Tracing the Roots of Urban Morphology Through Academic Engagement in the Field of Architecture in Serbia

AB  - Even though the Serbian Network of Urban Morphology (SNUM) is one of the youngest networks within the International Seminar on Urban Form (ISUF), it is believed that each of the networks is grounded and developed on the knowledge coming from the synthesis of science, practice, and education. This research aims to trace the origins of urban morphology in the context of Serbia by assessing the academic engagement of key scholars over time. The research builds on previous findings concerning the origins and genesis of teaching urban morphology in Serbia and a review of academic and practical thoughts and actions in Belgrade. Using data collection, content analysis of annual Faculty books and programs, retrospective faculty books, internal documents, accreditation documents, lecture notes, books, and editions in the subject field and by diagramming and visualization, research tends to establish a broad and detailed framework for creating timelines and identifying clusters. Periodization identifies four different periods that are metaphorically named according to plant growth - formation of Fertile ground, Suitable climate, Sprouts, and Shoots while the clustering enables the detection of the continuity of urban morphology in three scientific fields in the faculty – architecture, urbanism, and history. The metaphor with plant growth is significant for underlining that the roots of any field of study are of immense importance, both for understanding its origin, starting ground, and intellectual heritage, and for its proper growth.

AB  - This work identifies lighting as a non-invasive method for the transformation of a space that simultaneously and unconstructively articulates various activities and
does not interfere with the inherited physical framework. Through experimental research and a case study of the "Eastern City Gate of Belgrade" housing settlement in
Serbia, which was designed and built in the second half of the 20th century, the activity rhythm of a contemporary user is explored. The research goal was to recognise the
decision-making tools for increasing the quality of open public spaces during the night-time mode of use by improving the quality of lighting. The study proposes the new
lighting design model that supports night-time leisure activities in mass housing open public spaces in the contemporary urban context.

AB  - This paper addresses the challenges of architectural higher education to cope with a state of continuous change within the relationship between heritage and sustainability. The initial assumption is that research activities based on design taxonomies—terms used in architectural discourse of heritage and sustainability—followed by fruitful analysis and discussion can contribute to the advancements in curricula design and development. Accordingly, the paper aims to develop a new methodological framework for addressing sustainability and heritage, enriching curricula design and assessment strategy. Data collection on identification and analysis of terms was carried out within the Erasmus+ Strategic Partnership titled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS). After the process of filtering, interpretation, and comparison of project findings, a three-fold comprehensive analysis was conducted: (a) learning outcome quantitative analysis, (b) cross-cutting analysis of spatial scales and course types, and (c) synthesis. The paper results in the methodological framework that reinforces different pedagogical approaches to heritage and sustainability derived as a result of the applied research process. The main conclusions are concerned with the applicability of the methodological framework, designed for the improvement of existing and development of new comprehensive courses and programme contents.

AB  - There is a rising concern in the architectural academic and professional community about the current transformation of cities and public spaces, seeking for (a) new and innovative approaches to planning and shaping future cities and habitats, and (b) a platform for experimentation and designing of innovative solutions to complex societal problems through co-creation. The paper aims to highlight the regenerative role that educational projects with a practical dimension could have on the public space and the community. The Europe Readr pavilion in Serbia has been developed in the cooperation of the Embassy of the Republic of Slovenia in Belgrade and the Laboratory for urban morphology and typology (Morpho- Lab) of the University of Belgrade – Faculty of Architecture within the broader international project EUROPE READR. Guided by European values, sustainability, and the European Green Deal through designing public spaces for the exchange of ideas and values, UBFA considered both the process of learning - and the result itself. Accordingly, the process implied multiple phases of project development that included two-stage student competition, three mentored workshops and presentations to project partners, and finally, implementation phase. The paper brings significant experiences regarding potentials and challenges in innovation, critical thinking, competence, co-creation, developing technical drawings, understanding of building and assembling techniques, public purchase regulations, and on-site activities. The project provided stepping out from academia bringing a positive change both to education and public space.

AB  - This paper builds on the experiences of the Erasmus+ project titled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS), coordinated by the University of Belgrade - Faculty of Architecture as a leading higher education institution, with partner institutions of Universita Iuav di Venezia, University of Cyprus – Department of Architecture, Aristotle University of Thessaloniki – School of Architecture and the University of Sevilla – UNESCO Chair on Built Urban Heritage CREhAR in the digital era. The paper will provide systematic review of analytical tools and design approches derived from the Statements for teaching through design for sustainability of the built environment and heritage awareness (Third Intellectual Output of HERSUS Project). The Design Tools implies a driving and operational element of a design process applied systemically to achieve a design goal and solve a design problem. Although very often considered exclusively as a technical and procedural entity of design, Tools have become both social instruments in the design process (collaborative Tools) and a digital innovation in design (3D and simulation Tools), thus significantly contributing to the contemporary practice of architectural heritage research encouraging an entirely new view of its analysis, valorisation, documentation, and redesign.

AB  - This paper presents the initial findings of the project on the Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS), coordinated by University of Belgrade - Faculty of Architecture as a leading higher education institution, with partner institutions of Universita Iuav di Venezia, University of Cyprus – Department of Architecture, Aristotle University of Thessaloniki – School of Architecture and University of Sevilla – UNESCO Chair on Built Urban Heritage CREhAR in the digital era. The paper will present the review of the best practices on educating sustainability and heritage, specifically regarding mapping representation of (1) various scales in education, building practice and policy context in each country, and (2) scales across the consortium countries, aiming at identifying strengths connected to methods, materials and teaching experiences. The purpose of this initial phase is to support the participating Architectural Schools in establishing high-quality standards in the terms of sustainability of the built heritage, through cross-cultural communication and solving problems in an international environment. The paper will present the best practices on educating sustainability of heritage in different schools within European context, hence map (1) the relation of selected teaching courses, built projects and policies in regards to different scales – Landscape planning, Urban planning and design, and Architecture, Construction and Interior design, and (2) provide valuable insight for the context of Serbia regarding teaching and policy recommendations. Having in mind that majority of Serbian Network of Urban Morphology members are participating in this project, as well as the project leader, the special emphasis will be on the morphological perspective. The paper will highlight parallels of conditions and educational practices from different countries with the morphological tradition, observable through the existence of UM regional networks.

AB  - International scientific project entitled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS) strives to enhance and test innovative teaching practices in the field of sustainability of the built heritage, and boost the competence and motivation of educators and researchers in the field of architecture and urban design to include in curricula innovative elements so as to prepare students and educators to become real actors of the environmental change. The main purpose of the paper is to present new innovative courses, groups of courses, and extracurricular activities within the existing study programs of participating HEI (from Serbia, Italy, Cyprus, Greece, and Spain), which can contribute to bridging the gap between sustainability and heritage. Having in mind that University of Belgrade Faculty of Architecture is the Lead organisation of the project, the paper will present review of best practices in educating sustainability and heritage as a result of the first project activity and lessons learned from the HERSUS Webinar Teaching through Design for Sustainability of the Built Environment and Heritage Awareness.

Human Scale Space and Polarised Communities: New Ruralities as New Forms of Reciprocity and Moderation within the Transition of Modernistic Landscape

AB  - The mega block pattern was widely used in the construction of new settlements in Belgrade in the
1960s and 1970s, especially in the modernist landscape of New Belgrade. The mega block model has been challenged, among others by sociologists and psychologists for the alienation of man, that is, for the inability of a large agglomeration to establish a relationship with the environment and develop a sense of belonging to the community and place. Planned on the concept of a dwelling community (stambena zajednica), these neighborhoods have undergone significant changes over the last three decades. Close-up view of the mega block’s ambience indicate the presence of the idea of human scale space, whether it was designed or planned that way originally or if it was cultivated that way by residents. Today, in urban practice, planning frameworks are being created for new construction within the mega block, with the model being taken from the traditional city structure (infill of the block’s inner space and building on the regulation), that is supposed to be cost-effective and acceptable for market conditions. The pattern of a traditional city block is being incorporated into the peripheral unbuilt parts of the mega block and as a result social polarization in space is visible. In the 1980s, this pattern of transformation of the mega block by inert filling up of undeveloped surfaces was advocated precisely with the idea of restoring human scale to the oversized public spaces of modernist settlements. Absurdly, the result is just the opposite. In parts of high-density settlements, as a consequence of the construction of new structures in the mega block, we find incomparable differences between polarized communities and reconsider the human scale of megastructures. In what way, under what conditions, in the tension between these two opposing concepts, can we see an opportunity for New ruralities as new forms of reciprocity and moderation?

In parts of high-density settlements, as a consequence of the construction of new structures in the mega block, we find incomparable differences between polarized communities and reconsider the human scale of megastructures. AB  - The origin of urban morphology education goes back to the beginning of the 1970s and a period of radical education reforms at the Faculty of Architecture in Belgrade, where urban environment became the main interdisciplinary topic. The importance of urban form has been since emphasized by planners, architects and politicians in various planning documents, symposiums and as such, became an essential segment of the architectural education. The subjects such as Contemporary architecture and form of the city, Urban environment and urbanization, Urban technic and composition and City environment were an important segment of the education for many years. This tradition was strengthened even more in newest accreditation, due to the individual contribution of academics who introduced new courses such as Urban Morphology and Urban Typology and Morphology. Having in mind recent contribution of researchers to emphasize the challenges of teaching urban morphology, this paper aims to enlighten the origin and genesis of the education of urban morphology at the Faculty of Architecture, University of Belgrade and to shed the light on new tendencies and means of teaching in present days. The paper will analyze syllabus of the courses, teaching methodology and present examples of student’s projects on three different levels and courses: ex cathedra on the bachelor level, practical implementation of theoretical notions in studio design on master level and research-based work on the PhD level.

AB  - This research aims to open up a discussion about Mediterranean cities in the former Yugoslavia’s republics: Bosnia and Hercegovina, Croatia and Montenegro. Although located in different states, it is possible to trace historical underpins and cultural landscape that have shaped those cities for years – the tradition of a fortified city, the urban matrix, city structure, street proportions and local materials. The challenges that are set ahead planners are how to define universalities and similarities between those cities and yet to pertain authenticity and uniqueness of the very place when introducing new urban form into the urban matrix.
Sensitive geopolitical situation and sociopolitical history on one side, and unique landscape and cityscape on the other, present main starting point for the research. The paper will briefly review the history of the development of several cities and consider its impact on planning and design practice. Those cities, although different in its scale and located on the edge of their own countries, are significantly closer to each other and banded by the Mediterranean sea. The focus of the project will be on researching how these various states treat its cultural heritage and on which goals and values they direct urban development. Analysis of above-stated relations could provide comprehensive insights into changes and challenges of the Mediterranean cities development’s trajectories and contradictions. This paper will argue for the value of understanding cross border understanding of cities, faced with various social and political contexts by recognizing their effects and benefits on urban development.

AB  - The idea that multifunctional open spaces support sustainable urban development has been widely accepted in theory and intensively used in practice of urban planning and design. It is based on the assumption that multifunctional spaces bring a wider spectrum of environmental, social and economic benefits to urban areas. And yet, multifunctionality of space is still a vague and diffuse concept that needs further clarifications. Besides that, different academic disciplines understand and use this concept in different ways. This makes the application of the concept difficult to assess and manage in relation to different aspects of urban sustainability. Through the literature review, this paper analyses and compares how the concept of multifunctionality is used in various spatial disciplines (urban planning and design, landscape architecture) in order to better understand and relate its different dimensions, applications and expected benefits for sustainable development. Based on this, a new, relational and multidimensional conceptualisation of the multifunctionality of public open spaces is proposed for analysis and assessment of urban design solutions. It is further applied and discussed in relation to students projects from “Ecological urban design studio” from the University of Belgrade Faculty of Architecture, as visions for development of multifunctional public open spaces in modernist mass housing area of “Sava Blocks” in New Belgrade, Serbia.
AB  - Ideja da je mutlifunkcionalnost otvorenih prostora važna za urbanu održivost se sve vise naglašava u teoriji i sve češće primenjuje u praksi urbanog planiranja i dizajna. Pretpostavlja se da multifunkcionalni prostori mogu da pruže širi spektar ekoloških, društvenih i ekonomskih koristi. Međutim, sam concept multifunkcionalnosti nije dovoljno teoretski elaboriran. Dodatno, različite akademske discipline konceptualizuju i koriste ovaj concept na različite načine. Usled toga je otežana procena kako multifunkcionalni otvoreni prostori stvarno doprinose održivom urbanom razvoju i kako ih razvijati sa tim ciljem. Ovim radom se, na osnovu pregleda literature, analiziraju i porede načini konceptualizacije i primene koncepta multifunkcionalnosti prostora u različitim displinama prostornog razvoja ( urbanističko planiranje i dizajn, pejzažno planiranje i arhitektura) kako bi se razumele i uspostavile veze između različitih dimenzija multifunkcionalnosti i očekivanih koristiod primene koncepta za održivi urbani razvoj. Na tim osnovama se definiše nova relacijska i multidimenzionalna konceptualizacija (multi)funkcionalnosti javnih otvorenih prostora kao analitički okvir za vrednovanje doprinosa projekata urbanog dizajna održivom razvoju. Primena novog analitičkog okvira se demonstrira i diskutuje na primeru studentskih projekata sa studija “Ekološki urbani dizajn” sa Univerziteta u Beogradu- Arhitektonskog fakultet, kao vizija razvoja multifunkcionalnih javnih otvorenih prostora modernističkog kompleksa “Savskih blokova” u Novom Beogradu u Srbiji.

AB  - Turbulent periods of transition from socialism to neoliberal capitalism, which have a ected
the relationships between holders of power and governing structures in Serbia, have left a lasting
impact on the urban spaces of Belgrade’s cityscape. The typical assumption is that the transformation of the urban form in the post-socialist transition is induced by planning interventions which serve to legitimize these neoliberal aspirations. The methodological approach of this paper is broadly structured as a chronological case analysis at three levels: the identification of three basic periods of institutional change, historical analysis of the urban policies that permitted transformation of the subject area, and morphogenesis of the selected site alongside the Sava River in New Belgrade. Neoliberal aspirations are traced through the moments of destruction and moments of creation as locally specific manifestations of neoliberal mechanisms observable through the urban form. Comparison of all three levels of the study traces how planning and political decisions have a ected strategic directions of development and, consequently, the dynamics and spatial logic of how new structures have invaded the street frontage. The paper demonstrates that planning interventions in the post-socialist transition period, guided by the neoliberal mechanisms, has had a profound impact on the super-block morphology.

The Institutional Structure of Land Use Planning for Urban Forest Protection in the Post-Socialist Transition Environment: Serbian Experiences

AB  - In recent decades, Serbia has been undergoing a period of post-socialist transition that has significantly altered the value system underlying spatial development due to alteration of ownership frameworks and land use rights. In consequence, issues have arisen of how to strike a balance between the various interests involved in the distribution of spatial resources and how to control the outcomes of public policies. Land use planning has been identified as an efficient instrument for implementing the public policy value framework. The objective of this paper is to identify the key points of land use planning in relation to urban forest management of significance for the maintenance of urban forests in the environment of post-socialist institutional transformation in Serbia. Seen as an institutional structure, the practice of land use planning in Serbia is the product of a stable interaction between the set of interrelated rules, procedures and organisational units that allows spatial development outcomes that take into account and safeguard land resources and, ultimately, urban forests. The research was carried out in relation to the concept of institutional transformation across three scales: macro / governance, meso / coordination and micro / agency: (a) components of the regulatory framework; (b) procedures for cooperation between stakeholders; and (c) specific activities of land use planning practice. As a result, the concept of Land use Planning for Urban Forest Protection (LUPUFP) in Serbia was established. It identifies components of institutional structure of importance for regulating system changes in the post-socialist transition environment and steering them towards the establishment of a value framework that allows the agenda of saving urban forests to be implemented.
