Strategic Planning and Management Model for the Regeneration of Historic Urban Landscapes: The Case of Historic Center of Novi Pazar in Serbia

AB  - The purpose of this paper is to identify the role of strategic planning as a sustainable tool for regulating both the protection and development of historic urban landscapes, as well as developing an adequate and effective strategic model and management instruments for implementation. The role and importance of strategic planning are examined in the context of global transformative actions in the urban governance of community and private sector engagement and sustainable development on the local level. We argue that a specific—tailor-made—integrated strategic urban planning approach could be a useful model, both for development and urban regeneration and for the preservation of protected valuable historic urban landscapes, thus contributing to a sustainable urban revival of wider surrounding territories including cultural, social and economic development. We stand on the position that the sustainable approach to the protection and revitalization of the historic urban landscapes has to be in line with the acknowledgment of specific local community values, contemporary needs, their involvement, and, eventually, their satisfaction. The case study method was based on the example of a protected historic center of Novi Pazar in Serbia to test the possibilities of applying strategic planning model and management for the implementation tailored to the local context. Eventually, the scenario method was applied to test the possibilities of a simulation of the strategic planning model and management instruments for a protected historic center. We found that the appropriate combination and utilization of regulatory, economic and informational management instruments have to be in place in the specific context. We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center.

Lessons of Urbanism of Belgrade from the 19th Century

AB  - The purpose of this paper is to present the urban development and reconstruction of Belgrade during the period of development of Serbian urbanism in the 19th century. Research results are reflected in the acknowledgment of experiences and drawing lessons for improving governance and planning methodology in the contemporary context. The research has shown that the elements of visionary urbanism are embodied in the regulatory and planning aspects of urban governance through the ideas of one statesman – Prince Miloš, and one scholar – Emilijan Josimović – being even today up-to-date and contemporary. Special emphasis is placed on the use of economic and regulatory instruments created for the plans implementation for urban reconstruction and urban heritage by balancing humanistic, economic and social aspects at the time of the modern Serbian statehood formation. The research suggests that the methodology of urban plans conduction, as well as the legal framework and regulation of the protection of both public and private interests, has a deeply rooted tradition in Serbian conditions and can be a sign and lesson for contemporary urban trends in the construction and development of new parts of cities and in the regeneration of urban heritage.
AB  - Svrha rada je da prikaže urbani razvoj i rekonstrukciju Beograda u periodu razvoja
srpskog urbanizma u 19 veku. Rezultati istraživanja ogledaju se u prepoznavanju iskustava
i izvlačenju pouka za unapređenje metodologije upravljanja i planiranja u savremenom
kontekstu. Istraživanje je pokazalo da su, elementi vizionarskog urbanizma, oličeni u
regulatornim i planskim aspektima urbanog upravljanja kroz zamisli jednog državnika –
kneza Miloša, i jednog učenjaka – Emilijana Josimovića – i danas aktuelni i savremeni.
Poseban osvrt daje se na upotrebu ekonomskih i regulatornih instrumenata kreiranih
za sprovođenje planova urbane rekonstrukcije i urbanog nasleđa kroz uravnoteženje
humanističkih, ekonomskih i socijalnih aspekata u vreme formiranja savremene srpske
državnosti. Istraživanje ukazuje da metodologija izrade urbanističkih planova, kao i pravni
okvir i regulisanje zaštite i javnog i privatnog interesa ima duboko ukorenjenu tradiciju u
srpskim uslovima i može predstavljati putokaz i pouke za savremene urbanističke trendove
prilikom izgradnje i razvoja novih delova gradova i prilikom regeneracije urbanog nasleđa.

Urban Design Education for Placemaking: Learning From Experimental Educational Projects

AB  - Placemaking is a people-centred, multi-faceted approach which aims at strengthening connections between people and the places they share as a basis for sustainable urban development. It creates a new context for urban design practice, a context in which urban designers should value the lay knowledge of "ordinary people" (who are considered to be place-makers too); should recognise the importance of both cognitive and emotional connections between people and spaces for creating a sense of place; and should participate as partners in a collaborative process of making a place.
Traditional studio-based urban design education, featuring solipsistic, elite, and abstract design practices, proves to be inadequate in relation to the placemaking paradigm of urban development. In search for a new approach, we argue that for urban design education to be relevant for the placemaking practice, it should broaden its basis to include not only gaining knowledge and developing skills in urban design, but also valuable site-specific and community-based learning experiences aimed at developing cognitive and emotional connections between people and spaces so as to produce a sense of place and a sense of sharing a place.
Opportunities and constraints of urban design education for placemaking, relying upon place-based and community-based learning approaches, were explored and discussed within the frames of two experimental urban design educational projects at the University of Belgrade - Faculty of Architecture, that were conducted in collaboration with local communities in Belgrade and Negotin (Serbia). Lessons learned from these projects have been further used as recommendations for shaping a curriculum of urban design education for placemaking.

Branding Places through Culture and Tourism

AB  - The main purpose of this paper is to expand the possibilities for linking local urban development and educational process in the field of creative use of culture and tourism in relation to the place branding. Therefore, the chapter presents a model of cooperation between municipalities and higher education institutions in addressing important issues for local development. The research was conducted through the cooperation between the City of Smederevo and the University of Belgrade - Faculty of Architecture, realised during the spring semester of the school year 2017/18 on the Master Project at the Master Integrated Urbanism Programme. A specific aspect of cultural tourism resulted in the development of different research topics, mentored through two lines of reasoning. One line investigated how new concepts of cultural tourism can be employed in using local values as a key element of place branding strategy and the second line explored the means of better management and activation of already appreciated assets of the city. New possibilities and successful case studies of the creative use of cultural heritage were examined at the same time.
The research indicates the importance of cultural innovation and creative projects for the extension of cultural and tourist offer of the city of Smederevo as well as for the enabling conditions for conception and successful implementation of place branding strategies. Creative exploration of cultural tourism can hold a nucleus for improving the quality of life in physical, social and economic terms for residents and tourists.

Use of Cultural Heritage for Place Branding in Educational Projects: The Case of Smederevo and Golubac Fortresses on the Danube

AB  - Medieval fortresses represent an important tangible heritage of a nation’s culture and a valuable development asset for a particular destination on which its place-branding strategy for tourism could be built upon. Traditionally in Serbia, heritage protection and conservation have been mainly concentrated on the tangible aspects of cultural sites and monuments. Nevertheless, with the advent of urban heritage integration in the local sustainable development processes and place-branding strategies, a greater appreciation of the spirit of the place and its intangible components, as well as the need to adapt it to local contexts with more participatory forms of heritage planning, have started to emerge. A wide range of stakeholders brought the involvement and participation of both the local government and community members, including residents, as an indispensable element of the protection actions and broader urban development policies. The paper aims to validate the correlation between both intangible and tangible cultural heritage and its contemporary use for place branding and tourism development. In doing so, we have employed the case study method on the two fortresses on the Danube in Serbia to show the ways in which local stakeholders have mobilized their forces in cooperation with the university to use their cultural heritage assets for tourism and more extensive sustainable territorial development. We have found that despite new inclusive forms of governance, which is attracting the attention of planning and heritage practitioners in Serbia, the contemporary approach of integrative protection and the intangible aspects of cultural heritage are still not fully utilized. For this reason, in this study, we consider methods based on environmental aesthetics approaches to cultural heritage that point out the significant inclusion of immaterial intangible cultural heritage in an unbreakable bond with material tangible heritage. The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects.

The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects.",

AB  - The influence of place branding in urban development has more importance than ever. Nevertheless, little attention is given to how place branding strategies are interrelated with planning, especially in post-socialist urban development. The purpose of this paper is to critically explore experimental educational projects conducted through cooperation between academia and local governments in Serbia, perceived as a simulation of strategic planning and place branding. We argue that educational projects hold power to create additional value in place and contribute to place branding by using a variety of planning and design instruments as a means of transformative spatial and social change both for communities and students as future planners. This paper uses theoretical exploration to develop reflective structural elements and a set of criteria essential to interlink strategic planning and place branding, thus providing a unique apparatus for the evaluation of educational projects. By emphasizing the possibilities and limitations of educational projects, the paper contributes to the theoretical advancement of place branding and strategic planning interlink and sheds light on the effects that those projects may have on spatial development and governance of the territory.

The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

AB  - Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.

AB  - Svrha rada je da prikaže savremene teorijske pristupe u upravljanju urbanim razvojem i primenu instrumenata urbanog menadžmenta. U radu su istraživane okolnosti urbanog upravljanja i menadžmenta u Srbiji u kontekstu evropskih integracija, kao i primena instrumenata na lokalnom nivou uprave bazirane na slučaju razvoja kulturnog turizma Kikinde. Istraživanje je realizovano kroz saradnju Opštine Kikinda i Arhitektonskog fakulteta Univerziteta u Beogradu na predmetu Urbani menadžment, što predstavlja značajan korak ka povezivanju lokalnog urbanog razvoja i edukativnog procesa, ukazujući na mogući model saradnje opština i institucija visokog obrazovanja u rešavanju pitanja od značaja za lokalni razvoj. Istraživanje ukazuje da primena instrumenata urbanog menadžmenta u specifičnim kontekstima zahteva odgovarajuću primenu i kombinaciju regulatornih, ekonomskih i informacionih instrumenata upravljanja na lokalnom nivou. Takođe, upotreba instrumenata urbanog menadžmenta zavisi od percepcije problema, resursa, mogućnosti, vrednosti i ciljeva ugrađenih u viziju razvoja, koja je definisana prema određenom kontekstu.
AB  - The purpose of this paper is to present contemporary theoretical approaches of governing urban development and urban management instruments implementation. The paper examines urban governance and management conditions in Serbia in the context of European integration, and application of those instruments at the local government level based on the case of developing cultural tourism in Kikinda. The research was conducted through the cooperation between the Municipality of Kikinda and the Faculty of Architecture University of Belgrade on the academic course Urban management, which presents significant step towards linking local urban development and educational process, indicating a possible model of cooperation of municipalities and higher education institutions in addressing issues of importance for local development. Research indicates that the application of urban management instruments in specific contexts requires suitable use and combination of regulatory, economic and informational management instruments on the local level. Also, urban management instruments use depends on the perception of problems, resources, opportunities, values and goals embedded in the vision of development defined by the specific context.

AB  - The paper explores possibilities for using sketchbook in architect’s education as an architectural
design instrument for the cognitive creation processes for the production of quality of place. We
strongly believe that for the architect’s education and future professional work, unconscious
mental cognitive processes could be best captured by freehand drawing and sketching, beside
conscious cognitive mental activities of perception, thinking, understanding, judgment and
reasoning. This paper presents possibilities and results of new designed and tested teaching
concepts and methods for the architectural design based on the course Sketchbook – Drawn
Thoughts which form the part of the curriculum at the Master level of studies at the University of
Belgrade Faculty of Architecture. As famous architects refer to sketches as the beginnings for the
development and formulation of conceptions of architectural design, freehand drawings represent
materialization of visual mental images and visions based both on rational thinking and on the
impressions influenced by other human senses such as hearing, relaxing and sensing. Five
mentors tested their respective different methods on students using sketchbook as an
architectural design instrument, each one revealing different, yet interesting outcomes that led to
conclusions of variety of outputs which might be useful for the cognitive creation processes
within the architect’s education processes. We will show these methods and their application on
student’s work and the results originated from such an approach. At the end of the paper, based
on our research, we will set conclusions and recommendations both for the architect’s education
processes and practice of creation of place as the profession’s ultimate goal.

AB  - The paper explores possibilities for linking knowledge and emotions in urban design education for
placemaking.
The concept of placemaking emphasises the need for strengthening connections between people
and the places they share. These connections are based not only on knowing but also on
experiencing and loving particular places. Besides that, place making refers to a collaborative
process of shaping public realm in order to maximize shared value. In this process, urban
designers are just one of the actors involved. Therefore, placemaking, as a new paradigm in urban
design, asks for reconsidering and strengthening links between aesthetic, social, and technical
dimensions of urban design process.
All of this implies not only changes in professional domain, but in the education for urban design
as well. The research is based on experiences of two urban design projects from the elective
course “Art in Urban Public Spaces – PaPs” at the University of Belgrade - Faculty of Architecture.
We analyse various paths of educational urban design process that have been conducted in
collaboration with local communities in Belgrade and Negotin, and discuss different possibilities
of linking cognitive and emotional aspects in urban design process for placemaking.

AB  - The purpose and objective of doctoral dissertation is the formation of urban management model and development of new instruments and principles in the implementation of strategic projects in the field of urban governance and planning of the development in changed socio-economic conditions in Serbia. The main thesis in the doctoral dissertation argues that for the successful implementation of strategic urban projects it is necessary to form own urban management model in urban governance and development processes in Serbia. We believe that it is impossible to consistently follow universal models, but instead only use certain principles and instruments separately and in combination according to the possibilities and needs adjusted and appropriate for the specific context. The problem of the research is framed in the broader social and economic context of the development of Serbia and its integration with the world and Europe, in which one of the main obstacles of adequate urban development is obsolete methodological and theoretical construct of the planning process. Therefore, new models, methods and instruments are needed for transformative action in urban governance, planning and management of strategic urban projects. New models and instruments of urban governance and management consider the logic and the functioning of the global competitive markets on one hand, and sustainable economic and social impacts, potentials and benefits for the locality where they originate on the other side. The subject of the research is in examining possibility of formation and application of new model of urban management in the implementation of strategic projects in the field of urban governance and planning of the development in Serbia. Wider subject of the research deals with the relation of the territorial governance and the production of space, which creates both positive and negative outcomes. Strategies, mechanisms and instruments for the operationalization of interest of socio-economic actors are at the heart of this relation, and their use depends on the specific social context. The focus of the research is on the quality of created solutions of implemented strategic projects and the effects generated by those solutions within the territory and towards various actors...
AB  - Сврха и циљ докторске дисертације је формирање модела развијања нових инструмената и принципа урбаног менаџмента у реализацији стратешких пројеката у области управљања и планирања урбаним развојем у промењеним друштвено-економским условима у Србији. Основна теза у докторској дисертацији стоји на становишту да је за успешну реализацију стратешких урбаних пројеката неопходно формирање сопственог модела урбаног менаџмента у управљању урбаним развојем у Србији. Сматрамо да није могуће доследно следити универзалне моделе, већ да могу да се користе поједини принципи и инструменти појединачно и у комбинацији према могућностима и потребама прилагођеним и примереним специфичном контексту. Проблемски оквир истраживања смештен је у шири друштвени и економски контекст развоја Србије и њених интеграција са светом и Европом, у коме је једна од главних препрека адекватног урбаног развоја превазиђена методолошко- теоријска поставка планерског процеса. Стога су неопходни нови модели, методе и инструменти за трансформативне акције у урбаном управљању, планирању и менаџменту стратешких урбаних пројеката. The Spatial Concept of the Airport Passenger Terminal as a Function of Safety, Health and Environmental Protection

AB  - Airport passenger terminal contains a large number of different functional areas needed for passengers and their luggage in motion to the destination, whether on departing airport or on arriving airport. The movement of departing or arriving passengers requires openness and acceptability of the facility in both directions. During his stay in the facility of the airport terminal passenger passes certain areas (entrance, ticket check-in, security control, customs control ...). Good visibility, identification and linear, one-way distribution of movement and easy spatial orientation are basic assumptions for high-quality functioning of the facility.	
	Airport passenger terminal represents the place of highly intense passengers, goods and information flow. The intense flow, frequency and concentration of people – users in the facility require special attention during the spatial design conception adoption of the airport passenger terminal. From the safety viewpoint it is necessary to fulfil high standards required by international documents and procedures. Additionionally, it is necessary to constantly improve the quality of the interior space for higher comfort offered to users. Proper lighting (natural, artificial, and indirect (or) direct, air conditioning, ventilation, humidity and air temperature, audio visual comfort, etc.) are set to be very important tasks in the adoption of the spatial concept of the airport passenger terminal. Length of retention and passengers flow, as well as the capacity and the peak loads calculations represent the input parameters which are the carriers of the project task.
	The paper analyzes how specific technological and environmental parameters influence the choice of typological forms of airport passenger terminal. This shows a correlation between architectural, spatial concept of the airport passenger terminal, safety and health of passengers-users, and indirectly the attitude towards the environment and its preservation.

AB  - Urban regeneration and economic development in the context of competitive global markets and impacts to Serbian cities represent challenges calling for new responses for transformative action in urban governance. Policy-makers understanding of that relation may contribute to suitable use of policy instruments for creating good business environment in cites. Business improvement districts (BIDs) represent possible model used as a management instrument for fostering local economic development, city promotion and improving the quality of urban public space and life. The paper presents theoretical approaches of policy instruments use and sets recommendations for management of BIDs based on two cases of city center’s regeneration in Serbia. We argue that for BIDs to be a useful model for city center’s regeneration, an appropriate use and combination of regulatory, economic and informational management instruments is necessary.
AB  - Urbana regeneracija i ekonomski razvoj predstavljaju izazove neophodne za transformativne akcije u urbanom upravljanju u kontekstu globalnog konkurentnog tržišta i uticaja na srpske gradove. Razumevanje tih odnosa može doprineti kreatorima politika odgovarajuću upotrebu instrumenata politika za stvaranje dobre poslovne klime u gradovima. Zone unapređenog poslovanja predstavljaju mogući model koji se koristi kao menadžment instrument za podsticanje ekonomskog razvoja, promociju grada i poboljšanje kvaliteta urbanog javnog prostora i života. Rad prikazuje teorijske pristupe upotrebe instrumenata politika i daje preporuke za menadžment zona unapređenog poslovanja zasnovane na dva slučaja regeneracije gradskih centara u Srbiji. Kako bi zone unapređenog poslovanja bile koristan model za regeneraciju gradskih centara smatramo da je neophodna odgovarajuća upotreba i kombinacija regulatornih, ekonomskih i informacionih instrumenata menadžmenta.

AB  - Adaptation to climate change is a challenge that all countries and cities are facing. Open space is an important action area in local adaptation policies, due to vulnerability and potential response to various climate-related problems. Various practical, fragmented open space design approaches were recently introduced in different areas of climate sensitive action, but theoretical basis for adapting cities to climate change is still missing. Starting with premise that fragmented understanding of problems generates fragmented solutions we argue that an integral approach is necessary for open space design to be a useful instrument for adapting cities to climate change. We evaluate the Integral urbanism theory in relation to the complex role that open space is supposed to have in adapting cities to climate change. Qualities of hybridity, connectivity, porosity, authenticity and vulnerability of urban open space are analyzed in three cases in relation to the three strategic areas of climate change adaptation action: flood, overheating and droughts & water management. Results imply that adaptation to climate change using instruments of open space design requires decision makers' mindset shift - from fragmentary and problem-solving way of thinking, towards an integral and proactive one.
AB  - Prilagođavanje klimatskim promenama izazov je sa kojim se suočavaju sve zemlje i gradovi. Otvoreni prostori su važna oblast delovanja u lokalnim politikama prilagođavanja, zbog mogućih odgovora na različite probleme vezane za klimatske promene. Nedavno su uvedeni praktični, fragmentarni pristupi dizajnu otvorenih prostora u različitim oblastima osetljivim na klimatske promene, ali nedostaje teorijska osnova u prilagođavanju gradova klimatskim promenama. Polazeći od premise da fragmentarno razumevanje problema stvara fragmentarna rešenja tvrdimo da je neophodan integralni pristup kako bi dizajn otvorenih prostora bio koristan instrument prilagođavanja gradova klimatskim promenama. Proveravamo teoriju Integralnog urbanizma u odnosu na složenu ulogu koju bi otvoreni prostori trebalo da imaju u prilagođavanju gradova klimatskim promenama. Kvaliteti hibridnosti, povezivanja, poroznosti, autentičnosti i osetljivosti dizajna urbanih otvorenih prostora analizirani su u tri slučaja u odnosu na strateška područja delovanja i prilagođavanja klimatskim promenama: poplavama, pregrevanju i sušama i upravljanju vodama. Rezultati ukazuju da prilagođavanje klimatskim promenama upotrebom instrumenata dizajna otvorenih prostora zahteva promenu svesti donosioca odluka - od fragmentarnog načina razmišljanja orijentisanog na rešavanje problema, ka proaktivnom i integralnom pristupu.

Reframing public interest in the implementation of large urban projects in Serbia: The case of Belgrade Waterfront Project

AB  - Entrepreneurial urban governments around the world use large-scale projects for promoting cities as a place for enhanced quality of life and attracting investment from an international level. However, large urban projects frequently challenge democratic planning and public interest, and break up conventional city planning models. We argue that the changed city government’s entrepreneurial role calls for reframing the public interest, taking into consideration both global private interests and sustainable impacts and benefits for varieties of local public interests. The paper presents the case of Belgrade Waterfront Project. Results show an efficient entrepreneurial direction of the Serbian national government, contrary to the worldwide experiences where urban governments take the lead. Still, it is questionable whether the outcomes will be just and fair, especially when it comes to “winners’‘ and “losers’‘. We place equity at the top of agenda for public officials and planners in the implementation of large-scale projects. Therefore, we believe there are varieties of public interests on various spatial levels, defined by politicians, explored by planning experts’‘, and accepted by the citizens for obtaining broader social support.
AB  - Preduzetne urbane uprave širom sveta koriste velike projekte u promociji grada za bolji kvalitet života i privlačenje investicija sa međunarodnog nivoa. Ipak, veliki urbani projekti često testiraju demokratsko planiranje i javni interes, i raskidaju konvencionalne modele planiranja gradova. Smatramo da promenjena preduzetna uloga gradskih vlasti zahteva drugačije sagledavanje javnog interesa, uzimajući u obzir istovremeno globalne privatne interese i održive uticaje i koristi za razne lokalne javne interese. Rad prikazuje slučaj projekta Beograd na vodi. Rezultati pokazuju efikasan preduzetni pravac srpske nacionalne vlade, različit od svetskih iskustava u kojima urbane uprave imaju vođstvo. Pitanje je da li će ishodi biti pravični i fer, posebno kada su u pitanju “pobednici” i “gubitnici”. Postavljamo pravičnost na vrh agende za javne službenike i planere u realizaciji velikih urbanih projekata. Verujemo u postojanje varijeteta javnih interesa na različitim prostornim nivoima, definisanim od strane političara, ispitanim od strane stručnjaka u planiranju i prihvaćenim od strane građana za dobijanje šire društvene podrške.

AB  - For the first time in human history, more than half of the world's population is living in cities, with every third citizen living in heavily populated urban informal settlements. In the next 50 years, more than 3 billion people, or approximately two-thirds of future urban population, could be living in slums. What will transport in urban environments look like in the future? Decades ago, people imagined modern metropolises as cities in science fiction movies, with flying cars and buildings above the ground. In reality, futuristic urban transport pod car systems are likely to be succeeded by rickshaws and bicycles. While we aspire to start living in ultramodern cities of the new millennium, alternative transportation systems that are appearing in overcrowded metropolises around the world are bringing us a taste of reality. Urban transport planners have started to resolve this topic, considering alternative transportation systems in urban environments. Slums are not only a social and urban phenomenon, but also a product of the lack of mass public transport. This paper will try to demystify urban transport phenomenon and present the seven W’s (Who, What, When, Where, Why, for Whom, and hoW) on the topic. Specific urban environments conditions, that have generated alternative forms of public transport, can be recognized as a base for classifying different implemented key-study examples of alternative transportation systems in urban environments. In this way this paper can be used as a basic survey paper on the topic.

AB  - Climate change in general and recent floods in particular in Serbia urges for creative, efficient and effective adaptation and mitigation measures to be implemented in urban and rural areas, especially in the field of transport and urban and rural tourism development. The experience show that ‘hard’ measures in the field of transport are costly and take time to implement, and that they have to be followed with ‘soft’ measures which cover the issues of management and organization in transportation sector and raising travel awareness towards more sustainable modes of transport among citizens and decision makers. This shift calls for complex conception of new adaptive planning, governance and management approaches and instruments to sustainable urban and rural development and mobility in an integrated way that is context sensitive. This paper will present contemporary theoretical and practical European approaches in the field of sustainable urban and rural development and mobility management and their applicability in Serbia aiming to identify possible directions for improvement and use specific management instruments that might work in this context. Our methodology is based on the case study framed in the elaboration of strategic project ‘Integral Plan for the Sustainable Development of Rural Tourism in Eastern Serbia’ in Golubac, Kladovo, Majdanpek and Negotin done within the umbrella of larger GIZ project ‘Municipal economic development in the Danube Region’. We argue that it is possible to work within the community, with ordinary people, households, vine producers, and with local government representatives, incrementally, trough site visits talking with people, participative interactive workshops and formal presentations in order to build trust, raise awareness and recommend sustainable measures and projects in the field of mobility and travel awareness for urban and rural tourism development aiming at identifying possible improvement directions in Serbian context.

Urban Management Model in the Implementation of Strategic Projects in Serbia

AB  - In the last twenty-five years world cities are using strategic urban projects in the global competition to attract investment and international companies in the promotion of the city as a place for enhanced quality of life. Sometimes these projects trigger the creation of new urban policies that have wider economic and social importance for the cities, but often they are an instrument of implementation of already developed strategies. Additionally, strategic urban projects challenge, and frequently break up conventional planning models of the development of cities through comprehensive urban plans as the only instrument of governance. New models, methods and instruments for transformative action in urban governance, planning and management are needed, which take into consideration both the logic and functioning of property markets on the global competitive level and sustainable, economic and social impacts and benefits for the locality where they originate. We will present the urban management model in the implementation of strategic urban projects on the initiated case of Belgrade waterfront project. We argue that beside many similarities with worldwide cases in the process of planning and management in the realization of strategic projects, namely the private sector initiative, the Serbian case illustrates strong entrepreneurial direction of the public sector, namely the state itself. We also argue based on our methodology and research, in spite of collaborative theorists and practitioners, that it is not necessary to involve general public at large in the participatory process, but instead to focus on fair and just outcomes in the planning and management of such large scale projects, as well as obtaining a broader social support. Practical implications of this research in Serbian context are in the introduction of new models, approaches and instruments at the local government level for responsible, effective, and efficient planning and management of its territory, along with representatives of the private sector and the civil society.

abstract = "In the last twenty-five years world cities are using strategic urban projects in the global competition to attract investment and international companies in the promotion of the city as a place for enhanced quality of life. Sometimes these projects trigger the creation of new urban policies that have wider economic and social importance for the cities, but often they are an instrument of implementation of already developed strategies. Additionally, strategic urban projects challenge, and frequently break up conventional planning models of the development of cities through comprehensive urban plans as the only instrument of governance. New models, methods and instruments for transformative action in urban governance, planning and management are needed, which take into consideration both the logic and functioning of property markets on the global competitive level and sustainable, economic and social impacts and benefits for the locality where they originate. We will present the urban management model in the implementation of strategic urban projects on the initiated case of Belgrade waterfront project. We argue that beside many similarities with worldwide cases in the process of planning and management in the realization of strategic projects, namely the private sector initiative, the Serbian case illustrates strong entrepreneurial direction of the public sector, namely the state itself. We also argue based on our methodology and research, in spite of collaborative theorists and practitioners, that it is not necessary to involve general public at large in the participatory process, but instead to focus on fair and just outcomes in the planning and management of such large scale projects, as well as obtaining a broader social support. Practical implications of this research in Serbian context are in the introduction of new models, approaches and instruments at the local government level for responsible, effective, and efficient planning and management of its territory, along with representatives of the private sector and the civil society.",

AB  - This paper explores and discuses new knowledge from the comparison of European concepts on integrated urban mobility and findings in Serbian context and its applicability in the future urban development and mobility education and practice in Serbia.

The initial framework for dissemination of knowledge was found within FP6 EU funded project ‘Sustainable Surface Transport’ that lasted from 2006 till 2010 in which the Faculty of Architecture Belgrade University participated as one of the partners with authors of this paper as coordinators of cooperation. Since then, we have developed new teaching concepts, methods and skills on the course ‘’Mobility in City’’ at the Faculty. In that way, we were disseminating knowledge on sustainable urban transport and mobility among students, and to public officials from local and national government. Furthermore, we have recently continued to research impacts of urban mobility and land use patterns in relation to the climate change adaptation tools within scientific project from 2011 and included those findings into the education process at the same course ‘’Mobility in City’’. As a result of the education process we have disseminated knowledge on sustainable urban transport and mobility in Serbia trough promotion of European local transportation information system web site (ELTIS) on seminars and round tables; translated more than 120 English case studies to Serbian and two guide books: Making Campaigning for Smarter Choices Work’ & ‘Mobility Management and Travel Awareness’; and researched and posted 14 Serbian case studies in English on mobility issues accessible on the ELTIS web site.

AB  - Urban mobility and accessibility represent major challenging issues in the functioning of the city of Belgrade, both for the city government as well as for the residents. (In) efficiency of transport systems and street network; decreased mobility and traffic congestion followed with air pollution; limited accessibility and/or dependency on car to certain urban areas especially to sprawling informal settlements at the fringe of Belgrade; spent time, effort, price and lack of comfort that many people experience on a daily bases while commuting from home to school, work, health centers, shopping malls, stores and vice verse; questionable land use still planned with traditional formal sector planning; lack of parking or park-and-ride options, as well as lack of information on mobility options, call together toward complex conception of new adaptive planning, governance and management approaches to sustainable urban development and mobility in an integrated way. 

Good transportation system and high quality urban environment in the 21st century means choice: quality public transport; safe bicycle traffic; encouraged walking options and pedestrian routes; and good public spaces and place to live in the city where driving a car is a choice and not a necessity. This paper will present contemporary theoretical and practical European approaches in the field of sustainable urban development and mobility management and their applicability to Serbian context trough several case studies from Belgrade as well as achieved results so far, with recommendations for further research, especially for the role of urban planners, urban managers and architects.

Territorial information systems (TIS) as an instrument for developing social capital in local communities in Serbia

AB  - The broad problem that will be elaboarated in the research is efficiency and effectivnes of traditional
approach in Urban planning, currently still present in Serbia. Urban planning in Serbia is chaleneged by
transitional trends such as decentralization, participation, colaboration and buildnig partnerships to tacle
spatial problems in relation with new socio-economic space. The main problem elaborated in the paper lack
of common understending for the need of building patrneships among institutions and local communities to
tacle spatial problems. Therefore, research questions arising from the problem framework are: How to build
partnerships, collaboration and social capital in the closed spaces within local communities such as Local
Authorities, Public Companies, Civil society? Can Territorial information system be an instrument for
building social capital? If it is so, how it can break barriers and build trust and collaboration?
The hypotesis relevant to the problem is that level of social capital is in relation with data and information
sharing among actors in local community. Level of social capital in local communities in Serbia vary, but it
rearly goes beyond egocentric cocept where different stakeholders (individuals, institutions, organizations)
use data and information to gain their personal interests, having low level of awareness of added value
information sharing can bring and broaden framework of action and gain common interests as well as
personal. In line whith this spatial organization and development is not managed properly, public interest is
not fully recognized and phisical space is dominated by individual interests, producing negative externalities
to environmental and equity issues.
Therefore, the aim of the research is to identify forms of social capital that can be built through the
implementation of Territorial information Systems in local communities. The forms of social capital, formal
and informal such as institutional arangements, building trust, networking and cooperation will be elaborated
trough analysis of TIS pilot projects case studies implemented in six municipalities in Serbia in the period of
2005-08. The results of the research should show what level of social capital is needed as a precondition for
data and information sharing, and what kind of social capital with positive externalities can be developed
through implementation of TIS.

AB  - The focus of this paper is in reviewing the possibilities of new designed and tested teaching concepts,
methods and skills at the Faculty of Architecture Belgrade University (FABU) based on the contemporary
theoretical and practical European approaches in the field of sustainable urban transport and mobility and
implications for future urban experts in the field of urban development and mobility practice in Serbia.
The importance of knowledge and information is rapidly rising in the knowledge economy especially in
cities as nodes of production, processing, exchange and even trade of knowledge. Important role in that
process which occurs in cities belongs to the Universities and research institutes, beside many other relevant
actors like public authorities, NGO’s & CBO’s, private companies, civil society.
In the process of Serbia’s accession to the EU the whole country is in the process of reform dealing with
burdens from the past and aiming towards European values. Legislative as well as capacity building
activities are present from the year of 2000 by democratically elected governments and by international
NGO’s and official governmental organizations (EU commission…).
FABU participates in the FP6 EU funded project ‘Sustainable Surface Transport’ as one of the partners in the
project, disseminating knowledge on sustainable urban transport and mobility.
The project has enormous importance for improvement of all our institutions in the field of clean and
sustainable urban transport systems and promotion and participation of Serbia in European Union projects.
Benefits of using ELTIS web site is that experts from various fields can expand their knowledge on
sustainable urban transport and mobility systems using findings and specific experience from other countries.
With the aim of disseminating knowledge on sustainable urban transport and mobility in Serbia the Faculty
of Architecture realized several activities and results on urban transport and mobility issues:
• Promotion of ELTIS web site on seminars, round tables and trainings delivery in Serbia to public
sector representatives (ministries, local authorities, urban planning traffic departments), NGO’s
(bicycle associations), private sector urban design offices.
• Translation of 56 English case studies into Serbian language and 13 Serbian case studies accessible
on the ELTIS web site.
• In the education curriculum at the Bachelor level at the Faculty of Architecture new subject
‘’Mobility in cities’’ was established two years ago where students work with realized EU and
Serbian case studies on sustainable urban transport and mobility and its implications on urban
structure, compare EU & Serbian context and give recommendations in mentioned field in soft
aspects for policy issues, urban planning & management concepts, and urban design.
These new teaching concepts and methods designed & conducted by the authors of this paper were tested for
2 semesters and proved to add value to the knowledge and specific expert skills in two direct ways. One was
that the increased demand from the students on sustainable design and urban mobility led to the additional
subject ‘’Traffic in cites’’ introduced last year. Another direct result was visible in the Urban Design Projects
on Bachelor and Master level of studies where students applied new knowledge and skills on aspects of
urban design and planning of the development of cities and reaching liveable and healthy cities for all users
in accordance with principles of sustainable mobility concepts.

• Translation of 56 English case studies into Serbian language and 13 Serbian case studies accessible
on the ELTIS web site.
• In the education curriculum at the Bachelor level at the Faculty of Architecture new subject
‘’Mobility in cities’’ was established two years ago where students work with realized EU and
Serbian case studies on sustainable urban transport and mobility and its implications on urban
structure, compare EU & Serbian context and give recommendations in mentioned field in soft
aspects for policy issues, urban planning & management concepts, and urban design.
These new teaching concepts and methods designed & conducted by the authors of this paper were tested for
2 semesters and proved to add value to the knowledge and specific expert skills in two direct ways. One was
that the increased demand from the students on sustainable design and urban mobility led to the additional
subject ‘’Traffic in cites’’ introduced last year. Another direct result was visible in the Urban Design Projects
on Bachelor and Master level of studies where students applied new knowledge and skills on aspects of
urban design and planning of the development of cities and reaching liveable and healthy cities for all users
in accordance with principles of sustainable mobility concepts.
The paper explores and discuses new knowledge from the comparison of European and Serbian context and
its applicability in the future urban development and mobility education and practice in Serbia.",

Arrangement, exploitation and protection of Kosjerić municipality's agricultural land

AB  - The Kosjerić municipality is located in the north of the Zlatiborski region and total land area is 456.7 km2 Lower quality soils types and subtypes take the biggest area in the municipality. Loamy sand and sandy loam soils prevail in highland area of municipality. There are vertisol and eutric cambisol on lower terrain. Alluvial soils are under maize, vegetable and meadows, while slight slopes are under cereals, orchards and pastures. On the hilly part of terrain fruit production is traditionally developed. Analysis of the agricultural lands shows that plum orchards are ruined and old, so that renewal is needed. Higher mountainous parts are under forests where beech and oak prevails. Forest area takes 23878 ha (2/3 of total municipality area). Properties and varieties of soils on the Kosjeric municipality territory demand application of complex reclamation measures. These measures should solve range of complex problems, but it takes time and capital goods. Possible positive results of arrangement, agricultural soil usage and protection in Kosjeric municipality are multiple: soil conversion from agricultural to other can not be hold up, but it can be realized with carefully chosen restrictive practices. In western and eastern part of municipality should take up sustainable development principles. To establish forests as much as possible for the purpose of increasing environmental value, economic benefit and protection from erosion and strong current on slopes. Unfortunately Titan cement factory is not possible relocate, although it's position is upstream from town Kosjeric. There is possibility to apply range of suitable protective measures thus considerably improve existing properties of soils and environment.
AB  - Opština Kosjerić je najsevernija opština Zlatiborskog okruga, u zapadnom delu Srbije, i ima 359 km². Najveće površine u opštini zauzimaju manje kvalitetni tipovi i poditopovi zemljišta. U brdsko-planinskom delu opštine preovlađuju zemljišta koja prema mehaničkom sastavu predstavljaju ilovaste peskuše i peskovite ilovače. Na nižim terenima se nalaze smonice i gajnjače. Aluvijalne zaravni su pod kukuruzom, povrćem i livadama, a blage padine su pod kulturama žita, voćnjaka i sa pašnjacima. Na brežuljkastom delu je tradicionalno razvijeno voćarstvo. Istraživanja na terenu ukazuju da su šljivici, uglavnom, propali i stari, i da ih treba postepeno obnoviti. Viši planinski delovi su pod šumom u kojoj preovlađuju bukva i hrast. Površine pod šumama iznose 23878 ha (2/3 od ukupne površine opštine). Osobine i raznovrsnost zemljišta na prostoru opštine Kosjerić zahtevaju primenu kompleksnih melirativnih mera, koje treba da reše niz složenih, postojećih problema, ali zašto je potrebno vreme i znatna materijalna sredstva. Mogući pozitivni rezultati uređenja, korišćenja i zaštite poljoprivrednog zemljišta Opštine Kosjerić su mnogobrojni, od kojih su najvažniji: Konverzija namene poljoprivrednog u drugo zemljište se ne može zaustaviti, ali se može realizovati uz pažljive restriktivne mere. U zapadnom i istočnom delu Opštine, treba sprovoditi aktivno principe održivog razvoja, u pogledu korišćenja zemljišta zasnivati što više šume, zbog ambijentalnih i ekoloških vrednosti, ekonomske koristi i zaštite od erozije i bujica usled nepovoljnih nagiba terena; Nažalost, cementaru -Titan nije moguće izmestiti, iako se nalazi uzvodno od gradskog naselja Kosjerić, ali je moguće primeniti niz adekvatnih zaštitnih mera i znatno poboljšati postojeću situaciju, prema zemljištu i okolini.

AB  - This paper is primarily based on the research on existing waterfront development that occurred in last few decades of the XX century in Western Europe with potentials for waterfront development in the changed and transitional context that Serbia and Belgrade is going through: from centrally driven system to market oriented economy with the multi stakeholder arena in the processes of globalization - urban management and development paradigms change. The aim of the paper is to define and underline conditions influencing waterfront development (WFD); to examine who the urban actors are that trigger WFD and what strategies have been created by them for WFD as a response to those conditions. Conclusions will be drawn at the end from the Western European context that might be applicable for developing WFD strategy in Belgrade.
