Energy refurbishment of a public building in Belgrade

AB  - Statistics show that about 8% of overall EU building sector belongs to Sports and Recreation
Building Stock, that represents about one and a half million of these kinds of buildings. It’s been
estimated that out of whole building sector these public buildings are accounting up to 10% of
total annual energy consumption. Considering that in 2008 overall energy use was about 1,768
[Mtoe], there is the potential to reduce energy consumption of about 21 [Mtoe] on a yearly base
in the EU Sport Facility Building Stock which is far away of insignificant (SportE2, 2018).
Most of the buildings of this kind were built from 1960 to 1980. At the time of construction,
energy efficiency was not taken into consideration, and even if it was taken into account, the
equipment and fabrics installed at that time are not efficient now as at the time of installation.
Energy sources are mostly traditional, fossil fuel based. Since regulations on energy efficiency
are more stringent, these facilities must be renovated and then well maintained in terms of
energy consumption. Sport buildings are mostly very well postured to adopt RES technologies,
as active features, having in mind large open spaces and large outdoor surfaces. However, this
paper investigates use of Passive House technologies in these manmade structures that may
be productive in energy saving. The case study includes sport centre built in 1974 in Belgrade,
Serbia. Different Passive House measures applied on the building structure and benefits in the
sense of reducing total annual energy consumption for space heating, as well as conditions
related to the comfort of the indoor environment were simulated in software package Integrated
Environmental Solutions Virtual Environment, IES VE 2016, that is approved by USGBC,
ASHRAE, CIBSE and U.S. Department of Energy.

AB  - Comfort is a very complex subject and can be viewed as a physical, psychological, and socio-
cultural element in the design of the living or working space.The relationship between
architecture and people is very multiplex and its quality is perceived through pleasantness.
Contemporary approach in architecture is defined for energy efficiency and environmental responsibility
and thus introduces new space organization schemes, functional patterns, and design
and construction technologies, mainly requiring creation of new materials.But the process
is bi-directional; apart that architectural solutions meet human needs they create new ones.
Comfort is also associated with human health.According to the World Health Organization,
human health is defined not just as the absence of disease but in terms of a total sense of
physical, mental and social well-being. In order to find the criteria for comfort assessment, it
is necessary to identify all factors that affect the users and their experience of space. Factors
that cause people’s dissatisfaction in the working or living space are defined as stressors. The
paper refers to the consideration of the influence of some elements of design and construction
of office buildings on the feeling of comfort of employees.The research is focused on assess
how employees evaluate the achieved comfort in the case of different office types and facade
technologies.This research discusses the questionnaire created by authors in order to clarify
the sources of stressors, and the effects that these stressors have on human behaviour, to his
personality, especially on oral hygiene.

AB  - Health care is very important for modern society in every country of the world whether in urban or rural areas.
Depending on the area where people live, for them life conditions may differ in many ways. In both environments for
human life there are advantages and disadvantages. Regardless of the differences, in rural and urban areas in the
human population appear similar health disorders. It would be interesting to determine which factors that occurs in
the village and in the city disrupt human life, comfort and health. This paper considers factors that influence human
health in urban and rural settlements. Cooperation in sharing of information and experience can overcome differences
and lead to better life for all. The synergy of urban and rural areas can provide new knowledge that combines the
advantages that these areas possess. The paper points to the positive effects that provide rural areas and the presence
of the advantages that cities have in terms of preserving people's health, and thus pulling out the essence of these
advantages in order to indicate the perspective that occur for preventive medicine from the synergy of urban and rural
areas.

AB  - Application of solar thermal collectors as one of the modern architectural concepts, which are based on reduction of
energy consumption in buildings and the use of solar energy as a renewable energy source, give the new and
significant role to the roofs and facades that become multifunctional structures. The purpose of this paper is to show
different design solutions and benefits of integration of solar thermal collectors into the envelope of multifamily
housing building in Konjarnik settlement, Belgrade. Considering complexity of integration of active solar systems, the
following aspects of integration of solar thermal collectors are discussed: energy, architectural and ecological
aspects.
Hypothetical models of integration of solar thermal collectors into the existing building envelope are created in order
to reduce energy demands for water heating, and thus reduce CO2 emissions.

Social Housing in Serbia: Dual Approach

AB  - Examining Serbian housing policy in the past two decades which has been radically transfered from the
communist version of "welfare state" to the neoliberal concept of housing market, this paper firstly identifies
major subjects and activities in the field of social housing and systematizes kinds of action related to these
activities. Sudden state’s withdrawal from the housing matter, followed by the lack of land regulations and
permanent economic crisis, caused almost unsolvable problem of adequate provision of housing for the most
of the population in Serbia.
The initial course, performed through privatisation of 98 % of public housing stock at the beginning of the
last decade of the 20th century, took place apart from the few other housing policy initiatives and processes
that were unconformably to each other. The state successively abandoned introduction of housing policy,
untill it almost ran short of its institutional and active capacities that had been developing by decades in
communism. Until 2004 housing policy was trying to achieve short-dated political aims, but since then, the
need for introducton of new systematic housing solutions, including social housing above all, emerged.
Serbian government began to act in two separate ways, although without yet astablished long-term national
housing policy: First was to try to support, financially and legislatively, production of affordable housing, so
called "cheap flats" for subsidized sale; and the other was to try to establish public rented housing, but this
time based on economic sustainability instead of general social equity proclaimed in communism. Several
projects of "cheap flats" for subsidized sale have been developed, while some of them are stlill under
construction, or in the planing stage. On the other side, the initial impulse for public rented housing
foundation in Serbia was the 15 milion euros pilot project – Settlement and Integration of Refugees
Programme (SIRP 2003-2008.) – financed by the Italian government, that was realized in seven Serbian
municipalities. Thus, first non-profit Public Housing Agencies in Serbia were established, and new public
housing stock was built and inhabited.
Considering serbian social housing policy in general and highlighting some of their characteristics related to
several projects, this study focuses on both of these two recognized courses by analisys and critic review of
achieved results.
