The Role of Open Spaces in Restructuring the Cerak Vinogradi Housing Estate in Belgrade

AB  - The paper’s subject examines the role of open spaces in restructuring the Cerak Vinogradi housing estate, planned and built in Belgrade in period 1977-1985. The paper provides a historical comparative analysis with an overview of spatial processes on the one hand and social processes on the other hand by identifying the role of open spaces in the structure of the Cerak Vinogradi housing estate from construction to the present day. Spatial processes are shown through mapping the urbomorphological processes of open space transformations, while social processes include a review of the regulatory framework - laws, regulations, and plans, that led to visible changes in space. The work aims to establish the stages of morphogenesis in which there was a paradigm shift in the management and use of open spaces of the housing estate.

Enabling sustainable transformations through place-based urban design education

AB  - Global climate change influences on human settlements, create a new context and change the purpose of urban design education. It requires not only new urban design knowledge and skills, but most of all, it implies a different way of understanding the future of cities and, crucially, capabilities to shape it through immediate practical action. Education is recognized as the main leverage of this necessary professional and mindset capabilities shift. Therefore, academic architectural education started to evolve, searching for more effective educational methods and techniques. Future urban designers capable of enabling sustainable urban transformations should be prepared to cope with many uncertainties in a co-creative and integrating manner, in which resilience, adaptation and innovation, are becoming the keywords. In this paper, we present and discuss the outcomes of the education model developed under the integral theoretical framework of place-based education, applied at the bachelor's and master academic level at the University of Belgrade Faculty of Architecture over the last seven years. We argue that urban design education aimed to produce effective local responses to climate challenges needs to be learned through realistic problem-solving and in contact with stakeholders. The results indicate that this education model provides not only new professional competencies profile but also creates a niche of innovation that indirectly influences the building up of local social capital necessary to enable sustainable urban transformations.

Inovativne urbane akcije kao podrška održivom i integralnom razvoju grada

AB  - U radu je dat pregled mogućnosti primene novih upravljačkih instrumenata održivog
i integralnog teritorijalnog razvoja u uslovima kompleksnih i promenljivih uticaja na lokalni
kontekst grada. Urbane inicijative za podsticanje inovativnih akcija su noviji instrument EU.
Imaju za zadatak da podstaknu inovacije kroz proces ko-kreacije i podrže razvijanje i razmenu
znanja o održivom i integralnom urbanom razvoju. Inovativne urbane akcije (IUA) su razvijene
kroz deset projekata studenata prve godine master studija Arhitektonskog fakulteta Univerziteta
u Beogradu, generacije 2020/21, na primeru grada Kragujevca. Cilj rada je da istakne neke
od prednosti IUA koje se ispoljavaju kroz ko-kreativni proces razvijanja projekata, iskorak ka
inovacijama i značaj prostorne dimenzije upravljanja teritorijom.
AB  - The paper gives an overview of the possibilities of applying new governance instruments for sustainable and integrated territorial development in the conditions of complex and variable influences on the local context of the city. Urban initiatives to encourage innovative actions are a newer instrument of the EU. They encourage innovation through the process of co-creation and support the development and exchange of knowledge on sustainable and integrated urban development. Innovative urban actions (UIA) were developed through ten projects of master’s students at the Faculty of Architecture in Belgrade on the case of the city of Kragujevac. The
aim of the paper is to highlight some of the advantages of UIA that are manifested through: collaborative process of creating project proposals, a step towards innovative solutions and the importance of the spatial dimension of territorial governance.

AB  - The paper addresses the shift in architectural education regarding the need to develop new
approaches in teaching methodology, improve curricula, and make advancements in new learning
arenas and digital environments. The research is based on the assumption that online workshops
could offer a unique learning experience for students in higher education. Accordingly, workshops
are considered an essential element in teaching emergency design. As a result, this can produce
broader and more innovative solutions to COVID-19 challenges regarding social distancing, limited
movements, regulated use of public space, and suspended daily activities. The theoretical notions
of emergency design and education for sustainable design enabled the identification of research
perspectives and spatial levels to be taken as a starting point of the workshop “COVID-19 Challenges:
Architecture of Pandemic” that was conducted by the University of Belgrade—Faculty of Architecture
in April 2020. The critical review of the workshop’s procedural and substantial aspects led to
identifying four main COVID-19 design challenges perceived in performance, innovation, alteration,
and inclusion. Additionally, the paper’s findings concern the identification of learning potentials
and limitations arising from a current topic affecting global society, for which neither solutions nor
adequate answers in the field of architecture and urbanism have been found.

AB  - We are experiencing a world that is undergoing extreme and unpredictable changes. The present-day global pandemic repeatedly shows that humankind is vulnerable to health crises and disasters not only during the emergency but also long after the principal danger has declined. With over seven million confirmed cases at the moment, COVID–19 pandemic imposed measures of social distancing, restricted movements, regulated use of public space, and suspended daily activities. These measures saved human lives but simultaneously confronted us with new spatial, social and psychological challenges. Resulting in ad hoc solutions directed towards providing immediate results and improving readiness for the current scenario, these solutions accumulated multiple adverse political, economic, social, and psychological effects. These challenges revealed low response capacity for spatial diagnostics and low level of emergency preparedness and thus indicated the need to reconsider the existing approaches of emergency design. De-escalation of COVID-19 and the end of imposed measures revealed the need for systematic planning and building the resilience of complex systems to successfully mitigate and prevent an epidemic or natural disaster and, simultaneously, ensure the quality of everyday life.
AB  - Stiamo vivendo una realtà che sta subendo cambiamenti estremi e imprevedibili. L’attuale pandemia globale mostra prepotentemente che l’umanità è vulnerabile alle crisi sanitarie e ai disastri non solo durante l’emergenza, ma anche molto tempo dopo che il pericolo principale è diminuito. Con oltre sette milioni di casi confermati al momento, la pandemia COVID-19 ha imposto misure di distanziamento sociale, spostamenti limitati, uso regolamentato dello spazio pubblico e sospensione delle normali attività quotidiane. Queste misure hanno salvato vite umane, ma allo stesso tempo ci hanno messo di fronte a nuove sfide spaziali, sociali e psicologiche. Trattandosi di soluzioni ad hoc dirette a fornire risultati immediati e a migliorare la prontezza di intervento sullo scenario attuale, queste soluzioni hanno accumulato d’altra parte molteplici effetti negativi politici, economici, sociali e psicologici. Queste sfide hanno rivelato una scarsa capacità di risposta in termini di organizzazione spaziale e un basso livello di preparazione alle calamità, indicando così la necessità di riconsiderare gli approcci esistenti nella progettazione delle emergenze. Il rallentamento del COVID-19 e la fine delle misure restrittive imposte hanno rivelato il bisogno di una pianificazione sistematica e di una resilienza necessaria ai sistemi complessi per mitigare e prevenire con successo un’epidemia o un disastro naturale e, allo stesso tempo, garantire la qualità della vita quotidiana.

AB  - The paper presents an overview of the possibilities for application of networks and collaboration
in planning and urban governance in the case of complex and changing places in a specific local
transition context. Culture and youth networks were developed through six master students’ projects in the City of Smederevo within the thematic framework ‘Strengthening Cultural Identity in the Danube Region’ under INTERREG IV transnational cooperation programme. Network governance represents one type of governance. Culture and youth networks are used in urban governance due to their spatial dimension and the results they may achieve. The main aim of this paper is to point out at some of the advantages of network coordination within students’ integrated urban projects identified as: improved capacities to solve complex problems, increased recognition and competitiveness, more efficient use of resources, and development of other governance and
planning instruments. Completed students’ projects point to the possibility of applying networks
as urban governance instruments for activation of underused urban potentials, incorporation of
new activities and land uses and establishing standards for entering European regional networks,
integrating spatial interventions with actors and resources, and proposing new governance practices, which aim to enable innovation, as well as complementarity with traditional planning instruments.

AB  - The paper focuses on the morphogenesis of street frontage, highly influenced by changes in planning and regulatory system, deepened by abandonment of socialist system and introduction of neoliberal concepts. The most intense changes are perceivable in the narrow street through densification, plot subdivision, increase of built and floor area ratio and change in land use. If the street frontage is observed both as a constructive element of the public realm and a dividing element between private and public ownership, these relations can be perceived as a critical aspects of the image and quality of place.
The focus of the paper is on the morphological profile of Milutin Milankovic’s boulevard in New Belgrade, taken as a axis of linear central activities. This research polygon provides ground for the analysis of urban form development, planned by modernistic principles in socialist period, and transformed in market oriented development manner.
The goal of this paper is to provide ground for spatial and temporal contextualization and offer understanding of urban tissue transformation over the time, using the space syntax model as an integral part of morphological studies. The synthesis of various methods in morphological research can provide a platform for better understanding of the existing built environment affected by socio political processes and needs of local residents and emerging businesses. At the same time, it could create a starting point for further improvement and development of the urban blocks located along the major streets.

AB  - This research aims to open up a discussion about former Yugoslavia’s heroic planning goals resulting from socialist regime established in the early 1950s. Strongly influenced by the socialist ideology, the increase of air traffic capacity and establishment of the airport network was one of the main objectives of the Yugoslav planning practice in the period from 1950 to 1980. Our main hypothesis is that although planning practice nowadays continues to emphasize the importance of the airport network, this network is still not established and single airports act as competitive parties and not as parts of the network.

Strongly influenced by the socialist ideology, the increase of air traffic capacity and establishment of the airport network was one of the main objectives of the Yugoslav planning practice in the period from 1950 to 1980. Our main hypothesis is that although planning practice nowadays continues to emphasize the importance of the airport network, this network is still not established and single airports act as competitive parties and not as parts of the network.",

Methods and techniques to support cognitive processes of territorial resilience in developing countries - case study of Serbia

AB  - Current global sustainable development dilemmas imply efficient and effective dealing with complex phenomena in
process of local territorial development governance. Climatically responsive planning actually focuses on the complex
and dynamic, integral, meta phenomena being driven by the interaction of the environment, economy and society.
Wide range of issues should be taken into consideration in process of local strategic thinking - from climate change
adaptation strategies and actions to the socioeconomic regional positioning. In developing and transitional countries,
such as Serbia, this is a big challenge for local authorities and governing institutions. Even if there is national political
and strategic determination and local understanding of importance of territorial cohesion, there is usually lack of
human knowledge and institutional capacity to perform and act within aggravating circumstances of overlapping
problems and insufficient assets. Since the potential risk situations are more and more pronounced, local
communities face a challenge of changing toward different collective action, short-term efficient as well as long-term
effective. That means transformation, evolution of local human systems structures and building the capacities of all
local urban-rural subsystems to strengthen resiliency to the global dynamics. The success of local planning and
management process, is directly dependent on the quality of the collective knowledge on which it relies. Experience
has shown that the traditional quantitative approaches to inform planning do not provide sufficient quality of reality
cognition necessary to formulate effective collective actions. Therefore, there is a need for an compass, an efficient
instrument to integrate and structure complex cognitive dynamics both in quantitative and qualitative way. Starting
from the assumption that Integral theory AQAL model to comprehend the complexity of reality could support and
improve local collective cognitive process we performed several case studies with aim to identify how this new
methodological approach could change and deepen planning collective perspective in Serbian local communities
enabling immediate and more prominent effective actions.
