AB  - One of the most significant novelties in urban planning last decades has been the inclusion of ICT tools. The most common approach is to form geographical and territorial information systems (GIS and TIS) to create, monitor and visualise urban plans. However, accurate statistical data is necessary in this process, which can be a challenge for the sectors with fast development, such as a tourism. It exemplifies a fast developing, unconventional and often hard-to-control sector. Official statistical data for tourism quickly become outdated for urban planning. In the other side, tourism has vibrant social-media coverage and rich available e-data shared through it. Although such e-data can be found everywhere today, it is still new for formal documents like urban plans.

The core aim of this research is to show how the e-data in social media can be utilised to analyse city space for a new urban plan. The case in the research in the “Venac” Historic Core of Sombor. Despite being the best-preserved medium-sized city in Serbia, Sombor peripheral location in the country hindered its development. Nevertheless, the recent rise of cultural tourism means that Sombor has been rediscovered for tourists. The city authorities recently initiated a new urban plan for the regeneration of “Venac” Area, where local experts and the team from the Faculty of Architecture in Belgrade worked together with e-data from online social media to address the recent tourism development in planning measures. This research analyses four locally popular social media applications: Instagram, Google Maps, Google reviews, and Snapchat.

Implementing the concept of Albergo Diffuso through urban planning: the case of “venac” historic core in Sombor, Serbia

AB  - ‘Albergo Diffuso’ is an innovative concept in urban planning and design, where a hotel is dispersed through urban fabric, usually occupying several historic buildings under one ownership in a smaller community – village, town or small city. In this way, Albergo Diffuso enables their guests to easily participate in local urban life. The roots of the concept are were related to the urban decline of small historic settlements in Italy in the late 20th century. Hence, this concept belongs to international efforts to regenerate small shrinking cities as a new normality in urbanisation. However, two concepts – Albergo Diffuso and shrinking cities – have not been adequately interlinked; usually the physical aspect (‘design’) of Albergo Diffuso has been in spotlight. The other important issues, such as the adaptations of local urban planning and regulative documents and their impact on local property market have not been properly considered.
This is the presentation of one such attempt in the City of Sombor in northwestern Serbia. Sombor ‘old town’, known as “Venac/Coronet”, is under state protection as the best-preserved core of any medium sized city at national level. Nevertheless, the relative isolation of Sombor from major communication corridors has caused its significant economical and demographic shrinkage last decades. The recent development of cultural tourism along the nearby Danube has slowed this process, but it has also imposed new challenges for the urban heritage of Sombor, such as a collision between developing property market and the aforementioned protective measures for local heritage. One of the efforts of local authorities to mediate this is to create a new urban plan for “Venac”, where local urban experts propose innovative measures, including regulations for Albergo Diffuso projects. The aim is to explain work on this plan and expected effects on urban development and local property market. The Sombor case is even more important, as it can be a national pilot to address sustainable tourism development in shrinking cities.

Legibility vs. readability – Between transport planning and pedestrian behaviour

AB  - Pedestrian behaviour is defined by a significant number of factors, but the readability of space is one of the key prerequisites for observation and all other pedestrian activities. The focus of the paper is on the relation between legibility and readability. By analogy space with the written text, legibility is focused on small parts and signs, while readability is based on the whole and on associations, that are emerging in our minds with possible common space usage scenarios. This paper tries to divide which urban elements affect legibility, and which one on readability for pedestrians to help transform networks in neighbourhoods between transport planning and pedestrian behaviour. Interesting areas for analysis are overlaps of pedestrian and road traffic. So, the study area is mega blocks in New Belgrade - block 23 and block 30, especially the parts of the pedestrian network. This approach starts by identifying key elements of legibility and readability and analysing how the road traffic affects the pedestrian network and supported activities in mega blocks. The methodology consists of forming evaluation criteria based on literature review and examining it in the study area through behavioural observations. After the assessment and analysis are done, the results as the elements in two groups of perception data can contribute to guidelines for redesigning the space in the function of pedestrian movement.

AB  - The quality of the environment is of vital importance for urban areas,
and streets and squares, as the specific form of open public space, represent
an essential part of the city. In urban areas, total road traffic
kilometres will grow by 40 % between 1995 and 2030. This particular
research focuses on the secondary streets that represent an integral
part of a city center not only in a functional way but also in a formal,
structural and cultural sense.
The research aims to analyze the overall quality of urban streets in the
center of Belgrade. The paper represents the segment of the research
done alongside approximately 500 students from the University of Belgrade,
Faculty of Architecture, as a part of the teaching course entitled:
Urban Design of Open Public Space as the research polygon of more
than 100 streets from the central urban borough in Belgrade were chosen.
The principal methodology is based on the Criteria & Indicators
network analysis, with five selected quality criteria: safety, comfort,
accessibility, readability, and liveability.
Results of the research represent the quality assessment of streets,
identifying specific problems and potentials in the context of open
public space in the city center. Therefore, one of the expected contributions
of the paper are the guidelines and knowledge base for upgrading
the pedestrian network and urban design of open public space - the
streets in Belgrade's inner historical city center, thus improving the
overall quality of life.

Placemaking and Networking of Heritage for Sustainable Tourism

AB  - The heritage as emotional investment of the citizens is important resource for the communities affirming their local identity and establishing the great potential for development of tourism. The richness in the cultural heritage and historic layers are one of the main characteristics of European cities and towns. The paper will focus on how small and medium sized towns in Europe can enhance heritage with the increase a sustainable tourism that is competitive by using the different tools (digital, collaborative, design) in networking of the heritage sites and placemaking. The small and medium towns are in the focus of the research because they are shrinking during the last few decades that is caused by the depopulation and socio-economic factors. Developing of small and medium cities through their heritage promotions, enhance tourism as a milestone for their urban development and promotion. Sustainable development of tourism could be achieved by strengthening the ties between different actors in the process of placemaking, enhancing the relations and interactions between tourism, cultural heritage and local inhabitants using digital tools. One of the goals is to try to depict relation between physical heritage networks and linked digital tools.
Cultural assets are of great importance for revitalize small cities and endargered towns, but these are not enough if investments are missing. It is necessary to attract them for living again, rebuilding the lost commercial activities and public services.  Heritage and tourism are closely connected, from one hand heritage is one of the major stimuly for cultural tourism and on the other hand heritage sites can improve their preservation by tourism. But the relationship between the two can be conflictual due to a possible overuse and consequent deterioration of heritage sites due to different needs and strategies between the two fields.  A new placemaking strategy must be developed that considers how tuorism can influence (positive or negative)  the suistanaibility of cultural heritage overview as well as heritage role in the local identity. 
By critical analysies of literature and selected cases from different countries in Europe, we hope to present proposals for strenghtening the heritage potentials for sustainable tourism in small and medium sized towns, focusing on the junction of scientific theories and practical experiences. The paper highlights the findings and lessons learned from selected cases from Portugal, Italy, Croatia, Greece, Romania and Serbia. Final intentions of the paper are to present the variety of possible ways to use networking of heritage site and stakeholders as a medium for placemaking in favour of both local population and prospective tourists.

AB  - The paper represents a part of the research conducted through the EU Interreg project DANUrB+ (Danube Urban Brand), which gathered six European countries including Serbia around the common goal: to foster the development of small cities along the Danube region through sustainable and heritage-based tourism and cross-border cooperation. One of the main outcomes of the project was the development of Action plans, defined by the set of goals and specific methodology, which included: analysis of strategic regional and local planning documents; field study; meetings, workshops and surveys with local stakeholders; research through participation, and thematic exhibitions. The Action plan for Golubac, the city with a declining population in the Eastern part of Serbia, represents a model for shaping new authentic tourist products and routes by combining natural and cultural heritage, and it could serve as a knowledge base and unique methodological model for action planning and building self-sustaining communities.

One odražavaju trenutno shvatanje strateškog planiranja kao adaptivnog procesa koji zahteva upravljanje promenama. U okviru tehničke podrške Programa Evropske unije za lokalni razvoj (EU PRO Plus) testirana je primena dva instrumenta u lokalnom kontekstu - Integrisana teritorijalna ulaganja (eng. - ITI) i Održivi urbani razvoj (eng. - SUD). U pitanju su savremeni instrumenti, koji su efikasno sredstvo za integraciju prioritetnih ulaganja, tematskih ciljeva i različitih izvora finansiranja u okviru teritorija. Teritorijalne strategije se usmeravaju na ekonomske, ekološke, klimatske, socijalne i demografske izazove teritorija. U radu su prikazana iskustva iz procesa izrade dvanaest strategija za trideset i jedan grad i opštinu u Srbiji. Ovi instrumenti urbanog i teritorijalnog razvoja podstiču veće učešće lokalnih aktera u sprovođenju održivog razvoja i promovišu promenu u kulturi planiranja ka inkluzivnim, kolaborativnim praksama, i kao efekat proizvode kvalitetnija rešenja.
AB  - Territorial strategies are at the focus of sustainable and integral urban and territorial development in contemporary planning practice in the European Union. They reflect the current understanding of strategic planning as an adaptive process that requires change management. Within the framework of the technical assistance of the EU Local Development Programme (EU PRO Plus), the application of two tools in the local context was tested - Integrated Territorial Investments (eng. - ITI) and Sustainable Urban Development (eng. - SUD). These are modern tools that represent an effective instrument for integrating priority investments, thematic objectives and different funding sources within the territory. Territorial strategies are focused on the economic, environmental, climatic, social and demographic challenges of the territory. The paper presents experiences from the process of developing twelve strategies for thirty-one cities and municipalities in Serbia. These urban and territorial development tools promote greater participation of local stakeholders in the implementation of sustainable development and a shift in planning culture towards inclusive, collaborative practices, leading to better quality solutions.

AB  - Serbia belongs to the European countries that had established a well-balanced network of urban settlements
during the 19th and 20th century. This was almost an imperative in territorial policy during the socialist period,
within the second Yugoslavia (1945-1991), when towns and small cities were specially supported as the main
link in urban-rural cooperation network. However, this system has been critically broken since the beginnings
of post-socialist transition. This period has brought a neoliberal market economy side by side with fading of
the role of state institutions and the overall fragmentation of space in South-Eastern Europe. As a result, the
paramount majority of towns in Serbia are shrinking today, as a sharp contrast to the rise of few big cities.
The aim of this paper is to research the official urban and territorial policy in Serbia regarding the development
prospects of towns. Their challenging current state is not well defined in local context, because urban
shrinkage as a critical indicator is a relatively new phenomenon in local urbanisation. In this situation, the
examination how relevant Serbian legislative, planning, and strategic policy documents concern the issue of
the development of (small) (big) towns vs. cities is very important and it is the backbone of this research. The
guidance to examine them is the most relevant EU documents that are framed to comprehend and systemise
the current role and future of (small) towns at European perspective. In line with this stance, this research
presents the state of art in national urban policy in the matters of town development, as well as the possibilities
how it can be modified and improved to better suits the future of Serbian towns.

Shrinking Cities as European Capitals of Culture: Has this Status enabled their Reurbanisation?

AB  - More than 50 cities across Europe have been designed as the European capitals of culture for one year since the launch of this programme in 1985. Through organisation of different cultural events, this programme gives selected cities accessibility to generate significant cultural and socio-economic advantages, addressing their long-term regeneration and revitalisation and better competitiveness thereof. Several selected cities had gained this status during long-term urban shrinkage, the process where a population loss is caused by local socio-economic difficulties. Therefore, the supreme goal of such cities is certainly the reurbanisation based on better economic performance. The goal of the programme of European capital of culture –culture-led regeneration and revitalisation – perfectly fits with solutions for the economic problems of shrinking cities. The aim of this paper is to analyse has the status of European capital of culture has had an impact on population trends in the selected shrinking cities. Before the analysis, theoretical link between the concept of shrinking cities and urban regeneration and revitalisation is made. The selected cases are the shrinking cities with this status from 1985-2017, to preserve a 5-year threshold, adequate for the most recent demographic trends. The obtained results from the analysis show that the majority of the selected cities have entered reurbanisation after their year of the European capital of culture. Nevertheless, some of them have continued to shrink. The obtained results of the reurbanisation or prolonged shrinkage of the cities are further combined with the other characteristics of the selected cities, to fully understand their context. Comparing this, the paper conclusions target to indicate if and how the status of European capital of culture impacts on the local economy of a selected city though culture-led urban regeneration and revitalisation.

abstract = "More than 50 cities across Europe have been designed as the European capitals of culture for one year since the launch of this programme in 1985. Through organisation of different cultural events, this programme gives selected cities accessibility to generate significant cultural and socio-economic advantages, addressing their long-term regeneration and revitalisation and better competitiveness thereof. Several selected cities had gained this status during long-term urban shrinkage, the process where a population loss is caused by local socio-economic difficulties. Therefore, the supreme goal of such cities is certainly the reurbanisation based on better economic performance. The goal of the programme of European capital of culture –culture-led regeneration and revitalisation – perfectly fits with solutions for the economic problems of shrinking cities. The aim of this paper is to analyse has the status of European capital of culture has had an impact on population trends in the selected shrinking cities. Before the analysis, theoretical link between the concept of shrinking cities and urban regeneration and revitalisation is made. The selected cases are the shrinking cities with this status from 1985-2017, to preserve a 5-year threshold, adequate for the most recent demographic trends. The obtained results from the analysis show that the majority of the selected cities have entered reurbanisation after their year of the European capital of culture. Nevertheless, some of them have continued to shrink. The obtained results of the reurbanisation or prolonged shrinkage of the cities are further combined with the other characteristics of the selected cities, to fully understand their context. Comparing this, the paper conclusions target to indicate if and how the status of European capital of culture impacts on the local economy of a selected city though culture-led urban regeneration and revitalisation.",

environment, especially for small cities in developed countries. The desired socio-economic
redevelopment of these cities has been significantly affected by the functional, organisational, financial,
and professional constraints caused by both shrinkage and city size. Paradoxically, this slow
development has enabled better preservation of their historic cores, urban heritage, and traditional
culture. Nevertheless, the aforementioned local constraints have a profound impact on sustainable
urban regeneration, and successful examples are still quite rare. This research presents an inspiring
case—a small museum quarter in Sombor, Serbia. Museum quarters are a relatively new concept in
culture-led urban regeneration; all known examples are located in big cities. Hence, this research
tries to create an innovative methodological link between two theoretical fundaments: the role of
cultural heritage in shrinking small cities and its expression through a museum quarter as one of the
concepts of culture-led urban regeneration. An analytical framework for the aforementioned single
case study is derived by forming this link. The main findings underline that the museum quarters in
shrinking small cities should be developed in a micro-format to rationally address and the limited
local resources. Furthermore, in contrast to museum quarters in big cities, they should be physically
detached from the main retail street to enhance their separate identity and should be internally
balanced in both spatial and functional aspects, meaning that the key museum/cultural institutions
are equally dispersed throughout the quarter and clearly interconnected by a pedestrian-friendly
open public space.

AB  - New Belgrade was planned as an automobile-dependent city with a block structure. After the drastic changes it had been exposed to, the block structure remained untouched but with new usages, pedestrian activities, and routes as a final product. These changes are sporadic and scattered, but together there is a system of elements of a compact city making pedestrian-friendly environments. In this paper, based on a conceptual approach, these elements will be mapped in New Belgrade super-block 30, one of the mainly unchanged super-blocks. There are examples of small urban design interventions, such as new park areas, paths, and ramps. It is making the inclusion of different groups of users – from the youngest to oldest ones or recreationists and wheelchair users. Historically, some parts of super-block 30 have been left unfinished in its construction and had formed empty spaces. From undefined large areas to equipped zones dedicated to specific users, these changes created a new perception of communal public spaces by residents in super-block. An aim is to define how inclusive territory is formed. In which way do these changes contribute to making a new identity for this part of the city? They have new gathering places for activities and a new way of belonging to that super-block, at the same time creating new reasons to stay and influence the community in the super-block. In that sense, there was conducted unobstructed observation and semi-structured interviews with residents to examine if new interventions helped the community, their perception, and usage. Connections between these new pockets contribute to making new pedestrian routes as a part of the walking system through the New Belgrade block structure. Planning further development of these activities and routes can help in the transformation of post-socialist block structure neighbourhoods to compact cities and more inclusive and pedestrian-friendly environments.

Digital Placemaking Tools for Strengthening the Development of Towns

AB  - This paper aims to explore the potential of digital placemaking tools in strengthening the development of towns. With the increasing digitization and the influence of social media in everyday life, placemaking has undergone a transformation with successful outcomes in different cities worldwide. Digital placemaking offers new opportunities for urban regeneration by providing a multifaceted exchange of information and views and by boosting the social, cultural, environmental, and economic value of places (de Filippi et al., 2020; Freeman et al., 2019). Furthermore, the method of co-creation enables communities and their citizens to be involved in the process of detecting and solving problems from the beginning until the implementation of possible solutions. 
The paper focuses on small and medium cities along the Danube. Although these cities are shrinking, they have a specific potential to increase local prosperity and international tourist attractiveness by reactivating underused cultural heritage and resources. 
In the paper, several digital placemaking tools developed during the Interreg project DANUrB+ will be presented: (1) The digital Platform, an inclusive online communication tool containing data of different stakeholders, their products and services, as well as tangible and intangible cultural heritage; (2) The mobile applications with predefined tours of a city, which were designed to inform tourists of unusual, interesting and forgotten heritage places; (3) The interactive Digital Atlas with educational and promotional qualities for the Danubian region and (4) The variety of online surveys used during the design of Action plans and Pilot projects for small and medium Danube towns. 
The research results are presented as possible insights into the future of placemaking and the success stories about the development and implementation of different digital tools for enhancing the overall development of small and medium-sized cities in Europe facing the problem of depopulation and devastation.

AB  - Град Смедерево данас се доживљава као велико индустријско средиште Србије. Међутим, он има и многе друге потенцијале попут Смедеревске тврђаве. Велика предност града је и дуга дунавска обала уз коју се град развијао и захваљујући којој се дефинисао. Велики део приобалног земљишта данас није уређен у погледу градских намена и садржаја. Управо ови простори треба да се сачувају и добију на значају. Један од тих простора је стара рекреативна зона у Југову која је још у време Првог светског рата била препозната као одлично место за одмор. Ова чињеница је данас посебно значајна из разлога што људи имају све мање времена, како за себе и своје ближње, тако и за боравак у природи. Поред тога, све већи удео канцеларијаских послова утиче на здравље људи. Због тога је модел урбаног парка идеалан као решење овог проблема. Урбани паркови постају веома атрактивна места, а представљају површине зелених отворених простора које су присутне у урбаним контекстима и имају важну рекреативну, еколошку и друштвену функцију, доприносећи бољем квалитету живота.
AB  - The city of Smederevo is considered as a large industrial center of the present-day Serbia. However, it has many 
other potentials, such as Smederevo Fortress. The great advantage of the city is the long Danube riverfront, along 
which the city developed and thanks to which has defined itself. A large part of the riverfront land today is not 
regulated in terms of urban functions and contents. Exactly these spaces should be preserved and gain 
importance. One of those areas is the old recreation area in Jugovo, which was known as an excellent place for 
vacation even during the First World War. This fact is especially important today, because people have less and 
less time, both for themselves and their loved ones, and for spending it in nature. In addition, an increasing share 
of office work affects people's health. That is why the urban park model is ideal as a solution to this problem. Urban 
parks are becoming very attractive places, and they represent areas of green open spaces that are present in 
urban contexts and have an important recreational, ecological and social function, contributing to a better life.

Предмет истраживања се односи на допринос локалном развоју града кроз урбану регенерацију, туристички развој где се нагласак даје наутичком туризму. Овим радом би се комплекс марине сагледавао као потенцијал за нови центар и окосницу развоја приобаља града. Кроз рад се разматрају препознати проблеми недовољно искоришћеног потенцијала града за развој наутике, проблеми смештајних капацитета, уређење простора за одмор и рекреацију, али и могуће одржавање сезонских манифестација. Главни циљ овог рада је постављање препорука за развој савремене туристичке марине у Смедереву, у складу са међународним стандардима наутичког туризма. Методологија у оквиру овог рада спроведена је на основу теренског обиласка локације, разговора са стручњацима из градске управе Смедерева, анализе студија случаја и критичке анализе пројектне документације. Очекивани доприноси рада јесу: валоризација већ опредељене позиције марине Смедерева и испитивање њених потенцијала; смернице и валоризација садржаја комплекса марине који
би могли допринети локалном развоју града.
AB  - Smederevo, as a city with a long Danube waterfront, has an underutilized potential for the nautical development
and nautical tourism. The subject of the research refers to the contribution to the local development of the city
through urban regeneration, tourist development where the emphasis is on nautical tourism. With this work, the
marina complex would be seen as a potential for a new center and the backbone of the development of the city's
coastline. Through the work, the recognized problems of underutilized potential of the city for the development of
nautical, problems of accommodation capacity, arrangement of space for rest and recreation, but also the possible
holding of seasonal manifestations are considered. The main goal of this paper is to set recommendations for the
development of a modern tourist marina in Smederevo, in accordance with international standards of nautical

expected contributions of the work are: valorization of the already determined position of the Smedereva marina

То значи да се изгледи за развој подунавских градова не могу на прави начин разумети само сагледавањем њихове боље
повезаности преко и у односу на реку, већ узимајући у обзир и друга обележја. Циљ овог рада је да се провере дати изгледи за развој малих и средњих градских насеља у српском
Подунављу профилишући их кроз њихова кључна обележја. Очекивани исход је стварање кластера градских насеља са придодатим планским акцијама. AB  - The Danube, the longest river in the western half of Europe, has been a signifi cant physical obstacle for general territorial development in its middle and lower sections due to the river width. This obstacle for cooperation across the Danube has been further enhanced in a political way as many national borders have been outlined by the river. Therefore, many areas, cities and towns in the Danubian Region are peripheral, insuffi ciently connected and consequently underdeveloped. However, they also diff er by their other characteristics, such as size, position in national urban network, cultural heritage or the character of local economy. This means that development prospects for Danubian cities and towns cannot be properly understood just addressing their the better connectiveness across and through the river, but also taking in account their other characteristics. The aim of this paper is to check such development prospects for small and medium-sized urban settlements in the Serbian Danube Region by profi ling them through their key characteristics. An expected outcome is to form the clusters of urban settlements with subordinated planning actions. In that way, this is a contribution for the research carried through the creation of the atlas of Danubian cities in international DANUrB+ Project, which is dealing with shrinking settlements of Danube river’s peripheral and border regions, to create new possibilities to make them attractive again.

AB  - Industrialisation and the related rise of a modern city in Eastern Europe have had very different
development trajectories than those in Western Europe due to the changes of both political
and economic systems. This can be seen on the example of the development of industry in six
middle-size northern Serbian cities in Pannonian Plain that passed through three noticeable
periods: (1) early industrialisation in an emerging capitalism of Austro-Hungarian Monarchy
in late 19th and early 20th century, (2) planned industrialisation in socialism in the second
half of 20th century of Yugoslavia and (3) de/reindustrialisation tendencies in post-socialist
transition since the 1990s. All three periods of industrial development have left immense consequences
on the cities, their urban fabric and land use. Hence, the aim of this paper is to
explain the pace of industrial development in six selected cities since the rise of capitalism
in early modern periods in 18th century, as well as their spatial and social impact on urban
fabric and urban planning and regulation thereof. This research thereby gives an insight into
the locally rare examination of an industry-driven urban development, contributing in the
understanding of this, generally underestimated planning legacy.

AB  - A museum quarter is praised as a suitable model for the regeneration of global cities. However, it has rarely been implemented in smaller, shrinking cities with a rich heritage, which has become a ‘new normality’ across Europe. These cities usually face institutional, organisational, and economic limitations in their development. Forming a museum quarter at a micro-scale in such city can be a rational model to address these constraints. This paper presents an emerging micro-museum quarter in the historic city of Sombor in Serbia, where the bottom-up level initiated it to deal with the fast shrinkage of the city. /// Le quartier-musée est présenté comme un modèle efficace pour la régénération des grandes métropoles. Néanmoins, il n’a jamais été appliqué aux plus petites villes ou aux villes en décroissance dont les sites patrimoniaux sont pourtant d’une grande richesse. Ces villes deviennent une « nouvelle normalité » dans le paysage européen et font face à des restrictions institutionnelles, organisationnelles et économiques. Construire des quartiers-musées à une micro-échelle dans de telles villes pourrait être une solution pour surmonter ces restrictions. Cet article présente un micro quartier-musée émergeant dans la ville historique de Sombor en Serbie où l’initiative a pris racine au niveau local afin de lutter contre la rapide décroissance de la ville.

AB  - U teorijskim razmatranjima i urbanom dizajnu, bezbednost je preduslov za životnost i intenzivno
korišćenje otvorenog javnog prostora. Težište ovog rada predstavlja bezbednost sa
aspekta korisnika prostora odnosno osećaj lične bezbednosti. Koncept prevencije kriminala
kroz dizajn okruženja (CPTED) nudi mnogobrojna rešenja za sigurnost i bezbednost korisnika
u javnom prostoru, ali otvara se pitanje njegove primene, posebno u kontekstu nepredviđenih
situacija kao što su globalna pandemija ili drugi savremeni fenomeni. Potrebno je
raditi na njegovoj rekonceptualizaciji u budućnosti.
Metodologija ovog rada zasniva se na metodologiji prethodnih istraživanja novobeogradskog
bloka 21 iz 2017. i 2013. godine, odnosno na sprovođenju metoda struktuiranih anketa
i intervjua i obradi prikupljenih podataka u cilju stručne opservacije i analize postojećeg
stanja. Nova anketa sprovedena je ove godine, tako da još jedan važan segment rada jeste
uporedna analiza rezultata iz 2013, 2017. i 2022. godine. Cilj rada je ispitati da li je urbana
bezbednost otvorenih javnih prostora u bloku 21 poboljšana ili pogoršana u periodu od
2013. godine do danas. Rad polazi od pretpostavke da je pandemija covid-19 uticala na
promene u korišćenju otvorenih javnih prostora novobeogradskog bloka, kao i na povećanje
svesti o aspektima značaja otvorenog javnog prostora i njegove bezbednosti.
Rezultati bi trebalo da pokažu koji prostorni elementi bloka najviše utiču na aspekt bezbednosti
u korišćenju prostora, kao i koji su uticali na promenu svesti u vreme pandemije.

AB  - The Digital or Fourth Industrial Revolution, which began in the 1980s, is the event that has
contributed the most substantially to possibilities for global information dissemination. The explosion
of digital technologies over the last twenty years has brought change to the conventional workflow.
Institutions dealing with cultural heritage have recognised the opportunities afforded by digital
technologies for the preservation of tangible and intangible heritage, especially the great potential
they have shown for improving public access to different forms of cultural heritage and its
reuse.1Over the last two decades, there has been a debate among experts about the benefits and
drawbacks of using digital technologies for the purpose of preservation of cultural heritage, as well as
the relationship between the material and virtual worlds. Digitisation has caused many controversies
and dilemmas as to whether digital technologies can recapture the past outside what was previously
the human sociocultural context. Heritage is revitalised not solely for its spatial presentation, but also
for the experience and magic of feeling that one is in the past. This is a creative approach that allows
one to experience history using all senses and is a way to present heritage that really appeals to
people. The upside of digital technology is that it allows the protection, conservation and promotion
of tangible and intangible heritage. Ideas and initiatives such as virtual museums, libraries and
galleries are readily embraced when a site or an institution cannot be accessed physically, and they
were actively implemented during the COVID-19 pandemic. It is often reiterated that the ultimate
goal of using digital technology is to understand the past and to appreciate the achievements of
ancestors. 2 The European Commission launched Europeana, a platform that provides access to
cultural heritage through digital technology and is freely publicly accessible. 3 The use of digital
technology is a two-way process in that it has influenced our understanding of heritage on the one
hand, while on the other, cultural heritage has also influenced how digital tools can be used.

AB  - City riverfronts are parts of urban areas that have become increasingly interesting in space
reconstruction and revitalization in the last few decades. This situation has occurred due to several
different factors. The most important factor is undoubtedly the value of the land along the river and
the possibility of forming high-quality spatial landscapes. In these parts of the city, in urban centres
worldwide, attempts are being made to organise the entire life of the city. This research seeks to
examine changes in the examples of the city riverfronts of Belgrade and Zagreb. These two cities
are attractive for research because they were formed on the banks of the same river and have
similar spatial-geographical characteristics. To research the mentioned changes in the paper, the
spatial planning and urban documentation will be analyzed, focusing on the transformations of the
riverfront of the two mentioned cities. It is important to emphasise that this paper seeks to examine
the transformations in the last twenty years, i.e. in the 21st century. This research tries to
summarise all the changes made to the city riverfronts and their effects on the spatial configuration
of Belgrade and Zagreb. It also seeks to answer whether such space transformations are favourable or not, or what impact do they have on changing the broader image of the city. Based on the results, proposals and guidelines for future transformations of urban riverfronts will be given at the end of the paper.

AB  - Урбано опадање није више новина у савременој урбанизацији. Међутим, од кад је успостављен концепт градова у опадању, највећи број изучаваних примера су били бивши изразито индустријски градови где се услед опадања индустрије десио и пад броја становника. Примери других градова нису до сада привукли већу пажњу. Тема овог рада је сагледавање урбаног опадања из угла градића у Србији који никада нису били права средишта индустрије, али су као седишта општина били или су још увек средишта окупљања за сеоско окружење. Тема је локално значајна и зато што је у Србији дуго негована традиција великог броја градића и варошица, која се последњих деценија изгубила. Радом ће нагласити разлика између бивших и садашњих градића-седишта општина, како би се уочило да ли је улога седишта општине, макар и без веће индустријске основе, заиста толико важна у процесу урбаног развоја у Србији.

AB  - Успон дигитализације и развој заснован на ИКТ-у у урбанистичком планирању и пројектовању је главна константа у овој области у последње две деценије. Иако су географски и територијални информациони системи (ГИС, ТИС) преовлађујуће е-базе просторних података за управљање, анализу и приказ нових урбанистичких планова и пројеката, они још увек не могу покрити све потребе, посебно за специфичне „нише“ урбаног развоја. Грана туризма је овакав случај, јер се брзо развија и често кроз неуобичајене начине. Затим, постоји много познатих е-претраживача за туристичке објекте, који су такође неретко у центру пажње одговарајућих истраживања. Коначно, велики број туристичких података, као што су фотографије и коментари о главним знаменитостима, покривени су главним друштвеним медијима, а то је још увек нова истраживачка појава. Циљ овог рада је да покаже како се овај елемент, друштвени медији, може искористити за анализу туристичког потенцијала. Ово је приказано на случају старог језгра „Венац” у Сомбору, где се кроз истраживања на Архитектонском факултету у Београду добијају напредни подаци за нови план детаљне регулације градског језгра.
