Expanding a Debate about Shrinking Post-Socialist Cities towards Aesthetics: Urban Shrinkage, Inspiration, and Creativity

AB  - Shrinking cities are becoming a new ’reality’ in contemporary urban development thanks to numerous scientific contributions about this globally widespread phenomenon. However, it is not widely known that the term “Shrinking cities” was initially promoted through the same-name international project that culturally dealt with shrinking cities. This project, led by Eastern-German cultural experts, revealed internationally the essence and frequency of urban shrinkage. Interestingly, the approach used in this project has been important to clarify that urban shrinkage is not a negative process per se. Even more, the project contributed to define the multi-dimensional and productive character of this phenomenon.
The further research and projects on shrinking cities were less devoted to its cultural and aesthetical side. They were mostly oriented towards the main causes and consequences of urban shrinkage, discussed within the discourses of economy, geography, demography, political science, and ecology. Nevertheless, the inspirational, artistic and creational aspect of urban shrinkage has not been lost. With the recent formation of the concept of shrinking cities, a new attention has been given to potential ways to overcome urban shrinkage. New conceptual proposals and attempts have also used culture, art, and creativity again, but in different format. They have tried to connect the previously acquired scientific knowledge with creative industries and applied arts, where they are seen not just as a creative moment, idea or artistic inspiration, but as a comprehensive, and usable “healing” approach to reinvigorate shrinking cities.
The aim of this paper is to present ongoing efforts towards the link between urban shrinkage, inspiration, and creativity. It is done by comparing them with the position of this link from the beginnings of the concept of shrinking cities in the early 2000s. Therefore, it is a contribution to the development of the historic perspective of the aesthetical and artistic side of this concept, which certainly needs a more prominent role in the future urban development.

Decentralised Mass Housing Policy in Socialist Yugoslavia

AB  - The unique experiment of socialist state in the second Yugoslavia (1945-1991) had a profound impact in housing policy. Differently than in other socialist countries, decentralisation played a significant role. Housing followed this policy - it was heavily decentralised to regional and local tier. Therefore, these tiers developed and used their own housing norms and standards and thereby had different spatial reflections on urban fabric across Yugoslavia. However, Yugoslavia was still based on socialist ideology. Accordingly, multi-family neighbourhoods were often built for proletariat in Yugoslavia as the most advanced housing type. But, the aforementioned policy also caused decentralisation-led patterns in housing at urban level – these neighbourhoods were more numerous, but also smaller in size and scattered throughout urban area. The aim of this paper is to explain this process and spatial outcomes in multi-family housing through relevant theory and multi-case study. The study is carried on 6 medium-size cities in the northern Serbian province of Vojvodina. They share similar historic and spatial development. Thus, they are an adequate “polygon” to research separate approaches in situ, caused by decentralised housing policy. It is expected that the research will embrace how these approaches were reflected in concrete cases and which spatial characteristics can be usable for current trends in Serbian cities.

Valorisation and revitalization of heritage alongside Danube river: case study of Smederevo castle

AB  - The topic of heritage in general has been emphasized many times on different occasions,
regarding its significance as a historical legacy of a country and its people, region or a city. The
issue of heritage valorisation is sensitive due to the context relation and specific regulations, as
it is the case with Serbia. The particular topic of this research is the valorisation and proposals
for revitalization of heritage alongside the river Danube. As a case study a part around the old
City castle of Smederevo is selected. Besides being rich in cultural, historical, tangible, but also
intangible heritage, this area is researched as a part of an Interregional European project called
DanUrb. Revitalization of this, until now, neglected and not used area is of utmost importance
both for a site and for a contemporary city of Smederevo. In addition, some consultations
occurred with local authorities upon this task.
Research methodology used in this particular paper was based on extensive literature review
and classification of data gathered from Serbian legislative and planning documents as well
as other primary and secondary resources. Regarding aforementioned, selected case study
area method of expert observations is also applied. For further qualitative results criteria and
indicators (C&I) network is used to determine specific characteristics of heritage, such as: scale,
category, type of protection and current condition.
Overall aim of this study is not only mostly delicate valorisation of medieval architecture, its
classification, and identification, but also to propose some methods for integration of creative
industries with the aim of revitalization of that important, but rather neglected and poorly
protected heritage area alongside Danube in Serbia.

AB  - There are still left approximately 9,000 migrants from the big exodus from Syria in 2015 to Europe
on so-called migrant’s rout, from Turkey to Germany and Scandinavia. The focal, central
point of this route was at Balkan’s Metropolis - Belgrade. The real, tangible integration of those
poor people is of utmost importance for the economic and social broader view of the future Europe.
Very few of migrants are getting back, and they strive to reach and be settled in Germany.
Never the less, a lot of them are still “stocked” on the route, jobless and hopeless. The useful
methods of their integration are the focus of this paper. It is not only physical integration meaning
a human right for a roof beneath a head; it is a matter of obtaining human dignity, of getting
useful jobs both for migrants and important for the receiving country. We tried to obtain a model
/ a scenario based upon affordable statistics found “in situ.” Nowadays it became also a matter
of safety and security for both sides: migrants and locals, in order to reach their full cooperation.

AB  - Comparing with Western Europe, shrinking cities in Eastern/ post-socialist Europe are a relatively new phenomenon, documented from the early 1990s. This gap is not only related with timing.
Turbulent transition from a planned and centralised economy to a market and decentralised one has had a profound impact on the state of East-European cities since the collapse of socialism, leaving them with decimated industry production, weak local budget and impoverished and aged population.
The uniqueness of urban shrinkage in this region has mirrored into housing patterns, which also show distinct patterns. The aim of this research is to emphasise the
differences in urban shrinkage relating housing between the West and the East of Europe.
The focus in the recognition of these patterns in the case of four main urban zones regarding housing in shrinking cities - in historic core, in mass-housing estates, suburbia, and in reurbanisation zones.
The explanation of the distinct patterns in housing in Eastern-European shrinking cities is a backbone to underline different approaches how to deal with housing in shrinking cities in this part of Europe.

Therefore, they have profoundly embraced the postulates of resilience, transforming them with "urban" footprint urban resilience. The creation of this significant concept has been in the agenda of many international organisations. However, the concept of urban resilience is still a novelty, with accompanying implementation problems. This is a very important issue in the field of urban design, a part of urbanism very much connected to concrete functioning in situ. This "implementability" of the concept of resilience in urban design is an important issue for Serbia. As a post-socialist country, it has witnessed various problems and general inconsistency. With a strong motive to cope with them, local authorities and institutions often try to directly implement foreign arisen concepts and knowledge, without any local adaptation. The results of these forceful acts are usually questionable. Therefore, the aim of this paper is to understand how the principles of resilient urban design are tailored and how they are important for Serbian cities. Hence, general urban plans as the main development documents in Serbian cities are researched through the lenses of these principles, with expectations to check if they are ready to make urban design in relevant cities more resistant. The final contribution of the paper is foreseen in the form of guidelines to enforce urban resilience at local level.

AB  - Uralmash, a cult neighbourhood of Yekaterinburg, Russia, is famous for its heavy industry,
high furnaces, military equipment and the production of famous tanks, located within the purist
modern architecture from the late 1930s.
Today, however, the Uralmash district represents an interesting ground for young alternatives,
which are attracted by the former purpose; stack up on the power of collectivization and the
creative industry’s methods. The Biennale of Arts is housed, for example, in a former factory
halls where visitors can look at works made by workers / secret artists - who instinctively depicted
realistic landscapes on their storages-cabinets, to cheer up a little bit their “mornings of
steel”. Significance of communion places, a dwelling where people can meet their co-workers
or neighbours - set up by Le Corbusier on flat roofs of his “dwelling machine” residential house
in Marseille a few decades later; here in Uralmash are visible as an original product. Women
were gathering out here on purpose, from 1930s onwards: studying the household, creating
art objects, and getting acquainted with women rights guidelines. The essence of these “utility
hubs”, which we are aware today as globally missed in housing development, are born here; in
the industrial pool of Ural district. Which method of creative industry we could possibly implement
more in order to upgrade and gentrification this quarter with a lack of its primarily purpose
will be a focus of this paper.

AB  - The unique experiment of socialist state in the second Yugoslavia (1945-1991) had a profound impact in housing policy. Differently than in other socialist countries, decentralisation played a significant role. Housing followed this policy - it was heavily decentralised to regional and local tier. Therefore, these tiers developed and used their own housing norms and standards and thereby had different spatial reflections on urban fabric across Yugoslavia. However, Yugoslavia was still based on socialist ideology. Accordingly, multi-family neighbourhoods were often built for proletariat in Yugoslavia as the most advanced housing type. But, the aforementioned policy also caused decentralisation-led patterns in housing at urban level – these neighbourhoods were more numerous, but also smaller in size and scattered throughout urban area. The aim of this paper is to explain this process and spatial outcomes in multi-family housing through relevant theory and multi-case study. The study is carried on 6 medium-size cities in the northern Serbian province of Vojvodina. They share similar historic and spatial development. Thus, they are an adequate “polygon” to research separate approaches in situ, caused by decentralised housing policy. It is expected that the research will embrace how these approaches were reflected in concrete cases and which spatial characteristics can be usable for current trends in Serbian cities.

AB  - In socialist era, multi-family housing played an important role in creating decent life for proletariat as the main social class in cities. Mass-construction of this type of housing put forward the creation and implementation of standards in housing, which consequently formed a specific urban fabric in socialist cities. Socialist Yugoslavia was a bit unique example due to decentralization during its last decades. This enabled the existence of regional and local housing standards. The differentiation in space was reflected thereby in every local unit, with locally-set relations between buildings and their plots as well as neighbour street and buildings. Therefore, different micro-urban characteristics appeared in housing.

This situation was just intensified with the dissolution of Yugoslavia, leaving a lot of freedom to local level to do its own housing “policy”. These local “policies” have been significantly influenced by growing market economy and private incentive in housing. Multi-family housing has been favourable type of housing construction for new private investors due to the best exploitation of all related resources. Therefore, it has become a dominant type of housing construction. In the case of micro-urban conditions, this approach has triggered the entire urban development and has sparked public opinion in some extreme cases.

Nevertheless, the relevant legislative and statistical data adopted and published by official institutions, such as competent Ministries and Statistical Office of the Republic of Serbia, is scarce, inaccurate and scientifically limited. Thus, the aim of this research is to find solutions to overcome this gap by using the knowledge and experience of local experts in urbanism. Taking in account that this research is based on their opinions regarding micro-urban conditions in housing, selected methodology is a survey. It was conducted among the participants of the Summer school of urbanism in Kragujevac, Serbia, in May 14-15 2015. Their professional opinion is analyzed to form recommendations and guidelines for the improvement of current state in housing planning and development in Serbia.

AB  - Whether or not the buzz is justified, the technophilic concept of the smart city and its promise of unprecedented
resource efficiency became the central urban paradigm of today. However, with a few notable exceptions - mostly in
the form of prestigious smart or green buildings - the day-to-day praxis of local urban development carries forward
its struggle to negotiate the expectations of the triple bottom line. While the advancement of eco-innovative
technologies outpaces itself, the way buildings are planned, built, used and demolished has not changed significantly
in recent history.
Drawing on experiences from the planning of Das Eckwerk, a major bottom-up urban development initiative in Berlin,
it is suggested that the bottleneck to sustainable urban development is not a lack of innovative technology but rather
the linearity of value chains in real estate and architecture, which often disincentivize the most sensible solutions.
With a focus on technical building equipment, this paper reports on the lessons learned of ‘developers by
circumstance’ in quest of enabling investment and innovation.
In line with the intellectual lineage of the performance economy, the adopted approach at Das Eckwerk is outlined in
four stages: (a) a contextual analysis of locally available resources and capacities, (b) the reversal of the demand and
supply logic, (c) a recognition of technologies in their life cycles of innovation, and (d) the early involvement of
manufacturers in the planning process. Lastly, the structural implications this approach might entail, including a shift
in professional roles from producers to service providers, are outlined.

advantage in between the European cities; having in mind its past, postwar trauma oriented inhabitants and migration
processes passing through.
Never the less, to upgrade the level of safety of certain quarters by urban renewal would lead Belgrade to more resilient
city, more enjoyable and open to touristic but primarily with more comfort for its inhabitants. There are, indeed, some
less secure spots what the city statistics clearly show; which could be improved through the process of urban
renewal: through reconstruction, urban regeneration and conservation – especially places left demolished after 1999.
NATO bombing.
Along with identifying the factors of urban renewal, professionals should be open to explore concepts which bring
new light to how resilience could be enforced. While concept of fragility or “zero tolerance” is defined as a strong
sensitivity to a stressor, antifragility is associated to generating positive responses to stress instead of harm.
Antifragility describes cautious actions, being strongly related to risk management, and, as we may propose,
represents a component to be included within the urban renewal and community resilience factors. As new risks can
emerge overnight, constant assessment should be made to detect whether the urban renewal is facing benefits or
impairments in coping with unexpected events or in the phases of expecting it. The question, as always, is one of
proportion (How much of each concept/strategy?) and relevance (What kinds of dangers deserve the different
concepts?), and ultimately, given uncertainty, of bias (When in doubt, which concept should receive priority?).
This paper is analyzing those gloomy spots in the city in order to establish the guidelines based on real indicators and
parameters targeting public resilience in response to particular known or unknown security risks. For risks with high
ambiguity, it can be suggested to adopt a approach which is designed to reach stakeholder consensus on the
acceptability and tolerability of a risk based on multi-level governance processes termed ‘distributed responsibility’.

Avoiding the sustainability due to possible loss of cultural assets could be irreplaceable. Award winning developers and architects from urban and tribal communities discuss today how to successfully strike a balance between economic redevelopment and the sustainable management of cultural assets; based upon culture." (Jonathan, The emergence of culture-led regeneration: a policy concept and its discontents, Working Paper, University of Warwick, Centre for Cultural Policy Studies, Coventry, 2007). We all recognise how important it is to respect local culture, heritage and tradition; with regeneration, we attempt to focus on quality, balanced with economic opportunity for the population, optimising the visitor's experience by applying a creative mix of cultural, environmental and historic resources linked with social and economical aspects. The new term 'placemaking' does not only measure a physical structure by its aesthetic design; it also defines the integrity of the experience had by the individual, which contributes to the economic viability of public spaces, the resources used and the health and wellbeing of the community. Culture design-led regeneration may be used as a tool to create cultural districts, cultural hubs, etc. and to utilise these zones in order to begin the gentrification process, with all its positive effects. Even unplanned cultural zones, such as Belgrade's Savamala quarter, show that the process can be unstoppable if initiated under the right circumstances.

AB  - The fields of urban and spatial planning have been significantly changed in Serbia during last 25 years of post-socialist era. These fields have witnessed great changes in legislative framework, socio-economic structure, and implementation connected with everyday practice. The main intention of these changes has been the customization of the entire system of territorial planning to new post-socialist reality. However, municipalities as well as the other levels of the territorial organisation of Serbia have stayed almost intact by their number and size for decades, despite the shift of demographic and economic conditions. But, Serbian municipalities have been particularly important for territorial planning, because they have been the only active level of self-government below national one. This position has given them more active role in territorial planning. Understanding that both urban and spatial planning is strongly connected with territorial organisation, it is questionable how these two sectors have functioned during the last 25 years within the unchangeable shape of municipalities. The purpose of this paper is to explore this issue. The first step, organized as an argumentative essay, will be dedicated to the advantages and disadvantages of the current and prospective organisation of municipalities in Serbia. Then, presented discussion will be an overview from the stance of adequate levels of territorial planning. It is expected to find is current territorial organization of Serbian municipalities suitable for contemporary urban and spatial planning and, if not, which are the ways of its improvement.

AB  - In shopping malls, which lately have become one of the basic characteristics of cities, behavior
and interactions are defined by the primary purpose of this space - consumption. Potential
interactions are reduced to temporary, superficial formal communication. Simulation of city
streets with shops and small squares, where cafés are covered by the roof of the shopping mall,
takes over the role which downtown had, until recently. This paper is presenting in which ways
shopping malls may simulate the city center to legitimize itself as a public space. How do
shopping “cities” transform relationship of internal and external, public and private space? The
paper aims to explore the ways in which the inner space of these centers dictates behavior of
visitors and shape the way they spend their free time. What is the new image of the city that these
centers create? It examines the issue of sustainability of architectural objects in addition to its
primary function; at the same time can have a strong position in the communication, representing
the tools of communication and carries the meaning in the service of consumption, marketing,
promotion and spectacle. The role of cultural space of the mall, as a quasi-space is explored with
the case study method of two dominant shopping malls in Belgrade. The study refers to dominant
phenomena in architecture, which is the result of the influence of classic consumption power. The
goal of the paper is to access important issue of different representation of an architectural
experience in reality in relation to the experience of architecture through the mass media.

AB  - In the post industrial society of today we are witness to certain rather odd phenomenon: only a
handful of industries have survived: high fashion, being one of them, which is interacted with
mostly through technological gadgets; over-abundance of information freely offered through the
net has disabled our ability to realistically evaluate facts, which often leads to spoiled tourists
that have to be catered to through the repackaging of heritage sites found in cities with apps that
are hand-held and are used as guides, as they move and search for new experiences that the
cities of today have to offer, by competing with each other.
In order to save the Cities in this cruel world full of competition, to regain their youthful, fresh and
interesting appearances - architects and planners are seeking out the right answers and
suggestions on several issues. What should we focus on while re-thinking the City? How can we
bring in tourists and investors, can we improve the social frame? How can we regain the pride of
the citizen? Perhaps by keeping or restoring their jobs? How can we maintain a creative and
enthusiastic attitude under really bad social conditions? This necessary mix with new
technologies – does it really improve a city or does it simply disables a city’s ability to move
forward? The hypothesis that a mixture of creative industries and new technologies can upgrade
weak social structures by providing small jobs and generally revitalising the city – is discussed in
this paper. Using Belgrade as a case study, my Master class students attempted to build an
integrative platform entitled Bel_app_grade, which will provide necessary big data, all in one place.
This work is also about a presentation of their idea. Creative play –the new city of the 21st
century is moving at a fast forward pace.

AB  - Today cities are becoming ever more complex systems with vast amounts of data flowing through various
channels of our societies. By adding layers and layers of complexity, we as individuals become more
disoriented in the vast amount of available information, possibilities and choices. It is only when we are able
to structure this information and data into meaningful patterns, can we find ways to understand and cope
with the issues at hand. Whether it be seeking employment, better education, cultural events or trying to
solve complex issues at a larger scale, similar principles apply. Cultivating a community and bringing people
together represents one of the most important aspects of how we choose to use these tools/technologies to
make an impact on cities and the globe. The process of building a web application/digital platform should be
based on MVP – Minimum viable product, which means that the product should be put into function as soon
as possible and tested with minimum investments in time and money. The reason for this is also a better way
to find a path to potential users and to make corrections early on, to get rid of needless categories, or to add
and develop new applications for the platform. The first phase of the project includes making a map with
hyperlinks, pinpoints and other tools which ensures the efficient mapping of start-ups, collaborative spaces,
cultural events, etc, so that users can easily search and get information.
Authors of new platform - students of Master class named “City and Design” at the Faculty of Architecture
University of Belgrade, under the menthoring of Prof. Dr Eva Vaništa Lazarevi����� represent newgrowing
young specialists; those who will be responsible for the development of cities in the 21st century, new soft
leaders which should be soon incorporated in planning of smart government of Belgrade.

AB  - The purpose of this paper is to reflect on the paradigm change and different
experiences of using the healthcare design guidelines in the last 3 decades, through
the case study of the Belgrade’s Military Medical Academy (VMA).
Designed in 1973 after a large national competition, when architects Osojnik and
Nikolić won the first prize, an extraordinary leaf shaped volume was raised in 1982
as the biggest healthcare center in former Yugoslavia. The 14-story building is
covering 180.000 square meters of space on 21 hectares of land of Belgrade
quarter of Banjica, divided in 60 different technical-technological entities. It
represents still today one of the landmark and recognizable mega-architectural
structure of the City of Belgrade. The most contemporary “state of the art”
healthcare design guidelines were incorporated along with the most unusual
interior design conceived as an U boat. More than thirty years after, its functional
organization has been over passed and needs rethinking and upgrading. Its
voluminosity and compactness represent major obstacles that need to be rethinked.
This paper presents an assessment of the healthcare design of the MMA.
The paper has two parts. In the first part a specific set of criteria is defined based
on theoretical research of strategies and documents, today’s healthcare standards
and norms. The second part provides a set of analysis through examining 3 types of users: patients, medical staff and experts: architects and engineers. Some
conclusions and ideas in form of guidelines for regeneration and improvement will
be presented at the end of the paper.

AB  - The purpose of this paper is in presenting a proposal for set of methods in evaluation of contextuality in
architecture as a quality assessment of new buildings in particular urban areas as well as a guiding
framework in urban design and urban transformation processes. Research has been done at the University of
Belgrade – Faculty of Architecture with the students at the Master and PhD course „Contextual Architecture“
at the polygon of the Quarter of Vracar in Belgrade, Serbia. We propose the approach that consisted of two
parts that were taking place consecutively. The first part was conducted with PhD students. The result was a
product of the content analysis of existing contextuality of architecture theories and evaluation apparatuses.
The second part of the research was realised with students of master studies who had the task to define
indicators grounded on the results of the case studies of individual object in the environment, by following
the criteria-based structure of the research. Comparing and overlapping the obtained results the new tool -
proposal for the assessment of contextuality of architecture is made and it could be used as a base in
generating recommendations and guidelines for future interventions for the same or similar urban
environments.

AB  - One of the objectives of quality of pedestrian spaces improvement is to encourage
walking in the way to become a natural part of everyday patterns in urban activity.
This would also have implications on the reduction of public health issues since
the majority of urban population has become sedentary. The stated objectives and
relationships were analysed through the interpretation of the results obtained in
the direct survey of citizens in the central part of the City of Belgrade. Citizens
were asked to assess the quality of the pedestrian environment of the research
territory by using a specific questionnaire designed on the basis of the professional
tool for the evaluation of the quality of pedestrian spaces. The results have shown
that citizens of Belgrade still consider walking mainly as a recreational activity,
but that they would walk more if the quality of pedestrian environment were
improved.

AB  - By adopting and applying medical approach to health and unhealth conditions,
medical definitions and terminology, as well as the research methodology based
on logical argumentation, comparative analyses, scientific description and
comprehensive literature review, this paper investigates the impact of a place on
individual user. In order to achieve the main research aim that is to propose a new
understanding of healthy place, several specific objectives were set and fulfilled,
such as the identification of determinants of place in regard to health and the
identification of types of impact of a place on health potential. It was concluded
that a healthy place, in order to be named as such, should at least prevent the
occurrence of sickness, while health-promotive and healing places are
characterised by additional, upgraded qualities.

AB  - The sociologic appearance of the present city shows its dark and gloomy side. The consequences are reflected in the process of urban renewal and regeneration. The urban regeneration as a method of sustainable development is seen today through the prism of some definitely new and unusual characteristics. The processes are affected, although in Europe as in Serbia, by a whirlpool of sociological, ecological, economical and other changes, due to the period of recession dating from the last decade of the 20th century till the even worse worldwide economic collapse of 2008. In Serbia, the situation seems to be even worse as the country is passing through the difficult transitional period and the post-civil-war era. During the late 1990s however, some banks and investors have tried to participate in financing some acceptable forms of sustainable accommodation in order to launch into the regeneration of the city, but finished rather unsuccessful.

AB  - The globalized and decentralized world we live in is simultaneously the arena for the
competition of cities belonging to the global network. Striving to secure a better
position on the international scene, responsible managements turn to entrepreneurial
activities aimed at finding new forms of competitive capitalism. All efforts are directed
towards improving place identity with an aim to build a strong, positive image,
representing a way in which a certain place is experienced in one’s consciousness.
Based on the place image model of communication, which understands primary,
secondary and tertiary communication, this paper aims to give an overview of
contemporary techniques and tools to be used for tracking tertiary communication, as
key element of the process of building strong place image. Tertiary communication is
followed indirectly, not by analyzing the contents of a text, a photo or a video
published online, but rather by analyzing geospatial metadata shown on maps,
connected to published contents. Presented maps are formed by taking over
geospatial metadata, i.e. geo-tags from five relevant internet platforms: Panoramio
Google Service, Instagram, Flickr, Twitter and Foursquare.
