An attempt to locate the Russian spatial planning system within the European planning families

AB  - Since the end of the 1980s, several studies have been conducted aiming at understanding the heterogeneity of spatial planning traditions across Europe. Over the years, such studies became more comprehensive and included many European (and not only the European Union) countries. Nevertheless, some parts of Europe (e.g., the Western Balkans or the post-Soviet countries) usually remained excluded from the mentioned studies. To mitigate this gap, the paper focuses on the case of Russia. Using a twofold methodological approach, the paper firstly examines the attributes of Russian spatial planning (through a multi-layered analysis of the socio-economic and institutional settings, the evolution of spatial planning over a century, and contemporary planning instruments and procedures of plan-making), to then compare the attributes of the Russian spatial planning system to the core features of the European planning styles. As a result, the elements of multiple distinct spatial planning styles can be traced in Russian spatial planning: land use management and regional economic planning seem to prevail, whilst comprehensive integrated and urbanism traditions are less represented but not absent. Bearing in mind the complexity of the exercise, this contribution should be considered a preliminary attempt to enlarge the existing comparative studies beyond European countries.

AB  - Belgrade, the capital of Serbia, has undergone tremendous changes since the beginning of the new millennium. The call for a transition to a market-driven economy and a democratic society happened overnight: the public protest that preceded the overthrow of the authoritarian political regime on October 5, 2000, left the country in a stalemate position with no institutional mechanisms for dealing with the new social reality (Nedović-Budić et al. 2012; Lazarević Bajec 2009). The absence of a smooth social, economic, and political transformation caused many negative effects, mainly seen in the dominance of wild neoliberalism and rudimentary political pluralism (Perić 2020a). Regarding the economic aspects, unregulated privatization of the state land and resources (e.g., dilapidated central city areas, and abandoned, bankrupted public companies) fuelled the capture of public land and facilities, first for the advantage of domestic oligarchs, and after 2012 also of foreign private developers (Zeković et al. 2015; Nedović-Budić et al. 2012; Perić and Maruna 2012)...

Nevertheless, its benefit to social well-being needs to be further explored. This study investigated green spaces and their potential for boosting community integration in Altstetten–Albisrieden, Zürich. Three green-space types, public, community and private, were categorised by ownership and accessibility and were used to portray green-space structure. The study first analysed public green spaces’ connectivity and significance at the district scale. Four significant green space clusters and their 400-m service areas were selected as subsite cases for further discussion concerning their social potentials at the neighbourhood scale. Data on green space structure and space use activities were extracted from the open-source data of Zürich and were collected through onsite observation. The study concluded that practical public green spaces might be the combination of location and size in the urban fabric. The attributes of green spaces, such as size, boundary, and equipped facilities, could be decisive in influencing the activities in green areas significantly for enhancing community integration.

The diffusion of participatory planning ideas and practices: the case of socialist Yugoslavia, 1961-1982

AB  - Although both praised and contested for its advanced conceptual elaboration and ineffective practical implementation, respectively, participatory planning has largely been considered a Yugoslav national legacy and a point of diversification compared with other similar contexts. However, there has been little research on the roots and features of public participation as observed through the lens of international influences on Yugoslav spatial and urban planning. By identifying the main channels (professional networks and events) and nodes (planning organizations and documents) in the diffusion of participatory planning ideas at both the international and national levels, we trace the evolution of citizen participation discourse in Yugoslavia. Based on archival research of the relevant documents (selected articles in professional journals, decrees, and plans), the paper examines the authenticity of the concept of citizen participation in Yugoslavia to, finally, elucidate the specificities of its implementation in the context of socialist self-management.

Regional Industrial Policy in the Western Balkans: Neither Specialization nor Spatialization?

AB  - This paper analyzes post-socialist industrial development and policy in the Western Balkans through the lens of its regional specialization and spatial concentration. Against a conceptual framework revolving around place-based industrial policy, and using the Concentration index (modified Herfindahl-Hirschman index) and location coefficients (Balassa index), a comparative analysis over three decades (1990–2020) highlights weak regional diversification and intra-regional integration of industrial activity. The findings offer a new industrial policy that transcends regional specialization and spatial concentration to address regional development, planning and governance. The concluding remarks reveal some basic paths toward effective and pro-European regional industrial policy in the Western Balkans.

Green Cities: Utopia or Reality? Evidence from Zurich, Switzerland

AB  - There is an overall scientific consensus that green spaces positively affect urban dwellers’ health and well-being. However, there is a gap between knowledge and policy objectives, and their translation into effective interventions to unleash the benefits of green spaces. Examining such ‘implementation gap’ in Zurich is relevant due to the integration of the ‘green urban agenda’ in various Swiss policies. The research narrows its focus to district 9, including the Altstetten and Albisrieden neighborhoods, which contain diverse green spaces despite ongoing densification. The study further explores four green space clusters and their 400-m catchment areas within the district. The research applies a mixed-method approach at three analytical levels: (1) identification of the critical tenets associated with the ‘green urban agenda’ through a review of multi-scale national policies, (2) assessment of green spaces’ provision, types, size, and mutual connectivity in Zurich’s district 9 based on online available quantitative data and on-site observation, and (3) identification of the dominant activities in four green space clusters through on-site observation. Through critical mutual examination of the identified ‘green urban agenda’ principles in the national policies and green space attributes, the findings reveal the extent of the convergence or divergence between policy trends and their implementation in practice.

Cooperative planning under pro-development urban agenda? A collage of densification practices in Zurich, Switzerland

AB  - Like in many cities and regions worldwide, densification is the current urban development paradigm in Switzerland. Although considered one of the main policy mechanisms for sustainable land use, densification strategies are mainly employed by the private sector, causing adverse social effects. Additionally, profit-oriented urban planning challenges the traditionally exercised norm of cooperative planning. By analysing multiple case studies of densification projects in Zurich, this paper elucidates the nature of cooperation in contemporary urban planning: Is cooperation perceived as genuine inclusion of the weaker parties, or is it dominated by the negotiations between the powerful ones? To address such questions, we examine the main cooperative mechanisms and bottlenecks to achieve effective cooperation; the dominant alliances in planning; and the ways these actors identify compromises. The research reveals an elite-driven and pro-development collaboration approach among public authorities, landowners, and developers with minor integration of less powerful actors, despite the continuous effort to advance (formal and informal) planning instruments to secure social inclusion. Consequently, the study offers some directions for refining contemporary Zurich's mainstream planning approach to address the challenges posed by the neoliberal discourse and practice, hence, being relevant for similar socio-spatial settings confronting a pro-development urban agenda.

AB  - As a leading mechanism of the global neoliberal paradigm, financialization plays a significant role in the growth of economies and changes in urban development patterns. Though particularly significant for post-socialist European countries, research on urban financialization considering both eco-nomic (rental income, property sales, interest rates) and noneconomic aspects (social dynamics, social and legal norms, financialized discourses) is yet to emerge in Serbia. Observing the period after the 2008 global economic and financial crisis, and based on multiple analyses (statistical, documentary and discourse), this paper first provides an overview of different global and national financial indicators, then elucidates the impact of market financing on the built environment at the national level, and, finally, illustrates the financialization of urban planning policies and discourses exemplified in the Belgrade Waterfront urban megaproject. The empirical analysis provides not only an insight into a strong structural and dynamic conditionality between various dimensions of financialization, but also highlights the nuances in decision-making, planning and governance influenced by the financialized discourses.

Action-oriented planning methods as a tool for improving regional governance in Switzerland: evidence from the Sisslerfeld area

AB  - Faced with challenges such as rapid transformation of existing settlements, reorganisation of mobility patterns, and climate change mitigation management, the governance of spatial development in Switzerland demands institutional and procedural innovations, particularly noticeable at the regional scale. Although cantons, the middle-governmental tier between the federal and communal authorities (municipalities), play a coordinating role supported by numerous formal and informal planning instruments, the small size of the institutional territory, coupled with administrative decentralisation of the country and autonomy of the lowest administrative levels, often challenges a multi-governmental and multi-sectorial approach to regional spatial development. Against the concepts of regional governance, regional planning and the action-oriented planning, and using the mixed-method research approach (focusing on documentary analysis and ethnographic methods), the article critically assesses a planning method – test planning – applied in the process of creating a development vision of Sisslerfeld, the largest land reserve in the Swiss canton of Aargau. Research results highlight the potential and limitations of informal collaborative procedures and elucidate the approaches of critical actors in an effort to achieve joint institutional action.

Passive agents or genuine facilitators of citizen participation? The role of urban planners under the Yugoslav self-management socialism

AB  - Socialist Yugoslavia refrained from the polarisation provoked by the Cold
War. Besides turning back to the war ally of the Union of Soviet Socialist
Republics (USSR) in 1948 to take the leading position in the non-aligned
movement in 1961, Yugoslavia followed a distinct path of socialism known as
self-management, an emancipatory project in pursuit of a democratic socialist
society. As such, Yugoslavia was assigned different roles and attributes: for
sure, it was a melting pot of criticism (from both East and West); more
positive prospects saw it as a hybrid between East and West; inevitably,
Yugoslavia was condemned to be somewhat distanced from both power
centres, thus being a periphery to both East and West. Though the periphery
is challenging to de!ne due to the heterogeneity of the countries forming
it (Becker et al. 2010), during the Cold War, southeast Europe (SEE) has
mainly been considered a periphery to the western world (Göler 2005).
Despite the existence of the so-called Western European peripheral countries,
the absence of capitalism was considered the most in"uential parameter for
diversifying SEE from the West (Bohle and Greskovits 2012; Bohle 2018).
However, due to unstable political relations between the Soviet Union and
Yugoslavia, the latter was considered detached from the communist ideology,
too. This was particularly seen in the architectural and planning discourse,
which after 1948 was informed almost exclusively by Western sources, while
references to the communist bloc became exceedingly rare (Kulić 2009).
Although nowadays the so-called Western Balkans region (that largely coincides
with the former Yugoslavia) is considered to be a “super-periphery”
(Bartlett and Prica 2013), in the Cold War period, Yugoslavia “was softening
the contrast between socialism and capitalism, between the planned economy
and the free market, and between liberal democracy and the ‘dictatorship of
the proletariat’” (Kulić 2009:129)...

AB  - U organizaciji istraživačkih jedinica Laboratorija za kulturu planiranja i dizajn prostornih politika i Laboratorija za kolaborativne urbane prakse, koje rade pod okriljem Centra za istraživačku delatnost Arhitektonskog fakulteta Univerziteta u Beogradu, pokrenut je istraživački projekat pod nazivom 100 godina transformacije koncepta javnog interesa u prostornom razvoju Srbije. Projekat se sprovodi kroz saradnju sa partnerskim organizacijama Ministarstvo prostora i Nova planska praksa i uključuje veći broj istraživača. Osnovni cilj projekta je sagledavanje razvoja koncepta javnog interesa u prostornom razvoju Srbije u poslednjih sto godina. Težišno se posmatra razvoj ideje javnog interesa i način formulacije politika prostornog razvoja i instrumenata implementacije kroz tri vremenska razdoblja: od perioda Kraljevine Jugoslavije kao jedne od prvih evropskih država sa ustanovljenim legislativnim i regulativnom okvirom javnog interesa, preko socijalističkog perioda i njegovih modaliteta u vidu državnog socijalizma, socijalističkog samoupravljanja i centralizovane demokratije, do savremenog perioda post-socijalističke ekonomske, političke i institucionalne transformacije. Ako se pođe od teze da javni interes oblikuje vladajuća ideologija i skup dominantnih vrednosti i normi, moguće je pratiti uticaj njihovih transformacija na promene u planskom sistemu, planskoj praksi i shodno tome prostornim ishodima. Očekuje se da se u procesu traganja za osnovama koncepta javnog interesa u domenu prostornog razvoja i njihovoj promeni kroz vreme može doći do važnih uvida od značaja za unapređenje savremene planske prakse u Srbiji. U ovom radu će biti prikazani preliminarni rezultati prve faze istraživanja.
AB  - Organized by research units of the Laboratory for the Planning Culture of Spatial
Policy Design and the Laboratory for Collaborative Urban Practices, which work under the
auspices of the Research Center at the Faculty of Architecture, University of Belgrade, a
research project entitled 100 years of transformation of public interest concept in the spatial
development of Serbia was launched. The project is implemented through cooperation with
partner organizations Ministry of Space collective and New Planning Practice and includes a
large number of researchers. The main goal of the project is to consider the development
of the concept of public interest in the spatial development of Serbia in the last hundred
years. The development of the idea of public interest and the way of formulating spatial
development policies and implementation instruments through three time periods are
focused on: from the period of the Kingdom of Yugoslavia as one of the fi rst European
states with established legislative and regulatory framework of public interest, through the
socialist period and its modalities in the form of state socialism, self-government socialism
and centralized democracy, to the modern period of post-socialist economic, political and
institutional transformation. If we start from the thesis that the public interest is shaped by
the ruling ideology and a set of dominant values and norms, it is possible to monitor the
impact of their transformations on changes in the planning system, planning practice and,
consequently, spatial outcomes. It is expected that in the process of searching for the basics
of the concept of public interest in the fi eld of spatial development and their change over
time, important insights for the improvement of modern planning practice in Serbia can
be gained. This project goes a step further than focusing on contemporary planning issues
in Serbia and emphasizes the truly transitional nature of the Serbian planning system and
planning practices. This paper will present the preliminary results of the research fi rst phase.

AB  - Urban megaprojects exhibit various distortions: special regulations, budget overrun, additional funding sources, long-term timeframes, and ad-hoc actor networks. Coping with such challenges seems to be demanding even for the welfare states and advanced democracies built upon the governmental control of megaproject development. Therefore, it is interesting to observe the nature of urban governance of megaproject development in a transitional society facing immature institutional and regulatory frameworks. Against such background, this article examines the main forces behind the flagship project of contemporary Serbia—the Belgrade Waterfront megaproject. By collecting 38 articles from the daily press, the paper identifies relevant stakeholders and present their statements to depict their positions, interests, and specific value frameworks. Using the discourse analysis to interpret the statements, the paper offers the following results: first, recognition of conflicts and coalitions; second, elucidation of the decision-making flows, and third, identification of power structures in the mentioned project. In addition, valuable insights into the problematic contextual features, e.g., tycoon-initiated urban development, the politics-led planning process, and weak civil engagement mechanisms, are elucidated. Concluding lessons on how to curb the extra-nature of urban megaprojects appear relevant for similar socio-spatial settings.

AB  - As many as twenty years after the overthrow of its authoritarian political regime, Serbia remains a ‘proto-democracy’, supported by the economic ideology of wild neoliberalism. Under such circumstances, urban development is subject to various abuses, such as the misapplication of legal procedures, neglect of the public interest, and politicisation of planning. In particular, urban megaprojects exhibit various distortions, as they require special regulations, additional funding, long-term timeframes, and ad hoc actor-networks. Against that background, this paper examines the main ideological landscapes behind the Belgrade waterfront regeneration, illustrated by two projects – City on the Water and Belgrade Waterfront. By collecting 65 articles from the daily press, we identify relevant stakeholders and present their statements to depict their positions, viewpoints, interests, and specific value frameworks. The research is directed towards 1) recognition of conflicts and coalitions, 2) elucidation of decision-making patterns, and 3) identification of power structures in these two projects. Finally, comparing the key findings in each case helps understand the transformation of the ideological narratives and their effect on urban governance.

Towards resilient design of the building asset: the BREEAM-based evaluation of the Z Hotel Holborn, London

Environmental treat poses a challenge to the entire built environment. This paper aims to focus on the building asset as the key element of any urban pattern, and, therefore, a crucial condition towards success or failure in achieving resilience. Through the environmental performance assessment of the adaptive reuse project in London, this paper identifies the design principles of resilience, focusing specifically on the measures for protecting vulnerable parts of the building from damage, as well as protecting exposed parts of the building from material degradation.
Design/methodology/approach
Based on the overview of both scholarly articles and practitioners’ guides, the authors first offer a systematic overview of the main qualities and attributes of the resilient design. Further, to operationalise the resilient design principles, the authors use the well-established Building Research Establishment’s Environmental Assessment Method (BREEAM) on the case of adaptive reuse of the Z Hotel Holborn in London. Specifically, the authors examine if the case building applies the measures to decrease its internal vulnerability and reduce negative effects of external hazards.
Findings
The study confirms that external shocks are controlled by protecting exposed building parts from degradation and that preventing damage to vulnerable parts of the building increases resilience.
Originality/value
Through the analysis of both reactive and proactive perspectives of resilience, this paper elucidates the concept of resilience in the context of architectural design. Furthermore, this paper identifies the attributes of resilient architectural design and presents the measures which directly influence the durability and resilience of the building asset.

AB  - Arnstein used the metaphor of a ladder to describe various examples of citizen participation—from securing political rights to obtaining economic justice. People would obtain greater influence for the places they live in by using types of participation with greater access to political authority. Organized civil disobedience and nonviolent protests proved useful in stopping bad redevelopment and highway projects. However, poor people were not integrated into political positions of influence; some other planning approaches (e.g., advocacy or equity planning) dealt with such efforts (Davidoff, 1965; Krumholz, Cogger, & Linner, 1975). Moreover, the global financial crisis of the 1970s affected the shift towards neoliberal governance, promoting competition. This designated a crisis for citizen participation, too. The neoliberals weakened the legitimacy and coherence of the state as an instrument for enhancing citizen sovereignty, while increasing divisions that enable elites to lobby for favorable financial benefits. However, the social democracy in the US called for citizen participation again—in planning theory this resulted in the “communicative-argumentative turn” (Forester, 1989) and, therefore, the resurgence of Arnstein’s approach....

AB  - This paper investigates the regeneration process of military brownfields in Serbia through the lens of a deliberative planning approach. The topic is important for Serbia as a proto-democratic society where brownfield regeneration follows market rules, thus neglecting the interests of other actors. However, military brownfields are considered an exception in this regard as the starting point for their revitalisation is agreement between public institutions – the Ministry of Defence and municipalities. This, however, does not mean that the regeneration process runs smoothly. Considering this issue from the perspective of theory, the paper examines the starting assumptions of deliberative planning to highlight the role of the moderator in the public deliberation procedure. An empirical in-depth case study illustrates the regeneration of the Army Club in Vršac, Serbia, based on collaboration among various national bodies (ministries), local authorities, local entrepreneurs, and other agencies that facilitate the process. Using analysis of the institutional framework, findings of desk research, and interviews with key informants, the paper contributes to an understanding of the limits and potentials of deliberative practice for regeneration of military brownfields. More importantly, it outlines a theoretically informed and empirically tested mechanism to tackle the critical issues, elements, and steps discovered by an exploration of the process. The lessons prove valid not only for Serbia, but also for similar socio-spatial contexts.

AB  - As several Western Balkans countries aspire to become members of the European Union (EU) in the (near) future, it is interesting to explore to what extent EU territorial trends are adopted in both the official national regulations and spatial planning practice. To do so, we: 1) screen EU territorial policies to elucidate the trends and principles of territorial development, 2) analyse the contents of spatial plans in Serbia and Bosnia and Herzegovina, and 3) compare the practical application of the principles such as decentralisation, diffusion of power, subsidiarity, multi-actorship, synergy, transparency, citizen participation, coordinated action (among various disciplinary bodies), and holistic strategies. The findings show the ineffectiveness of declaratively adopted EU territorial trends against place-based territorial policy approaches.

AB  - Abstract Purpose – Excessive amounts of carbon dioxide (CO2) undoubtedly lead to climate change, which directly affects both the natural and the built environment. Observing the impact of climate change on the construction industry, this paper examines sustainable architectural design as a tool to mitigate climate change. Design/methodology/approach – To achieve the previous goal, the authors conduct a comprehensive documentary analysis of three types of sources: (1) scholarly articles in the fields of climate research, sustainable construction, green buildings and sustainable architecture; (2) contemporary global reports on climate change and its impact on the built environment and (3) practitioners’ guides explaining practical architectural solutions to the climate crisis. Findings – The systematic analysis provides three types of results: objectives, strategies and principles of sustainable architectural design aimed at mitigating the effects of climate change. On the one hand, the research results provide a solid basis for further conceptual research into architectural design responsive to the effects of changing climate. On the other hand, the detailed strategies and principles are relevant for urban designers and architects. Originality/value – Among a range of literature in the field of climate change and its effects on the built environment, a particular value of the paper is in addressing a very local level, i.e. the level of individual building and its immediate surroundings. More specifically, this paper provides concrete design components that help reduce CO2 emissions, finally decreasing the vulnerability index of urban systems.

Squandering the territorial capital in the Balkans? Urban megaprojects between global trends and local incentives

AB  - Throughout its history, but also squeezed between the current challenges of globalisation and sovereignty, the Balkans has
been confronted with a number of different political, economic, environmental, and cultural problems. Such a complex social
framework inevitably implies spatial degradation, not only in terms of the urban forms as the final planning product, but
also in terms of the nature of the planning process and urban governance. Notably, we assume that territorial capital in the
Balkans is under serious threat due to the abuse of legal procedures, the neglect of the public interest and the politicisation
of planning. To elucidate this, we focus on the megaprojects Belgrade Waterfront (Belgrade) and Hellinikon (Athens) as
examples of urban development that require exceptional conditions such as special regulations, additional funding, long-term
timeframes, and ad hoc actor networks. Against the conceptual background of multi-level governance and based on in-depth
case studies, we examine the nature of vertical cooperation between authorities at different levels (from supranational to
local), horizontal cooperation amongst different stakeholders, and the role of planning professionals who are seen as facilitators
in this process. Finally, we point out to the most important conditions that enable a democratic social, political and
professional framework for urban megaprojects.

AB  - As defined by the European Commission, the Orient/East-Med Corridor is one of the most significant European transport axes. However, it runs through states with low economic performance and poor infrastructural networks; it coincides with the Western Balkan and eastern Mediterranean migration routes; finally, administrative bottlenecks along the corridor are common practice. Despite such a status, it is one of the key areas for international investments in transport hubs and lines. Therefore, in order to find proper solutions for complex problems along the corridor, an overview of the main conditions that influence the corridor development as well as local requirements is given as follows. First, in order to clarify the strategic position of Europe against transcontinental relations, the main trade, economic and demographic statistical indicators are presented. Second, a brief overview of transport and technical conditions relevant for the countries along the corridor are indicated. Finally, a close interaction between transport and spatial development in the cities along the corridor is briefly presented. Such a multi-scalar perspective gives a hint of the dynamics of transnational cooperation, as well as the cooperation process among many stakeholders from various domains, mainly transport and spatial planning.

AB  - The initiatives related to the Pan-European, later TEN-T, and, finally, Core Network Corridors, are considered the first instrument for territorial cohesion in Europe – even before spatial development policies. Therefore, their significance in connecting various territories across Europe is indisputable. However, putting aside the material benefits, true European integration is not possible without efficient cooperation and coordination. This is particularly true for territories with various past histories, identities and planning cultures: the Orient/East-Med Corridor is a distinctive example of such differences.
After presenting the two main principles of territorial integration in Europe – supranationalism and intergovernmentalism, as well as their limitations, the concept of multi-level governance is elucidated. Multi-level governance, i. e. a simultaneous activation of both governmental and non-governmental actors at various jurisdictional levels, comprises two ideal types of institutions: general-purpose political institutions and single-purpose functional jurisdictions. Transnational territories are certainly affected by both types and thus the main question relates to the dynamics and mobilization of institutional and non-institutional actors, rather than revolving solely around strong hierarchy (e. g. between the administrative levels of nation states) or overlapping sectoral/functional entities (in certain domains at the transnational level). However, various types of cooperation are suitable for various administrative and territorial levels. Therefore, the central part of this paper shows forms of intersectoral and interdisciplinary cooperation, particularly elucidating the role of the following levels: transnational, cross-border and local. This is done by clarifying the main principles of multi-level governance relevant for different levels, illustrated with examples of various cooperation forms perceived along the Orient/East-Med Corridor. The paper concludes that only a more intensive interaction among various disciplines and sectors can contribute to the sustainability of transport practices, enhancing territorial cohesion
at the same time.

Transformation of the spatial planning approach in Serbia: towards strengthening the civil sector?

AB  - After the fall of the Berlin Wall, the countries of central and eastern Europe were eager to reshape their societies both in terms of transforming the social system and upgrading the physical environment. The European transport network policies were considered an appropriate instrument for the latter. More importantly, the transport policies highly affected spatial development as they preceded the first European spatial policies. As Serbia suffered from internal social and political problems, it was excluded from the support offered to the European Union Member States. However, due to the geopolitical importance of the Western Balkans, the entire region has become an interesting target for investments from Russia, China, Turkey and the United Arab Emirates. In extreme need of an economic upturn, the Western Balkan states are usually forced to accept the conditions of foreign investors, no matter what the consequences for society and space.
An example that illustrates such ad-hoc political decisions is the Belgrade Waterfront project, which is growing on an 90-ha area, including the recently closed railway station and its shunting yard. As spatial planners and other relevant experts are considered too weak to oppose the political regime, and as the only true critics of the project came from citizen organizations, the paper highlights the role of the civil sector, considering it a tool for transforming the spatial planning approach of a transitional society. Critical analysis of both the regulatory and institutional framework of spatial planning in Serbia indicates a paradox: on the one hand, formal documents highlighting the need for and the role of the civil sector exist, but they are not implemented in spatial planning practice; on the other hand, the mechanisms for active participation have already been developed by the civil sector, however, the institutional framework necessary for formalizing these informal instruments is missing. Solving this issue is a small step towards the progress of Serbian spatial governance, still in transition.

Through an in-depth analysis of the biological concept of symbiosis (i.e., a close and often long-term interaction between two or more different biological species and the criteria that govern the differentiation between symbiotic associations), three redefined design principles of recycling—commensalism, mutualism, and parasitism—have been described, which form the base for defining the “recycling model.” Its value is in its multidisciplinary character and its systematic approach to the topic of recycling architecture. The principles embedded in this model relate to the aspects of structure, material, form, and spatial organization. The research methodology includes three case studies, which correspond to three redefined design principles and illustrate their basic characteristics. The research draws upon the biological concept of symbiosis, and its purpose is to elaborate possible structural, material, formal, and spatial relationships between the existing building and the new intervention in architectural recycling.
