Application of multi-criteria analysis in the process of energy renewal of residential buildings

AB  - The subject of this paper is multi-criteria analysis of the selection of the best group of measures
for energy efficiency improvement of multifamily housing. Selection of the optimal sets of
measures for energy efficiency improvement is made on the basis of multi-criteria optimization
using the method of multi-criteria compromise ranking of alternative solutions - AHP method
(Analytical Hierarchical Process). The goal of the analysis is to select the best combination of
measures for energy renewal of the existing building, or the best variant of a series of offered
favourable variants in terms of adopted criteria and defined limitations. For the purpose of energy
renewal of the existing building and according to recommendations of national regulations,
five measures for energy efficiency improvement was adopted. The measures include the
thermal performances improvement of non-transparent and transparent parts of the thermal
envelope of the building and the use of renewable energy sources, respectively integration of
solar thermal collectors into the building envelope. For multi-criteria optimization, a set of the
following five criteria is adopted, according to which alternatives are evaluated: annual final
energy consumption for heating; annual primary energy consumption for heating; annual CO2
emissions; investment costs for energy renovation of buildings and return period of investment
means. The aim of this study is to demonstrate the efficacy of AHP method in practice when is
necessary to reach an optimal decision in selecting the best measures for improving the energy
performance of buildings. Finally, ranking of alternatives is done according to selected scenarios
of different combinations of criteria weight.

AB  - Several suburban settlements had been built in Belgrade after the World War II. In that time, a
few prefabricated systems were mostly in use in our country which resulted in housing settlements
consisting of numerous buildings with the same or similar layouts. They are all characterized
by poor energy performance causing high energy consumption (for heating and cooling)
and CO2 emissions. One of the examples of such architecture is the Konjarnikhousing settlement.
Different scenarios-hypothetical models for the energy performance improvement of the
envelope of the central block of the prefabricated multifamily building in Konjarnik are created.
The design of improvements of the envelope of the existing buildings is created according to
Belgrade’s climatic conditions, building orientation and technical characteristics of the building
structure.The assessment of the reduction in energy consumption for space heating and thus
the reduction of CO2 emissions has been carried out in the paper. Methodological approach
entails the following steps: creation of models of the improvement of existing buildings, consideration
of the results of thermodynamic simulations of energy performances of the modelsin
terms of energy consumption and CO2 emissions, and comparison of the results (models).

AB  - Application of solar thermal collectors as one of the modern architectural concepts, which are based on reduction of
energy consumption in buildings and the use of solar energy as a renewable energy source, give the new and
significant role to the roofs and facades that become multifunctional structures. The purpose of this paper is to show
different design solutions and benefits of integration of solar thermal collectors into the envelope of multifamily
housing building in Konjarnik settlement, Belgrade. Considering complexity of integration of active solar systems, the
following aspects of integration of solar thermal collectors are discussed: energy, architectural and ecological
aspects.
Hypothetical models of integration of solar thermal collectors into the existing building envelope are created in order
to reduce energy demands for water heating, and thus reduce CO2 emissions.

AB  - The purpose of this paper is to present a case of an office building and show how different concepts of envelope construction affect the energy efficiency of building. Assessment of energy performances of different scenarios of the hypothetical models of the office building in the central zone of Belgrade is the aim of this research. A few scenarios are created for each hypothetical model: basic scenario and scenarios of two shading devices types in order contribution to reduction of cooling demands to be estimated. The office building scenarios are modelled and analysed by using PHPP'2007 software to estimate heat and cooling energy demands. Also, CO2 emissions are discussed. Comparative analysis of the results highlights the advantages and disadvantages of the treated models and scenarios of office building envelope construction. Findings indicate the preferable solutions and highlight methodological approach in the office building envelope design, which has not yet been adopted extensively in practice in our country. Methodological approach and findings can generally be applicable for new office building design, both in Belgrade and in the similar climatic conditions. The paper demonstrates various feasible solutions of office building envelope construction that might help comply with the regulation.

AB  - The subject of this research is the Life cycle costs analysis of the building in order to evaluate the economic efficiency and cost-effectiveness of investments in various variants of application of active solar systems in aim to achieve the reduction of energy consumption and environmental pollution. Different variants of solar thermal collector’s application to the existing prefabricated residential building in the settlement Konjarnik in Belgrade, Serbia, are considered from the economic point of view. Cost-effectiveness and feasibility of various scenarios of energy optimization achieved by application of solar thermal collectors into the building envelope are evaluated on the basis of final energy consumption (within the EU-ISO standards). The methodological approach involves the analysis of the costs of energy consumption for water heating, financial analysis of costs and savings over the life cycle of the existing building in case of solar thermal collectors’ application to the building envelope as well as a comparative analysis of achieved results. Criteria for the economic analysis include the amount of investment, energy costs and life cycle costs of the building. According to the adopted criteria, the most suitable models are selected. This methodological approach is generally applicable in the analysis of investments in improvement of building energy performances, while possible technical solutions and the resulting economic benefits must be carefully considered.

Cost‐effectiveness and feasibility of various scenarios of energy optimization achieved by application of solar thermal collectors into the building envelope are evaluated on the basis of final energy consumption (within the EU‐ISO standards). The methodological approach involves the analysis of the costs of energy consumption for sanitary hot water preparation, financial analysis of costs and cost savings throughout the lifecycle of the existing building in case of application of solar thermal collectors’ on the building envelope, as well as a comparative analysis of obtained results. Criteria for the economic analysis include the amount of investment, energy costs and life‐cycle costs of the building. According to the adopted criteria, the most suitable models are selected. This methodological approach is generally applicable in the analysis of investments in improvement of building energy performances, while possible technical solutions and the resulting economic benefits must be carefully considered.",

AB  - The objective of the work is to study some solutions of the design and construction of structural glass roofs. Attractive glazed roofs could be achieved by enlarging the range and size of the glass panels, or by reducing the number of their supporting points. On the basis of analyses of the geometry of different shapes and positions of roof surfaces, structural glass roof functions and supporting systems, the general typology of form types is given. Also, the assembling typology is created. The diversity of combinations of structural glass components is the potential for different options of roof design and building appearance. In addition the interdependence between roof form and load carrying is considered for some cases. The subjects of numerical analyses are the glass panel models of 40 mm thick laminated glass. Checking of the stress of the laminated glass plates, on the 8-meter span, is done for different roof geometries.

Social Housing in Serbia: Dual Approach

AB  - Examining Serbian housing policy in the past two decades which has been radically transfered from the
communist version of "welfare state" to the neoliberal concept of housing market, this paper firstly identifies
major subjects and activities in the field of social housing and systematizes kinds of action related to these
activities. Sudden state’s withdrawal from the housing matter, followed by the lack of land regulations and
permanent economic crisis, caused almost unsolvable problem of adequate provision of housing for the most
of the population in Serbia.
The initial course, performed through privatisation of 98 % of public housing stock at the beginning of the
last decade of the 20th century, took place apart from the few other housing policy initiatives and processes
that were unconformably to each other. The state successively abandoned introduction of housing policy,
untill it almost ran short of its institutional and active capacities that had been developing by decades in
communism. Until 2004 housing policy was trying to achieve short-dated political aims, but since then, the
need for introducton of new systematic housing solutions, including social housing above all, emerged.
Serbian government began to act in two separate ways, although without yet astablished long-term national
housing policy: First was to try to support, financially and legislatively, production of affordable housing, so
called "cheap flats" for subsidized sale; and the other was to try to establish public rented housing, but this
time based on economic sustainability instead of general social equity proclaimed in communism. Several
projects of "cheap flats" for subsidized sale have been developed, while some of them are stlill under
construction, or in the planing stage. On the other side, the initial impulse for public rented housing
foundation in Serbia was the 15 milion euros pilot project – Settlement and Integration of Refugees
Programme (SIRP 2003-2008.) – financed by the Italian government, that was realized in seven Serbian
municipalities. Thus, first non-profit Public Housing Agencies in Serbia were established, and new public
housing stock was built and inhabited.
Considering serbian social housing policy in general and highlighting some of their characteristics related to
several projects, this study focuses on both of these two recognized courses by analisys and critic review of
achieved results.

AB  - The main concern of this research is to estimate different possibilities of energy performances improvement of existing dwelling housing in settlement Konjarnik, Belgrade, Serbia. Different solutions for reduction of energy consumption for heating of existing dwelling housing are proposed and taken into consideration. Two hypothetical models of improvement of building envelope are created and the annual energy savings for space heating according to the models is recognized. Comparative analyses of energy performances of existing building and predicted models of improvement are carried out regarding energy savings and reduction of CO 2 emissions. The results show that significant energy savings and reduction of CO 2 emissions can be obtained with a very simple refurbishment measures.

AB  - Trying to estimate perspectives of Facility Management development in Serbia, the authors are looking for rare cases and initiations of Facility Management in practice, considering recent experiences from the countries in the CEE (Central and Eastern Europe) region such as Hungary, Croatia and other European countries in transition. In a milieu of a recovering economy, privatization in progress, a dynamic real estate market and an expansion of foreign investments, development of FM is regarded as a field with a significant perspective. The presence of developed FM concepts in European countries can be a chance for Serbia to start developing its own FM strategy based on the best regional experiences.
AB  - U nastojanju da procene perspektive razvoja tehnologije upravljanja i održavanja izgrađenih objekata (Facility Management) u Srbiji, autori tragaju za primerima primene u domaćoj praksi. Pri tome se imaju u vidu skorašnja iskustva zemalja Centralne i istočne Evrope (CEE), kao što su Mađarska, Hrvatska i druge evropske zemlje u tranziciji. U uslovima oporavka nacionalne privrede, nedovršene privatizacije, dinamiziranja tržišta nekretnina i ekspanzije stranih ulaganja, razvoj FM tehnologije prilagođene lokalnim uslovima, smatra se vrlo perspektivnim poljem delovanja. Postojanje razvijenih FM koncepata u evropskim zemljama pruža izuzetnu šansu Srbiji da započne formiranje sopstvene FM strategije bazirane na najboljim iskustvima iz zemalja u regionu.
