gradskom prostoru.
morfologiju i kvalitet urbanog života.
urbanog kontinuiteta gradova.
AB - A tangible discrepancy exists between the creation of architectural and urban planning guidelines for embassy building typology and its implementation, most noted within the public space. Numerous studies have noted the systematic lack and inefficiency of architectural and urban planning strategies, linked to extraterritorial privileges of the examined typologies. This investigation aims to determine the outcomes of created architectural typologies, as well as the success of their spatial integration. Specifically, it investigates the spatial effect it produces in exploratory case studies for Tokyo, Japan.
This paper argues that, due to the threats of terrorism and urban violence, as well as specific spatial/security requirements, embassy buildings have become generators of disruptive discontinuity in the city’s urban matrices. These typologies, in particular, are exempt from almost all forms of local architectural and urban planning control of host countries, owing to their extraterritorial privileges. As such, security concerns tend to extend onto the surrounding public spaces and neighbourhoods, creating detrimental effects on the urban tissue, its continuity, and morphology and, consequently, the quality of urban life.
As one of the safest cities in the world with a particular urban developmental strategy, Tokyo has been chosen as a prime example for examining diplomatic architectural typologies. Presented case studies (USA, Brazil, UK) examine extremes of open and introverted architectural programs, elaborating their influence onto the neighbouring public spaces. Both integration and spatial sequestration are noted, arguing place-making decisions as one of the main catalysts in shaping and/or disrupting urban continuity.

Soft Power Architecture: Establishing an Interdisciplinary Methodological Approach for the Research of Embassy Buildings

AB - Architecture can be viewed as a system of circumstance structuring that does not exist independently from the contextual occurrences. It captures, constructs and legitimizes oftentimes conflicting societal realities and ideologies. One of these aspects is observable within the concept of soft power, defined as the capability to attract and persuade without coercion and payments. Additionally, soft power resources are the assets that produce such attraction but cannot always be measured or have tangible physical manifestations. What happens when soft power does have spatial manifestations?
Soft power architecture is positioned as an amalgamation of processes and outcomes that must be examined and explained as an indissoluble structure. This paper focuses on establishing an interdisciplinary methodological approach through mapping and classification of the state sponsored (re)production processes for spaces aimed at the communication of the officially sanctioned images/messages of national identity. Placement of ideological narrative-building processes or lack thereof, for embassy buildings is observed as the representative model for this research.
The findings dispute the presupposed discrepancies between the proclaimed values, implementation strategies and examined spatial manifestations. Embassy architecture, with its privileges and realization process, vary significantly depending on the interpretation of ideological narrative-building. The relevancy of architectural design is of secondary importance, while the examined conceptualization and management processes are more indicative of spatial (re)production and freedom and control in urban spaces.
Apart from providing an applicable methodology and method for examining soft power architecture, this research offers relevant data primarily for architects and urban planners, putting forward strategies for communication of identity for exported architectural typologies. Furthermore, the universality of these typologies allows their spatial consequences to be examined in various urban matrices and cross-referenced with points of interest for individual case studies.

Public-private interaction in low-rise, high-density Tokyo. A morphological and functional study of contemporary residential row-houses

AB - The focus of this paper is liveable, low-rise high-density urban morphologies of residential architecture and urban planning practices in Tokyo. Over the last several decades, historically established qualities in cities worldwide are increasingly sacrificed in favour of globalization–led ‘universal’ typologies. Tokyo is not an exception: it is gradually changing to a high-rise, high-density built city environment.
From a morphological point of view, the paper demonstrates bioclimatic and cultural disadvantages of such developmental paradigm shift in Tokyo. Presented case studies elaborate upon the ways in which low-rise high-density environments and subsequent urban forms better facilitate human interaction and, consequently, can aid in reducing social isolation and contribute to mental well-being.
Presented case studies, observed over the period of six years depict how residential environments created by row-houses can be seen as a collection of adjoining private spaces. The emphasis is on the interconnected set of phenomena: low-rise high-density morphologies, climate-responsive semi-exterior spaces, facilitating human and public-private interaction.
The conducted morphological and functional analysis shows how design requirements of bioclimatic responsive semi-exterior space fully coincide with those of desirable public-private interface and human interaction. However, site-specific constraints critically affect spatial configurations of low-rise high-density developments in contemporary Tokyo, emphasizing the requirement for case-by-case attention in design and management of such places. Only design processes conscious of spatial management aware of the potential embedded in the design process can enhance socio-cultural interplay and bioclimatic performance.

Only design processes conscious of spatial management aware of the potential embedded in the design process can enhance socio-cultural interplay and bioclimatic performance.",

AB - Past urban planning practices for embassy buildings have largely been
indifferent to environments and the context of cities, oftentimes causing negative effects on
the urban matrix. Implementing a more open, transparent building process for its
diplomatic outposts overseas, Japan has managed to contribute to overall city development,
quality of its public spaces and the image it holds in host countries. These processes will be
examined and findings elaborated for the new Japanese embassy in Belgrade, Serbia, how
utilizing such methodology presents an improvement, in engineering and urban planning
terms, as well as a new method of cultural sustainability.

AB - States’ cultural policies for international relations take various
forms, both intangible and tangible. This paper will focus
on the latter, namely, exported architectural manifestation
utilized as cultural negotiation tools. In this research, exported
architecture is considered to be any built (realized) spatial
manifestations, non-native to the county in which it is placed.
Subsequently, architecture is viewed and examined as a cultural
resource, having the power to influence bilateral relations
presenting a new term, ‘soft power architecture’ as conceived,
exported, and state-controlled spatial manifestation, with a
clear set of goals inscribed within cultural relations policies.
The notion of architecture-as-a-negotiating-instrument
between various actors is introduced, borrowing from Joseph
S. Nye’s definition of the term “soft power” postulated as, in
the most basic terms, as the ability to attract, with attraction
often leading to acquiescence. These typologies have a
profound impact and yet the policy makers remain unaware
of the importance of architectural manifestations as cultural
resources. Requirements of the re-conceptualization of the
state’s policies regarding the planning, implementation and
management processes for diplomatic-consular outpost will be
discussed. Lastly, the case study of the new Japanese embassy
in Belgrade, Serbia, will be examined, noting particularities
of its processes, arguing an unintentional paradigmatic shift,
providing a theoretical and methodological framework for
future research.
