AB  - Climate change threatens urban health, whether that refers to the human or environmental aspects of urban life.
At the same time, initiatives of city regeneration envision alternative forms of the urban environment, where
derelict spaces have the potential to be brought back to life in ways that would not compromise urban health.
Regeneration processes should utilise mitigation and adaptation strategies that consider the future needs and
anticipated role of cities within the context of the discourse about climate change, accounting for expected and
unforeseen impacts and regarding the city as an agent of action rather than a static territory, too complex to
change. Nevertheless, literature implicating these three parameters synchronously, namely, climate change,
cities, and health, has been scarce. This study aims to fill this gap through a systematic literature review,
exploring climate change adaptation and mitigation strategies that can be employed in urban regeneration efforts
seeking to mitigate climate-exacerbated phenomena and their impacts on urban health as well as identifying the
main trends and opportunities overlooked. Findings show that even though the emphasis is given to the physical
actions and impacts of climate change and urban health, an emerging theme is a need to engage civic society in
co-designing urban spaces. Synergistic relationships, collaborations and avoidance of lock-in situations appear to
be the most significant subtopics emerging from this literature review. One main recommendation is the promotion
of a community-driven, inclusive, participatory approach in regeneration projects. That will ensure that
different vulnerabilities can be adequately addressed and that diverse population groups will have equitable
health benefits.

AB  - University Medical Hospital of Bezanijska Kosa was chosen as a case study. Specific characteristics of open space inside this hospital area (hospital open space - HOS) that has a great potential for further development was one of the reasons for choosing this case study is approval for publishing the data and participating in the research.
The survey was based on the questionnaire, alongside direct expert observation of natural and built characteristics, as well as people's movement and behavior. The survey was conducted over a period of two months, with optimal weather conditions and temperatures corresponding to the smooth use of HOS. The sample of respondents is one of the important preconditions for the success of this type of methodological procedure. It consists of 100 respondents, from all categories of hospital users found inside the HOS. Gathered data are processed using the SPSS program for statistical analysis and results are based on 5% statistical significance.

AB  - Public spaces are important in the cultural landscape of a city, as they provide opportunities for social interaction, recreation, and civic engagement. The way these spaces are designed and managed has a significant impact on their use and meaning. This paper explores the influence of mixed culture on open public places, focusing on housing mega-blocks – the „Block 70“ in New Belgrade as a case study. Block 70 is a mixed-use development that includes residential, commercial, and cultural facilities. It is located in one of the most prominent areas of New Belgrade, which has undergone significant transformation in recent years. The study uses a combination of quantitative and qualitative methods to analyze the cultural influences on the use and perception of open public spaces in Block 70. The paper begins by providing an overview of the theoretical framework for understanding the relationship between culture and open public spaces. It highlights the key concepts of cultural identity, social practices, and the role of the cultural impact seen from the aspects of urban design that is shaped and redefined by diferent cultural trends. The study then presents the results of a survey conducted among the residents of Block 70, first shown in non published paper which examines their perceptions of the cultural influences on urban design in open public spaces. The survey results indicate that the cultural diversity of the residents is reflected in the use and perception of open public spaces in Block 70. The study identifies several cultural factors that influence the use of these spaces, including social norms, gender roles, and cultural traditions. For example, women tend to use the public spaces in Block 70 less frequently than men, due to cultural norms that dictate their roles in open public spaces. The paper also examines the architectural features of Block 70 and their impact on the use and perception of public spaces. Additionally, the study highlights the importance of creating inclusive and accessible open public spaces that reflect the cultural diversity of the community. The findings of this study have implications for urban planners, designers, and policymakers, as they seek to create public spaces that promote social interaction, civic engagement, and cultural exchange.

AB  - A growing urban population, a new social dynamism, and fast-changing urban contexts, together with a lack of urban planning, lead to intensifying contradictions that threaten to harness urban prosperity, cohesion, and sustainability. All this creates a need for reframing the perspective on the city and its management. By analysing connecting concepts to the plural city in literature, the paper offers new ways of understanding and reading the city. We describe plural qualities of an inclusive city from the perspective of urban design—a city as a plurality of unique places and subjectivities in time—i.e. the plural city. Following the case study methodology, we critically discussed and evaluated the case of Belgrade as a plural city due to its lasting diversity and heterogeneity in both urban matrix and social tissue. As a result, we defined the elements, relationships, and plurality of views within the plural city in multiscale. Based on 18-years of experience gained through the Public art & Public space program, we have shown that public art strategies can be used as a method and tool to initiate spatial transformations and offer different ways of experiencing the urban landscape.

The myth of form

AB  - The myth of form contains an architectural paradox. Without form, there is no architecture. The hypothetical question of form vs. thanatos justifies the myth of form in architecture. The autonomy project of architecture is a myth that has its different fields: cognitive, practical, and, ultimately, subjective. The subjective is inseparable from the field of architecture, both in terms of creation and perception. If there is no form in architecture, architecture disappears as a field. A formal approach to architecture uses proportional analysis to find repetitiveness in intensity. The tip of the iceberg is the autonomy of architecture. In architecture, the formal has its own strict rules; by contrast, avant-garde practices questioned the rules. The following text aims to observe the city in its totality through the cracks of the narrative myth of form.

abstract = "The myth of form contains an architectural paradox. Without form, there is no architecture. The hypothetical question of form vs. thanatos justifies the myth of form in architecture. The autonomy project of architecture is a myth that has its different fields: cognitive, practical, and, ultimately, subjective. The subjective is inseparable from the field of architecture, both in terms of creation and perception. If there is no form in architecture, architecture disappears as a field. A formal approach to architecture uses proportional analysis to find repetitiveness in intensity. The tip of the iceberg is the autonomy of architecture. In architecture, the formal has its own strict rules; by contrast, avant-garde practices questioned the rules. The following text aims to observe the city in its totality through the cracks of the narrative myth of form.",

AB  - Theory and practice about geoparks and the geotourism concept consider not only the geological heritage, but also its relationship to all other aspects of the natural, cultural and intangible heritage as a cornerstone of sustainability and well-being. In doing so, geotourism could be a powerful tool for the preservation and development of the heritage. The Geo-mining Park in Sardinia marks centuries of geological, mining and historical and environmental heritage. The recognition of the Sardinian Geopark by UNESCO in 1997 as innovative, and as a heritage of great importance, created administrative and legislative opportunities. However, the territory lacks a territorial development strategy and administration structure for managing the heritage. With the indirect pressure from the tourism industry the region faces, over the next few decades, a deep social-economic crisis and neglect of the landscapes and settlements. This paper aims to examine geotourism as sustainable strategic approach and territorial planning tool that based on multi-source networking and, that benefits both, development of the local community and preservation of the Geo-mining Park in Sardinia.

AB  - Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.

Nodes and Networks: The Generative Role of Cultural Heritage for Urban Revival in Kikinda

AB  - Using heritage as a cultural artifact in city development is not new, but little has been explored about how urban heritage can be utilized as new generative value and a new planning instrument for the revival of cities. The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

AB  - The influence of place branding in urban development has more importance than ever. Nevertheless, little attention is given to how place branding strategies are interrelated with planning, especially in post-socialist urban development. The purpose of this paper is to critically explore experimental educational projects conducted through cooperation between academia and local governments in Serbia, perceived as a simulation of strategic planning and place branding. We argue that educational projects hold power to create additional value in place and contribute to place branding by using a variety of planning and design instruments as a means of transformative spatial and social change both for communities and students as future planners. This paper uses theoretical exploration to develop reflective structural elements and a set of criteria essential to interlink strategic planning and place branding, thus providing a unique apparatus for the evaluation of educational projects. By emphasizing the possibilities and limitations of educational projects, the paper contributes to the theoretical advancement of place branding and strategic planning interlink and sheds light on the effects that those projects may have on spatial development and governance of the territory.

AB  - Placemaking is a people-centred, multi-faceted approach which aims at strengthening connections between people and the places they share as a basis for sustainable urban development. It creates a new context for urban design practice, a context in which urban designers should value the lay knowledge of "ordinary people" (who are considered to be place-makers too); should recognise the importance of both cognitive and emotional connections between people and spaces for creating a sense of place; and should participate as partners in a collaborative process of making a place.
Traditional studio-based urban design education, featuring solipsistic, elite, and abstract design practices, proves to be inadequate in relation to the placemaking paradigm of urban development. In search for a new approach, we argue that for urban design education to be relevant for the placemaking practice, it should broaden its basis to include not only gaining knowledge and developing skills in urban design, but also valuable site-specific and community-based learning experiences aimed at developing cognitive and emotional connections between people and spaces so as to produce a sense of place and a sense of sharing a place.
Opportunities and constraints of urban design education for placemaking, relying upon place-based and community-based learning approaches, were explored and discussed within the frames of two experimental urban design educational projects at the University of Belgrade - Faculty of Architecture, that were conducted in collaboration with local communities in Belgrade and Negotin (Serbia). Lessons learned from these projects have been further used as recommendations for shaping a curriculum of urban design education for placemaking.

AB  - The book "Wine Cellars of Negotin: Participatory Urban Design" presents a summary of five years of activities. It is a logical continuation of the previously published book and collaborations, which have initiated earlier. The first collaboration between the Municipality of Negotin and the University of Belgrade - Faculty of Architecture - Public Art & Public Space Program - PaPs [http://www.publicart-publicspace.org/] has started in 2011. A very wide range of top academic, public, and private institutions and top experts, from Serbia, Italy, Germany, Switzerland, Japan, and the UK has accompanied this collaboration. The first results of the activities, which were realized from 2011 to mid-2014, are presented in the book “VinoGrad - The Art of Wine” [http://www.publicart-publicspace.org/publications/books/vinograd-the-art-of-wine173], published in 2015. Therefore, this book is a result of the activities that have been implemented since mid-2014.
 
Developing as a continuation of the previous research and achieved results, implementation of the activities in the last five years has evolved in three basic directions. These directions make the structure of the book. Firstly, connecting the city of Negotin to the international networks aimed at the knowledge transfer through twinning, or networking with cities that share similar experiences from the past and similar hopes for a desired future. Secondly, drafting concrete project proposals for the revitalization of Negotin wine cellars as a distinct development base for the restoration of wine-growing methods and wine production techniques that have traditionally celebrated this region. This is in order to prove the possibility of introducing modern approaches to the revival of the viniculture, protecting the heritage, and closer linkage of these sectors with the daily needs and routines of both existing and future users. Thirdly, the book presents the initiative and implementation of international scientific research projects that aim to find adequate strategies and practical tools for strengthening local capacities for research, initiation, management, and monitoring of plans and projects for sustainable development of the territory.
 
Some of the most important results, which are presented in this book, have been realized and are still being realized, in close partnership among the following institutions: University of Belgrade-Faculty of Architecture, Serbia; University of Sassari-Department of Architecture, Design and Urbanism, Alghero, Italy; Municipality of Negotin, Serbia; Municipality of Alghero, Italy; Fondazione Di Vittorio (FDV), Rome, Italy; Sapienza University-Faculty of Architecture, Rome, Italy; University of Belgrade-Faculty of Philosophy, Serbia; Institute for Architecture and Urban Planning & Spatial Planning (IAUS), Belgrade, Serbia; University of Roma Tre-Faculty of Architecture, Italy; University of Belgrade-Faculty of Forestry, Serbia; „Cantina Santa Maria La Palma“ the social, agricultural cooperative of winemakers, Alghero, Italy; Riserva Naturale dei Monti Navegna & Cervia, Italy; Association of Italian and Serbian Scientists and Researchers (AIS3), Serbia-Italy; Italian Embassy in Belgrade, Italian Institute of Culture in Belgrade, as well as with the participation of professors and top experts from: Keio University of Tokyo, Japan; Meiji University of Tokyo, Japan; University of Leeds, England; and from Cilic Estate, Lozovik, Serbia. All project activities were realized with constant care, active and full participation, and logistical support of the “Public art & Public space - PaPs” program from the Faculty of Architecture, University of Belgrade.

abstract = "The book "Wine Cellars of Negotin: Participatory Urban Design" presents a summary of five years of activities. It is a logical continuation of the previously published book and collaborations, which have initiated earlier. The first collaboration between the Municipality of Negotin and the University of Belgrade - Faculty of Architecture - Public Art & Public Space Program - PaPs [http://www.publicart-publicspace.org/] has started in 2011. A very wide range of top academic, public, and private institutions and top experts, from Serbia, Italy, Germany, Switzerland, Japan, and the UK has accompanied this collaboration. The first results of the activities, which were realized from 2011 to mid-2014, are presented in the book “VinoGrad - The Art of Wine” [http://www.publicart-publicspace.org/publications/books/vinograd-the-art-of-wine173], published in 2015. Therefore, this book is a result of the activities that have been implemented since mid-2014.
 
Developing as a continuation of the previous research and achieved results, implementation of the activities in the last five years has evolved in three basic directions. These directions make the structure of the book. Firstly, connecting the city of Negotin to the international networks aimed at the knowledge transfer through twinning, or networking with cities that share similar experiences from the past and similar hopes for a desired future. Secondly, drafting concrete project proposals for the revitalization of Negotin wine cellars as a distinct development base for the restoration of wine-growing methods and wine production techniques that have traditionally celebrated this region. This is in order to prove the possibility of introducing modern approaches to the revival of the viniculture, protecting the heritage, and closer linkage of these sectors with the daily needs and routines of both existing and future users. Thirdly, the book presents the initiative and implementation of international scientific research projects that aim to find adequate strategies and practical tools for strengthening local capacities for research, initiation, management, and monitoring of plans and projects for sustainable development of the territory.
 
Some of the most important results, which are presented in this book, have been realized and are still being realized, in close partnership among the following institutions: University of Belgrade-Faculty of Architecture, Serbia; University of Sassari-Department of Architecture, Design and Urbanism, Alghero, Italy; Municipality of Negotin, Serbia; Municipality of Alghero, Italy; Fondazione Di Vittorio (FDV), Rome, Italy; Sapienza University-Faculty of Architecture, Rome, Italy; University of Belgrade-Faculty of Philosophy, Serbia; Institute for Architecture and Urban Planning & Spatial Planning (IAUS), Belgrade, Serbia; University of Roma Tre-Faculty of Architecture, Italy; University of Belgrade-Faculty of Forestry, Serbia; „Cantina Santa Maria La Palma“ the social, agricultural cooperative of winemakers, Alghero, Italy; Riserva Naturale dei Monti Navegna & Cervia, Italy; Association of Italian and Serbian Scientists and Researchers (AIS3), Serbia-Italy; Italian Embassy in Belgrade, Italian Institute of Culture in Belgrade, as well as with the participation of professors and top experts from: Keio University of Tokyo, Japan; Meiji University of Tokyo, Japan; University of Leeds, England; and from Cilic Estate, Lozovik, Serbia. All project activities were realized with constant care, active and full participation, and logistical support of the “Public art & Public space - PaPs” program from the Faculty of Architecture, University of Belgrade.

scientific knowledge. Development of ICT facilitated communication, exchange of information
and collaboration between scientists, and paved the way to increase in number, size and diversity

This paper presents and analyse the process, forms and the effects of collaboration in the
„Learning Economies. Modelling Community-Led Local Development for the Sustainable Economic
Trajectories of the Negotin and ZlatiborRegions“Italy-Serbia bilateral research project.
Based on the concept of territorialisation as crucial for regional sustainability, and by appreciating

AB  - Public participation and bottom-up approach have spread across the field of heritage since last
two decades. Theory and practice about heritage conservation note strengthening the local
capacitiesoverrecognition and inclusion of local communities in the decision-making processas
vital for more sustainable development. UNESCO proclaims theuniversal value of the Geo-mining
Park in Sardinia in 1997. The institutionalisation by Regional Decree in 2006 gave onadministrative
and legislative opportunities, but socio-economic crisis and neglecting of mining
landscape still follows the decaying trend. The paper aims to examine the problematic issues
of public participation in heritage conservation facing the case of Geo-mining Park in Sardinia.
The paper highlights the importance of public participation in heritage conservation and the
role of local communities in the decision-making process through the theoretical framework.
Additionally, participation process as an integrated heritage conservation approach delineates
the features that give a unique character and provide the sense of belonging that lies at the
core of thecultural identity of the heritage site. Furthermore, the paper introduces Geo-mining
Parkin Sardinia picturing the problematic issues about public participation rise in the foundation
process, and that left the consequences until nowadays. An overview of theorganisational
structure, principles of making-decision, the role and recognition of local communities
and collaboration patterns pictured the contextual problems illustrating the current governing
structure. The paper found that the complicated institutionalisation process of Sardinia case
demonstrates top to down institutional efforts from the foundation process without responding
the needs of the civic sector. Lack of an effective public participation mechanism and exclusion
of the civicsector from making-decision process detached the people from the landscape and
contributed to the loss of identity.Accordingly, to the identified problem issues, implications and
recommendations about the participation process are made in conclusion.

AB  - Over time, the idea that the regeneration of the world's residual, intermediate suburban spaces plays a strategic role in testing new models of participatory processes has gradually taken hold. Cohesion, inclusiveness, sharing and integration are the basis of such processes. They are the concepts that lie at the heart of the documents produced at an international level over the past 30 years, particularly the 2030 New Urban Agenda, as the five 'P's: People, Planet, Prosperity, Peace and Partnership.
In such a scenario, the extent to which an open urban space can be recognized as a common good becomes the focus of trials and projects of interest in the derelict parts of previously urbanized areas: with Patti di Collaborazione ('Collaboration Pacts') in Italy and with an educational multidisciplinary programme entitled 'Public art & Public space' (PaPs) in Belgrade (Serbia). We argue as the open spaces benefit daily urban life and play a vital role in creating healthier, more sociable communities is changing attitudes, policies and actions.

AB  - The paper discusses the evolution of the concept of health and its relationship with the urban environment and design,
starting from the first phase (1997) of the initiative of World Health Organization Regional Office of Europe ‘Healthy
Urban Planning’. At the same time, the paper focuses on the evolution of the debate at European level and
internationally produced initiatives and documents. “Healthy urban planning means planning for people. It promotes
the idea that the city is much more than buildings, streets and open spaces, but a living, breathing organism, the
health of which is closely linked to that of its citizens” (Barton and Tsourou, 2000). According with this concept, the
Zagreb declaration (2009) has defined that “A healthy city offers a physical and built environment that supports health,
recreation and well-being, safety, social interaction, easy mobility, a sense of pride and cultural identity and is
accessible to the needs of all its citizens”. The urban planners and the architects plays a strategic role in delivering
those requirements.
In these frameworks at European and at International level, the paper highlights the themes and actions of the urban
planner and architect discussing examples of best practices related to open spaces. Such spaces are in fact identified
and represent one of the areas of action for sustainable regeneration of cities and the activation of proactive health
projects which are becoming 'common goods'.

AB  - Like many other rural regions in post-socialist countries, Negotinska krajina wine region faces serious decline in wine
production and severe depopulation. In order to reverse these negative trends, strengthening local capacities, through
development of social networks, exchange and transfer of knowledge, expertise and know-how, is recognised in
planning theory and practice as vital for more sustainable development of rural regions.
This paper presents a process of developing a complex and dynamic model of collaboration between local institutions,
companies and communities from Negotinska krajina region and Serbian and Italian academic and scientific
institutions, experts and companies, in order to achieve: a) Increased transfer of knowledge, experiences and
practices of local representatives and wine growers from Negotinska krajina region and partners; b) Increased knowhow
transfer among academic partners and practical knowledge transfer among local public, private and civic
stakeholders and academic institutions from Serbia and Italy; c) Institutionalized inter sectorial collaboration and ‘city

Evaluation of hospital outdoor spaces through users’ participation analysis

AB  - Hospital outdoor spaces (HOS) play an important part of the Healthcare facilities, with a particular impact on the healing process, which is possible to evaluate by their cultural, social, ecological and economic characteristics and values (Ulrich 1984, 2001, Burnett, 1997; Marcus and Barnes, 1999). However, this paper argues that research studies refer to HOS only as residual spaces to support medical activities. Urban theory, policy and scientific research is focusing on the issue of the hospital evaluation, but mainly on interior and spatial characteristics, rather than a hospital outdoor environment. No more than 1000 papers have been published on this topic. This paper discusses quality and significance of HOS in Belgrade, while identifying the problems and potentials of HOS, from the user perspective. The presented paper is established as the part of the larger research done in collaboration of the Faculty of Architecture in Belgrade and Sapienza University of Rome, Faculty of Architecture, which will be presented in a series of four books. The first book (Health Spaces: Hospital outdoor environment) is already published and it offers a general “top-down” interdisciplinary overview of the topic of HOS, given by experts - architects, urban planners and designers. Particularly, this paper is prepared as a foundation for the second book, with the aim to offer a “bottom-up” overview on the topic of HOS given by hospital “community” (doctors, patients, staff, visitors, etc.). Furthermore, this research was also conducted as a part of an academic course: “Participative Urban Design”, with the students at the master level of studies. The methodological framework used in this paper consists of extensive and fundamental literature review. In the frame of participative and collaborative approach, all analyses were conducted in the form of quality assessment, from the perspective of stakeholders, aforementioned as a hospital community. The survey was conducted using specific two-part questionnaire, carefully established within the academic course, as a main tool for reaching the database. Focusing on the case of Belgrade, four major hospitals were chosen as case studies: Clinical center of Serbia, Military Medical Academy, and both Clinical Hospital Centers: “Bežanijska kosa” and “Zvezdara”. The group of 12 students conducted the survey over a period of four weeks, with more than 120 participants from each hospital, gathering both specific and general results. Overall, this paper presents the first assessment of HOS of this kind ever done in Serbia. The results of the research will contribute to improving hospital environment and could present the first step on the path to integrate outdoor spaces into hospital life.

AB  - The paper explores possibilities for linking knowledge and emotions in urban design education for
placemaking.
The concept of placemaking emphasises the need for strengthening connections between people
and the places they share. These connections are based not only on knowing but also on
experiencing and loving particular places. Besides that, place making refers to a collaborative
process of shaping public realm in order to maximize shared value. In this process, urban
designers are just one of the actors involved. Therefore, placemaking, as a new paradigm in urban
design, asks for reconsidering and strengthening links between aesthetic, social, and technical
dimensions of urban design process.
All of this implies not only changes in professional domain, but in the education for urban design
as well. The research is based on experiences of two urban design projects from the elective
course “Art in Urban Public Spaces – PaPs” at the University of Belgrade - Faculty of Architecture.
We analyse various paths of educational urban design process that have been conducted in
collaboration with local communities in Belgrade and Negotin, and discuss different possibilities
of linking cognitive and emotional aspects in urban design process for placemaking.

AB  - The paper explores government capacities of Sardinian mining heritage (dating back 8 thousand years of mining culture, crashed as an industrial engine in '60s and proclaimed as heritage of great importance by UNESCO in 1997.). Nowadays, characterized by depopulation, lack of management and managing, astonishing sites are conceived, semi-perceived and pseudo-lived. The research has an orientation, character and strategy, pragmatic orientated with qualitative character; oriented to determine what and how should be done in relation to what is wanted to be done. It is a multidisciplinary approach, which implies that research always takes place in a specific social, historical, economic and political context. Questioning trends and urban potentials of Sardinian territories, with a contemporary European strategy, the research discusses on shared cultural experience as long term sustainability, lies down and raises at the level of the local community. The main paper issue is examining 'Glocal' - local and global inter-governance capacity by using 'Axes of partnership' (local - Parco Geominerario Storico e Ambientale - European and Global Geoparks Network - UNESCO) as the first component of creative partnering, which leads to integration of local communities into participative, cultural, redevelopment process in the context of Sardinian mining heritage as system design sustainability.
AB  - Rad se bavi istraživanjem kapaciteta upravljanja rudnim industrijskim nasleđem Sardinije. Rudarska kultura Sardinije datira iz perioda od pre 8 hiljada godina, gde je oduvek predstavljala industrijski razvojni motor regiona, ugašena je '60-ih godina prošlog veka, a kasnije, 1997. godine, proglašena od strane UNESCO-a za nasleđe od izuzetnog značaja. Danas, ovi predeli se odlikuju izrazitom depopulacijom, i nedovoljnim kapacitetima upravljanja i rukovođenja; pejzaži izuzetne lepote imaju karakter osmišljenih, ali polu-doživljenih i pseudo-živih mesta. Istraživanje je pragmatične orijentacije, sa kvalititativnim karakterom; orijentisano da utvrdi šta i kako treba raditi u odnosu na željenu budućnost. Ono je multidisciplinarnog pristupa i uvek podrazumeva istraživanje u određenom društvenom, istorijskom, ekonomskom i političkom kontekstu. Ispitivanje trendova i urbanih potencijala sardinijske teritorije rađeno je u komparaciji sa savremenom evropskom strategijom. Istraživanje govori o 'zajedničkom kulturnom iskustvu' kao dugoročnoj komponenti održivosti, koja počiva, zasnovana je i pokreće se, na nivou lokalne zajednice. Glavno pitanje rada razmatra 'Glokalnu', lokalnu i globalnu, sposobnost upravljanja pomoću 'ose partnerstva' (lokalni nivo - Parco Geominerario Storico e Ambientale - evropska i globalna mreža geoparkova - UNESKO), kao prve komponente kreativnog partnerstva, koja vodi ka integrisanju lokalne zajednice u participativni, kulturni, proces ponovnog razvoja, u kontekstu sardinijskog rudnog nasleđa kao održivog dizajna ovog sistema.

Reframing public interest in the implementation of large urban projects in Serbia: The case of Belgrade Waterfront Project

AB  - Entrepreneurial urban governments around the world use large-scale projects for promoting cities as a place for enhanced quality of life and attracting investment from an international level. However, large urban projects frequently challenge democratic planning and public interest, and break up conventional city planning models. We argue that the changed city government’s entrepreneurial role calls for reframing the public interest, taking into consideration both global private interests and sustainable impacts and benefits for varieties of local public interests. The paper presents the case of Belgrade Waterfront Project. Results show an efficient entrepreneurial direction of the Serbian national government, contrary to the worldwide experiences where urban governments take the lead. Still, it is questionable whether the outcomes will be just and fair, especially when it comes to “winners’‘ and “losers’‘. We place equity at the top of agenda for public officials and planners in the implementation of large-scale projects. Therefore, we believe there are varieties of public interests on various spatial levels, defined by politicians, explored by planning experts’‘, and accepted by the citizens for obtaining broader social support.
AB  - Preduzetne urbane uprave širom sveta koriste velike projekte u promociji grada za bolji kvalitet života i privlačenje investicija sa međunarodnog nivoa. Ipak, veliki urbani projekti često testiraju demokratsko planiranje i javni interes, i raskidaju konvencionalne modele planiranja gradova. Smatramo da promenjena preduzetna uloga gradskih vlasti zahteva drugačije sagledavanje javnog interesa, uzimajući u obzir istovremeno globalne privatne interese i održive uticaje i koristi za razne lokalne javne interese. Rad prikazuje slučaj projekta Beograd na vodi. Rezultati pokazuju efikasan preduzetni pravac srpske nacionalne vlade, različit od svetskih iskustava u kojima urbane uprave imaju vođstvo. Pitanje je da li će ishodi biti pravični i fer, posebno kada su u pitanju “pobednici” i “gubitnici”. Postavljamo pravičnost na vrh agende za javne službenike i planere u realizaciji velikih urbanih projekata. Verujemo u postojanje varijeteta javnih interesa na različitim prostornim nivoima, definisanim od strane političara, ispitanim od strane stručnjaka u planiranju i prihvaćenim od strane građana za dobijanje šire društvene podrške.

AB  - This paper explores possibilities for linking experiential urban design education with placemaking as an approach to public space improvement in the context of post-socialist countries. It does so by analysing educational, spatial and social rewards and challenges of doing placemaking through public art, derived from experiences of the urban design educational programme Public Art & Public Space (PaPs) at the Faculty of Architecture in Belgrade. The research is based on two experimental projects, "Step to the River" and "Belgrade Boat Carnival", and evaluates their short-term and long-term placemaking effects in the Sava riverfront area in relation to the main goal of the project to produce positive change in space and community through experiential urban design education that uses participatory public art projects as a tool for placemaking.

AB  - This book is a result of collaboration between the Municipality of Negotin and Faculty of Architecture, University of Belgrade that has started in 2011. Through several “Public Art and Public Space” elective courses, more than 100 students, from both levels of study, bachelor level, as well as master level, were able to work, through the wide participatory process, on areas of the Negotin Municipality, especially on the famous wine cellars called: “Negotinske Pivnice”.

The aim of the student projects was to research the architecture, urbanism, landscape architecture, aquatorial (Danube) potential, heritage and art synergy in the function of rural economy development of the area.

Until 2013., numerous presentations, with exhibitions “VinoGrad - The Art of Wine” was realized at the Faculty of Architecture, University of Belgrade and in the city of Negotin, as well. After all, some of these student projects were implemented.

The team consisted of students, professors and experts, from Serbia and from abroad, build a strong bond and cooperation between the Faculty of Architecture and the Municipality of Negotin. Fruitful working environment provided during years involved many other participants from Serbia and abroad. After all, the important contribution to the book is cultural landscape research done by students and professors from Landcspe Architecture, Faculty of Forestry, University of Belgrade.

The whole project was supported by Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), local Municipality of Negotin and local communities of wine producer’s villages.

Until 2013., numerous presentations, with exhibitions “VinoGrad - The Art of Wine” was realized at the Faculty of Architecture, University of Belgrade and in the city of Negotin, as well. After all, some of these student projects were implemented.

The team consisted of students, professors and experts, from Serbia and from abroad, build a strong bond and cooperation between the Faculty of Architecture and the Municipality of Negotin. Fruitful working environment provided during years involved many other participants from Serbia and abroad. After all, the important contribution to the book is cultural landscape research done by students and professors from Landcspe Architecture, Faculty of Forestry, University of Belgrade.

The whole project was supported by Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), local Municipality of Negotin and local communities of wine producer’s villages.",
