AB  - The development of New Belgrade, initiated in the post-war period, was based on the Modernist concept of urban structure.
The planned central zone was never built, but the local community places, as urban hubs for meeting and gathering, have been
developed within the initially conceived open public spaces. Considering their importance for establishing and strengthening local communities, the article focuses on the development tendencies detected in emerging urban hubs of the residential
Blocks 37 and 38. Unlike many other blocks of New Belgrade, which have been exposed to drastic changes of their original
Modernist structure, their authentic setting have remained mostly intact since their construction in the 1970s. Therefore, they
are selected as the examples of a new process of community planning which has followed the activities of place making.
Triggered both by the changed patterns of use and the specifcities of original spatial features, these changes also infuence
the local neighborhood while shifting the perception of the previously neglected open public spaces. The emerging hubs are
analyzed on the level of networks, confguration and places, providing an insight into ongoing transformation of both the
space and the local community.

AB  - The main research goal is to reassess the notion of the good and to re-establish its constituentrole in planning. The starting hypothesis is that the good is the basis for the existence of planning as anethical activity, hence that, without believing that planning can contribute to better city development,the need for planning will disappear. Given the value of the good for planning, it is expected that, assuch, holds a central position in the scientific debate about the essence and the role of planning in thecontemporary context. From this conviction, the significance is given to the analysis of theoreticalthought as a foundation for model formation through a systematic literature review.It is believed that the diversity of theoretical standpoints could influence the creation of аnormative basis for action in practice and enable the definition of aspects that guide value judgmentabout the good in city development practice. These elements form the logical setup of the model, whichwill be applied in the analysis of specific case studies in Belgrade to test the model and to define locallyspecific conditions. Accordingly, the main expected result of the research is the contribution totheoretical knowledge and the creation of a value-based judgment model, hence establishing aframework for legitimacy in decision-making on city development.The practical application of the created model is twofold. On one hand, the conceptual modelshould contribute to maintain the legitimacy of planning and question the basis for defining theregulatory framework, while on the other hand, it should contribute to the development of newevaluation methods of planning processes and products. Research should contribute to expert reasoningand greater awareness among planners and researchers about the importance of the good, thuscontributing to a better overall position of planners in society and a broader social understanding.

To su površine koje su za vreme korišćenja  objekta izložene različitim uticajima koji mogu da promene projektovani izgled i funkciju, kao i površine koje kao korisnici objekta i/ili obični prolaznici prvo primetimo i pamtimo.
U radu je prikazan primer koji potvrđuje neophodnost preventivnog održavanja i zaštite površina koje su obložene kamenom, kao i preporuke za održavanje tokom upotrebnog veka objekta.
AB  - Frontage and other surfaces on/in the facility and around it, in addition to the functional and protective role related to the construction, installation network, devices and equipment, also have a visual and aesthetic role within the entire facility environment. These surfaces are exposed to various influences which may affect the designed appearance and function, especially those parts which are first noticed and remembered by facility users and/or passers-by.
This paper presents an example which asserts the high necessity for preventive facility management and protection of stone-coated surfaces, as well as the recommendations for proper maintenance in the course of the facility life-cycle.

AB  - A proper systematic approach to the restoration of historic buildings is crucial in the
preservation of heritage buildings. This paper presents the unity between the restoration of a
historic building and sustainability. The aim of the research is to establish an effective method for
the restoration of historic buildings and their reuse and sustainable renovation in terms of energy
efficiency, in accordance with modern needs and conservation requirements while maintaining the
authentic appearance. The main method in the paper is the observation of a historic building during
its restoration and exploitation, analysis and evaluation of the results achieved in improving energy
efficiency and energy saving in the example of the building within the Žica Monastery in Serbia, a
cultural monument of exceptional importance. The subject of the research is the Dining Room within
the Žiˇca Monastery and the analysis of the restoration results in order to ensure energy refurbishment
and cultural heritage enhancement. The research findings are recommendations for the restoration
and adaptive re-use of historic buildings, in accordance with modern requirements for comfort and
environmental protection. The greatest contribution of this paper is the practical verification of energy
refurbishment of the restored historic building, the Dining Room, by applying the principles and
measures of energy efficiency, maintaining the authentic appearance of the building, in accordance
with the conservation requirements.

Strategic Planning and Management Model for the Regeneration of Historic Urban Landscapes: The Case of Historic Center of Novi Pazar in Serbia

AB  - The purpose of this paper is to identify the role of strategic planning as a sustainable tool for regulating both the protection and development of historic urban landscapes, as well as developing an adequate and effective strategic model and management instruments for implementation. The role and importance of strategic planning are examined in the context of global transformative actions in the urban governance of community and private sector engagement and sustainable development on the local level. We argue that a specific—tailor-made—integrated strategic urban planning approach could be a useful model, both for development and urban regeneration and for the preservation of protected valuable historic urban landscapes, thus contributing to a sustainable urban revival of wider surrounding territories including cultural, social and economic development. We stand on the position that the sustainable approach to the protection and revitalization of the historic urban landscapes has to be in line with the acknowledgment of specific local community values, contemporary needs, their involvement, and, eventually, their satisfaction. The case study method was based on the example of a protected historic center of Novi Pazar in Serbia to test the possibilities of applying strategic planning model and management for the implementation tailored to the local context. Eventually, the scenario method was applied to test the possibilities of a simulation of the strategic planning model and management instruments for a protected historic center. We found that the appropriate combination and utilization of regulatory, economic and informational management instruments have to be in place in the specific context. We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center.

We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center.",

AB  - The field of housing has undergone significant changes during the challenging post-socialist transition. Serbia has been a somewhat different case in the way that its transition was postponed and more complex. Conversely, its housing also carries the legacy of the more developed former socialist Yugoslavia. This dichotomy can easily be observed in the case of the newly-built, “transitional” multi-storey housing. However, the data relating to its characteristics is rare and insufficiently accurate. The aim of this chapter is to improve the research of the urban dimension in newly-built multi-family housing in Serbia, regarding housing planning in the new master and detailed urban plans for Serbian cities. This has been researched by analyzing the professional knowledge and experience of local experts. Therefore, the method used in the research was survey, in which urban experts had participated. It had been carried out in May 2015.

AB  - Urban shrinkage has become a widespread phenomenon in contemporary urbanisation. Shrinking cities present multiple shrinkage-connected problems, where the most acute ones are demographic and social decline caused by bad economic performance. These problems are usually mirrored in urban space and thereby matters for urban planning, which, predictably, proposes mainly economic- and demographic-based models and solutions for shrinking cities. The other factors, such as environmental issues, are not well-established both in relevant theory and practice. Generally, environmental issues play a minor role for shrinking cities. However, they can be the factors to cause or to display the consequences of urban shrinkage, but they can also contribute to overcome related challenges. Therefore, environmental issues are unavoidable in any future agenda or policy in urban planning towards shrinking cities. The first step in the process of linking these two scientific fields – the concept of shrinking cities and environmental science – is certainly to check which environmental issues are relevant for the phenomenon of urban shrinkage. This is the main purpose of this research. It aims to collect and systematise the current knowledge about these links. The findings of this investigation bring new interrelations for the multi-face character of the concept of shrinking cities. Therefore, this research presents a new input how to strengthen currently weak links between the concept and shrinking cities and environmental studies, to facilitate a more adaptive planning for urban shrinkage.

AB  - Purpose – The purpose of this paper is to present a critical review of the key trends in the integration of
photovoltaic (PV) facilities into the built environment in cities. This is regarded as part of a series of measures
towards wider use of renewable energy sources.
Design/methodology/approach – The problem has been approached from the point that cities are
consumers of large amounts of energy. They require uninterrupted energy supply but with dynamic power
profile. Mainly consumption of energy generated from fossil fuels is present nowadays with significant
pollution of the environment as a consequence. The sustainable energy transition in cities means increasing
the supply of energy from renewable sources.
Findings – The paper points to the integration of PV renewable systems in the built environment,
opportunities and constraints, design conditions and tools. The consideration of the constraints which creates
urban environment is carried out to understand the complexity of selecting locations in the cities. The paper
gives an overview of the possibilities of PV systems integration in the built environment and discusses
physical limitations in the urban environment and simulation tools as well as challenges and research and
development issues.
Research limitations/implications – The paper offers a critical review of the PV applications which
have been illustrated with examples from developed countries. However, examples from developing markets
have not been considered. Future work would address this limitation and enable the discussion from a
comparative perspective.
Social implications – The study gives a comprehensive overview of PV integrations in contemporary
cities, stimulating architects’ practitioners to acquire the PV technology and aesthetics, and to apply it in
future developments.
Originality/value – Observing the use of PV applications from the perspective of architects and designers
the discussion and examples covered in this paper offers an original review, which provides the base future indepth studies on PV applications in various contexts.

AB  - Focusing on the social aspect of sustainability, this article provides insight into the process of spatial and functional reconsideration of open public spaces in two selected super-blocks in Belgrade, Serbia. Although their spatial typology is similar, one of them was created during the 1960s in New Belgrade, a new administrative center of the city based on the principles of functionalism, while the other one was built during the 1970s, as a part of urban reconstruction conducted in the central areas of Belgrade (Vračar municipality). The beginning of the 21st century has brought new challenges to open public spaces, reflecting the post-transitional changes of the Serbian socio-economic context, as well as the contemporary urban needs of inhabitants. Consequently, both blocks have developed new gathering places for their local communities, although applying two different approaches, spontaneous/informal (New Belgrade) and formal (Vračar). Considering the specificities of both initiatives and the relationship between local communities and the open public spaces of super-blocks, the comparative analysis is conducted in order to identify the occurring social, spatial, and functional modifications, and the achieved level of social sustainability.

Assessment of the sustainability of façade refurbishment

AB  - Dominant share of the residential stock in the European countries has an exploited service life and is in a need for façade refurbishment. This paper contributes with an establishment of a tool for assessment of the sustainability of design options for buildings` façade refurbishment. The tool is based on a multicriteria system, assessing four design criteria, relevant to the process of façade refurbishment. The criteria are evaluated by several surveyed participants by utilizing the Analytic-Hierarchic Process (AHP).The tool is applied on several façade refurbishment design proposals assessment on a case-study of a residential building situated in Skopje, Western Balkans, Europe. Each of the façade proposals is assessed regarding their energy performance, CO2 emissions, investment costs and return of investment. Further, the results of the LCA analysis of the applied materials shows the contribution of each of them to the overall sustainability performance. The results of this research show that the use of wood and modified wood products as façade elements used for buildings` façade refurbishment can substantially decrease the greenhouse emissions and contribute to the carbon offset. However, due to the higher investment costs, the return of the investment is longer, leading to lower sustainability assessment ranking. It is concluded that the refurbishment of the façade with a conventional contact façade has the highest ranking on sustainability, followed by façade refurbishment with contact façade combined with only roof refurbishment/glazing refurbishment or both. Also, the modified wood wall types show high sustainability ranking regarding their refurbishment potential.

abstract = "Dominant share of the residential stock in the European countries has an exploited service life and is in a need for façade refurbishment. This paper contributes with an establishment of a tool for assessment of the sustainability of design options for buildings` façade refurbishment. The tool is based on a multicriteria system, assessing four design criteria, relevant to the process of façade refurbishment. The criteria are evaluated by several surveyed participants by utilizing the Analytic-Hierarchic Process (AHP).The tool is applied on several façade refurbishment design proposals assessment on a case-study of a residential building situated in Skopje, Western Balkans, Europe. Each of the façade proposals is assessed regarding their energy performance, CO2 emissions, investment costs and return of investment. Further, the results of the LCA analysis of the applied materials shows the contribution of each of them to the overall sustainability performance. The results of this research show that the use of wood and modified wood products as façade elements used for buildings` façade refurbishment can substantially decrease the greenhouse emissions and contribute to the carbon offset. However, due to the higher investment costs, the return of the investment is longer, leading to lower sustainability assessment ranking. It is concluded that the refurbishment of the façade with a conventional contact façade has the highest ranking on sustainability, followed by façade refurbishment with contact façade combined with only roof refurbishment/glazing refurbishment or both. Also, the modified wood wall types show high sustainability ranking regarding their refurbishment potential.",

AB  - This study deals with the integrated process of conservation and restoration of architectural heritage and sustainability. The objective of the research was to define adequate methodologies for the structural restoration of historic buildings, their re-use, and sustainable refurbishment in accordance with modern requirements and conservation standards while maintaining the original visual character by using natural stone as an authentic building material. The main research method was the in-situ observation of the historic structures during the restoration and adaptive re-use, the analysis, and evaluation of the research findings regarding energy efficiency improvements and energy saving in the Haybarn complex within the monastery Hilandar, Mount Athos, Greece. Due to its cultural and natural values, Mount Athos has been inscribed on the UNESCO World Heritage List. The research included the damaged and abandoned agricultural structures that belong to the Haybarn complex and the analysis of the obtained results after the restoration had finished and the abandoned premises had been turned into guest rooms for the visitors of Hilandar monastery. The result section states the findings of the research arranged as recommendations for historic building restoration and re-use, emphasizing their new function in accordance with modern comfort requirements and environmental protection standards. The main contribution of this study is the analysis of the research findings and the possibilities of energy refurbishment of the restored historic buildings, through the use of natural stone as authentic local construction material, in accordance with energy efficiency measures and principles, conservation requirements and cultural heritage conservation standards.

Lessons of Urbanism of Belgrade from the 19th Century

AB  - The purpose of this paper is to present the urban development and reconstruction of Belgrade during the period of development of Serbian urbanism in the 19th century. Research results are reflected in the acknowledgment of experiences and drawing lessons for improving governance and planning methodology in the contemporary context. The research has shown that the elements of visionary urbanism are embodied in the regulatory and planning aspects of urban governance through the ideas of one statesman – Prince Miloš, and one scholar – Emilijan Josimović – being even today up-to-date and contemporary. Special emphasis is placed on the use of economic and regulatory instruments created for the plans implementation for urban reconstruction and urban heritage by balancing humanistic, economic and social aspects at the time of the modern Serbian statehood formation. The research suggests that the methodology of urban plans conduction, as well as the legal framework and regulation of the protection of both public and private interests, has a deeply rooted tradition in Serbian conditions and can be a sign and lesson for contemporary urban trends in the construction and development of new parts of cities and in the regeneration of urban heritage.

srpskog urbanizma u 19 veku. Rezultati istraživanja ogledaju se u prepoznavanju iskustava
i izvlačenju pouka za unapređenje metodologije upravljanja i planiranja u savremenom
kontekstu. Istraživanje je pokazalo da su, elementi vizionarskog urbanizma, oličeni u
regulatornim i planskim aspektima urbanog upravljanja kroz zamisli jednog državnika –
kneza Miloša, i jednog učenjaka – Emilijana Josimovića – i danas aktuelni i savremeni.
Poseban osvrt daje se na upotrebu ekonomskih i regulatornih instrumenata kreiranih
za sprovođenje planova urbane rekonstrukcije i urbanog nasleđa kroz uravnoteženje
humanističkih, ekonomskih i socijalnih aspekata u vreme formiranja savremene srpske
državnosti. Istraživanje ukazuje da metodologija izrade urbanističkih planova, kao i pravni
okvir i regulisanje zaštite i javnog i privatnog interesa ima duboko ukorenjenu tradiciju u
srpskim uslovima i može predstavljati putokaz i pouke za savremene urbanističke trendove
prilikom izgradnje i razvoja novih delova gradova i prilikom regeneracije urbanog nasleđa.

Urban Design Education for Placemaking: Learning From Experimental Educational Projects

AB  - Placemaking is a people-centred, multi-faceted approach which aims at strengthening connections between people and the places they share as a basis for sustainable urban development. It creates a new context for urban design practice, a context in which urban designers should value the lay knowledge of "ordinary people" (who are considered to be place-makers too); should recognise the importance of both cognitive and emotional connections between people and spaces for creating a sense of place; and should participate as partners in a collaborative process of making a place.
Traditional studio-based urban design education, featuring solipsistic, elite, and abstract design practices, proves to be inadequate in relation to the placemaking paradigm of urban development. In search for a new approach, we argue that for urban design education to be relevant for the placemaking practice, it should broaden its basis to include not only gaining knowledge and developing skills in urban design, but also valuable site-specific and community-based learning experiences aimed at developing cognitive and emotional connections between people and spaces so as to produce a sense of place and a sense of sharing a place.
Opportunities and constraints of urban design education for placemaking, relying upon place-based and community-based learning approaches, were explored and discussed within the frames of two experimental urban design educational projects at the University of Belgrade - Faculty of Architecture, that were conducted in collaboration with local communities in Belgrade and Negotin (Serbia). Lessons learned from these projects have been further used as recommendations for shaping a curriculum of urban design education for placemaking.

AB  - The main purpose of this paper is to expand the possibilities for linking local urban development and educational process in the field of creative use of culture and tourism in relation to the place branding. Therefore, the chapter presents a model of cooperation between municipalities and higher education institutions in addressing important issues for local development. The research was conducted through the cooperation between the City of Smederevo and the University of Belgrade - Faculty of Architecture, realised during the spring semester of the school year 2017/18 on the Master Project at the Master Integrated Urbanism Programme. A specific aspect of cultural tourism resulted in the development of different research topics, mentored through two lines of reasoning. One line investigated how new concepts of cultural tourism can be employed in using local values as a key element of place branding strategy and the second line explored the means of better management and activation of already appreciated assets of the city. New possibilities and successful case studies of the creative use of cultural heritage were examined at the same time.
The research indicates the importance of cultural innovation and creative projects for the extension of cultural and tourist offer of the city of Smederevo as well as for the enabling conditions for conception and successful implementation of place branding strategies. Creative exploration of cultural tourism can hold a nucleus for improving the quality of life in physical, social and economic terms for residents and tourists.

AB  - Medieval fortresses represent an important tangible heritage of a nation’s culture and a valuable development asset for a particular destination on which its place-branding strategy for tourism could be built upon. Traditionally in Serbia, heritage protection and conservation have been mainly concentrated on the tangible aspects of cultural sites and monuments. Nevertheless, with the advent of urban heritage integration in the local sustainable development processes and place-branding strategies, a greater appreciation of the spirit of the place and its intangible components, as well as the need to adapt it to local contexts with more participatory forms of heritage planning, have started to emerge. A wide range of stakeholders brought the involvement and participation of both the local government and community members, including residents, as an indispensable element of the protection actions and broader urban development policies. The paper aims to validate the correlation between both intangible and tangible cultural heritage and its contemporary use for place branding and tourism development. In doing so, we have employed the case study method on the two fortresses on the Danube in Serbia to show the ways in which local stakeholders have mobilized their forces in cooperation with the university to use their cultural heritage assets for tourism and more extensive sustainable territorial development. We have found that despite new inclusive forms of governance, which is attracting the attention of planning and heritage practitioners in Serbia, the contemporary approach of integrative protection and the intangible aspects of cultural heritage are still not fully utilized. For this reason, in this study, we consider methods based on environmental aesthetics approaches to cultural heritage that point out the significant inclusion of immaterial intangible cultural heritage in an unbreakable bond with material tangible heritage. The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects.

abstract = "Medieval fortresses represent an important tangible heritage of a nation’s culture and a valuable development asset for a particular destination on which its place-branding strategy for tourism could be built upon. Traditionally in Serbia, heritage protection and conservation have been mainly concentrated on the tangible aspects of cultural sites and monuments. Nevertheless, with the advent of urban heritage integration in the local sustainable development processes and place-branding strategies, a greater appreciation of the spirit of the place and its intangible components, as well as the need to adapt it to local contexts with more participatory forms of heritage planning, have started to emerge. A wide range of stakeholders brought the involvement and participation of both the local government and community members, including residents, as an indispensable element of the protection actions and broader urban development policies. The paper aims to validate the correlation between both intangible and tangible cultural heritage and its contemporary use for place branding and tourism development. In doing so, we have employed the case study method on the two fortresses on the Danube in Serbia to show the ways in which local stakeholders have mobilized their forces in cooperation with the university to use their cultural heritage assets for tourism and more extensive sustainable territorial development. We have found that despite new inclusive forms of governance, which is attracting the attention of planning and heritage practitioners in Serbia, the contemporary approach of integrative protection and the intangible aspects of cultural heritage are still not fully utilized. For this reason, in this study, we consider methods based on environmental aesthetics approaches to cultural heritage that point out the significant inclusion of immaterial intangible cultural heritage in an unbreakable bond with material tangible heritage. The most remarkable result of our research is that while a vast number of stakeholders with local knowledge and sense of the spirit of the place have been involved in the planning process, intangible aspects of the analyzed heritage cases are present in educational projects, and are only partially present if it comes to implementation. This clearly demonstrates that the focus on tangible aspects and spatial interventions of the place branding of cultural heritage is still dominant in Serbia, despite acknowledgment of the economic and social aspects of sustainability in the planning phase in educational projects.",

AB  - The influence of place branding in urban development has more importance than ever. Nevertheless, little attention is given to how place branding strategies are interrelated with planning, especially in post-socialist urban development. The purpose of this paper is to critically explore experimental educational projects conducted through cooperation between academia and local governments in Serbia, perceived as a simulation of strategic planning and place branding. We argue that educational projects hold power to create additional value in place and contribute to place branding by using a variety of planning and design instruments as a means of transformative spatial and social change both for communities and students as future planners. This paper uses theoretical exploration to develop reflective structural elements and a set of criteria essential to interlink strategic planning and place branding, thus providing a unique apparatus for the evaluation of educational projects. By emphasizing the possibilities and limitations of educational projects, the paper contributes to the theoretical advancement of place branding and strategic planning interlink and sheds light on the effects that those projects may have on spatial development and governance of the territory.

AB  - Using heritage as a cultural artifact in city development is not new, but little has been explored about how urban heritage can be utilized as new generative value and a new planning instrument for the revival of cities. The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

AB  - Collaborative strategic decision making has to be widely informed, communicated and knowledge-based in order to innovate transformations toward local and global sustainability. It is unimaginable that this process could be effective without computer-aided information support, but the research indicates the utilization constraints within human capacities to recognize their usability and usefulness. These constraints seem to be even more challenging within the intensively transitional social contexts, such as Serbia. We argue that understanding the relationships between sustainability, governance, and planning in a specific social context has profound importance to gain usefulness of information support and to ensure its increasing utilization. Identifying the practical path of information support modeling requires an operational framework that encompasses innovative and socially valid initiatives. Therefore, an integral theory framework was chosen to comprehend all social influences on the information support of successful utilization. This article presents the integral framework of the information support's conceptual setting, which was used to build up community-based collaborative action research (CBCAR) as a transformative social learning process that enables information support utilization, and it was tested in six municipalities of Serbia. The implementation of pilot territorial information support (TIS) initiatives resulted in continuous and proactive local community efforts in information support development and usage.

Multifunctional Public Open Spaces for Sustainable Cities: Concept and Application

AB  - The idea that multifunctional open spaces support sustainable urban development has been widely accepted in theory and intensively used in practice of urban planning and design. It is based on the assumption that multifunctional spaces bring a wider spectrum of environmental, social and economic benefits to urban areas. And yet, multifunctionality of space is still a vague and diffuse concept that needs further clarifications. Besides that, different academic disciplines understand and use this concept in different ways. This makes the application of the concept difficult to assess and manage in relation to different aspects of urban sustainability. Through the literature review, this paper analyses and compares how the concept of multifunctionality is used in various spatial disciplines (urban planning and design, landscape architecture) in order to better understand and relate its different dimensions, applications and expected benefits for sustainable development. Based on this, a new, relational and multidimensional conceptualisation of the multifunctionality of public open spaces is proposed for analysis and assessment of urban design solutions. It is further applied and discussed in relation to students projects from “Ecological urban design studio” from the University of Belgrade Faculty of Architecture, as visions for development of multifunctional public open spaces in modernist mass housing area of “Sava Blocks” in New Belgrade, Serbia.
AB  - Ideja da je mutlifunkcionalnost otvorenih prostora važna za urbanu održivost se sve vise naglašava u teoriji i sve češće primenjuje u praksi urbanog planiranja i dizajna. Pretpostavlja se da multifunkcionalni prostori mogu da pruže širi spektar ekoloških, društvenih i ekonomskih koristi. Međutim, sam concept multifunkcionalnosti nije dovoljno teoretski elaboriran. Dodatno, različite akademske discipline konceptualizuju i koriste ovaj concept na različite načine. Usled toga je otežana procena kako multifunkcionalni otvoreni prostori stvarno doprinose održivom urbanom razvoju i kako ih razvijati sa tim ciljem. Ovim radom se, na osnovu pregleda literature, analiziraju i porede načini konceptualizacije i primene koncepta multifunkcionalnosti prostora u različitim displinama prostornog razvoja ( urbanističko planiranje i dizajn, pejzažno planiranje i arhitektura) kako bi se razumele i uspostavile veze između različitih dimenzija multifunkcionalnosti i očekivanih koristiod primene koncepta za održivi urbani razvoj. Na tim osnovama se definiše nova relacijska i multidimenzionalna konceptualizacija (multi)funkcionalnosti javnih otvorenih prostora kao analitički okvir za vrednovanje doprinosa projekata urbanog dizajna održivom razvoju. Primena novog analitičkog okvira se demonstrira i diskutuje na primeru studentskih projekata sa studija “Ekološki urbani dizajn” sa Univerziteta u Beogradu- Arhitektonskog fakultet, kao vizija razvoja multifunkcionalnih javnih otvorenih prostora modernističkog kompleksa “Savskih blokova” u Novom Beogradu u Srbiji.

AB  - Community-Led Local Development (CLLD) is recognised as fundamental for achieving social,
economic and environmental goals of Horizon 2020 Strategy. Recognising the importance of
its place-based dimension of development, it promotes process of “territorialisation” perceived
as co-production of society and environment, in which both have agency. Therefore, it implies
implementation of an integrated community collaborative research and action in the process
of discovering and innovation of the sustainable economic trajectories. The CLLD concept is
implemented within the EU territory throughout LEADER Programme and the implemented
local initiatives were evaluated as very successful. However, operationalisation of the concept of
territorialisation and CLLD present a methodological challenge. In the context of the Republic of
Serbia, due to the initialised EU pre-accession process, Leader Plus program was initiated. However,
in spite of the several very successful pilot initiatives, this program did not reach the expected
success. One of the main reasons identified was insufficient capacities to perform and implement
collaborative research process at a local level, as in the case of Smederevo. As a consequence, the
cultural tourism territorial resources are not used in its full capacity. This research focuses on the
exploration of possibilities to build up local capacities with a view to improving cultural tourism offer
trough a participatory Web-GIS platform.

AB  - DANUrB – DANube Urban Brand – је пројекат изградње регионалне мреже кроз туризам и образовање ради јачања „дунавског“ културног идентитета и солидарности. Културна мрежа има за циљ да ојача регионални културни идентитет Подунавља и створи заједнички бренд кроз неговање прекограничне културне везе између насеља дуж Дунава и кроз истраживање неискоришћених или скривених ресурса културног и друштвеног капитала у намени бољег привредног и културног бољитка. Главни циљ пројекта је стварање свеобухватне просторно-културне мреже, „Дунавске културне променаде“, која би повезала све заједнице дуж реке, уједињујући их у једну туристичку дестинацију као бренд. Овим кратким приказом пројекта тежи се да обухвате кључне развојне могућности малих подунавских градова кроз заједничко умрежавање. Међутим, током двогодишњих истраживања и сарадње са локалним самоуправама дуж Дунава јасно уочено је да је ширина датих могућности већа, али и да постоје и бројни локални изазови повезани са економским и демографских опадањем већине ових градова. Циљ округлог стола је ђ да размотри питање општег опадања подунавских градова и њихове обнове у оквиру развоја културног туризма заснованог на јачању локалног и регионалног идентитета.
