AB  - Teritorijalne strategije su u fokusu održivog i integralnog urbanog i teritorijalnog razvoja u savremenoj praksi planiranja u Evropskoj uniji. One odražavaju trenutno shvatanje strateškog planiranja kao adaptivnog procesa koji zahteva upravljanje promenama. U okviru tehničke podrške Programa Evropske unije za lokalni razvoj (EU PRO Plus) testirana je primena dva instrumenta u lokalnom kontekstu - Integrisana teritorijalna ulaganja (eng. - ITI) i Održivi urbani razvoj (eng. - SUD). U pitanju su savremeni instrumenti, koji su efikasno sredstvo za integraciju prioritetnih ulaganja, tematskih ciljeva i različitih izvora finansiranja u okviru teritorija. Teritorijalne strategije se usmeravaju na ekonomske, ekološke, klimatske, socijalne i demografske izazove teritorija. U radu su prikazana iskustva iz procesa izrade dvanaest strategija za trideset i jedan grad i opštinu u Srbiji. Ovi instrumenti urbanog i teritorijalnog razvoja podstiču veće učešće lokalnih aktera u sprovođenju održivog razvoja i promovišu promenu u kulturi planiranja ka inkluzivnim, kolaborativnim praksama, i kao efekat proizvode kvalitetnija rešenja.
AB  - Territorial strategies are at the focus of sustainable and integral urban and territorial development in contemporary planning practice in the European Union. They reflect the current understanding of strategic planning as an adaptive process that requires change management. Within the framework of the technical assistance of the EU Local Development Programme (EU PRO Plus), the application of two tools in the local context was tested - Integrated Territorial Investments (eng. - ITI) and Sustainable Urban Development (eng. - SUD). These are modern tools that represent an effective instrument for integrating priority investments, thematic objectives and different funding sources within the territory. Territorial strategies are focused on the economic, environmental, climatic, social and demographic challenges of the territory. The paper presents experiences from the process of developing twelve strategies for thirty-one cities and municipalities in Serbia. These urban and territorial development tools promote greater participation of local stakeholders in the implementation of sustainable development and a shift in planning culture towards inclusive, collaborative practices, leading to better quality solutions.

U okviru tehničke podrške Programa Evropske unije za lokalni razvoj (EU PRO Plus) testirana je primena dva instrumenta u lokalnom kontekstu - Integrisana teritorijalna ulaganja (eng. - ITI) i Održivi urbani razvoj (eng. - SUD). U pitanju su savremeni instrumenti, koji su efikasno sredstvo za integraciju prioritetnih ulaganja, tematskih ciljeva i različitih izvora finansiranja u okviru teritorija. Teritorijalne strategije se usmeravaju na ekonomske, ekološke, klimatske, socijalne i demografske izazove teritorija. U radu su prikazana iskustva iz procesa izrade dvanaest strategija za trideset i jedan grad i opštinu u Srbiji. Ovi instrumenti urbanog i teritorijalnog razvoja podstiču veće učešće lokalnih aktera u sprovođenju održivog razvoja i promovišu promenu u kulturi planiranja ka inkluzivnim, kolaborativnim praksama, i kao efekat proizvode kvalitetnija rešenja., Territorial strategies are at the focus of sustainable and integral urban and territorial development in contemporary planning practice in the European Union. They reflect the current understanding of strategic planning as an adaptive process that requires change management. Within the framework of the technical assistance of the EU Local Development Programme (EU PRO Plus), the application of two tools in the local context was tested - Integrated Territorial Investments (eng. - ITI) and Sustainable Urban Development (eng. - SUD). These are modern tools that represent an effective instrument for integrating priority investments, thematic objectives and different funding sources within the territory. Territorial strategies are focused on the economic, environmental, climatic, social and demographic challenges of the territory. AB  - Kontekst neoliberalnog kapitalizma je pored tržišno zasnovanog razvoja doprineo i redefinisanju uloga i odnosa moći između različitih nivoa uprave, ali i rezultirao promenjenim odgovornostima i odnosima između javnog i privatnog sektora u planiranju i izgradnji gradova. U ovom procesu, urbanistički projekat se izdvaja kao jedan od retkih instrumenata za sprovođenje planskog dokumenta koji se radi u cilju urbanističko­ arhitektonske razrade lokacije i oblikovanja površina i privatne i javne namene. Izmene i dopune Zakona о planiranju i izgradnji iz 2018. godine donele su značajnu promenu primene ovog instrumenta, definišući da se urbanistički projekat može izraditi i za izgradnju objekata javne namene za potrebe utvrđivanja javnog interesa, а bez izmene planskog dokumenta. Dodatno, urbanističkim projektom se omogućava selektivan odabir primene urbanističkih parametara definisanih planskim dokumentom od strane projektanata (kada su planom definisani indeks zauzetosti/izgrađenosti i spratnost/visina objekata), gde stručnu kontrolu vrsi komisija za planove JLS, skoro po pravilu u korist privatnog interesa. Pored toga, moguća је i promena planiranih namena iz planskog dokumenta, ukoliko su nove namene u urbanističkom projektu predviđene kao komplementarne, istina u skladu sa kapacitetima infrastrukture iz istog planskog dokumenta. Efekti takvih promena donose značajno uvećane
parametre izgradnje od onih tretiranih u prostornim i urbanističkim planovima, i shodno tome i drugačije zahteve za saobraćajnom i komunalnom infrastrukturom u izgrađenom prostoru u odnosu na planirane. U trenutku kada je poljuljana definicija javnog interesa, nameću se dva pitanja: (а) ograničenja interpretacije, i (b) nadležnosti brojnih aktera koji su uključeni u proces iniciranja, izrade, informisanja i potvrđivanja urbanističkog projekta.
U skladu sa tim, rad nastoji da preispita donete promene regulatornog okvira, ali i da ukaze na potencijalne problematične aspekte, kako proceduralne tako i supstantivne, nastale posredstvom redefinisanja uloge i svrhe ovog instrumenta.

AB  - Predmet istraživanja je razvojni proces postojećih i mogućih zona naselja u određenoj prostornoj celini. Posmatrajući prostor kao širok pojam, u fokusu istraživanja su zaštićena područja, područja posebne namene koja uživaju specifi čan režim zaštite prirodnih dobara i status javnog interesa. S obzirom da je na teritoriji Republike Srbije primetna određena površina područja sa posebnim režimom zaštite, koji indirektno utiče na razvoj prostorno-funkcionalne celine, korišćena su područja posebne namene Nacionalnog parka Tara i Parka prirode Mokra Gora (PPPPN NP Tara i PP Mokra Gora) kao primeri u praksi,
a čija je razrada područja sprovedena različitim procesima zakonske regulative. Uvidom u „Smernice za sprovođenje planskog dokumenta“, utvrđuju se elementi sprovođenja na prostoru oba područja.
AB  - The subject of the research is the development process of the existing and possible zones of settlements in the spatial entity. Looking at the space as a broad concept, the focus of the research is protected areas, special purpose areas that enjoy a specific regime of protection of natural resources and the status of public interest. Considering that
a certain area of the territory with a special protection regime is noticeable on the territory of the Republic of Serbia, which indirectly aff ects the development of the spatial-functional entity, special purpose areas of the Tara National Park and Mokra Gora Nature Park) used as example in practice, and whose elaboration of the area was carried out by various processes of legal regulations. Insight into the “Guidelines for the implementation of the planning document”, determines the elements of implementation in both areas.

AB  - У свету у коjем константно расте глобализација, стратегија брендирања градова за урбани развој градова и њихову компетитивност има више значаја него икад. Овај изазов је још уочљивији у мултиетничким и мултикултуралним просторима смештеним на границама региона и држава. У складу с тим, планирање и урбани дизајн су суочени са изазовом како да омогуће одговоре који се тичу интервенција у форми тачака (индивидуални споменици културе) и мрежа (просторних, функционалних и информационих). Циљ рада је да кроз едукативни пројекат, конкретно кроз симулацију стратегије брендирања за редефинисање урбаног пејзажа Старе чаршије Новог Пазара, прикаже могућности унапређења уочених вредности културног, архитектонског и градитељског наслеђа. У раду се приказују мере за подстицање развоја локалних делатности, очување материјалног и нематеријалног наслеђа, коришћење и унапређење затечених ресурса и градске структуре. Поред тога, истраживање настоји да прикаже креативне начине на које трговина, као доминантан привредни сектор Новог Пазара, али и елемент традиције, може да постане део нове сложене структуре и носилац новог концепта брендирања места. Рад полази од иновативних метода и приступа планским интервенцијама у функцији бољег повезивања локалног становништва с туристима, али и редефинисања визуелног урбаног пејзажа као главних елемената поступка брендирања града.
AB  - In a world where globalization is on the rise, the importance of unique place branding strate- gies in urban development is greater than ever. This challenge is even more evident in multi- ethnic and multicultural spaces located on the borders of regions and countries. In regard to that, the planning and urban design need to provide answers concerning intervention in the form of nodes (individual monuments) and networks (spatial, functional and informational). The intention of this research is to show the possibility of improving the perceived value of the cultural, architectural and built-in heritage through the educational project, in particular through branding strategy simulation for redefining the urban landscape of the Old Bazaar in Novi Pazar. The study presents measures to encourage the development of local indu- stry, preservation of tangible and intangible heritage, use and improvement of the existing resources and urban structure. In addition, the research aims to show the creative ways in which trade, as the dominant economic sector of Novi Pazar, but also a part of tradition, can become part of a new complex structure and main value of a new concept of place branding. The research is based on the innovative methods and approaches of planning interventions with a purpose of better connecting local residents with tourists, but also redefining the visual urban landscape as the main elements in the process of city branding.

AB  - The main purpose of this paper is to expand the possibilities for linking urban development and the educational process in the field of place branding and the creative use of cultural heritage. Therefore, the paper focuses on the model of identifying local values and place assets, recommending new approaches, and suggesting the use of innovative urban management instruments to implement various branding strategies and maintain sustainable use of heritage. The research was conducted within the Laboratory for place branding and city regeneration at the University of Belgrade’s Faculty of Architecture, while the findings also stemmed from the results of the academic course themed Urban management, taught in the final year of Master and Integrated Academic Studies in Architecture, and Master Academic Studies – Integral Urbanism. Substantial relations between programs and physical features of heritage were analyzed through literature review, individual site visits, and working in online learning environment due to the pandemic. New possibilities and successful case studies of creative use of cultural heritage were examined at the same time. Research indicates the importance of cultural innovation and creative projects for the extension of cultural offer of small and medium- sized cities, both in Serbia and in the region. Eventually, such an approach might lead to the improvement of the quality of life for residents in physical, social and economic terms.

AB  - The growing perception of heritage as a public commodity encourages rural communities
to recognize their natural and cultural heritage as a potential for tourism development. This creates
the need for an appropriate presentation of heritage sites that ensures that their cultural and natural
assets are appreciated and protected. “Negotinske pivnice” are cultural heritage sites in Serbia,
nominated for the UNESCO World Heritage List. They are architectural complexes of wine cellars in
rural region with a long tradition in wine production and industry and are unique in terms of their
settlement structure. This emphasizes the spatial dimension of their interpretation and presentation,
and highlights the importance of urban design for their sustainable use for tourism. Based on
understanding urban design both as a process and a product, and cultural heritage site as a place, we
argue that participatory urban design contributes to appropriate heritage presentation by widening
design knowledge base to include local communities’ lay knowledge. Following the case study
methodology, we explored the relationships between participatory process, the knowledge gained,
and urban design solutions for presentation of cultural heritage sites as living places in “Wine Cellars
of Negotin Participatory Urban Design” project. The research reveals that the wider knowledge base
affects urban design at both strategic and project levels and sets the grounds for diverse presentation
forms through which harmonization of heritage protection and touristic presentation is possible.

AB  - The purpose of this paper is to identify the role of strategic planning as a sustainable tool for regulating both the protection and development of historic urban landscapes, as well as developing an adequate and effective strategic model and management instruments for implementation. The role and importance of strategic planning are examined in the context of global transformative actions in the urban governance of community and private sector engagement and sustainable development on the local level. We argue that a specific—tailor-made—integrated strategic urban planning approach could be a useful model, both for development and urban regeneration and for the preservation of protected valuable historic urban landscapes, thus contributing to a sustainable urban revival of wider surrounding territories including cultural, social and economic development. We stand on the position that the sustainable approach to the protection and revitalization of the historic urban landscapes has to be in line with the acknowledgment of specific local community values, contemporary needs, their involvement, and, eventually, their satisfaction. The case study method was based on the example of a protected historic center of Novi Pazar in Serbia to test the possibilities of applying strategic planning model and management for the implementation tailored to the local context. Eventually, the scenario method was applied to test the possibilities of a simulation of the strategic planning model and management instruments for a protected historic center. We found that the appropriate combination and utilization of regulatory, economic and informational management instruments have to be in place in the specific context. We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center.

AB  - Medieval fortresses represent an important tangible heritage of a nation’s culture and a valuable development asset for a particular destination on which its place-branding strategy for tourism could be built upon. Traditionally in Serbia, heritage protection and conservation have been mainly concentrated on the tangible aspects of cultural sites and monuments. Nevertheless, with the advent of urban heritage integration in the local sustainable development processes and place-branding strategies, a greater appreciation of the spirit of the place and its intangible components, as well as the need to adapt it to local contexts with more participatory forms of heritage planning, have started to emerge. A wide range of stakeholders brought the involvement and participation of both the local government and community members, including residents, as an indispensable element of the protection actions and broader urban development policies. The paper aims to validate the correlation between both intangible and tangible cultural heritage and its contemporary use for place branding and tourism development. In doing so, we have employed the case study method on the two fortresses on the Danube in Serbia to show the ways in which local stakeholders have mobilized their forces in cooperation with the university to use their cultural heritage assets for tourism and more extensive sustainable territorial development. We have found that despite new inclusive forms of governance, which is attracting the attention of planning and heritage practitioners in Serbia, the contemporary approach of integrative protection and the intangible aspects of cultural heritage are still not fully utilized. For this reason, in this study, we consider methods based on environmental aesthetics approaches to cultural heritage that point out the significant inclusion of immaterial intangible cultural heritage in an unbreakable bond with material tangible heritage. The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects.

AB  - Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.

The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.
