Introducing Matrix for the Reprogramming of Mass Housing Neighbourhoods (MHN) Based on EU Design Taxonomy: The Observatory Case of Serbia

AB  - This article addresses the contemporary framework of housing at the EU level in the era of the ‘Housing at the Centre’ approach. More specifically, the research focuses on mass housing neighbourhoods (MHN) as the leading pattern of urban transformation in European cities in the second half of the 20th century, with the intention being to decode the possibilities for its rehabilitation in line with integrated approaches. The article combines (1) a review-based and systematically-oriented approach, in order to provide a state of the art of EU design taxonomy related to the housing issue, and, more specifically, related to MHN, with (2) a comparative study between EU and national design taxonomies, in order to address their conditionality and possible mismatches. The research considers design taxonomy to gain a more comprehensive insight into the content and coherence between programme values and the relevant EU documents (declarations, statements, policy positions, resolutions, reports, communications, charters, action plans, opinions) related to the housing issue, or broader urban issues that include housing as the scope of observation. The taxonomy enables a conceptual methodological framework for a systematic, consistent, and complete description of key research relations. Accordingly, the specific objective of this article is to establish an evaluation framework for reprogramming of MHN based on the EU design taxonomy through (1) the development of the programming matrix for evaluation, which corresponds to the value-based architectural programming model; and (2) introducing Serbian national design taxonomy, in order to demonstrate the anticipation of design values based on the EU taxonomy within the local context. The results indicate the need to examine and test regulatory experimental settings through middle-out approaches, whose central research perspective will be built parallel and coherently through bottom-up inputs, created as the result of collaborative approaches at the community level, and top-down inputs which are the result of the strategic framework established in relation to priorities at the European level.

AB  - The article presents the potentials and capacities of extracurricular activities such as student workshops for strengthening existing curricula and introducing emerging specialised areas, topics, and challenges into architectural higher education. The specific objective of this study is to enhance and test different pedagogical models for learning on the sustainable rehabilitation of mass housing neighbourhoods (MHN), as a specific type of modern heritage, through innovative extracurricular teaching practices based on interdisciplinarity, flexibility, and adaptability. This research presents three student workshops focusing on the rehabilitation of mass housing neighbourhoods (MHN), involving students, academics, and professionals from the field, organised in Germany, Serbia, and North Macedonia in 2022. Moreover, it engages a comparative analysis of the learning formats and approaches developed within this discipline-specific cross-border collaboration. The study provides (1) an insight into the comparative analysis of learning capabilities and (2) the formulation of workshop models supported by diagramming of the workshop structure. The conclusion of the article summarises the findings and highlights the essential aspects for engaging student workshops, as an instrument for generating operational knowledge in the field of mass housing rehabilitation.

AB  - Throughout history, cities have faced risks but have also demonstrated their resilience to
different kinds of disturbances and changes. Today, the scale and the unpredictability of urban risks
are increasing due to the complexity of city systems and the uncertainty associated with many
hazards, including climate change. The need to make cities more resilient affects how we plan,
design, and build our cities. Urban design is a discipline that links architecture, landscape, and
urban planning to provide meaningful, safe, functional, and pleasant places for people. As such, it is recognized as an essential tool for adapting cities to climate change and responding to other risks and disturbances.
This paper explores how urban design can be used to improve the recreational quality of
abandoned urban spaces while, at the same time, helping to make cities more resilient. The case of
a planned but only partially built and abandoned recreational complex in New Belgrade is chosen as
a context and a starting point of the study, being an example of the absence of resilience thinking in
urban development. The study uses research by design method (in the context of an urban design
studio) to identify new urban design models through which links between cultural landscape, urban
recreation, and climate change adaptation can be established and analyzed. The results indicate
that, although all identified urban design models enable the introduction of measures to adapt to
climate change, the level of their contribution varies concerning spatial scales as well as different
dimensions of urban resilience.

AB  - This paper addresses the challenges of architectural higher education to cope with a state of continuous change within the relationship between heritage and sustainability. The initial assumption is that research activities based on design taxonomies—terms used in architectural discourse of heritage and sustainability—followed by fruitful analysis and discussion can contribute to the advancements in curricula design and development. Accordingly, the paper aims to develop a new methodological framework for addressing sustainability and heritage, enriching curricula design and assessment strategy. Data collection on identification and analysis of terms was carried out within the Erasmus+ Strategic Partnership titled Enhancing of Heritage Awareness and Sustainability of Built Environment in Architectural and Urban Design Higher Education (HERSUS). After the process of filtering, interpretation, and comparison of project findings, a three-fold comprehensive analysis was conducted: (a) learning outcome quantitative analysis, (b) cross-cutting analysis of spatial scales and course types, and (c) synthesis. The paper results in the methodological framework that reinforces different pedagogical approaches to heritage and sustainability derived as a result of the applied research process. The main conclusions are concerned with the applicability of the methodological framework, designed for the improvement of existing and development of new comprehensive courses and programme contents.

AB  - Mass housing neighbourhoods (MHN) represent the leading pattern of urban transformation and expansion in the second half of the 20th century, and accordingly evaluation, regeneration and redesign of the MHN represent a necessary and challenging task in the contemporary research context. In the practical scope of MHN rehabilitation, various holistic approaches and design strategies are identified that affirm both ecological transition and social transformation of these urban settings. However, the level of application of such approaches across Europe varies greatly, and requires research initiatives of a comparative nature that open a cross-geographical debate at the European level. Although there is a series of evidence-based studies that define the conceptual framework of MHN, i.e., large-scale housing settlements, through historical-interpretative and chronological analyses, the academic debate on practical and feasible MHN rehabilitation and their sustainable integration into the urban development of cities at European level is underdeveloped. The specific objective of this paper is to establish preliminary insights into the current level of MHN rehabilitation and to identify challenges for further actions through (1) a comparative analysis of MHN role models from the second half of 20th century, and through (2) insights from an implemented expert questionnaire. The research engages a comparative case study analysis as the primary method and analyses MHN in Germany (as a representative of Western Europe) and in the two ex-Yugoslav countries, North Macedonia and Serbia (as representatives of Eastern Europe). This research has highlighted the main obstacles and challenges for MHN rehabilitation and demonstrated the importance of a multiscale approach to MHN analysis, having in mind that through the distribution of design values at the analysed spatial levels (neighbourhood level, building level, and apartment level) the application of affirmative indicators within different design values group is recognised.

way of living is facing uncertainty with no easing in sight. Looking beyond the horizon at what
the aftermath will yield, it is quite clear that the meaning of urbanity has to be transformed; the
urban life has to support social and ecological well-being, and the city has to intertwine more
closely with nature. Therefore, wild urban woodlands (WUWs), often morphologically exclusive,
culturally contradictory, and biologically heterogeneous, are recognized together with the other
informal wilderness of the city as catalyzers of a newly constructed identity and the first line of
defense when the question of the socio-ecological resilience of the city is raised. The present study
focuses on how the biocultural diversity of WUWs can be stimulated by architecture and on which
principles and restorative components an architectural design should stand on. Taking War Island
on the river Danube, in the very heart of Belgrade, Serbia, as the particular case study, a specific
assignment was given to students of the Faculty of Architecture in Belgrade to affirm, recuperate,
and stipulate the relationship between the nature and the culture of the site. On the threshold of
interdisciplinarity, a net of coordinated values is set up based on a theoretical, analytic, and typomorphological approach, gathering the eco-cultural aspects, components, and characteristics of the
place. On the bases of the students’ research-based design propositions, the results show different
design paths promoting accessibility and security, restoring social responsibility and awareness, and
regaining the socio-ecological well-being of the place. The conclusions drawn from the study open
the perspective of the alliance between nature and culture through an architectural infrastructure
that heals the landscape and induces its therapeutic properties, enhancing the biocultural diversity of
the place and proclaiming a kind of hedonistic sustainability for the future life of cities.

AB  - There is a rising concern in the architectural academic and professional community about the current transformation of cities and public spaces, seeking for (a) new and innovative approaches to planning and shaping future cities and habitats, and (b) a platform for experimentation and designing of innovative solutions to complex societal problems through co-creation. The paper aims to highlight the regenerative role that educational projects with a practical dimension could have on the public space and the community. The Europe Readr pavilion in Serbia has been developed in the cooperation of the Embassy of the Republic of Slovenia in Belgrade and the Laboratory for urban morphology and typology (Morpho- Lab) of the University of Belgrade – Faculty of Architecture within the broader international project EUROPE READR. Guided by European values, sustainability, and the European Green Deal through designing public spaces for the exchange of ideas and values, UBFA considered both the process of learning - and the result itself. Accordingly, the process implied multiple phases of project development that included two-stage student competition, three mentored workshops and presentations to project partners, and finally, implementation phase. The paper brings significant experiences regarding potentials and challenges in innovation, critical thinking, competence, co-creation, developing technical drawings, understanding of building and assembling techniques, public purchase regulations, and on-site activities. The project provided stepping out from academia bringing a positive change both to education and public space.

AB  - This event was realized as a joint event of the COST Action CA17133 “Circular City: Implementing nature-based solutions for creating a resourceful circular city” and a 6-year project on climate change adaptation “Coast to Coast Climate Challenge”. Posters on significant European and global scientific projects dealing with a broad spectrum of problems related to climate change were exhibited in parallel with the conference “Done. What’s Next?” More than 320 participants – including professionals in climate adaptation, international researchers, students and 21 stand holders from companies and organizations- participated in this event. In accordance with the thematic importance of the event and the presence of key stakeholders in relation to the topic of the ECOBUILT project, it was of great importance to present it to wither international public. The ECOBUILT project was presented as a significant initiative within the field of education, especially from the aspect of enhancing socially responsible action and approach in architectural education.

AB  - Savremeni pristupi razvoju gradova prepoznaju multifuncionalnu zelenu infrastrukturu
kao jedan od ključih alata za ostvarenje održivog urbanog okruženja kojim se
istovremeno ostvaruje korist i za ljude i za prirodu. Primena ovog koncepta u urbanom
planiranju i dizajnu zahteva holističko razumevanje kompleksnih odnosa u urbanim
socio‐ekološkim sistemima, kao i multidisciplinarni i multi‐skalarni pristup razumevanju,
vrednovanju i transformaciji prostora. To stvara potrebu za razvojem novih znanja i
veština, kao i za novim pristupom obrazovanju arhitekata i urbanista.
Ovaj rad prikazuje teoretske osnove i metodološki pristup integraciji koncepta zelene
infrastrukture u nastavu u oblasti urbanog dizajna i ilustruje njegovu primenu na primeru
studio projekta “Ekološki urbani dizajn” na Master akademskim studijama arhitekture
na Univerzitetu u Beogradu ‐ Arhitektonskom fakultetu.
AB  - Current approaches to urban development recognize multifunctional green
infrastructure as one of the key tools for achieving a sustainable urban environment that
simultaneously serves interests of both people and nature.The application of this
concept in urban planning and design requires a holistic understanding of complex
relationships in urban socio‐ecological systems, as well as a multidisciplinary and multiscalar
approach to understanding, valuing and transforming space. This creates a need
for the development of new knowledge and skills, as well as for a new approach to the
education of architects and urban planners. This paper presents the theoretical
foundations and methodological approach to the integration of the concept of green infrastructure in urban design education, and illustrates its application on the example
of the studio unit "Ecological Urban Design" at the Master of Architecture program of
the University of Belgrade ‐ Faculty of Architecture.

kao jedan od ključih alata za ostvarenje održivog urbanog okruženja kojim se
istovremeno ostvaruje korist i za ljude i za prirodu. Primena ovog koncepta u urbanom
planiranju i dizajnu zahteva holističko razumevanje kompleksnih odnosa u urbanim
socio‐ekološkim sistemima, kao i multidisciplinarni i multi‐skalarni pristup razumevanju,
vrednovanju i transformaciji prostora. To stvara potrebu za razvojem novih znanja i
veština, kao i za novim pristupom obrazovanju arhitekata i urbanista.
Ovaj rad prikazuje teoretske osnove i metodološki pristup integraciji koncepta zelene
infrastrukture u nastavu u oblasti urbanog dizajna i ilustruje njegovu primenu na primeru
studio projekta “Ekološki urbani dizajn” na Master akademskim studijama arhitekture
na Univerzitetu u Beogradu ‐ Arhitektonskom fakultetu., Current approaches to urban development recognize multifunctional green
infrastructure as one of the key tools for achieving a sustainable urban environment that
simultaneously serves interests of both people and nature.The application of this
concept in urban planning and design requires a holistic understanding of complex
relationships in urban socio‐ecological systems, as well as a multidisciplinary and multiscalar
approach to understanding, valuing and transforming space. This creates a need
for the development of new knowledge and skills, as well as for a new approach to the
education of architects and urban planners. This paper presents the theoretical
foundations and methodological approach to the integration of the concept of green infrastructure in urban design education, and illustrates its application on the example
of the studio unit "Ecological Urban Design" at the Master of Architecture program of
the University of Belgrade ‐ Faculty of Architecture.",

AB  - Over the past decade, urban housing typologies have evolved from being a feature of modern life to an essential postmodern issue, questioning future housing identities. One of the ways in which architecture can become engaged in this ever-changing process of urban regeneration is to challenge the inherited traditional housing typologies with the newly recognized values of contemporary lifestyle. This paper presents research and design aimed at exploring contemporary sustainable urban lifestyles as a resource for positioning housing structures as cultural urban infrastructure. The main focus of this study is design principles and strategies for generating future housing identities in accordance with sustainable urban development and sustainability of life in urban areas. It is about finding housing conceptual models for an interaction between housing and identity as a response to the impact of increased cities, changed lifestyles in contemporary cities and the requirements for the preservation of the city image and the public space within the housing areas in the city center. The main goal of this study is to understand whether and how an architectural design can preserve a sustainability of life within the city center and become a valuable agent of place identity in the process of urban regeneration. The paper indicates that the contemporary development of society requires a new architectural paradigm, in which lifestyle and architecture create a unique elastic open-ended system with the ability to adapt and change over time and throughout the place.

AB  - This paper is built on the assumption that architecture is the establishment of the relationship between past and future, built and unbuilt, within the inherited and natural context and
in direct connection with the overall culture. Unlike a traditional approach to heritage generally
limited to considering only the visible values of the place, this research stands on the belief that, in
the context of heritage, the implementation and application of behavioral knowledge in architectural
discourse contributes to the intensification and enhancement of these relations. In accordance with
the need to re-examine existing and explore new forms of the relationship between future life of
heritage and social wellbeing, the main goal of the research is to examine the possibility of improving
this relationship through a value-based architectural programming methodological framework. This
paper was conducted through: (1) theoretical framework that intertwines environment–behavior
theories and architectural programming as the value-matrix methodology for the reuse of heritage;
(2) exploring the established framework through design results gathered within the design-based
studio on “heritage reprogramming” at the University of Belgrade—Faculty of Architecture with
a particular focus on the modernist architectural heritage; and (3) discussing the overall principles through the multiscale and value-based approach. The evaluation of the results indicates the
possibility of improving the social dimension of heritage protection and reuse, as well as the need
to shift the focus from exclusively material and formal values of heritage to social and cultural
aspects in accordance with the needs of contemporary society and culture. Results indicate that the
multidimensional nature of architectural programming methodological approach in the context of
modern heritage and, accordingly, the synergy of different programming values (environmental,
human, social, systemic, temporal, economic, aesthetic) provides sustainable access to heritage and
has the capacity to improve the social wellbeing of individual users but also of the wider community

Recognizing changes in natural conditions within the landscape and diversity in nature as a reflection of social, cultural and economic circumstances, the workshop examines the development of new analytical strategies towards establishing (1) integrated research of landscape patterns and (2) understanding of city morphogenesis. The workshop subject is the research of the relationship between urban and rural landscape, as well as the transformation of the natural into the cultural landscape. AB  - The morphogenesis of the urban territory and its contact with the non-urbanized, natural environment of the wider metropolitan area distinguish issues of the synergy between landscape and spatial patterns in order to achieve their balance, optimization, and harmony. This chapter highlights the conceptual framework of landscape ecology as linking to place-based design approach for studying the synergy of landscape and housing spatial patterns in order to improve their integration in future perspective.
