Measuring the quality of streets as open public spaces in the city center in Belgrade, Serbia

AB  - The quality of the environment is of vital importance for urban areas,
and streets and squares, as the specific form of open public space, represent
an essential part of the city. In urban areas, total road traffic
kilometres will grow by 40 % between 1995 and 2030. This particular
research focuses on the secondary streets that represent an integral
part of a city center not only in a functional way but also in a formal,
structural and cultural sense.
The research aims to analyze the overall quality of urban streets in the
center of Belgrade. The paper represents the segment of the research
done alongside approximately 500 students from the University of Belgrade,
Faculty of Architecture, as a part of the teaching course entitled:
Urban Design of Open Public Space as the research polygon of more
than 100 streets from the central urban borough in Belgrade were chosen.
The principal methodology is based on the Criteria & Indicators
network analysis, with five selected quality criteria: safety, comfort,
accessibility, readability, and liveability.
Results of the research represent the quality assessment of streets,
identifying specific problems and potentials in the context of open
public space in the city center. Therefore, one of the expected contributions
of the paper are the guidelines and knowledge base for upgrading
the pedestrian network and urban design of open public space - the
streets in Belgrade's inner historical city center, thus improving the
overall quality of life.

Implementing the concept of Albergo Diffuso through urban planning: the case of “venac” historic core in Sombor, Serbia

AB  - ‘Albergo Diffuso’ is an innovative concept in urban planning and design, where a hotel is dispersed through urban fabric, usually occupying several historic buildings under one ownership in a smaller community – village, town or small city. In this way, Albergo Diffuso enables their guests to easily participate in local urban life. The roots of the concept are were related to the urban decline of small historic settlements in Italy in the late 20th century. Hence, this concept belongs to international efforts to regenerate small shrinking cities as a new normality in urbanisation. However, two concepts – Albergo Diffuso and shrinking cities – have not been adequately interlinked; usually the physical aspect (‘design’) of Albergo Diffuso has been in spotlight. The other important issues, such as the adaptations of local urban planning and regulative documents and their impact on local property market have not been properly considered.
This is the presentation of one such attempt in the City of Sombor in northwestern Serbia. Sombor ‘old town’, known as “Venac/Coronet”, is under state protection as the best-preserved core of any medium sized city at national level. Nevertheless, the relative isolation of Sombor from major communication corridors has caused its significant economical and demographic shrinkage last decades. The recent development of cultural tourism along the nearby Danube has slowed this process, but it has also imposed new challenges for the urban heritage of Sombor, such as a collision between developing property market and the aforementioned protective measures for local heritage. One of the efforts of local authorities to mediate this is to create a new urban plan for “Venac”, where local urban experts propose innovative measures, including regulations for Albergo Diffuso projects. The aim is to explain work on this plan and expected effects on urban development and local property market. The Sombor case is even more important, as it can be a national pilot to address sustainable tourism development in shrinking cities.

Increasing Safety: A Survey of Open Greenspace Usage during and after the Pandemic in Belgrade, Serbia

AB  - COVID-19 has severely affected almost every aspect of our everyday lives, especially the use of open greenspace (OGS) in urban settings, which has proven to have a significant role in increasing overall public health and well-being. Hence, the restricted usage of these spaces should be reconsidered. This research aims to analyze the sensitive nature of OGS usage (1) during the pandemic from the perspective of users’ perceived safety and (2) after the pandemic to assess the possible long-term effects. Additionally, this research proposed that location-tracking mobile applications could lead to an increased frequency of OGS visits. The methodology contains detailed background research and two surveys. One survey was conducted during the pandemic in 2020 (sample size n = 412) and was repeated post-pandemic in 2024 (sample n = 451). The 2020 questionnaire A includes questions about the duration, frequency, and activities of OGS usage while focusing on the perceived safety and possibilities of monitoring OGS visits using mobile apps. The 2024 survey represents the continuation of the 2020 survey, focusing on the post-pandemic state of OGS. The statistical analysis is separated into a descriptive data analysis, various χ2 independence tests and a machine learning safety prediction. The results indicate how COVID-19 could affect OGS usage and how app-related physical safety enhancements during the pandemic cannot be statistically distinguished from those in the post-pandemic period. Although the interest in location-tracking mobile applications has statistically decreased in 2024, the majority of the total 863 participants stated that applications could increase their feeling of perceived safety. The added value of this research is that it considers age and gender roles in analyzing OGS usage in the context of a pandemic.

AB  - Urban design belongs to the professional fi elds where public welfare is of great concern. This means
that common practice in urban design involves the various forms of the active participation of
different actors and stakeholders, positioning it as a signifi cant segment in the professional ethos of
urban designers. Hence, public participation is also one of the integral parts of higher education in
contemporary urban design.
Urban design curriculum usually has a few courses dedicated for participation as the core topic, while
other courses indirectly touch it. Their practical side is often in the form of public audits, surveys,
questionnaires, interviews, which students conduct as an on-site or online training with citizens,
experts and/or stakeholders. The form of a workcamp, where students-volunteers work and live
together with local community on a short-term basis and for a not-for-profi t cause, is rarer simply
because it is more demanding to be included into formal higher education. However, such workcamps
have many advantages related to learning about the participation process, such as democratic
awareness, mutual understanding, increased independence, and self-reliance.
This paper presents one building camp for students, organised within DANUrB+ INTERREG Project
in Golubac, Serbia, in June 2022. The aim of the camp was to realise, materialise a small scale
‘design and build’ urban project which connects with the revealed underused local heritage or cultural
potential, as a tangible implementation of an intangible potential. The paper intends to show how this
process involved both students and the local community to jointly develop, design and build a smallscale
public square in the Danube Riverfront of Golubac Town.

Београду. Велики прилив туриста, нова изградња, и препознатљиви мега-пројекти архитектуре су саставни део великих
организација попут ове. Стога је тема планирања алтернативне верзије изложбе ”ЕКСПО 2027 – EXPO 2027” саставни део
задатка за студенте четврте године интегрисаних академских студија на Универзитету у Београду, Архитектонском
факултету школске 2023-24 године. Укупан број студената који је ангажован на овом задатку обухвата два ”студио-пројекта”
са преко 40 студената који у групном раду сарађују са менторима и сарадницима током 14 недеља активне наставе.
Методолошка основа студентских приступа базирана је на ”RIBA- The Royal Institute of British Architects” методологији која
обухвата следеће фазе: (1) формирање визије и информационе основе; (2) анализа и вредновање; (3) концептуално
решење и (4) пројектовање. Ови кораци на креативан начин су примењени у раду са студентима кроз иновативне методе и
технике као што су: superhero и lotus blossum метода. Уз помоћ њих студенти започињу свој рад првенствено кроз
дефинисање проблема и потенцијала па све до разраде идејног решења.
Студентски радови представљају оригиналне визије за одрживе концепте, принципе и елементе, односно садржаје
адекватне за изложбу попут ”ЕКСПО 2027 – EXPO 2027” представљене у виду атрактивног концепта и екстензивног
програма.
AB  - The "EXPO" exhibition represents a famous world exhibition with a tradition of over 150 years. This event, led by the French Bureau
International des Expositions, will be organized in Belgrade in 2027. A large influx of tourists, new construction, and recognizable
mega-projects of architecture are an integral part of large organizations like this one. Therefore, the topic of planning an alternative
version of the exhibition "EXPO 2027 - EXPO 2027" is an integral part of the task for students of the fourth year of integrated
academic studies at the University of Belgrade, Faculty of Architecture in the academic year 2023-24. The total number of students
engaged in this task includes two "studio-projects" with over 40 students who cooperate in group work with mentors and associates
during 14 weeks of active teaching.
The methodological basis of student approaches is concentrated on "RIBA - The Royal Institute of British Architects" methodology,
which includes the following phases: (1) developing vision and information base; (2) analysis and evaluation; (3) conceptual solution
and (4) design. These steps are creatively applied in working with students through innovative methods and techniques such as:

AB  - Serbia belongs to the European countries that had established a well-balanced network of urban settlements
during the 19th and 20th century. This was almost an imperative in territorial policy during the socialist period,
within the second Yugoslavia (1945-1991), when towns and small cities were specially supported as the main
link in urban-rural cooperation network. However, this system has been critically broken since the beginnings
of post-socialist transition. This period has brought a neoliberal market economy side by side with fading of
the role of state institutions and the overall fragmentation of space in South-Eastern Europe. As a result, the
paramount majority of towns in Serbia are shrinking today, as a sharp contrast to the rise of few big cities.
The aim of this paper is to research the official urban and territorial policy in Serbia regarding the development
prospects of towns. Their challenging current state is not well defined in local context, because urban
shrinkage as a critical indicator is a relatively new phenomenon in local urbanisation. In this situation, the
examination how relevant Serbian legislative, planning, and strategic policy documents concern the issue of
the development of (small) (big) towns vs. cities is very important and it is the backbone of this research. The
guidance to examine them is the most relevant EU documents that are framed to comprehend and systemise
the current role and future of (small) towns at European perspective. In line with this stance, this research
presents the state of art in national urban policy in the matters of town development, as well as the possibilities
how it can be modified and improved to better suits the future of Serbian towns.

Shrinking Cities as European Capitals of Culture: Has this Status enabled their Reurbanisation?

AB  - More than 50 cities across Europe have been designed as the European capitals of culture for one year since the launch of this programme in 1985. Through organisation of different cultural events, this programme gives selected cities accessibility to generate significant cultural and socio-economic advantages, addressing their long-term regeneration and revitalisation and better competitiveness thereof. Several selected cities had gained this status during long-term urban shrinkage, the process where a population loss is caused by local socio-economic difficulties. Therefore, the supreme goal of such cities is certainly the reurbanisation based on better economic performance. The goal of the programme of European capital of culture –culture-led regeneration and revitalisation – perfectly fits with solutions for the economic problems of shrinking cities. The aim of this paper is to analyse has the status of European capital of culture has had an impact on population trends in the selected shrinking cities. Before the analysis, theoretical link between the concept of shrinking cities and urban regeneration and revitalisation is made. The selected cases are the shrinking cities with this status from 1985-2017, to preserve a 5-year threshold, adequate for the most recent demographic trends. The obtained results from the analysis show that the majority of the selected cities have entered reurbanisation after their year of the European capital of culture. Nevertheless, some of them have continued to shrink. The obtained results of the reurbanisation or prolonged shrinkage of the cities are further combined with the other characteristics of the selected cities, to fully understand their context. Comparing this, the paper conclusions target to indicate if and how the status of European capital of culture impacts on the local economy of a selected city though culture-led urban regeneration and revitalisation.

environment, especially for small cities in developed countries. The desired socio-economic
redevelopment of these cities has been significantly affected by the functional, organisational, financial,
and professional constraints caused by both shrinkage and city size. Paradoxically, this slow
development has enabled better preservation of their historic cores, urban heritage, and traditional
culture. Nevertheless, the aforementioned local constraints have a profound impact on sustainable
urban regeneration, and successful examples are still quite rare. This research presents an inspiring
case—a small museum quarter in Sombor, Serbia. Museum quarters are a relatively new concept in
culture-led urban regeneration; all known examples are located in big cities. Hence, this research
tries to create an innovative methodological link between two theoretical fundaments: the role of
cultural heritage in shrinking small cities and its expression through a museum quarter as one of the
concepts of culture-led urban regeneration. An analytical framework for the aforementioned single
case study is derived by forming this link. The main findings underline that the museum quarters in
shrinking small cities should be developed in a micro-format to rationally address and the limited
local resources. Furthermore, in contrast to museum quarters in big cities, they should be physically
detached from the main retail street to enhance their separate identity and should be internally
balanced in both spatial and functional aspects, meaning that the key museum/cultural institutions
are equally dispersed throughout the quarter and clearly interconnected by a pedestrian-friendly
open public space.

The survey was based on the questionnaire, alongside direct expert observation of natural and built characteristics, as well as people's movement and behavior. The survey was conducted over a period of two months, with optimal weather conditions and temperatures corresponding to the smooth use of HOS. The sample of respondents is one of the important preconditions for the success of this type of methodological procedure. It consists of 100 respondents, from all categories of hospital users found inside the HOS. Gathered data are processed using the SPSS program for statistical analysis and results are based on 5% statistical significance.

AB  - Public spaces are important in the cultural landscape of a city, as they provide opportunities for social interaction, recreation, and civic engagement. The way these spaces are designed and managed has a significant impact on their use and meaning. This paper explores the influence of mixed culture on open public places, focusing on housing mega-blocks – the „Block 70“ in New Belgrade as a case study. Block 70 is a mixed-use development that includes residential, commercial, and cultural facilities. It is located in one of the most prominent areas of New Belgrade, which has undergone significant transformation in recent years. The study uses a combination of quantitative and qualitative methods to analyze the cultural influences on the use and perception of open public spaces in Block 70. The paper begins by providing an overview of the theoretical framework for understanding the relationship between culture and open public spaces. It highlights the key concepts of cultural identity, social practices, and the role of the cultural impact seen from the aspects of urban design that is shaped and redefined by diferent cultural trends. The study then presents the results of a survey conducted among the residents of Block 70, first shown in non published paper which examines their perceptions of the cultural influences on urban design in open public spaces. The survey results indicate that the cultural diversity of the residents is reflected in the use and perception of open public spaces in Block 70. The study identifies several cultural factors that influence the use of these spaces, including social norms, gender roles, and cultural traditions. For example, women tend to use the public spaces in Block 70 less frequently than men, due to cultural norms that dictate their roles in open public spaces. The paper also examines the architectural features of Block 70 and their impact on the use and perception of public spaces. Additionally, the study highlights the importance of creating inclusive and accessible open public spaces that reflect the cultural diversity of the community. The findings of this study have implications for urban planners, designers, and policymakers, as they seek to create public spaces that promote social interaction, civic engagement, and cultural exchange.

AB  - The paper represents a part of the research conducted through the EU Interreg project DANUrB+ (Danube Urban Brand), which gathered six European countries including Serbia around the common goal: to foster the development of small cities along the Danube region through sustainable and heritage-based tourism and cross-border cooperation. One of the main outcomes of the project was the development of Action plans, defined by the set of goals and specific methodology, which included: analysis of strategic regional and local planning documents; field study; meetings, workshops and surveys with local stakeholders; research through participation, and thematic exhibitions. The Action plan for Golubac, the city with a declining population in the Eastern part of Serbia, represents a model for shaping new authentic tourist products and routes by combining natural and cultural heritage, and it could serve as a knowledge base and unique methodological model for action planning and building self-sustaining communities.

AB  - U radu su prikazani rezultati analize ankete posetilaca jednog gradskog trga i mikroklimatskih parametara prikupljenih na terenu tokom dva vremenska perioda u ukupnom trajanju od 15 dana, pre i posle postavljanja privremene intervencije u javnom prostoru u zimskom periodu. Izvršeno je anketiranje 210 korisnika radi ispitivanja subjektivnih stavova, ocena o ličnom toplotnom komforu u otvorenom javnom prostoru pre i posle postavljanja montažnog objekta namenjenog rekreaciji svih starosnih grupa: javnog klizališta sa opremom za korišćenje. Cilj rada je analiza efekata klimatski senzitivnog urbanog dizajna kroz proveru povezanosti pojedinačnih mikroklimatskih parametara (temperature vazduha, brzine vetra, relativne vlažnosti vazduha, vazdušnog pritiska, temperature crnog globus termometra), aktivnosti metabolizma i odevenosti ispitanika. U radu je izvršena provera subjektivne ocene toplotnog komfora i skale toplotnog komfora za PET indeks nakon postavljanja javnog klizališta u otvorenom javnom prostoru. Prikazani su identifikovani subjektivni faktori zagrevanja i hlađenja na trgu, kao i moguća dalja usmeravanja istraživanja u cilju formulisanja odgovarajućeg modela toplotno senzitivnog urbanog (re)dizajna gradskih trgova.

AB  - This paper aims to explore the potential of digital placemaking tools in strengthening the development of towns. With the increasing digitization and the influence of social media in everyday life, placemaking has undergone a transformation with successful outcomes in different cities worldwide. Digital placemaking offers new opportunities for urban regeneration by providing a multifaceted exchange of information and views and by boosting the social, cultural, environmental, and economic value of places (de Filippi et al., 2020; Freeman et al., 2019). Furthermore, the method of co-creation enables communities and their citizens to be involved in the process of detecting and solving problems from the beginning until the implementation of possible solutions. 
The paper focuses on small and medium cities along the Danube. Although these cities are shrinking, they have a specific potential to increase local prosperity and international tourist attractiveness by reactivating underused cultural heritage and resources. 
In the paper, several digital placemaking tools developed during the Interreg project DANUrB+ will be presented: (1) The digital Platform, an inclusive online communication tool containing data of different stakeholders, their products and services, as well as tangible and intangible cultural heritage; (2) The mobile applications with predefined tours of a city, which were designed to inform tourists of unusual, interesting and forgotten heritage places; (3) The interactive Digital Atlas with educational and promotional qualities for the Danubian region and (4) The variety of online surveys used during the design of Action plans and Pilot projects for small and medium Danube towns. 
The research results are presented as possible insights into the future of placemaking and the success stories about the development and implementation of different digital tools for enhancing the overall development of small and medium-sized cities in Europe facing the problem of depopulation and devastation.

AB  - Овај рад се бави утицајем последица утицаја климатских промена на токове урбанизације, са посебним освртом на нелегална и неформална насеља, чија је изложеност овим утицајима знатно већа и/или другачија него што је у плански изграђеним деловима града. 
Урбано планирање се данас суочава са бројним и растућим изазовима, као што су убрзана урбанизација, управљање растом града и неформална насеља, климатске промене, велики демографски притисци и сиромаштво, потребе за енергијом, и другим (Mitrović & Antonić, 2013). Са друге стране, број становника у нелегалним и неформалним насељима одавно је премашио милијарду становника на свим континентима и у различито развијеним земљама. Становници неформалних /нелегалних насеља постају све рањивији и под утицајем широког спектра опасности и ризика, као што су: различите заразне болести, лоше управљање и одлагање отпада, клизишта, поплаве, лоша инфраструктура која не може да прихвати бујичне воде, недостатак или лоша канализација, недостатак или лош приступ здравственим сервисима, и другог. Због тога је неопходно да одрживо урбано планирање и коришћење земљишта адаптирају модалитете рада на промене и растуће урбане проблеме и да се доследно примењују утемељени принципи како би се осигурала делотворност урбаних политика (UN-Habitat, 2009; World Bank Institute, 2010).
Локације и подручја неких нелегалних насеља представљају посебан проблем јер доприносе повећању ризика ових насеља од катастрофа, те је потребно извршити анализу локација неформалних/нелегалних подручја са становишта процене ризика од катастрофа и последица климатских промена. Стога је циљ рада да осветли и класификује ризике у нелегалним насељима и препоручи мере који би могли да смање штетне утицаје нежељених утицаја климатских промена.
AB  - This paper deals with the impact of the effects of climate change on the
course of urbanization, with a special focus on illegal and informal
settlements, whose exposure to these impacts is significantly greater
and/or different than in the planned parts of the city.
Today, urban planning faces numerous and growing challenges, such as
accelerated urbanization, management of city growth and informal
settlements, climate change, large demographic pressures and poverty,
energy needs, and others (Mitrović & Antonić, 2013). On the other hand,
the number of inhabitants in illegal and informal settlements has exceeded
one billion inhabitants on all continents and in differently developed
countries. Inhabitants of informal/illegal settlements are becoming
increasingly vulnerable and under the influence of a wide range of hazards
and risks, such as: various infectious diseases, poor waste management
and disposal, landslides, floods, poor infrastructure that cannot handle
stormwater, lack or poor sanitation, lack or poor access to health services,
and others. Therefore, it is necessary that sustainable urban planning and
land use adapt work modalities to changes and growing urban problems
and that established principles are consistently applied to ensure the
effectiveness of urban policies (UN-Habitat, 2009; World Bank Institute,
2010).
The locations and areas of some illegal settlements represent a special
problem because they contribute to increasing the risk of these settlements
from disasters. Therefore, it is necessary to analyze the locations of
informal/illegal areas from the point of view of assessing the risk of
disasters and the consequences of climate change. Concluding, the aim of
the work is to highlight and classify the risks in illegal settlements and
recommend measures that could reduce the harmful effects of the adverse
effects of climate change.

AB  - The quality of life in urban areas greatly depends on the level of public health of the population, and on the way we are dealing with climate change. Air pollution is one of the primary health problems facing Belgrade, as well as most cities around the world. In this study, data for the Belgrade area on the concentration of negative particles (PM10 and PM2.5) and pollutants (NO2) in the air were analyzed. The results show that the level of air pollution in Belgrade is above the allowed limits for most of the analyzed components, which affects respiratory function, increases the risk of respiratory diseases and also endangers cardiovascular health. These results indicate the need for urgent and effective measures to reduce air pollution in Belgrade in order to improve the quality of life. This study also deals with the analysis of potential intervention measures, regarding the climate change issues, that affect the reduction of air pollution in cities. One of the main and most effective measures is the control of emissions of pollutants from transport, through the promotion of more efficient vehicles and fuels, as well as the construction of environmentally sustainable transportation systems. Also, the promotion of maintenance and increasing of green infrastructure can have a positive impact on reducing emissions of pollutants and improving overall air quality. Finally, the promotion of a healthy lifestyle, healthy diet, and physical activity can improve immunity and help in the prevention of air pollution-related diseases.
AB  - Квалитет живота у урбаним срединама умногоме зависи од нивоа јавног здравља становништва, односно начина на који се суочавамо са климатским променама. Аерозагађење је један од примарних проблема, са аспекта здравља, са којим се суочава Београд, али и већина градова широм света. У овом раду анализирани су подаци за територију Београда о концентрацији негативних честица (PM10 и PM2.5) и онечишћујућих гасова (NO2) у ваздуху. Резултати показују да је ниво аерозагађења у Београду преко допуштених граница за већину анализираних компоненти, што утиче на респираторну функцију, повећава ризик од респираторних обољења, док угрожава и кардиоваскуларно здравље. Ови резултати указују на потребу за хитним и ефикасним мерама за смањење аерозагађења у Београду, како би се побољшао квалитет живота становништва. Овај рад се уједно бави и анализом потенцијалних мера интервенција које утичу на смањење проблема проузрокованих климатским променама, са фокусом на аерозагађење у градовима. Један од главних и најефикаснијих мера јесте контрола емисије онечишћујућих гасова из транспорта, кроз промоцију ефикаснијих возила и горива, као и изградњу еколошки одрживих транспортних система. Такође, промоција очувања и увећања површине зелене инфраструктуре може да има позитиван утицаја на смањење емисије онечишћујућих гасова, као и побољшање квалитета ваздуха. Коначно, промоција здравог начина живота, здрава исхрана и физичка активност могу да побољшају имунитет и помажу у борби против болести повезаних са аерозагађењем.

AB  - Дунав, најдужа река у западној половини Европе, због своје ширине у свом средњем и доњем делу тока представља значајну физичку препреку у општем просторном развоју. Ова препрека за сарадњу преко Дунава додатно политички значајна јер су многе националне границе иду дуж реке. Због тога су многа подручја и градови у средњем и доњем Подунављу рубно смештени, недовољно повезани и, самим тим, неразвијени. Ипак, они се међусобно разликују и по другим обележјима, као што су величина, положај у државној мрежи градова, културна баштина или карактер локалне привреде. То значи да се изгледи за развој подунавских градова не могу на прави начин разумети само сагледавањем њихове боље
повезаности преко и у односу на реку, већ узимајући у обзир и друга обележја. Циљ овог рада је да се провере дати изгледи за развој малих и средњих градских насеља у српском
Подунављу профилишући их кроз њихова кључна обележја. Очекивани исход је стварање кластера градских насеља са придодатим планским акцијама. На тај начин, ово је допринос истраживању спроведеном кроз израду атласа подунавских градова у оквиру међународног пројекта DANUrB+, који се бави насељима у опадању у рубним и пограничним деловима Подунавља како би се створиле нове перспективе њихове обнове и развоја
AB  - The Danube, the longest river in the western half of Europe, has been a signifi cant physical obstacle for general territorial development in its middle and lower sections due to the river width. This obstacle for cooperation across the Danube has been further enhanced in a political way as many national borders have been outlined by the river. Therefore, many areas, cities and towns in the Danubian Region are peripheral, insuffi ciently connected and consequently underdeveloped. However, they also diff er by their other characteristics, such as size, position in national urban network, cultural heritage or the character of local economy. This means that development prospects for Danubian cities and towns cannot be properly understood just addressing their the better connectiveness across and through the river, but also taking in account their other characteristics. The aim of this paper is to check such development prospects for small and medium-sized urban settlements in the Serbian Danube Region by profi ling them through their key characteristics. An expected outcome is to form the clusters of urban settlements with subordinated planning actions. In that way, this is a contribution for the research carried through the creation of the atlas of Danubian cities in international DANUrB+ Project, which is dealing with shrinking settlements of Danube river’s peripheral and border regions, to create new possibilities to make them attractive again.

However, it has rarely been implemented in smaller, shrinking cities with a rich heritage, which has become a ‘new normality’ across Europe. These cities usually face institutional, organisational, and economic limitations in their development. Forming a museum quarter at a micro-scale in such city can be a rational model to address these constraints. This paper presents an emerging micro-museum quarter in the historic city of Sombor in Serbia, where the bottom-up level initiated it to deal with the fast shrinkage of the city. /// Le quartier-musée est présenté comme un modèle efficace pour la régénération des grandes métropoles. Néanmoins, il n’a jamais été appliqué aux plus petites villes ou aux villes en décroissance dont les sites patrimoniaux sont pourtant d’une grande richesse. Ces villes deviennent une « nouvelle normalité » dans le paysage européen et font face à des restrictions institutionnelles, organisationnelles et économiques. Construire des quartiers-musées à une micro-échelle dans de telles villes pourrait être une solution pour surmonter ces restrictions. Cet article présente un micro quartier-musée émergeant dans la ville historique de Sombor en Serbie où l’initiative a pris racine au niveau local afin de lutter contre la rapide décroissance de la ville.

AB  - The Roman Limes - a former natural border of the Roman Empire has been recognized as a cultural landscape with exceptional universal values of international importance by UNESCO. In the Republic of Serbia, the Roman Limes encompasses the Danube river valley. Within this part of the Roman Limes, the Djerdap segment, which includes sites of different historical periods, stands out. However, most of the sites are underwater due to the construction of the Hydroelectric Power Plant. Physical inaccessibility to cultural heritage has led to insufficient presentation and promotion, but also a lack of information about its existence. Therefore, the main goals of this paper are to spread knowledge about the existence of the cultural and natural heritage of the Djerdap segment, as well as to identify the potential for their integration into contemporaneity. The results are presented through an urban-architectural project that is the sublimation of formed critical attitudes about the cultural heritage treatments. The expected results of the research include raising awareness of the importance of the cultural and natural heritage of the Djerdap segment through the promotion of cultural routes, as well as forming a potential model for their use in the process of establishing sustainable landscape development.

AB  - The contemporary way of life influences the forms and time framework of outdoor activities in open public spaces, shifting their focus to nighttime usage. The aim of this study is to demonstrate the limits of existing outdoor lighting design standards and recommendations in terms of livability. As an exploratory case study, the Sava waterfront in New Belgrade, Serbia was chosen. The methodology consisted of theoretical research and specific analysis, which included: (1) mapping the spatial distribution of users during several periods of the day; (2) criteria and indicator network analysis of outdoor lighting quality, and (3) a survey with a questionnaire conducted among the users of the waterfront area. The results showed that lighting design can influence overall open public space usage during nighttime through its parameters. It can affect the spatial distribution of users and their sense of safety and comfort, as well as the duration, frequency, and manner of usage. This study could improve planning and design practices regarding outdoor lighting, enabling more active and inclusive usage of open public spaces, thus increasing the overall livability of spaces and their social sustainability.

AB  - U teorijskim razmatranjima i urbanom dizajnu, bezbednost je preduslov za životnost i intenzivno
korišćenje otvorenog javnog prostora. Težište ovog rada predstavlja bezbednost sa
aspekta korisnika prostora odnosno osećaj lične bezbednosti. Koncept prevencije kriminala
kroz dizajn okruženja (CPTED) nudi mnogobrojna rešenja za sigurnost i bezbednost korisnika
u javnom prostoru, ali otvara se pitanje njegove primene, posebno u kontekstu nepredviđenih
situacija kao što su globalna pandemija ili drugi savremeni fenomeni. Potrebno je
raditi na njegovoj rekonceptualizaciji u budućnosti.
Metodologija ovog rada zasniva se na metodologiji prethodnih istraživanja novobeogradskog
bloka 21 iz 2017. i 2013. godine, odnosno na sprovođenju metoda struktuiranih anketa
i intervjua i obradi prikupljenih podataka u cilju stručne opservacije i analize postojećeg
stanja. Nova anketa sprovedena je ove godine, tako da još jedan važan segment rada jeste
uporedna analiza rezultata iz 2013, 2017. i 2022. godine. Cilj rada je ispitati da li je urbana
bezbednost otvorenih javnih prostora u bloku 21 poboljšana ili pogoršana u periodu od
2013. godine do danas. Rad polazi od pretpostavke da je pandemija covid-19 uticala na
promene u korišćenju otvorenih javnih prostora novobeogradskog bloka, kao i na povećanje
svesti o aspektima značaja otvorenog javnog prostora i njegove bezbednosti.
Rezultati bi trebalo da pokažu koji prostorni elementi bloka najviše utiču na aspekt bezbednosti
u korišćenju prostora, kao i koji su uticali na promenu svesti u vreme pandemije.

AB  - The end of the World War I in 1918 changed dramatically the political picture of the eastern half of Europe, mainly divided between three large realms: Austro-Hungarian, German and Russian empires. Their dissolution made space for new national states, which were much smaller, causing a lot of new borderlands. Moreover, these new borders disrupt well established economic markets, zones, and corridors. As a consequence, many urban settlements in the region became border cities and towns or were deeply affected by new borders; they eventually entered the interwar period (1918-1939) with challenging economic prospects, which influenced their demographic stagnation or shrinkage. 
This unfavoured borderland situation had profound effects on urban life and economy along
the Danube in interbellum years. New urban development was an exception, limited to just
several cities with special advantages, such as Bratislava (new ethnic capital) or Novi Sad (new regional seat). The most affected cities were those ones divided by the newly established borders the Danube – unwanted twin cities. For instance, Esztergom and Štúrovo/Párkány. Similarly, towns on the preserved borders, for example, in the Iron Gates Region, continued their stagnation. Finally, some bigger cities along the Danube lost their
gravitation zones (Mosonmagyaróvár) or the status of a country seat (Sombor), which produced similar disadvantages as being directly on border.
