The Danube - the second longest river in Europe, of 2,858 km length - crosses 10 countries with various historical, cultural, political and economic evolutions and features. In this territorial context, the river plays both the role of a separating physical boundary, largely placed on frontiers segments, and of a common denominator, a natural entity that provide fluvial landscape and accessibility across the entire European corridor it crosses. The latter two assets are partially capitalized by some of the localities along the river, but they are still little exploited resources, especially in the eastern territories along the Danube course, development of which was hampered by the geo-political and economic context of the second half of the 20th century.

The Transport Accessibility of Tourist Destinations in Serbian Iron Gates Region – Between Strategy and Reality

AB  - The Iron Gates, the largest gorge of the Danube, is currently among the most prospective regions in Serbia. However, this is with a low-start position. Being a two-century borderland position between Serbia and Romania on the Danube, the region has been in a long-time isolation, which has caused deep socio-economic and demographic problems. This means that the Iron Gates region is not well-prepared for a new economic driver – tourism. Tourism blossom is generally related to easy accessibility by the Danube. Nevertheless, the loosening of national borders since 2000 has pushed the increase of tourists. Most of them visit the Iron Gates in organized tours by cruisers and tourist buses. This consequently focuses the visit of tourists to major attractions in the region and limits the possibility of the individual organization of their visit. Therefore, the tourism of the region flourishes only around the main attractions; the other ones, mostly smaller, cannot properly benefit from this emerging tourist interest. The aim of this research is the analysis of the tourist accessibility of the Iron Gates Region by those mass transport modes that freely open to prospective tourists who want to individually organize visit to region. They include just the regular lines of public buses. The research is organized in several steps. The first one is to collect and locate all tourist destinations that have been already enlisted in relevant spatial and strategic plans. Then, their spatial distribution is confronted with their transport accessibility by the mentioned mode. Finally, the obtained results from this comparison are given as recommendations to fulfil the gaps in the region connectivity regarding individual visits and tours. In that way, the final results can address the better organization of tourism development in the Iron Gates.

AB  - Public space is very valuable for a variety of community activities. Open public space comfort is one of the main indicators that provide its enjoyability, attractiveness and liveability. Having in mind that the climate conditions and the implemented urban design are influential in providing pedestrian thermal comfort, this study will focus on physical attributes of used pavement materials and their impact when they are exposed to high summer temperatures as well as on thermal comfort of the users of open public spaces. The methods that were used in the analysis include the method of direct surveying of inhabitants, the method of observation and the method of measuring the characteristics of different materials used for pavement in the pedestrian zone. The measuring of the current surface temperature of different paving materials used for pedestrian zone was performed during the summer season (July, August, and September) of 2015 in the central city zone of the city of Nis, with the goal of determining the maximum heating up of horizontal surfaces, i.e. pavements. The survey was done in July 2015 in the main square in. Nis. The measuring determined that in the same conditions, various materials yield various maximum temperatures. It was also concluded that the type of material, colour, roughness and shading of an area affect the heating up of pedestrian surfaces. The purpose of this paper is to highlight the complexity of the relationship between microclimate thermal comfort in public open spaces and the measured temperature of the pavement surface, and to emphasize the importance of this relationship in the context of contemporary urban design. The paper presents the case study of pedestrian spaces in the central area of the City of Nis in Serbia.

AB  - Considering the walking as the everyday activity of the most of the citizens and visitors of particular city or town, the experiences that arises in this kind of the interaction with the place are of great importance because they affect the formation of a general impression of a certain place. In order to mark these interdependences the method for evaluation and public spaces design in accordance with the user needs and human size need to be reached in order to create a good and visited public space. The methodology is used and tested during the student workshop in Golubac, within the DANUrB project. This paper will present the results of the research that aimed to discover how to organise the network of pedestrian spaces in order to increase the attractiveness at the destination level, establish appropriate links between them and achieve the desired effect creating a liveable town.

AB  - The relation of the urban form and urban life is perceived as a critical aspect of the image, quality of place and
sustainability in the contemporary globalized world. The focus of the paper is on the typo morphological profile of
mega blocks in New Belgrade. Drawing from theoretical thoughts of various scholars of typo morphology and the
ideas of the modern movement interpreted trough the Serbian planning and design practice, the article raises the
questions about the relation of society and space in terms of urban form and urban life. The aim of the paper was
developing of a typology that includes the spatial and temporal contextualization, using the space syntax model as an
integral part of typo morphological studies in contemporary research practice.
The synthesis of typo morphological research and space syntax model can provide the platform for better
understanding of the existing built environment and social processes, but at the same time, could create starting point
for further improvement and development of the urban periphery. The results of the paper are in providing appropriate
strategies and rules for urban transformation and urban design of mega blocks to secure high quality of urban form
and urban life.

The synthesis of typo morphological research and space syntax model can provide the platform for better
understanding of the existing built environment and social processes, but at the same time, could create starting point
for further improvement and development of the urban periphery. The results of the paper are in providing appropriate
strategies and rules for urban transformation and urban design of mega blocks to secure high quality of urban form
and urban life.",

AB  - We are living in a period where communities and individuals have the chance to operate more directly in the city, and present their own opinions and proposals on how the city can be developed and designed in accordance with their needs and expectations. This period is also characterised by change in the general approach to the city as self-organised system that is free from the division of bottom and top urban players. This has led to the creation of a new, open and collaborative city-making method called “urban gaming”. On the one hand, the game is a laboratory for “understanding and strategizing” and on the other it is assumed as a ‘generative’ method. This tool could also be seen as an interface for the creation of knowledge and negotiation in the abstract decision-making process and material construction of the city. The game itself can be designed depending on the specific situation and scale to achieve more sustainable plans and proposals. Due to its complexity and the specificity of urban problems, urban game may use analogue as well as digital techniques. To illustrate this contemporary tool, the present paper will use the experience of the urban gaming process that was held in Belgrade. The game was created and implemented to develop a local public space, based on the neighbourhood initiative addressed to the representatives of the local government of the City of Belgrade. In this case study, seen as an urban experiment, special attention is placed on the different phases of the process, the results that have been achieved, as well as the use of analogue and digital tools during the application of the method.

AB  - Tourism in rural areas is considered small-scale tourism, which represents a strong potential for growth of areas
traditionally characterized as agricultural areas. Small-scale also implies that economical gains are hard to achieve
due to high operating costs caused by remoteness of rural areas. With ICT, tourism in rural areas can be improved
through improvement of visibility, communication, marketing, customer perceived benefits through convenience, and
in return growth, profitability, efficiency, effectivity and the quality of life of local population can be enhanced. Rural
tourism tends to be heterogeneous with many different and scattered stakeholders, making the efficiency and
effectivity hard to achieve. The aim of this research is to propose a model for the inclusion of ICT, and specifically
information system, to increase efficiency of the rural small-scale tourism. The goal of this information system is to
gather a rich database that will allow potential tourists to identify their next destination and to identify most valuable
assets for each location in the region.

AB  - Paper represents the analysis of the change in the outdoor comfort during the summer days of open public space of the main square in Leskovac. The analysis covers the present state, two rewarded design proposals at urban design competition and proposal resulting from the evaluation of these solutions. The article focuses on the thermal comfort in outdoor space as a one of indicators in competitions of urban design, considering the fact that the re-design of public spaces often has a negative consequences of decisions made during the competitions. Following the thesis that successful public spaces should be responsive to the needs of their users, the paper considers the thermal comfort as the main quality of open public space. Analysis of microclimate could help designers to create comfortable urban place, which could attract vast number of users throughout the year, especially during hot summer periods. The aim of this paper is to highlight the complexity of the relationship between microclimate comfort in public open spaces and urban design, especially interventions such as implementation of the greenery and new surface materialization in order to emphasize the importance that this relationship has to be taken into account in urban design competitions.

memory of the human mind, two aspects are observable. The first relates to the characteristics of
the city and its places to help in the orientation and way finding of its citizens and visitors. They
could be explored through mental or cognitive maps. The second aspect includes the elements
involved in generating the image and identity of the city. Looking at the pedestrian space as an
environment that achieves the most intimate relationship of users and the city, the paper would
present the elements that can be seen as cognitive performances of pedestrian spaces. They will
be analysed at the area of the City of Belgrade, central pedestrian network with the aim to identify
existing and to propose future of the proposals elements that will contribute to its extension and
intensive use.

security of public spaces as well as on the new ways of behaviour and spending time in these
spaces. While spending time in potentially vulnerable public spaces, an ordinary user becomes a
soft target. On the other hand, this change in behaviour can also influence the ways in which
social networks are used to distribute information, including call for help or safety check. Drawing
on social network analysis, this paper presents the use of hashtags in emergency situations in the
context of major events as case studies. This work examines the tweets of top trending topics,
resulting as a social discussion on headline news, based on the user participation, topic diffusion
with retweets and their effect on other users. Of particular interest is to analyse how development
of a certain event can be followed through the frequency and temporal behaviour of Twitter
conversations. Such analysis will point out how cyber space forms a community in emergency
events and how mutual support can be facilitated through social media.

AB  - The purpose of this paper is in presenting a proposal for set of methods in evaluation of contextuality in
architecture as a quality assessment of new buildings in particular urban areas as well as a guiding
framework in urban design and urban transformation processes. Research has been done at the University of
Belgrade – Faculty of Architecture with the students at the Master and PhD course „Contextual Architecture“
at the polygon of the Quarter of Vracar in Belgrade, Serbia. We propose the approach that consisted of two
parts that were taking place consecutively. The first part was conducted with PhD students. The result was a
product of the content analysis of existing contextuality of architecture theories and evaluation apparatuses.
The second part of the research was realised with students of master studies who had the task to define
indicators grounded on the results of the case studies of individual object in the environment, by following
the criteria-based structure of the research. Comparing and overlapping the obtained results the new tool -
proposal for the assessment of contextuality of architecture is made and it could be used as a base in
generating recommendations and guidelines for future interventions for the same or similar urban
environments.

AB  - The purpose of this paper is to reflect on the paradigm change and different
experiences of using the healthcare design guidelines in the last 3 decades, through
the case study of the Belgrade’s Military Medical Academy (VMA).
Designed in 1973 after a large national competition, when architects Osojnik and
Nikolić won the first prize, an extraordinary leaf shaped volume was raised in 1982
as the biggest healthcare center in former Yugoslavia. The 14-story building is
covering 180.000 square meters of space on 21 hectares of land of Belgrade
quarter of Banjica, divided in 60 different technical-technological entities. It
represents still today one of the landmark and recognizable mega-architectural
structure of the City of Belgrade. The most contemporary “state of the art”
healthcare design guidelines were incorporated along with the most unusual
interior design conceived as an U boat. More than thirty years after, its functional
organization has been over passed and needs rethinking and upgrading. Its
voluminosity and compactness represent major obstacles that need to be rethinked.
This paper presents an assessment of the healthcare design of the MMA.
The paper has two parts. In the first part a specific set of criteria is defined based
on theoretical research of strategies and documents, today’s healthcare standards
and norms. The second part provides a set of analysis through examining 3 types of users: patients, medical staff and experts: architects and engineers. Some
conclusions and ideas in form of guidelines for regeneration and improvement will
be presented at the end of the paper.

AB  - One of the objectives of quality of pedestrian spaces improvement is to encourage
walking in the way to become a natural part of everyday patterns in urban activity.
This would also have implications on the reduction of public health issues since
the majority of urban population has become sedentary. The stated objectives and
relationships were analysed through the interpretation of the results obtained in
the direct survey of citizens in the central part of the City of Belgrade. Citizens
were asked to assess the quality of the pedestrian environment of the research
territory by using a specific questionnaire designed on the basis of the professional
tool for the evaluation of the quality of pedestrian spaces. The results have shown
that citizens of Belgrade still consider walking mainly as a recreational activity,
but that they would walk more if the quality of pedestrian environment were
improved.

AB  - The paper is an overview of the planning framework for the location of the Sava Amphitheater, a view of individual designs dealing with this location and the study of design competition winners from 1985 and 1991, as well as an overview of visions for the development of the location, which were proposed by the students of the Faculty of Architecture, University of Belgrade. The aim of the research was to indicate the potential of the formed solutions which, following each other, in the form of taking over the best ideas, formed a solid base on which future solutions and proposals for this location could be based.
AB  - Rad predstavlja pregled planskog okvira koji obuhvata lokaciju Savskog amfiteatra, osvrt na pojedinačne projekte koji obrađuju ovu lokaciju, prikaz studije nagrađenih konkursnih rešenja iz 1985. i 1991. godine i pregled vizija razvoja ove lokacije, a koje su predložili studenti Arhitektonskog fakulteta Univerzuteta u Beogradu. AB  - The globalized and decentralized world we live in is simultaneously the arena for the competition of cities belonging to the global network. Striving to secure a better position on the international scene, responsible managements turn to entrepreneurial activities aimed at finding new forms of competitive capitalism. Within a thus defined context, tourism is an important sphere. In these latest decades more and more attention is devoted to cultural tourism and creative cultural tourism, which are becoming an important sphere of global tourism. Reasons for this trend are evident in an economy based on knowledge and that which is experienced, in the fact that tourism is a branch of the economy with a huge potential, as well as in sustainability of investments in culture and human resources. Having in mind the hedonistic character of a place as a product and tourism as an activity directed toward the acquisition of new experiences and events, this paper will analyze those elements of the offer which contribute to increased competitiveness of cities. The subjects of this paper are the social space of the city, local products, mental space of the city, and material space of the city. A special accent is placed on creative tourism and its role in the process of regional economic development of cities in Southeast Europe.

AB  - The economy in a globalized world is an arena for competing cities and regions. Striving to achieve and secure a better position on the international scene, responsible managements turn to entrepreneurial activities aimed at finding new forms of competitive capitalism. Creative cultural tourism is seen as an important sphere within a thus defined context. The subjects of this paper are the social space of the city, local products, mental space and material space of the city, with special attention given to creative cultural tourism as a tool in the process of regional economic development of cities in Southeast Europe. Having in mind the international and local developmental trend, this paper presents the identified elements of Serbia's creative cultural tourism offer. This is illustrated in the example of forming the cultural routes of Europe, with special attention placed on the Project of Cultural Route of Roman Emperors, which could be an appropriate model of connecting cities, municipalities and regions on the platform of common characteristics and issues. Creative cultural tourism should be considered as a basic strategic idea within each individual development sector of the society at various levels of hierarchy and space, which can secure a qualitatively higher level of development both individually and overall. Culture should be seen as a fourth aspect of sustainability, which in addition to the economic, social and environmental aspect needs to be the base for any urban and development plans.

Redesigning the network of pedestrian spaces in the function of reduction of CO2 emission: Case study: Pančevo and Vršac

AB  - Research problem. The research problem is the increase of GHG and CO2 emissions in the transport sector, i.e. the intensification of urban transport activity in Serbia during the last 15 years. Focusing on redesigning of pedestrian networks as well as understanding the connections between urban design and pedestrian movement, the walkable environment could be achieved. In addition, as a direct result, a contribution would be made to a decrease of GHG and CO2 emission. Methodology. The following methods were used: analysis of the readability of open spaces, analysis of contents, rhythm and transparency on the ground floor of buildings and analysis of the intensity of use of open spaces using the Space Syntax method. Results. The results show a proportional relation between characteristics on ground floors of buildings and the intensity of pedestrian movement. Also, they enable the establishing of general recommendations for designing the immediate pedestrian environment and upgrading the quality of open public spaces. Conclusion. The improvement of the quality of pedestrian environment would have as its direct consequence greater use of open public spaces, and thus also increased intensity of pedestrian movement. In this manner, people would face a better quality and broader selection of contents and spaces.
