srbije, i ima 359 km². Najveće površine u opštini zauzimaju manje kvalitetni tipovi i poditopovi zemljišta. U brdsko-planinskom delu opštine preovlađuju zemljišta koja prema mehaničkom sastavu predstavljaju ilovaste peskuše i peskovite ilovače. Na nižim terenima se nalaze smonice i gajnjače. Aluvijalne zaravni su pod kukuruzom, povrćem i livadama, a blage padine su pod kulturama žita, voćnjaka i sa pašnjacima. Na brežuljkastom delu je tradicionalno razvijeno voćarstvo. Istraživanja na terenu ukazuju da su šljivici, uglavnom, propali i stari, i da ih treba postepeno obnoviti. Viši planinski delovi su pod šumom u kojoj preovlađuju bukva i hrast. Površine pod šumama iznose 23878 ha (2/3 od ukupne površine opštine). Osobine i raznovrsnost zemljišta na prostoru opštine Kosjerić zahtevaju primenu kompleksnih melirativnih mera, koje treba da reše niz složenih, postojećih problema, ali zašto je potrebno vreme i znatna materijalna sredstva. Mogući pozitivni rezultati uređenja, korišćenja i zaštite poljoprivrednog zemljišta Opštine Kosjerić su mnogobrojni, od kojih su najvažniji: Konverzija namene poljoprivrednog u drugo zemljište se ne može zaustaviti, ali se može realizovati uz pažljive restriktivne mere. U zapadnom i istočnom delu Opštine, treba sprovoditi aktivno principe održivog razvoja, u pogledu korišćenja zemljišta zasnivati što više šume, zbog ambijentalnih i ekoloških vrednosti, ekonomske koristi i zaštite od erozije i bujica usled nepovoljnih nagiba terena; Nažalost, cementaru -Titan nije moguće izmestiti, iako se nalazi uzvodno od gradskog naselja Kosjerić, ali je moguće primeniti niz adekvatnih zaštitnih mera i znatno poboljšati postojeću situaciju, prema zemljištu i okolini.

Arrangement, exploitation and protection of UB municipality's agricultural land

AB  - The Ub municipality is located in the north-east end of the Podrinjsko-Kolubarski region. The total area of the Ub municipality is 45670 ha or 456.7 km2. The agricultural area takes 35471.55 ha or, approximately, 77.67% of the municipality’s territory. Cultivable agricultural land takes 32955.18 ha, or 71.16%, which is distinguished by relatively large amounts of arable areas, where fields and gardens take 29470.05 ha, or 89.42% of the cultivable areas, which is an indicator that the most common activity in the Ub municipality is grain cultivation (corn and wheat). Fruit-gardens and wineyards take an area of 1953.55 ha, or 4.65%. Meadows are on an area of 5.93%. Soils of the Ub municipality, according to existing data, are distinguished by unfavorable physical and mechanical characteristics, with needs for repairs by means of different types of soil reclamation techniques. Analysis of the usable structure of the agricultural lands shows that the estates are small, and the average area of a demesne is 3.4 ha per household. The average parcel size is 0.40 ha per each cultivated crop. There are no commasative areas and no arranged irrigation and drainage systems, according to data gathered by the Regional Unit of Ub, inclusive 31st of April, 2007. Possible positive results of arrangement, exploitation and protections of the agricultural land of the Ub municipality are many, of which the most important are: Switching from a traditional extensive agricultural production to an intense agricultural production; Increase of the number of registered and educated agriculturists, organizing of the business connecting of family households; agricultural products in compliance with high quality and safety standards; a skilled and developed consultative and informative agricultural service, which monitors agriculturist’s work; intensified sustainable development of the rural regions with the development of organic production; a reduced negative trend of the country-side to city migration; a created consciousness about the need for the protection of the environment from harmful effects of the agricultural production.
AB  - Opština Ub se nalazi na severoistočnim delu Podrinjsko - Kolubarskog regiona. Ukupna površina opštine Ub je 45670 ha ili 456,7 km2. Poljoprivredne površine zauzimaju 35.471,55 ha ili, približno 77,67% teritorije opštine. Obradivog poljoprivrednog zemljišta ima 32955,18 ha ili 72,16%, koje se odlikuje relativno visokom zastupljenošću oraničnih površina, gde njive i vrtovi zauzimaju 29470,05 ha ili 89,42% obradivih površina, što ukazuje da je najzastupljenija delatnost u opštini Ub, ipak gajenje žitarica (kukuruz, pšenica). Voćnjaci i vinogradi su na površini od 1953,55 ha ili 4,65%. Livade se nalaze na površini 5,93%. Zemljišta opštine Ub prema postojećim podacima, odlikuju nepovoljne fizičko-mehaničke osobine, sa velikim potrebama za popravku sa primenom različitih pedo-meliorativnih mera. Analiza upotrebne strukture poljoprivrednog zemljišta daje karakteristike da su zemljišni posedi malih površina, gde je prosečna veličina poseda 3,4 ha po domaćinstvu. Nema komasacionih površina, kao ni uređenih sistema za navodnjavanje i odvodnjavanje, prema podacima Područne jedinice Ub, zaključno sa 31. aprilom. 2007. godine. Mogući pozitivni rezultati uređenja, korišćenja i zaštite poljoprivrednog zemljišta Opštine Ub su mnogobrojni, od kojih su najvažniji: Prelazak sa tradicionalne ekstenzivne poljoprivredne proizvodnje, na intenzivnu poljoprivrednu proizvodnju; povećanje broja registrovanih i edukovanih poljoprivrednika, organizovanje odgovarajućih načina poslovnog povezivanja porodičnih gazdinstava; poljoprivredni proizvodi u skladu sa visokim standardima kvaliteta i bezbednosti; stručna i razvijena savetodavna i informaciona poljoprivredna služba koja prati rad poljoprivrednika; intenziviran održivi razvoj sela sa razvojem organske poljoprivredne proizvodnje; usporen negativni trend migracije selo - grad; i stvorena svest o potrebi zaštite životne sredine od štetnih efekata poljoprivredne proizvodnje.

Mogući pozitivni rezultati uređenja, korišćenja i zaštite poljoprivrednog zemljišta Opštine Ub su mnogobrojni, od kojih su najvažniji: Prelazak sa tradicionalne ekstenzivne poljoprivredne proizvodnje, na intenzivnu poljoprivrednu proizvodnju; povećanje broja registrovanih i edukovanih poljoprivrednika, organizovanje odgovarajućih načina poslovnog povezivanja porodičnih gazdinstava; poljoprivredni proizvodi u skladu sa visokim standardima kvaliteta i bezbednosti; stručna i razvijena savetodavna i informaciona poljoprivredna služba koja prati rad poljoprivrednika; intenziviran održivi razvoj sela sa razvojem organske poljoprivredne proizvodnje; usporen negativni trend migracije selo - grad; i stvorena svest o potrebi zaštite životne sredine od štetnih efekata poljoprivredne proizvodnje.",

Urban planimetry modeling as a function of sustainable traffic of Serbia - case study of Pozarevac and Kragujevac

AB  - The subject of the research is the urban matrix of the cities in Serbia with a long continuous urban development, and possibilities of their transformation. The cities today face the problems of traffic efficiency and free flow of their streets, air pollution from exhaust gases, and also of losing their visual identity in terms of form. The aim of the research is to establish a rational traffic flow, adequate infrastructure, a continuous development of urban matrix and creation of visual identity. The methodology is based on the research of urban matrix development continuity from genesis time up to now, on logics of their transformation as well as on the research of some theoretical and practical street matrix models and the possibilities to apply them in concrete cities on the basis of predetermined historical codes. Traffic efficiency and infrastructure are the most important preconditions for sustainable development of the cities [1]. On the other hand, continuity of a street matrix development is important for several reasons. Methods of radical intervention on street matrix in terms of denying a street as a main constituent are mostly discarded as reconstruction methods [2]. Denial of historical and cultural values of a street as well as architecture framing is also very rarely applied in today's practice. A modem approach to urban restoration of the cities and postulates of sustainable development are therefore basic guidelines in creation of theoretical models and their application in concrete examples.
