Introducing Matrix for the Reprogramming of Mass Housing Neighbourhoods (MHN) Based on EU Design Taxonomy: The Observatory Case of Serbia

AB  - This article addresses the contemporary framework of housing at the EU level in the era of the ‘Housing at the Centre’ approach. More specifically, the research focuses on mass housing neighbourhoods (MHN) as the leading pattern of urban transformation in European cities in the second half of the 20th century, with the intention being to decode the possibilities for its rehabilitation in line with integrated approaches. The article combines (1) a review-based and systematically-oriented approach, in order to provide a state of the art of EU design taxonomy related to the housing issue, and, more specifically, related to MHN, with (2) a comparative study between EU and national design taxonomies, in order to address their conditionality and possible mismatches. The research considers design taxonomy to gain a more comprehensive insight into the content and coherence between programme values and the relevant EU documents (declarations, statements, policy positions, resolutions, reports, communications, charters, action plans, opinions) related to the housing issue, or broader urban issues that include housing as the scope of observation. The taxonomy enables a conceptual methodological framework for a systematic, consistent, and complete description of key research relations. Accordingly, the specific objective of this article is to establish an evaluation framework for reprogramming of MHN based on the EU design taxonomy through (1) the development of the programming matrix for evaluation, which corresponds to the value-based architectural programming model; and (2) introducing Serbian national design taxonomy, in order to demonstrate the anticipation of design values based on the EU taxonomy within the local context. The results indicate the need to examine and test regulatory experimental settings through middle-out approaches, whose central research perspective will be built parallel and coherently through bottom-up inputs, created as the result of collaborative approaches at the community level, and top-down inputs which are the result of the strategic framework established in relation to priorities at the European level.

Tracing the Roots of Urban Morphology Through Academic Engagement in the Field of Architecture in Serbia

AB  - Even though the Serbian Network of Urban Morphology (SNUM) is one of the youngest networks within the International Seminar on Urban Form (ISUF), it is believed that each of the networks is grounded and developed on the knowledge coming from the synthesis of science, practice, and education. This research aims to trace the origins of urban morphology in the context of Serbia by assessing the academic engagement of key scholars over time. The research builds on previous findings concerning the origins and genesis of teaching urban morphology in Serbia and a review of academic and practical thoughts and actions in Belgrade. Using data collection, content analysis of annual Faculty books and programs, retrospective faculty books, internal documents, accreditation documents, lecture notes, books, and editions in the subject field and by diagramming and visualization, research tends to establish a broad and detailed framework for creating timelines and identifying clusters. Periodization identifies four different periods that are metaphorically named according to plant growth - formation of Fertile ground, Suitable climate, Sprouts, and Shoots while the clustering enables the detection of the continuity of urban morphology in three scientific fields in the faculty – architecture, urbanism, and history. The metaphor with plant growth is significant for underlining that the roots of any field of study are of immense importance, both for understanding its origin, starting ground, and intellectual heritage, and for its proper growth.

AB  - The article presents the potentials and capacities of extracurricular activities such as student workshops for strengthening existing curricula and introducing emerging specialised areas, topics, and challenges into architectural higher education. The specific objective of this study is to enhance and test different pedagogical models for learning on the sustainable rehabilitation of mass housing neighbourhoods (MHN), as a specific type of modern heritage, through innovative extracurricular teaching practices based on interdisciplinarity, flexibility, and adaptability. This research presents three student workshops focusing on the rehabilitation of mass housing neighbourhoods (MHN), involving students, academics, and professionals from the field, organised in Germany, Serbia, and North Macedonia in 2022. Moreover, it engages a comparative analysis of the learning formats and approaches developed within this discipline-specific cross-border collaboration. The study provides (1) an insight into the comparative analysis of learning capabilities and (2) the formulation of workshop models supported by diagramming of the workshop structure. The conclusion of the article summarises the findings and highlights the essential aspects for engaging student workshops, as an instrument for generating operational knowledge in the field of mass housing rehabilitation.

AB  - This paper addresses the challenges of architectural higher education to cope with a state of continuous change within the relationship between heritage and sustainability. The initial assumption is that research activities based on design taxonomies—terms used in architectural discourse of heritage and sustainability—followed by fruitful analysis and discussion can contribute to the advancements in curricula design and development. Accordingly, the paper aims to develop a new methodological framework for addressing sustainability and heritage, enriching curricula design and assessment strategy. Data collection on identification and analysis of terms was carried out within the Erasmus+ Strategic Partnership titled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS). After the process of filtering, interpretation, and comparison of project findings, a three-fold comprehensive analysis was conducted: (a) learning outcome quantitative analysis, (b) cross-cutting analysis of spatial scales and course types, and (c) synthesis. The paper results in the methodological framework that reinforces different pedagogical approaches to heritage and sustainability derived as a result of the applied research process. The main conclusions are concerned with the applicability of the methodological framework, designed for the improvement of existing and development of new comprehensive courses and programme contents.

AB  - Mass housing neighbourhoods (MHN) represent the leading pattern of urban transformation and expansion in the second half of the 20th century, and accordingly evaluation, regeneration and redesign of the MHN represent a necessary and challenging task in the contemporary research context. In the practical scope of MHN rehabilitation, various holistic approaches and design strategies are identified that affirm both ecological transition and social transformation of these urban settings. However, the level of application of such approaches across Europe varies greatly, and requires research initiatives of a comparative nature that open a cross-geographical debate at the European level. Although there is a series of evidence-based studies that define the conceptual framework of MHN, i.e., large-scale housing settlements, through historical-interpretative and chronological analyses, the academic debate on practical and feasible MHN rehabilitation and their sustainable integration into the urban development of cities at European level is underdeveloped. The specific objective of this paper is to establish preliminary insights into the current level of MHN rehabilitation and to identify challenges for further actions through (1) a comparative analysis of MHN role models from the second half of 20th century, and through (2) insights from an implemented expert questionnaire. The research engages a comparative case study analysis as the primary method and analyses MHN in Germany (as a representative of Western Europe) and in the two ex-Yugoslav countries, North Macedonia and Serbia (as representatives of Eastern Europe). This research has highlighted the main obstacles and challenges for MHN rehabilitation and demonstrated the importance of a multiscale approach to MHN analysis, having in mind that through the distribution of design values at the analysed spatial levels (neighbourhood level, building level, and apartment level) the application of affirmative indicators within different design values group is recognised.

AB  - There is a rising concern in the architectural academic and professional community about the current transformation of cities and public spaces, seeking for (a) new and innovative approaches to planning and shaping future cities and habitats, and (b) a platform for experimentation and designing of innovative solutions to complex societal problems through co-creation. The paper aims to highlight the regenerative role that educational projects with a practical dimension could have on the public space and the community. The Europe Readr pavilion in Serbia has been developed in the cooperation of the Embassy of the Republic of Slovenia in Belgrade and the Laboratory for urban morphology and typology (Morpho- Lab) of the University of Belgrade – Faculty of Architecture within the broader international project EUROPE READR. Guided by European values, sustainability, and the European Green Deal through designing public spaces for the exchange of ideas and values, UBFA considered both the process of learning - and the result itself. Accordingly, the process implied multiple phases of project development that included two-stage student competition, three mentored workshops and presentations to project partners, and finally, implementation phase. The paper brings significant experiences regarding potentials and challenges in innovation, critical thinking, competence, co-creation, developing technical drawings, understanding of building and assembling techniques, public purchase regulations, and on-site activities. The project provided stepping out from academia bringing a positive change both to education and public space.

AB  - This event was realized as a joint event of the COST Action CA17133 “Circular City: Implementing nature-based solutions for creating a resourceful circular city” and a 6-year project on climate change adaptation “Coast to Coast Climate Challenge”. Posters on significant European and global scientific projects dealing with a broad spectrum of problems related to climate change were exhibited in parallel with the conference “Done. In accordance with the thematic importance of the event and the presence of key stakeholders in relation to the topic of the ECOBUILT project, it was of great importance to present it to wither international public. The ECOBUILT project was presented as a significant initiative within the field of education, especially from the aspect of enhancing socially responsible action and approach in architectural education.

AB  - Предметна дисертација се гради на уверењу да је потреба за специфичним аналитичким истраживачким стратегијама и развојем методолошког оквира за њихову примену један од централних проблема у савременом делокругу архитектонског истраживања, едукације и праксе и у том смислу фокус усмерава ка откривању савремене природе методологије архитектонског програмирања, њеног развоја и корена. Повод и актуелност теме истраживања се тако огледа у неопходности редефинисања концептуалног и методолошког оквира програма у архитектонском дискурсу и пројектантском процесу у складу са актуелним пројектантским методама и школама мишљења. 

Како би се испитали сви изазови унутар пројектантске дисциплине, те осветлила процесна природа пројектовања, тематски оквир истраживања се усмерава ка парадигматској аргументацији методологије архитектонског програмирања и њеног положаја у савременом контексту истраживања и праксе кроз троструку истраживачку позицију – епистемологију, праксиологију и феноменологију пројектовања. Основни циљ истраживања је усмерен на развој научно заснованог приказа и критичке експликације о позицији и улози концептуалнометодолошког оквира програма у архитектонском дискурсу као аналитичког и вишекритеријумски усмереног апарата за систематизацију идеја, дефинисање пројектног проблема и евалуацију финалног пројектантског решења. 

Резултати истраживања укључују: (1) концепт – систематизовани преглед развоја теоријске мисли и практичне примене методологије програмирања и развоја дефиниције програма у архитектонском дискурсу уз хронолошки преглед библиографских извора и класификацију преседана према парадигмама, (2) контекст – систематизован преглед развоја и примене методологије програмирања у локалном контексту, и (3) курикулум – идентификацију програмских перспектива и модела и експликацију њихове улоге у оквиру савремених архитектонских истраживања, едукације и праксе. Кроз проучавање основних пројектантских метода и фокусно методологије архитектонског програмирања, дисертација је резултирала не само систематизованим прегледом података о анализи тематског оквира, већ и практичним сазнањима о релацијама између програмских перспектива и морфологије простора. Додатно, примена резултата истраживања успостављена је увођењем посредног предмета истраживања, просторног обухвата Трећег Београда.
AB  - The dissertation is based on the belief that the need for specific analytical research strategies and the
development of a methodological framework for their application are the central problems in the
contemporary field of architectural research, education, and practice. In this sense, the focus is on
discovering the contemporary nature of architectural programming methodology, its development,
and its roots. The reason and topicality of the research are thus reflected in the need to redefine the
conceptual and methodological framework of the program in architectural discourse and design
process in accordance with new generations of design methods and schools of thought.
In order to decode all challenges within the design discipline, and highlight the process-based nature
of design, the thematic framework of research is directed towards paradigmatic argumentation of
architectural programming methodology and its position in the contemporary context of research and
practice through a triple research position – epistemology, praxiology and phenomenology of design.
The primary goal of the research is aimed at developing a scientifically-based presentation and critical
explanation of the position and role of the conceptual-methodological framework of the program in
architectural discourse as an analytical and multicriteria-oriented apparatus for systematizing ideas,
defining design problems, and evaluating final design solutions.
The research results include three pillars: (1) concept – systematized review of the theoretical
framework and practical application of architectural programming methodology, and program
definition in architectural discourse with a chronological review of bibliographic sources and
classification of precedents by paradigms, (2) context – systematic review of architectural
programming methodology development and application in the local context, and (3) curriculum –
identification of programming perspectives and models, and explication of their role within
contemporary architectural research, education and practice. Through the study of fundamental
design methods and methodology of architectural programming, the dissertation resulted not only in
a systematized paradigmatic review, but also in practical knowledge of the relationship between
programming perspectives and spatial morphology. In addition, the application of research results
was established by the introduction of an indirect subject of research, the spatial framework of the
Third Belgrade.

AB  - This paper builds on the experiences of the Erasmus+ project titled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS), coordinated by the University of Belgrade - Faculty of Architecture as a leading higher education institution, with partner institutions of Universita Iuav di Venezia, University of Cyprus – Department of Architecture, Aristotle University of Thessaloniki – School of Architecture and the University of Sevilla – UNESCO Chair on Built Urban Heritage CREhAR in the digital era. The paper will provide systematic review of analytical tools and design approches derived from the Statements for teaching through design for sustainability of the built environment and heritage awareness (Third Intellectual Output of HERSUS Project). The Design Tools implies a driving and operational element of a design process applied systemically to achieve a design goal and solve a design problem. Although very often considered exclusively as a technical and procedural entity of design, Tools have become both social instruments in the design process (collaborative Tools) and a digital innovation in design (3D and simulation Tools), thus significantly contributing to the contemporary practice of architectural heritage research encouraging an entirely new view of its analysis, valorisation, documentation, and redesign.

AB  - This research aims to open up a discussion about morphological perspective in the procedural and substantial aspects of urban design competitions, with the specific focus on Serbian context. The research builds on the previous findings concerning treatment of heritage in design competitions, presented on the 2020 ECTP-CEU Young planners' workshop. Research starts from the hypothesis that competitions offer the possibility of obtaining unique solutions, provide a platform for the presentation of new ideas, but also new views on the good, thus reducing the pressures of globalization, neoliberalism, and multiplication of identical and generalized patterns and forms. On the one side, research will offer understanding of the (1) procedural aspect (initiation, submission, evaluation, and implementation of urban design competitions) and (2) substantial aspect (competition brief content, design perspective, evaluation criteria structure) of urban design competitions. On the other side, the research will reflect on authors personal experience, both from the position of a jury member and a competition participant. Analysis of the above-stated elements could provide comprehensive insights into understanding the way how urban morphology can be used both as a method and theory in design process, and as a valuable element in evaluation process. This paper will argue for the need to strengthen the bond between urban morphology and urban design competitions, especially having in mind current urban development in post-socialist countries that are faced with various social and political pressures.

AB  - This paper presents the initial findings of the project on the Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS), coordinated by University of Belgrade - Faculty of Architecture as a leading higher education institution, with partner institutions of Universita Iuav di Venezia, University of Cyprus – Department of Architecture, Aristotle University of Thessaloniki – School of Architecture and University of Sevilla – UNESCO Chair on Built Urban Heritage CREhAR in the digital era. The paper will present the review of the best practices on educating sustainability and heritage, specifically regarding mapping representation of (1) various scales in education, building practice and policy context in each country, and (2) scales across the consortium countries, aiming at identifying strengths connected to methods, materials and teaching experiences. The purpose of this initial phase is to support the participating Architectural Schools in establishing high-quality standards in the terms of sustainability of the built heritage, through cross-cultural communication and solving problems in an international environment. The paper will present the best practices on educating sustainability of heritage in different schools within European context, hence map (1) the relation of selected teaching courses, built projects and policies in regards to different scales – Landscape planning, Urban planning and design, and Architecture, Construction and Interior design, and (2) provide valuable insight for the context of Serbia regarding teaching and policy recommendations. Having in mind that majority of Serbian Network of Urban Morphology members are participating in this project, as well as the project leader, the special emphasis will be on the morphological perspective. The paper will highlight parallels of conditions and educational practices from different countries with the morphological tradition, observable through the existence of UM regional networks.

AB  - The students’ questionnaires involved 506 students (176 completed and 330 uncompleted questionnaires) from UB-FA and other Architectural Schools in Serbia. The questionnaire was attended by students of all targeted levels of study, as well as alumni, with the largest share of respondents from the master level of study. UB-FA analysis of the survey data identifies following key points about the State-of-the-Art in the field of heritage and sustainability education: (1) an almost invisible number of courses which involve sustainability and heritage as umbrella concepts in curriculum design have been identified within existing master’s and specialist-level study programs, (2) students are not sufficiently aware of the impact of practice-based and ICT approaches in strengthening their comprehension of principles related to the nexus of sustainability and heritage, (3) the mismatch in understanding the key concepts of sustainability and heritage in line within different scales of design practice is recognized, as well as the need for developing integral, multiscale approach, and finally (4) a gap is recognized between what students have identified in evaluating their skills and knowledge, and identifying what they consider relevant for employability and practice arena.

AB  - Over the past decade, urban housing typologies have evolved from being a feature of modern life to an essential postmodern issue, questioning future housing identities. One of the ways in which architecture can become engaged in this ever-changing process of urban regeneration is to challenge the inherited traditional housing typologies with the newly recognized values of contemporary lifestyle. This paper presents research and design aimed at exploring contemporary sustainable urban lifestyles as a resource for positioning housing structures as cultural urban infrastructure. The main focus of this study is design principles and strategies for generating future housing identities in accordance with sustainable urban development and sustainability of life in urban areas. It is about finding housing conceptual models for an interaction between housing and identity as a response to the impact of increased cities, changed lifestyles in contemporary cities and the requirements for the preservation of the city image and the public space within the housing areas in the city center. The main goal of this study is to understand whether and how an architectural design can preserve a sustainability of life within the city center and become a valuable agent of place identity in the process of urban regeneration. The paper indicates that the contemporary development of society requires a new architectural paradigm, in which lifestyle and architecture create a unique elastic open-ended system with the ability to adapt and change over time and throughout the place.
