Timeless Modernity, Shifting Ideologies: a Vibrant Street in a Distorted Reality?

AB  - The focus of the paper is on the relation between a traditional and a modern concept of street design and
regulation, which have been overlapping and upgrading/degrading for decades.
The case of the Boulevard of Jurija Gagarina in New Belgrade will be used as an interesting example of a
street constructed during the 1960s. The original modernist idea, reflecting the socio-economic background
of the socialist epoch, is still recognizable in impressive prefabricated housing blocks, shaped according to
the ideas of the Athens charter and the Modernist movement. The street, originally planed as an important
transit artery with surrounding housing and green areas, started to transform its landscape during the period
of transition (1990s). The position, available empty space and already provided infrastructure have directed a
new tide of changes, attracting attention of city authorities, investors and entrepreneurs. The intensity of
activities has increased, new office/commercial/housing units were constructed, but all these transformations
have not been supported by the planning concepts which would improve the overall condition and quality of
life in this area. Driven by the logic of economic efficiency and profit, the transformation of the Boulevard of
Jurija Gagarina has also tackled the sensitive issues of spatial organization, social cohesion, redefined urban
needs and questionable sustainability.
Therefore, the paper will discuss recent changes and trends which opened some new questions of urban
durability, modernity, efficiency and environmental awareness, simultaneously emphasizing a need for an
integral approach, adjusted to a new dynamic and multiplying demands of/for the future.

The reactivation of the natural potentials of Belgrade: Biophilia and biomimicry as new competitive advantages?

AB  - Climate changes have influenced a new comprehension of living environment and instigated a number of trends noticeable in society, architecture and development strategies. The shaping of a purified, sustainable and 'low/no carbon' urban context, which has a higher environmental quality, has become an imperative which should be achieved by ecologically responsible behavior. Cities, as major nodes of global transmission and dissemination, act as experimental polygons. They simultaneously test the latest ecological and technological concepts, especially those based on the logic of natural systems - such as biophilia and biomimicry. Their application enables an intensive integration of nature into urban space, while the manifestation of nature - as a shape, function or a level of adaptability - becomes a new competitive advantage. The planning practice in Serbia has also started its gradual adjustment to the new imperatives but the pace of change is slow. Belgrade has recognized the importance of the latest ecoideas but they have not been materialized so far. The natural core of Belgrade, which consists of several river isles, river banks, forests and forelands, is nowadays emphasized as an important comparative advantage which could generate further changes in 'green' perception of urban environment. Therefore, the purpose of this article is to identify the potential of two natural areas within this core (Ada Ciganlija and Ada Medjica), critically evaluate their development possibilities based on biophilia and biomimicry, and to provide a set of recommendations which would support the activation and development of a similar natural area - Ada Čaplja.
AB  - Klimatske promene izmenile su naše shvatanje životne sredine i dovele do niza novih trendova primetnih u društvu, arhitekturi i razvojnim strategijama. Formiranje pročišćenog, održivog i 'low/no carbon' urbanog konteksta postalo je imperativ do koga bi trebalo doći ekološki odgovornim ponašanjem koje direktno utiče na bolji kvalitet našeg okruženja. Gradovi, kao glavna čvorišta globalne transmisije i deseminacije, postaju poligoni na kojima se simultano proveravaju aktuelni ekološko-tehnološki koncepti, a poslednjih godina se sve više potencira primena biofilije i biomimikrije, bazirani na logici prirodnih sistema. Pomoću njih se priroda intenzivnije uvodi u gradski prostor, a njena manifestacija se tretira kao nova komparativna prednost - bez obzira da li se radi o primenjenoj formi, funkciji ili principima adaptibilnosti. Planerska praksa u Srbiji je takođe počela postepeno prilagođavanje novim imperativima, ali je ritam promena spor. Beograd je prepoznao važnost najnovijih eko-ideja, mada ih do sada nije realizovao. Prirodno jezgro prestonice, koje se sastoji od više rečnih ostrva, obala, šuma i zaleđa, danas je istaknuto kao jedna od važnih komparativnih prednosti koje bi mogle da generišu dalje promene u 'zelenoj' percepciji urbanog okruženja. Upravo zato, cilj ovog teksta je da identifikuje potencijal dve prirodne celine (Ade Ciganlije i Ade Međice), kritički sagleda razvojne mogućnosti bazirane na principima biofilije i biomimikrije, kao i da pruži preporuke za aktivaciju i razvoj sličnog prostora - Ade Čaplje.

BIBBIDI-BOBBIDI-BOO: The Reinvented Magic of Urban Shopping?

AB  - Built on the principles of the Athens charter and Modern movement, New Belgrade was a spatial
representative of a new state and the post-war Yugoslav society. However, at the turn of the 21st century the
processes of transition, globalization and EU-integration started, shaping New Belgrade into a polygon of
another experiment, initiated by a number of local and foreign greenfield investments. The intensification of
commercial, business and administrative activities has created a new identity of this urban entity, imposing
new rules and elements into the rigid modernist concept. The shifts of consumption patterns and
contemporary life style have imposed new shopping demands which reflected in a new typology of shopping
nodes/centers dispersed throughout the territory.
The paper will focus on the period of the 1990s and 2000s analyzing the application of ‘global rules’ to
shopping nodes and their network. The new layer of consumerism will be related to large/small scale spatial
and social changes of New Belgrade, which have generated new urban energy while boosting further
development and increasing the value of existing structures. The emphasis of the analysis will be on large
shopping malls which announced another phase of New Belgrade’s development offering elements of
traditional ‘inner city’ atmosphere implanted into the modernist grid.

AB  - This paper deals with how climate and local culture specifics contribute to urban diversity, and how they affect the way urban
spaces are being conceived, planned and designed. The authors argue that regardless of the globally accepted principles of
sustainability which emphasize smart responses, diversity and culture as the prime drives in urban development of, cities
around the world are continually experiencing the all-alike solutions, which often compromise their identity and character.
Having taken the genuine stands of the philosophy as a starting point for examining the subject, the authors explore and
present how the climate specifics, along with the uniqueness of local culture, lead toward the solutions which make a
difference to their cities. The discussion is illustrated by the case study the authors were engaged in, the Mussafah District
project in Abu Dhabi, a redevelopment proposal recently initiated and developed by International Society of Urban and
Regional Planners -ISOCARP and Urban Planning Council of Abu Dhabi.
