Planning and designing urban places in response to climate and local culture: A case study of Mussafah District in Abu Dhabi

AB  - This paper deals with how climate and local culture specifics contribute to urban diversity, and how they affect the way urban
spaces are being conceived, planned and designed. The authors argue that regardless of the globally accepted principles of
sustainability which emphasize smart responses, diversity and culture as the prime drives in urban development of, cities
around the world are continually experiencing the all-alike solutions, which often compromise their identity and character.
Having taken the genuine stands of the philosophy as a starting point for examining the subject, the authors explore and
present how the climate specifics, along with the uniqueness of local culture, lead toward the solutions which make a
difference to their cities. The discussion is illustrated by the case study the authors were engaged in, the Mussafah District
project in Abu Dhabi, a redevelopment proposal recently initiated and developed by International Society of Urban and
Regional Planners -ISOCARP and Urban Planning Council of Abu Dhabi.

Development of Fruška Gora and some open questions of sustainability

AB  - Future development of Fruška Gora triggers numerous questions from the domain of sustainability. The solutions defined in the spatial plan-PPPPN Fruška Gora 2022, can be carried out only on condition that the current course of spatial planning and space related decision making change, so that the respective procedures become more sensitive to the specific requirements of sustainability. Sustainability by itself affects the way planning is being performed, while the specifics of a concrete case, like the case explored in this paper, set up a particular input relevant for both the conceptual and methodological aspects of planning. The proposals of implementing the specific sustainability-based techniques along with the practical implications of their use throughout the planning process are examined in this paper. Normally, most of them are not part of a standard planning procedure, however, they become highly relevant in cases like Fruška Gora, or similar. A sequence of innovations and possible modifications of/within the existing paradigm proposed here include: the prevention techniques, carrying capacity assessment as it relates to the eco-balance, risk assessment, impact analysis, eco-sensitive zoning, GIS based monitoring, etc. Special attention is given to the issues of physical and environmental quality, as they relate to sustainability.
AB  - Будући развој подручја Фрушке Горе отвара низ питања из
домена одрживости. Решења дефинисана У ППППН Фрушка
Гора 2022 могу бити реализована само под условом да се у
односу на текућу праксу просторног планирања и
одлучивања учини квалитативан помак и формира образац
планирања и одлучивања у сагласности са принципима и
критеријумима одрживости. У овом раду разматрају се нека
питања која се односе на промену филозофије планирања и
планерске методологије. Аутор заступа став да у
специфичним случајевима, као што је пример који се овде
обрађује, планерски поступци морају бити одговарајуће
трансформисани или у потпуности иновирани. Одрживост
сама по себи мења начине рада а проблематика конкретног
случаја, овде Фрушке Горе, захтева неке специфичности. У
том смислу аутор даје предлоге за унапређење постојеће
парадигме, укључујући технике које се односе на
превенцију, спречавање узрока, вредновање капацитета
средине, процену и предвиђање ризика, провере кроз
импакт анализе, као и већ постојеће као што су ГИС
заснован мониторинг или еколошко зонирање територије. У
раду је посебна пажња посвећена квалитету животне
средине као кључној одредници развоја Фрушке Горе па се и
питање одрживости смешта, превасходно, у домен
квалитета окружења а концептуални и методолошки
помаци одговарајуће позиционирају и формулишу.

AB  - На примеру три изведена пројекта, Риа 2000
у Билбаоу, Емшер парк у Рурској области и
Гасометар град у Бечу, разматра се релација
између креативних економија и одрживости.
Иако се три пројекта у стручној јавности
сагледавају пре свега као примери обнове у
духу нових економија, па се у том смислу и
воде расправе, у овом раду је полазиште
другачије. Намера је да се пројекти
погледају из другог угла и да се њихов однос
према одрживости стави у средиште
интересовања. Овакво опредељење аутора
базирано је у ставу да две филозофије не
само да имају додирне тачке, већ се по
значајном броју питања преклапају или деле
заједничке вредности и опредељења. Са
таквим циљем у виду, у раду се дефинише
сет критеријума одрживости и спроводи
анализа три пројекта. Низ заључака
потврђује полазни став, што пред урбанисте
и планере ставља нова питања и доноси
нове изазове истраживачима и свима онима
који се физичким простором и одрживошћу
баве.
AB  - Three urban redevelopment projects recently
undertaken in Europe–Ria 2000 in Bilbao, Spain;
Emscher Park in Germany; and Gasometer in Vienna,
Austria, are presented and discussed in the paper.
All three innovate on three independent levelsculture,
economy and urban organization, and
provide high quality places to assist their cities and
regions to cope with a global competitive
environment. All three were also designed to
represent the best of the sustainable practice in
Europe at the time. In the same time, the basic
phylosophy of all three is deeply rooted in creative
economies and elaborate their bacis principles.
The paper explores their design solution in order to
identify the points where creative industries and
sustainability meet, and investigates if, and to what
extent, they comply with the principles of
sustainability. Urban design and physical space are
in focus, while other areas are considered as long as
they contribute to the design, or reflect a credo that
architecture and urban design are among those
that play a central role in building cities’ reputation
and character. The author argues that all three
materialized some of the basic principles of
sustainability, by elaborating ideas of genius loci
and the relationship between identity and locality.
Emscher Park has been the most successful in
demonstrating how the brownfield site and
devastated area could be transformed into the
cultural landscape. Ria 2000 brought in a new
interpretation of balance between the man made
and natural environments. Gasometer has been
least successful, and rather its solutions go after the
traditional redevelopment paradigm.
