AB  - The purpose of this paper was to initiate broad research aimed to establish the preferred color of light of LEDs from a driver's point of view. Two street lighting installations (one with 3000 K and the other with 4000 K LEDs) were evaluated both objectively and subjectively. The objective evaluation, realized using a CCD camera, included detection of small targets and pedestrians. A slight advantage was identified for the 3000 K lighting installation regarding both types of target. As for subjective evaluation (realized through a questionnaire), the task of the participants (drivers) was to choose the more appropriate between the two lighting installations regarding six lighting parameters, as well as the overall visibility. The 3000 K LED installation was evaluated as a better solution for most analyzed parameters, as well as for the overall visibility. However, only the results regarding the color of the light (in favor of the 3000 K LEDs) and the detection of small light-colored obstacles (in favor of 4000 K LEDs) were convincing, which was confirmed by the statistical analysis. Due to the obtained mild preference for the 3000 K LEDs and several limitations/challenges of the conducted surveys, it was concluded that additional research is needed in order to decide on the preferred color of light of LEDs from a driver's perspective.

Importance of the color of light for the illumination of urban squares

AB  - The objective of this article was to establish the significance of parameters relevant for urban square illumination, particularly those related with the color of light. Performed using a questionnaire and with 154 architecture students as respondents, the survey showed that the 18 parameters can be divided into two groups. The first group of 13 parameters refers to the overall impression, influencing the basic and most important lighting aims like safety, security, orientation, visual comfort, and amenity, whereas the second group includes parameters related to lighting features which may negatively influence the overall impression. The four parameters directly linked to the color of light were evaluated lower than expected, indicating that architecture students were probably translating their attitude toward color in architecture to color of light, thus underestimating this lighting parameter. The survey results also showed that female respondents are more sensitive to parameters, which affect safety and security.

Warm white versus neutral white LED street lighting: Pedestrians' impressions

AB  - The subjective impressions of pedestrians are necessary in order to decide on the appropriate colour of light to be used for street lighting. Therefore, a pilot project aimed to compare subjective evaluations of the sidewalk illumination under two street lighting installations, realised by LEDs of 3000 K (warm white) and 4000 K (neutral white), was recently conducted in Belgrade. Both installations had comparable sidewalk illuminances as well as other relevant photometric parameters. The evaluation was done through a questionnaire. A group of 139 (61 male and 78 female) respondents, all of them university students, was asked to grade both lighting installations for the sidewalk light intensity, the appearance of human faces, the colour of light and the colour rendering as well as the overall impression. According to the median values, the 3000 K LED installation was considered better than the 4000 K installation for all aspects assessed as well as the overall impression. Although the survey results convincingly showed a preference for 3000 K LEDs for this comparison, additional research is needed using a more representative sample of people and a wider range of locations before a definite conclusion can be reached.

Drivers' impressions under high-pressure sodium and LED street lighting

AB  - In order to compare drivers' subjective impressions when exposed to high-pressure sodium versus LED street lighting, an experiment was conducted on a Belgrade street. All general requirements for an adequate comparison of subjective impressions, equal luminances being the most important, were fulfilled. A survey was conducted using a questionnaire, which the respondents filled out immediately after driving through both zones of the illuminated street. The respondents, who were young drivers (students), aged 20-25 years, were asked to select the more appropriate of the two installations regarding seven lighting parameters as well as giving their overall impression. The two regimes for which the survey was done gave opposite results. In the normal regime, where both installations had the same photopic luminance, the LED installation was evaluated as a better solution by a majority of the respondents for most of the analysed parameters. In the mesopic regime, where both installations had the same mesopic luminance, most of the respondents judged that the high-pressure sodium installation was the better choice.

AB  - Lighting has the crucial influence on the impression of ambience during the night. Until recently, high-quality ambient lighting was realized by the use of metalhalide lamps with a ceramic discharge tube, because their essential advantages (warm-white colour of light and excellent colour rendering) compared to other conventional light sources used in urban lighting contribute to adequate presentation of ambient characteristics and create pleasant atmosphere. During the last few years, LED lamps are promoted as the ideal solution for ambient lighting. Their small size, controlled light beam and the possibility of changing both the intensity and colour of light make them particularly suitable for architectural lighting. However, the question was raised whether LED lamps are also appropriate for ambient lighting, taking into account the characteristics of urban ambiences which should be emphasized and the effects to be achieved. While photometric, energy and economic indicators of the use of LED luminaires can be evaluated performing measurements or calculations, their other relevant characteristics, like colour appearance, colour rendering, subjective impression of glare, the sense of security and feeling of relaxation in an illuminated space, as well as the possibility of emphasizing elements and details, can only be assessed through an analysis of subjective impressions given by a number of respondents on each of these lighting aspects. Taking the above into account, the doctoral dissertation includes not only the verification of the objective (photometric, energy and economic) aspects, but also the evaluation of the subjective indicators regarding the quality of ambient lighting. The assessment of the subjective indicators was carried out through a pilot project realized on a pedestrian lane in a Belgrade park. AB  - Осветљење пресудно утиче на доживљај амбијента у ноћним сатима. До недавно, квалитетно амбијентално осветљење подразумевало је употребу метал-халогених извора светлости са керамичким гориоником, јер су њихове суштинске предности у односу на остале класичне изворе светлости који се користе у урбаном осветљењу (топло-бела боја светлости и одлична репродукција боја) доприносиле адекватном приказу (истицању) карактеристика амбијента и стварању пријатне атмосфере. Последњих година, као идеално решење за амбијентално осветљење промовишу се светиљке са LED изворима светлости. Њихове мале димензије, усмерени светлосни снопови и могућност промене интензитета и боје светлости чине их изузетно погодним за архитектонско осветљење. Међутим, поставило се питање да ли су LED светиљке погодне за амбијентално осветљење, имајући у виду карактеристике урбаних амбијената које је неопходно истаћи и ефекте које је потребно постићи. Док се провера фотометријских, енергетских и економских показатеља примене LED светиљки може извршити мерењима или прорачунима, остале релевантне карактеристике LED светиљки, попут боје светлости, способности репродукције боја, субјективног доживљаја бљештања, осећаја безбедности, осећаја опуштености у осветљеном простору и могућности истицања елемената и детаља у простору, могу се проверити само уз помоћ субјективног суда испитаника о сваком од наведених аспеката осветљења. Analysis and comparison of lighting design criteria in green building certification systems — Guidelines for application in Serbian building practice

AB  - Green building assessment is currently being introduced into Serbian building practice. Since there is no Serbian
certification system which could support building assessment, and especially lighting design evaluation, this
paper analyzes and compares the lighting design criteria of three international certification systems, LEED,
BREEAM and CASBEE. Specific requirements for each considered criterion, as well as the grading structure and
stringency of these systems, are also analyzed. Based on the conclusions of these analyses, a new set of criteria,
some of which are original, are offered in order to be incorporated into the future Serbian certification system.
Taking into account that the structure of the future system is unknown, the basic applied principle was simplicity
for application and, therefore, a single requirement is defined for each criterion. Finally, a hierarchy within the
new set of criteria is established for both indoor and outdoor lighting. Mandatory criteria are selected first,

abstract = "Green building assessment is currently being introduced into Serbian building practice. Since there is no Serbian
certification system which could support building assessment, and especially lighting design evaluation, this
paper analyzes and compares the lighting design criteria of three international certification systems, LEED,
BREEAM and CASBEE. Specific requirements for each considered criterion, as well as the grading structure and
stringency of these systems, are also analyzed. Based on the conclusions of these analyses, a new set of criteria,
some of which are original, are offered in order to be incorporated into the future Serbian certification system.
Taking into account that the structure of the future system is unknown, the basic applied principle was simplicity
for application and, therefore, a single requirement is defined for each criterion. Finally, a hierarchy within the
new set of criteria is established for both indoor and outdoor lighting. Mandatory criteria are selected first,
while the remaining criteria are divided into two groups based on their relevance. Although predominantly

Subjective impressions under LED and metal halide lighting

The role of urban planning in the process of brownfield regeneration

AB  - The thesis aims at researching the role of urban planning in the process of brownfield regeneration, as one of the most complex sustainable land-use mechanisms. The peculiarity of brownfield regeneration is best seen in the specific way of financing of that process. Namely, the mentioned process requires the funding of public sector and also private capital, but not always does private sector show interest in investing in brownfield land. Nevertheless, whenever this actor decides to take part in the process of brownfield regeneration, private interest becomes difficult to control i.e. the crucial skill in this process is seen as sole balancing between public and private interests. In addition to establishing the cooperation between public and private sector, what also contributes to success of brownfield regeneration is the integration of sector policies focusing on different domains (traffic, environment, local and regional development, etc.). Since planning can be understood as a form of state intervention in the market, this research focuses on the assessment of planning reproach to the process of brownfield regeneration. The basic research hypothesis referred to the advantage of this process being realized through the means of collaborative planning model, comparing to other models (e.g. rational planning model). This assumption was based on a view that an efficient and effective decision-making process about brownfield regeneration needed harmonised interests, as well as synergy of knowledge and skills, and is carried out by interested parties which are involved in a given process. This leads to the next hypothesis which referred to the position of planning expertise in the process of brownfield regeneration. Hence, it was assumed that a successful realisation of brownfield regeneration process was a direct consequence of the synthesis of experts' knowledge (as the main feature of rational planning model), but also the skills of negotiation, facilitation and meditation ingrained in collaborative planning model. Considering the fact that planners' activity is inseparable from the specific context in which it takes place, it is important to review transformation and adaptation of the institutional framework to collaborative planning model, which leads to the next hypothesis. Therefore, it was presumed that an effective process of brownfield regeneration required a formal institutional framework which enables collaboration, as X follows: collaboration of sectors, disciplines and institutions at the horizontal level, but also at the vertical planning levels, as well as the functioning of public-private partnerships. Besides, institutional transformation means incentive to informal planning approach and innovative procedures to regulate the participation of a range of different stakeholders in the planning process.
AB  - Теза се бави истраживањем улоге урбанистичког планирања у процесу регенерације браунфилд локација као једном од најсложенијих механизама одрживе употребе земљишта. Специфичност регенерације браунфилд локација се огледа у посебном начину финансирања тог процеса. Наиме, дати процес захтева средства јавног сектора, али и приватног капитала, при чему приватни сектор често није заинтересован за улагање у браунфилд локације. Ипак, када се поменути актер одлучи да учествује у процесу браунфилд регенерације, тешко је успоставити контролу над приватним интересом, тј. балансирање јавног и приватног интереса постаје кључна вештина у датом процесу. Поред успостављања сарадње јавног и приватног сектора, успеху браунфилд регенерације доприноси и интеграција секторских политика из различитих домена (саообраћаја, животне средине, локалног и регионалног развоја, итд.). С обзиром да се планирање може разумети као један од облика интервенције државе на тржишту, фокус овог истраживања је на испитивању планског приступа процесу регенерације браунфилд локација. Основна истраживачка хипотеза се односила на предност одвијања процеса браунфилд регенерације у колаборативном моделу планирања у односу на остале планске моделе (нпр. рационални). Претпоставка је заснована на ставу да ефикасан и ефективан процес доношења одлука о браунфилд регенерацији захтева усаглашеност интереса, као и синергију знања и вештина чији су носиоци заинтересоване стране које учествују у датом процесу. Одавде је директно произашла следећа хипотеза која се односила на позицију планерске експертизе у процесу браунфилд регенерације. Дакле, претпостављено је да је успешна реализација процеса браунфилд регенерације директна последица синтезе експертских знања (као доминантне одлике рационалног планског модела), али и вештина преговарања, фасилитације и медијације, које су иманентне колаборативном моделу планирања. С обзиром да је планерска активност неодвојива од конкретног контекста у којем је смештена, важно је преиспитивање трансформације и прилагођавања институционалног оквира колаборативном моделу планирања, одакле је произашла последња VI хипотеза. Стога је претпостављено да ефективан процес браунфилд регенерације захтева формални институционални оквир који омогућава колаборацију и то: колаборацију сектора, дисциплина и институција на хоризонталном нивоу, али и на вертикалним нивоима планирања, као и функционисање јавно-приватних партнерстава. Поред тога, институционална трансформација подразумева подстицање неформалних планских приступа, односно иновативних процедура, којима се регулишу начини учешћа читавог спектра различитих стејкходлера у планском процесу.
