AB  - This work identifies lighting as a non-invasive method for the transformation of a space that simultaneously and unconstructively articulates various activities and
does not interfere with the inherited physical framework. Through experimental research and a case study of the "Eastern City Gate of Belgrade" housing settlement in
Serbia, which was designed and built in the second half of the 20th century, the activity rhythm of a contemporary user is explored. The research goal was to recognise the
decision-making tools for increasing the quality of open public spaces during the night-time mode of use by improving the quality of lighting. The study proposes the new
lighting design model that supports night-time leisure activities in mass housing open public spaces in the contemporary urban context.

The Textuality of the Modernist Rural Landscape: Belgrade Agricultural Combine (PKB) as a Driver of the Urban Development of Third Belgrade

AB  - This paper considers the landscape as both a material and an ideological representation and starts from the assumption that spatial patterns arise as a result of the ideological imperative of the process that forms the landscape. The research takes on a historical-interpretative approach in the domain of architectural and urban studies, enabling in-depth qualitative exploration of the textuality and layering of the modernist rural landscape through a case study of the PKB Agricultural Combine as a driver of the urban development of Third Belgrade, the spatial framework of the left riverbank of the Danube in the administrative area of Belgrade. The research was conducted by chronologically interpreting primary sources, notably planning documents of different levels and scope, as well as studies, programs and development models for the urbanization of this territory. The research aims to decode the impact of socialist agrarian policy on the land-use in the wider metropolitan area of Belgrade, as well as the impact of the agricultural combine as a spatial, social, economic, environmental and political entity on the urban development process at different spatial levels. The research has identified four periods in the development of Third Belgrade: (1) Production of the Modernist Rural Landscape, (2) Establishment of the Self-Management Planning Framework, (3) Humanization of Environment, and (4) Post-socialist Transition and the Collapse of the Agricultural Combine. The paper demonstrates not only that environmental transformation cannot be separated from social transformation but also that they are in constant interaction and that their synergy has had a profound impact on the development of the PKB Agricultural Combine system in socialist conditions. The textuality of the modernist rural landscape confirms that an object-oriented approach is not enough to explore and interpret the landscape, but rather, we should look at the way it is socially produced through decoding the planning, institutional and policy frameworks determining the urban development of a territory.

Learning architecture: focusing on the importance of the relationship between the architect - theorist and the architect - creator

AB  - The importance of the relationship between creators and theorists in the field of architecture and urbanism is highly relevant for understanding the discipline itself. In recent years, creative making in the field of architecture has gained a new dimension, facilitating architectural achievements to subsequently establish an affiliation with certain theories. That is, this retroactive theoretical premise, which allegedly has driven an architectural achievement, should establish the stronghold and approach of the architect-creator. 

On the contrary, there is another approach, according to which the architect-creator and the architect-theorist work in parallel and are mutually complementing and harmonizing. In such situations, theory and architectural achievement have joined strength and a harmonious and sincere relationship. 

The topic of this paper is to show the approach focused on the importance of the relationship between the architect-theorist and the architect-creator. The approach is explained by two learning processes that take place independently of each other in two different institutions, one academic and the other professional. In both cases, the focus is on establishing a link between research/theoretical and design/practical, and in the domain of perspectives and experiences within the context of new European paradigms.

Collaborative research for sustainable regional-development: experiences from “learning economies” Italy-Serbia bilateral project

AB  - Worldwide, researchers are working together to achieve the common goal of producing new
scientific knowledge. Development of ICT facilitated communication, exchange of information
and collaboration between scientists, and paved the way to increase in number, size and diversity
of collaborative research projects. The number of the research partnerships is also growing
because they are considered to be the critical element of the innovation landscape and the
knowledge-based economy. As such, they stand at the core of national and subnational research
and innovation strategies, and are supported by the wide range of funding programmes.
This trend is about to continue in the future. Nevertheless, very few studies investigate experiences
and lessons learned from collaboration.
This paper presents and analyse the process, forms and the effects of collaboration in the
„Learning Economies. Modelling Community-Led Local Development for the Sustainable Economic
Trajectories of the Negotin and ZlatiborRegions“Italy-Serbia bilateral research project.
Based on the concept of territorialisation as crucial for regional sustainability, and by appreciating
different “ways of knowing” that intersect in face-to face communication, it attempts
to theorise and discuss the role of workshops (as spatially localised and material events) in
collaborative research, in ever more virtual and global research environment.

AB  - In the contemporary period of an abundance and diversity of offers in cultural tourism globally, the need for new values, such as creativity, has become unavoidable. As well as creativity being the essence of every cultural practice, it is also becoming a tool with which to link and modernize cultural treasures for tourist consumption today. Its inclusion is also useful in territorial plans, whose strategic role is a driving force for local economies. Creativity can support particularly those sectors that have rich foundations but that suffer from general underdevelopment. Cultural tourism in the town of Golubac and its surroundings in eastern Serbia is a prime example. Although Golubac is situated on the Danube and has one of the best preserved old fortresses in the region, it has not been identified as an important site of cultural tourism. The aim of this chapter is to describe recent efforts to facilitate this branch of tourism through the application of creative tools in local planning documents by means of a multi-criteria analysis of crucial territorial plans for Golubac. In establishing these criteria, the theoretical knowledge that links creativity, cultural tourism and territorial planning will be studied. Implementation of this interlinked knowledge in the analysis will provide the backbone to a proposal for improvements in territorial planning which can profoundly facilitate creativity in cultural tourism globally.

Urban garden as lived space: Informal gardening practices and dwelling culture in socialist and post-socialist Belgrade

AB  - This paper considers urban gardens as lived spaces which have an important role in reconnecting with nature in an urban environment, but also as an archive of concepts related to culture and everyday life. In this context, the paper studies the character of three of Belgrade's urban gardens and their contribution to the quality of everyday life in the large-scale socialist residential settlements built during the 1970s. Focus is placed on establishing relations between the dwelling culture, social and cultural needs and changes, and the dominant architectural and planning paradigms of modernism and post-modernism. Belgrade's urban gardens were created and developed spontaneously (most often non-legally) as self-organized citizens' acts. Research presented in our case studies confirms the paper's initial assumption that the urban gardens in Belgrade are still considered marginal and certainly not representative urban practices, overshadowed by the planned urban conceptions and sociopolitical actions. In this sense, we may notice the lack of a systematic approach to managing these gardens, and complete absence of legislation either provided by authorities, private or public bodies or even associations. Although the urban gardens emerged in socialism outside of any rules and regulations, they promoted the values of an active relationship between the user, dwelling culture and immediate residential surroundings, and contributed to improving the dwelling culture of the "new working class" in the socialist dwelling units. Also, the gardens were not only a place for producing food in financially difficult times, especially during the post-socialist transition of the 1990s, but above all a place associated with socialization and a "sense of home". Recognizing the benefits of urban gardens and accordingly raising awareness about this concept in the city, together with the adoption of appropriate regulations, would certainly be of immense relevance to urban gardening and generally landscape quality in Serbia.

In this context, the paper studies the character of three of Belgrade's urban gardens and their contribution to the quality of everyday life in the large-scale socialist residential settlements built during the 1970s. Focus is placed on establishing relations between the dwelling culture, social and cultural needs and changes, and the dominant architectural and planning paradigms of modernism and post-modernism. Belgrade's urban gardens were created and developed spontaneously (most often non-legally) as self-organized citizens' acts. Research presented in our case studies confirms the paper's initial assumption that the urban gardens in Belgrade are still considered marginal and certainly not representative urban practices, overshadowed by the planned urban conceptions and sociopolitical actions. In this sense, we may notice the lack of a systematic approach to managing these gardens, and complete absence of legislation either provided by authorities, private or public bodies or even associations. Although the urban gardens emerged in socialism outside of any rules and regulations, they promoted the values of an active relationship between the user, dwelling culture and immediate residential surroundings, and contributed to improving the dwelling culture of the "new working class" in the socialist dwelling units. Also, the gardens were not only a place for producing food in financially difficult times, especially during the post-socialist transition of the 1990s, but above all a place associated with socialization and a "sense of home". Recognizing the benefits of urban gardens and accordingly raising awareness about this concept in the city, together with the adoption of appropriate regulations, would certainly be of immense relevance to urban gardening and generally landscape quality in Serbia.",

Observe, talk/ask and then make a house: One possibility for designing a Romani house in Belgrade

AB  - Information about informal Romani settlements housing are not found in books or archives. They are found “live”, in settlements. The intent of this paper is to point out that they represent a world of signals that can be detected through the methodological tools of observation and discussion with residents; also and therefore, to create guidelines for operational tools useful for an aware and contemporary design of Romani house. The paper starts from the fact that including cultural components in projects that are meant for Romani housing should also include special spatial requests that refer to the enabling of the development of user’s cultural characteristic. In parallel, the context is completed by the choice that cultural plurality only represents a path to a reciprocal education through the exchange of cultural components whose diversity is accepted as if they were values and that the construction of an adequate physical space dedicated to Romani housing alludes that besides accepting differences (seen as values, not as a value that represents the essence of separation) they also need to be understood. It is in fact this type of treatment of culture that is making a key stride, which is a principal change of the approach to the term culture itself from a humanistic determination to an anthropological determination of the term. In the anthropological definition of the term, culture is not selective, it includes all human activities and elements of heritage; it is not elitist i.e. it is not a characteristic of a small group but of society as a whole and is neutral in value since even culture in the sense of the lifestyle as a whole of a people or a group is equally good. In this key the main hypothesis is that a Romani settlement represents a key source of information on Romani housing, and that it is therefore possible to obtain such information by observing the lifestyle within the settlement and in communicating with the residents of the settlements. The paper will showcase a case study of a Romani settlement using a methodological apparatus that was inspired by the following aims: observe and talk/ask its concept and steps of research, as well as possible designing results that have been achieved in using such a procedure. The purpose of the paper is seen in collecting and archiving findings on housing in Romani settlements, thus achieving a double effect: building bases that will allow good quality planning for the future of the Romani house and the settlement on one hand, and on the other hand their significance for the city and strengthening consciousness about them is intensified.

AB  - Due to its important role in increasing human well-being and providing space for ecosystem services, green infrastructure has gradually become an integral part of urban development strategies. Focusing on the activities of community greening, the article considers this approach toward the application of urban green infrastructure as a part of a broader strategy related to the resilience of cities. The neighborhood/district level will be emphasized and the analysis will be conducted in two areas of the Serbian capital Belgrade-Block 45 in New Belgrade and the Savamala neighborhood in the historical city core. Representing two different epochs of Belgrade's development, they are characterized by different typologies, while the characteristics of community greening also differ in several aspects, including purpose, model of organization, and involved stakeholders/participants. The green space of the identified typical morphological units has been cultivated and maintained in two different ways-institutional (provided by the public company) and non-institutional (community greening)-and their impact on the quality of the local GI will be compared. The analysis intends to provide data on the level of biodiversity, multi-functionality, and maintenance of green spaces which will show the effect of both applied approaches. Particular attention will be given to the tensions and challenges of the local context: the adoption of plans and regulations that are in accordance with contemporary trends, as well as the drawbacks in their implementation. Furthermore, the possibilities of community greening will be elaborated, as future steps for achieving the formal green infrastructure (hereinafter GI) standards at the neighborhood/district scale.

AB  - This paper presents the activities carried out by the authorities of the Republic of Serbia in order to properly manage agricultural land. It is well known that land, as a scarce resource in any country, must be managed in a proper way. The government is in charge of land management, land legislation and land policies that have a major influence on land development. The Republic of Serbia is currently in transition from fully state owned land to private ownership, but this path is fraught with numerous obstacles. While the experiences of other countries may help avoid some common pitfalls, each country faces a unique set of challenges not found elsewhere. To be able to properly choose the right direction of land management, it is essential to consider multiple potential scenarios of good land stewardship. A land fund is an example of a good international practice that countries like Serbia should follow, implement and adapt in a way which reflects its national heritage and current circumstances. The real estate market is turbulent and changes over time, but it must be and remain transparent, open and without restrictions in order to assure the wellbeing of future generations and development of the country.

AB  - By analysing the contemporary architectural and urban design practice in Belgrade and Serbia the challenges in urban development can be identified and explained through the perspective of an urban morphology approach. The majority of these challenges are as a result of an inadequate relationship between different scales of professional interventions in built environment, as well as, an ineffective relationship between theory and practice. It should be noted that due to these challenges in urban development, the role of architects and professionals involved in urban designing and planning has been questioned. The findings indicate an emerging belief for the need for improved dialogue between professionals in relation to urban development in Serbia, as well as, interaction with wider professional networks. The general issues have already been expanded upon through the discourse of urban morphology and can result in the drafting of guidelines for further improvement of designing and planning practice in Belgrade and Serbia. The principal issues the urban morphology network in Serbia would be faced with are: consolidating up-to-date research and contributions; translating the key references and Glossary present within the Urban Morphology discourse; integrating theoretical and applied knowledge - developing a common morphological language – as a conceptual framework applicable to various typologies and urban tissues; providing a better understanding of the complex phenomenon of urban form; and introducing the morphological dimension to plans, that is, the concept of form into planning.

AB  - This paper advocates the stance that sustainable approaches in architecture, although usually associated to contemporary practice, have a very complex relationship with the history of architecture and urbanism. By adopting an interpretative framework, the paper highlights the environmental aspects of the architectural practice of Belgrade's large-scale residential settlements created under the cultural influences of socialist ideology. The socialist system enabled systematic implementation of the principles of the Congres International d'Architecture Moderne (CIAM) on a large urban scale, in contrast to capitalist countries where these principles were applied on a smaller scale. The paper starts with the premise that these cultural influences, together with the integration of the principles of modernism, caused the rejection and the loss of traditional and ambience values in architecture. Research has shown that these values play a very important role in meeting the needs of ecological and cultural sensitivity in architecture. In its final consequences, the results of research have revealed that, although widely criticized for its break with tradition and the loss of ambience values, residential architecture in Belgrade during the socialist era included significant aspirations of the architectural practice directed at the improvement of aspects of sustainability, and especially aspects of ecological and cultural sensitivity.

AB  - Social housing in Serbia has been experiencing drastic transformations over the last 25 years. Although new solutions have begun to develop, they are based predominantly on various types of local supported housing provisions, insufficient in terms of supply and deprived of crucial elements of long-term sustainability. The main hypothesis of this paper is that the national system of social housing should include systemic approach and that improvement of social housing in Serbia towards sustainable development could be achieved by implementation of general criteria and specific indicators of social, economic and environmental sustainability. This paper may contribute to systemic sustainability evaluation of social housing projects in Serbia and consequently propose improvements in regulations and decision-making process, at both national and local levels.

AB  - On the occasion of the 81st anniversary of its construction, this paper presents the building of the Social Security District Office [SSDO] in Skopje designed by the Croatian architect Drago Ibler, which was opened on the 1st of June in 1934. This research is based on the analysis of the original design and documents related to its construction, its present condition, as well as documents and literature dealing with that historical period and the site.

AB  - This paper is the result of collaborative work and joint construction. Our intention is to explain the utterly uncertain and always debatable connection between architecture and philosophy. Namely, this is an elucidation of the reconstruction of the connection between philosophy or theory on the one hand, and architecture on the other, by making reference and explaining “The Architectural Philosophy” (Eisenman’s concept), thereby introducing a few premises that would regulate the status and form of the copula “and” between these respective fields. The first premise could regard the various kinds of inspiration that philosophy or theory has produced in the field of architecture, or even the results of various encounters and dialogues between philosophers and architects. Indeed, today the philosopher is awakened in the architect. On the other hand, it seems to us, and this is our second premise, that it is indeed possible to explain the uncertainty of the encounter between an architect and a philosopher through the example of their collaboration or exchange.
AB  - Gli autori intendono proporre le premesse necessarie al chiarimento del rapporto, incerto e da sempre dibattuto, che lega architettura e filosofia attraverso il riferimento al concetto di “Filosofia architettonica” proposto da Peter Eisenman. Una prima premessa riguarda le varie tipologie di approccio alla filosofia riscontrabili nel campo dell’architettura, fino a delineare una forma di consapevolezza filosofica nell’architettura contemporanea. La seconda premessa riguarda la possibilità di spiegare il rapporto tra filosofia e architettura attraverso i casi di collaborazione concreta tra architetti e filosofi.

Mayors as creators of the role of general urban plan

AB  - The General Urban Plan (GUP) is an integral part of local development policy and one of the most controversial development documents in Serbia. Although the Law (Planning and Construction Law, 2014) defines this instrument as a 'strategic development plan', it is not used as such in institutional practice. GUP is drafted merely to fulfill a formal requirement, utilised to satisfy individual interests, and ignored or amended, or followed blindly. Local stakeholders shape the design, implementation, and basic purpose of each GUP, but they are not even nearly equal to each other at any point, meaning they lack the same leverage, interest, or power to affect the drafting or implementation of documents of this magnitude. The GUP is largely left to the vagaries of the complex system of local authorities and its numerous currents and agents. This paper focuses on mayors as formally and potentially the most influential stakeholders in local governance, but with lack of knowledge or interest to change the role of GUP. There is an obvious deficit of agents in Serbia who can institutionalize GUP as a strategic instrument for local development, and serious deficit of actors who recognize the need for change and want to react.
AB  - Generalni urbanistički plan (GUP) je sastavni deo lokalnih razvojnih politika i jedan od najkontroverznijih razvojnih dokumenata u Srbiji. GUP se suštinski i ne posmatra kao razvojni dokument, te se stoga i ne koristi kao takav u postojećem institucionalnom sistemu u Srbiji. Iako je Zakonom o planiranju i izgradnji (2014) definisan kao strateški, u okvirima lokalnih institucija se ne koristi kao strateški dokument. GUP se često donosi kako bi se poštovala formalnost i zakonska obaveza, koristi se za ostvarivanje individualnih interesa, ignoriše se i menja, ili se slepo prati, bez analize. Lokalni akteri utiču na formu, implementaciju i svrhu GUP-a, ali nemaju svi jednake pozicije, interese i moć da utiču na dokument koji ima veliki značaj i obim. GUP se najčešće prepušta svojevolji komplikovanog sistema lokalnih vlasti i njenim brojnim strujama i akterima. Članak se fokusira na gradonačelnike (predsednike opština) kao formalno i potencijalno najuticajnije stejkholdere u lokalnoj vlasti, ali bez želje i interesa da menjaju ulogu GUP-a. Postoji ozbiljan deficit aktera u Srbiji koji bi mogli da institucionalizuju GUP kao strateški dokument lokalnog razvoja, i ozbiljan deficit aktera koji primećuju potrebu za promenom i žele da reaguju.

AB  - By analysing the contemporary architectural and urban design practice in Belgrade and Serbia the challenges in urban development can be identified and explained through the perspective of an urban morphology approach. The majority of these challenges are as a result of an inadequate relationship between different scales of professional interventions in built environment, as well as, an ineffective relationship between theory and practice. It should be noted that due to these challenges in urban development, the role of architects and professionals involved in urban designing and planning has been questioned. The findings indicate an emerging belief for the need for improved dialogue between professionals in relation to urban development in Serbia, as well as, interaction with wider professional networks. The general issues have already been expanded upon through the discourse of urban morphology and can result in the drafting of guidelines for further improvement of designing and planning practice in Belgrade and Serbia. The principal issues the urban morphology network in Serbia would be faced with are: consolidating up-to-date research and contributions; translating the key references and Glossary present within the Urban Morphology discourse; integrating theoretical and applied knowledge - developing a common morphological language – as a conceptual framework applicable to various typologies and urban tissues; providing a better understanding of the complex phenomenon of urban form; and introducing the morphological dimension to plans, that is, the concept of form into planning.

AB  - The  traditional  system  of  higher  education  looks  at  architecture  either  as  art  or  engineering   discipline,   simplifying   other   aspects   of   its   discourse,   like   social,   economic   or   environmental.  The  emphasis  in  architectural  education  should  be  relocated  from  the  hypothetical  into the real world, which takes into account the actual characteristics of the space, its complex and contradictory  problems,  as  well  as  specific  requirements  of  the  community  that  uses  the  space.  In  order to promote students and the general public awareness of on the specific problems of space and society with which architect could face in the practice of architecture at the University of Belgrade - Faculty  of  Architecture  in  recent  years  a  number  of  different  courses  is  set  dealing  with  these  problems  in  different  ways.  Depending  on  the  level  and  scope  of  the  study  various  courses  with  their  methods  and  curricula  are  directed  to  different  modes  of  connection  between  architects  and  society.  One  of  the  important  aims  of  these  curricula  is  the  social  awareness  of  the  architect.  This  paper  shows  methods  of  work  and  results  from  the  previous  few  years  within  the  Master's  study  program at the University in Belgrade - Faculty of Architecture, where Professor Vladan Đokić and Assistant Professor Ana Nikezić together with their associates through design studio curricula have been developing various strategies in architectural education with the focus on social responsibility of an architect.

abstract = "The  traditional  system  of  higher  education  looks  at  architecture  either  as  art  or  engineering   discipline,   simplifying   other   aspects   of   its   discourse,   like   social,   economic   or   environmental.  The  emphasis  in  architectural  education  should  be  relocated  from  the  hypothetical  into the real world, which takes into account the actual characteristics of the space, its complex and contradictory  problems,  as  well  as  specific  requirements  of  the  community  that  uses  the  space.  In  order to promote students and the general public awareness of on the specific problems of space and society with which architect could face in the practice of architecture at the University of Belgrade - Faculty  of  Architecture  in  recent  years  a  number  of  different  courses  is  set  dealing  with  these  problems  in  different  ways.  Depending  on  the  level  and  scope  of  the  study  various  courses  with  their  methods  and  curricula  are  directed  to  different  modes  of  connection  between  architects  and  society.  One  of  the  important  aims  of  these  curricula  is  the  social  awareness  of  the  architect.  This  paper  shows  methods  of  work  and  results  from  the  previous  few  years  within  the  Master's  study  program at the University in Belgrade - Faculty of Architecture, where Professor Vladan Đokić and Assistant Professor Ana Nikezić together with their associates through design studio curricula have been developing various strategies in architectural education with the focus on social responsibility of an architect.",

AB  - Climate change and its effects are very complex and acute problems that we are facing today. Series of extreme weather conditions in the cities of Europe and the world shed a light on the vulnerability of cities to the effects of climate change. Serbia is one of the most vulnerable areas in Europe that will be affected by climate change. On the other hand, cities are the main causes of these changes, but, at the same time, the main field of action to minimize their impact. Accordingly, growing cities are strategic places to mitigate the harmful impacts of climate change on the environment. The phenomenon of global climate change inevitably affects the structure and functioning of the landscape, altering the topography of the landscape and its complex processes. The subject of this research is a multidisciplinary understanding of the effects of climate change on urban planning and architectural design and on creating a new academic curriculum in order to preserve the environment. Consequently, the focus of research is on urban morphology, urban and landscape fabric, housing, urban and landscape infrastructure, urban environment and nature resources. The paper discusses the phenomenon of growing cities in Serbia and current strategies and models for urban development based on modern principles and best practices in cities' adoption to climate change. The result of this study presents an overview of the latest theoretical and practical activities and research in Serbia aimed at adapting cities to climate change.

AB  - In front of the post-industrial society is a challenge that can be seen through the question: Is it possible to overcome the current concept of the crisis decision which takes the form of an external challenge to the individual, and a necessary internal response? This paper examines the crisis of architectural creativity from the position of ethics. The concepts of virtue ethics or deontology in the context of redefined position and role of architectural creativity in postmodernity are explored accordingly. A particular focus of the paper is on understanding of Alain Badiou's ethical theory and an understanding of ethics focusing on the Good. Consequently, the concepts such as Truth, Event, Subject and Fidelity are studied, for the purpose of detecting and understanding the current crisis of architectural creativity. Of special importance for this study was a review of the concept of fidelity of Event in architecture, in order to make a distinction between Good and Non-Good, as something that is not true to Event and, as such, denies the Truth. Hence, the paper discusses the ethical issues related to the cities of the XXI Century, based on the trends of global changes in society, politics, democracy, economy and their relations to the natural environment. The result of this research is reflected in the conclusion that the crisis of the architectural creativity is autonomous and does not come as a consequence of the crisis of something that is 'outside' (political, economic, etc.), but its causes are within the subjective paradigm of enjoyment, ergo experiments with death within life.

AB  - Contemporary architectural practice is expanding its horizon of work and research on city and landscape with all their complexities, from social to ecological. Active presence of theory in the process of design, necessarily led to development of design methodology known as architectural design research. Contemporary architects, searching for the truth as the pre-condition for architectural creation, are experimenting with presented architectural and non-architectural attributes. Their goal is to create something new, something unrecognized as architectural form so far, but now is. The paper discusses two methodological design platform - design by research and study by design. The research aims to review the possible directions for addressing the problems of design, through something that is determined by something that already exists, and the study involves an empirical verification of design results, which subject is determined by current context with addition of something new, and this new is variable because it needs to be designed. The paper considers the results of design research related to environmental sustainability and energy efficiency, applied through the bidding practice of the group Architectural Alchemy (AA). The result of this consideration is reflected in the conclusion that Study by Design, is mostly exploring new opportunities with a generic variable, and new knowledge and understanding of the design, which is of undoubted importance to meet the complex requirements such as adaptation to climate change.

AB  - The aim of this paper is to present one of the main issues and tasks of the ISUF – the importance of introducing concepts of urban morphology to professional practice, in a systematic and coherent way, to achieve a better built environment - in the specific context of Belgrade. A review of relevant up-to-date research topics and developed concepts found in the current theoretical discourse presented in the Urban Morphology Journal and ISUF, such as: morphological dimension of municipal plans (Oliveira), the issue of boundaries (Whitehand, Larkham and Morton), the question of scale and key concept – block or tissue (Kropf, Samuels, Hall) will be conducted. A number of major themes in the agenda of the morphological debate, will be examined to establish how existing morphological criteria in the Master plan of Belgrade and related planning documents correspond. It was determined that the morphological dimension of those criteria is questionable and that the real form-based approach in Belgrade’s planning documents and procedures were absent which had a detrimental impact on the quality of physical and urban structure. It can be stated that there is a need, firstly, for a detailed theoretical elaboration of relevant concepts of urban morphology and then integrating them into planning documents and procedures in Belgrade and Serbia. The principal conclusion reached is that urban morphologists should have a key role in the prescription of future changes through coordination of design guidance, codes and plans at different scales.

AB  - This paper investigates the basic theoretical concepts of urban morphology related to the phenomena of a traditional city and its constitutive elements, including the city block. The traditional city is not considered an absolute model, but a subject of morphological analysis, by which its characteristics are detected, classified and described, becoming a base for new synthetic models in the context of contemporary designing and planning. The paper provides theoretical support to further studies dealing with the practical application of theoretical knowledge and concepts of urban morphology in designing and planning. It points out that the key characteristics of a traditional city identified by morphological analysis are contained within the architectural and urban entity of a city block, which can, therefore, be considered a generative element of its urban structure. Given that the scale of a city block allows for morphological analysis, as well as providing recommendations for future urban development, these research results can be applied to the contemporary context of designing and planning. The paper fits into contemporary studies that link the fields of urban morphology and urban design.

AB  - Land banks/funds are one of the most important instruments of rural development. The significance of the land banks/funds in land development was primarily recognized in the Netherlands and Denmark, where land banks had been established in mid-nineteenth and at the beginning of the twentieth century already. By the end of the twentieth century land banks/funds have been formed in the majority of the European countries with the objective to allow for easier land development and management. This paper provides a brief review of models, organization, management and financing of land banks/funds in Europe. This paper focuses on defining the value framework for evaluation of land banks/funds. The value framework should facilitate the revision of land banks (i.e. promote their operation) as well as to facilitate establishment of the new ones.

AB  - This article presents education strategies and results of the research conducted at the University in Belgrade – Faculty of Architecture in the period between 2009th and 2012th by Master’s degree students. The main scope of the research was on situating an architectural intervention in different landscapes. The power of learning from the nature changes the material and sensual possibilities of architecture by expanding the ways in which architectural interventions may be conceived. In this kind of architectural education architecture and landscape are allowed to intersect and intertwine with society, affecting the process of living, thus creating a new cultural landscape as a part of the sustainable society. This article indicates that contemporary development of society requires a new architectural paradigm, in which landscape and architecture form a unique place-based system. In order to develop a new architectural paradigm it is necessary to starts from the process of architectural education. It would contribute not only to new trends in architectural education as a part of the modern development of humanities and social science, but also to the awareness about the need for the socially responsible architect.
