AB  - Planning professionals are becoming increasingly vocal in calling for the development of cities and urban environments distinguished by fairness, equity, and social justice for all. Complex challenges and growing inequality in urban areas, compounded by issues of resilience and energy dependence, emphasise the need to ensure equal opportunities, access to resources, and quality of life for all residents, regardless of their social and economic status, race, gender, or other characteristics. It is therefore clear that the impact and longevity of interventions by architects require a cross-cutting approach and a structured process whereby a balance must be struck between space and form, on the one hand, and social, environmental, and economic issues, on the other. As such, planners’ responses must seek to integrate knowledge from strategic thinking on equitable development, spatial planning, and urban design.
Strategic urban design has been applied continuously for the past 18 years as an approach to shaping space in the Urban Design Studio offered as part of undergraduate architecture studies at the University of Belgrade. This method was developed over the years through the various formats of the Studio in co-operation with many members of the Urbanism Department, student demonstrators, and visiting academics and professionals. The results of work done in the Studio were collected and presented in numerous publications and national and international exhibitions.
In addition to using this particular methodology, the Studio approach was oriented towards themes and issues relevant to the local community and sought to find modes of improving local quality of life. It was rooted in an understanding of urban design as an activity of especial importance for the quality and way of life in cities and effecting positive change in society. The method emphasised the creative role of design, combining it with a more socially conscious and politically responsible approach to develop effective techniques for facing complex urban issues.
This paper presents a comprehensive overview of work done in the Urban Design Studio and showcases extracts from its methodological approach to learning.

AB  - Рад је посвећен истраживању трансформације
институционалне структуре урбанистичког планирања у
периоду постсоцијалистичке транзиције у Србији. Циљ је
омогућавање увида у путању модификације урбанистичког
планирања услед структурних промена друштвено-
економског и политичког система у временском обухвату
од 2000. године до данас. У фокусу истраживања су
анализа промена улоге и позиције институција у процесима
одлучивања о урбаном развоју, и посебно механизми који
се у тим процесима користе. Кроз хронолошки преглед
урбанистичких планова изабраних новобеоградских
блокова на Савском кеју посматра се неколико аспеката
процеса планирања: (а) промене у планираним наменама
површина, (б) промене у учешћу институција у процесу
планирања и (ц) промене у коришћеним механизмима
у процесу планирања. Резултати истраживања показују
да је током две деценије постсоцијалистичке транзиције
урбанистичко планирање трансформисано у правцу: (а)
кључног инструмента за редистрибуцију просторних
ресурса у корист интереса приватног капитала, (б)
централизације одлучивања − у вертикалном смислу кроз
проширени утицај виших нивоа власти, а у хоризонталном
смислу концентрацијом моћи у оквиру групе доносилаца
одлука на градском нивоу и (ц) разраде механизама
доношења одлука на самом крају процеса планирања и
унутар уског круга институција градске власти, употребом
института амандмана.
AB  - The article researches the transformation of the urban
planning institutional structure in the period of the postsocialist
transition in Serbia. The goal is to provide an insight
into the path of how urban planning has been modified due to
structural changes in the socio-economic and political system
in the period from 2000 to the present day. The focus of the
research is the change in the role and position of institutions
in decision-making processes on urban development, and
especially the instruments used in those processes. Through a
chronological review of the urban plans of New Belgrade blocks
on the Sava Quay, several aspects of the planning process are
observed: (a) changes in the planned uses of areas, (b) changes
in the participation of institutions in the planning process and
(c) changes in the instruments used in the planning process.
The results of the research show that during the two decades of
the post-socialist transition, urban planning was transformed
in the direction of: (a) becoming a key instrument for the
redistribution of spatial resources in favor of the interests of
private capital; (b) the centralization of decision-making -
vertically through the expanded influence of higher levels of
government, and horizontally by the concentration of power
within the group of decision-makers at the city level; and (c)
the elaboration of decision-making mechanisms at the very
end of the planning process and within a narrow circle of city
government institutions, using the institute of amendments.
